Engineering Work Plan

1. Purpose

This document aims at establishing the Work Plan for all the required activities for
the project Transmission System for Cerro Verde Mine, except for procurement
and construction which will be contained in another Plan to be delivered later.

2. Background

The background information of the project is:


 Sociedad Minera Cerro Verde SMCV has signed a Memorandum of
Understanding (MOU) with Abengoa Per AP for the development of a
Transmission System Project to additionally provide 440 MW energy from the
Sistema Interconectado Nacional SEIN (National Interconnected System)
 According to the MOU, a set of activities related to the Project engineering
and others described below shall be carried out under this Work Plan:
Elaborate the basic design of the transmission line and substations
Elaborate the Pre Operability Study to be presented to COES
(Committee for Economic Operation of the National
Interconnected System)
Elaborate the Environmental Impact Study to be presented to MINEM
(Ministry of Energy and Mines)
Obtain the Temporary Concession
Obtain the Certificate of Non-existence of Archaeological Remains
(CIRA)
Identify owners and estimate damage
 Moreover, on 12.05.11, SMCV and AP agreed on an addendum to the MOU,
which updates the project scope and defines two projects, package K121
and package K122, the first one being stipulated in this work plan.

3. Project Scope

The scope of the Project is described below:


 Concessionaire management
 Permissions and authorizations Proyect, this is for the N K121 as well as the
K122 package, according to MOU.
 Development of the lines and substations Basic Design for the main supplies
purchase.

 Procurement and purchase of equipment and materials.


 Development of the lines and substations Detailed Engineering.
 Work execution and commissioning; electromechanical and civil works.
 Operation and Maintenance O&M on 500 kV side; O&M on 220 kV side,
including the transmission line if agreed upon by AP and SMCV.

4. Description of the Project

The Project is described in the drawings delivered by SMCV which are attached in
Appendix N 1: 240K-C2-5210-65E-001-Rev A2 Block Diagram
The Project consists of a transformation substation (SE San Camilo) 500/220 kV,
which sections the 500 kV TL Ocoa Montalvo that belongs to the Concession of
Abengoa Transmisin Sur - ATS, near la Joya, between towers N 275 and N 278.
A 220 kV Transmission line, which is double-circuit and 35 km long, is built from
SE San Camilo to Main Substation CV2 located in SMCV Concession.
The Main Substation CV2 belongs to the mining expansion project and to the
project called package K 122.
The Project has the following work sections:

4.1 Task 1 (T1): Connection to 500 KV TL


The ATS project plans a simple transposition in this 256 km section. More studies
will be conducted to confirm if transposition is needed for sub-sections Ocoa-San
Camilo (139 km) and San Camilo-Montalvo (117 km).
Additionally, some modifications will be made on 500 kV TL Ocoa Montalvo for
the SE San Camilo construction, which is virtually next to the transmission line.

4.2 Task 2 (T2): San Camilo Substation 500/220 kV

4.2.1 Electromechanical and Civil Works

San Camilo substation will be located between towers N 276 and N 277 of the
TL Ocoa Montalvo, near la Joya Arequipa; it takes into account the proximity
to the access projected by SMCV and the easement strip of the 500 kV TL under
construction by ATS.

It will be exterior-typed with conventional equipment, with valve yards of 500 kV


with switch and a half configuration, and of 220 kV with double bus bar
configuration.
The 500 kV valve yard design will be under IEC standards and will have one (1) full
bore for the line output of San Camilo Ocoa and San Camilo Montalvo; one
(1) full bore for the two three-phase autotransformers output and some spacing
required for a potential bore.

The three-phase autotransformer banks will be specified under ANSI standards


with a 360/480/600MVA power with Onan/Onaf1/Onaf2 cooling conditions.
The 220 kV valve yard design will be under ANSI standards and will have two (2)
transformer outputs, two (2) line outputs for TL to Main Substation CV2, one (1)
busbar coupling bay, some spacing required for two (2) potential outputs and one
500/220kV autotransformer.
The substation will have Housings and a Control Building for switchboards and
protection purposes, as well as communication boards and auxiliary services.
Required civil works will be implemented, such as: access, perimeter fencing,
channels and gutters, etc. for the correct substations operation. Moreover, as it is
possible to have two operators in the substation (ATS and SMCV), two control
buildings are suggested with the required services each.
4.2.2 Control System

The substation control system will have four control levels with communication
connected to each level; level 0 will contain the local control of the equipment
yard, that is, switchgear control cabinets; level 1 will contain bay controllers,
protection relays, gauges, and other IEDs, and will obtain field data from level 0 to
send them via communication to the next control level.
Level 2 will contain the local Scada of the substation, from where orders will be
made and system reports, alarms, events, etc. will be displayed.
Level 3 will be the control center located in Lima, from where the Project electric
system will be operated.
4.2.3 Protection System

The following protection systems will be implemented:


 Protection for 500 kV Line; primary and secondary protection (line differential
relay)
 Protection for 220 kV Line; primary and secondary protection (line differential
relay)
 Protection for Transformer; primary and secondary protection (line
differential relay)
For SE Main Substation CV2, AP will provide with a protection panel including
the protection relays for 220 kV TL to SE San Camilo; this panel will be installed in
the SMCV control room by AP
4.2.4 Communication System

The expected communication design will remain for 500kV, that is, optical fiber
and carrier wave. It is planned to use an OPGW wire terminated with optical fiber
in each line end for the communication between San Camilo and Main Substation
CV2.

The proposed equipment will be housed in communication boards installed in the


substations control rooms.

4.3 Task 3 (T3): Series Compensation 500kV TL


Under the Pre Operability Study of the Cerro Verde Project, the series
compensation defined for ATS is planned to be modified and a series
compensation bank may be implemented on the 500 KV side of San Camilo
substation.
The bank features will be defined in the Pre Operability Study.

4.4 Task 4 (T4): Static VAR Compensator


Under the Pre Operability Study of the Cerro Verde Project, a SVC system is
planned to be implemented on the 220 kV side of San Camilo subtation.
The SVC features will be defined in the Pre Operability Study.

4.5 Task 5 (T5): 220 kV Transmission Line


This TL will have double triad configuration, 35 km and the features below:
 Number of circuits : 2
 Rated capacity : 600 MW per circuit
 Rated voltage : 220 kV
 Estimated length : 35 km
 Conductors : ACAR, 2 conductors/ phase. With 600 MW of
capacity each one.
 Towers : Self supported
 Guard Wires : One OPGW (48 FO) and one alumoweld
 Insulators : Glass, Fog Type, silicone coated

4.6 Task 6 (T6): Permits required for the project


According to the Project scope, we have:
 Pre Operability Study
 Environmental Impact Study IEA
 Power System Stability Studies
 Certificate of Non-existence of Archaeological Remains - CIRA
 Operability Studies
 Temporal and definitive concession
The scope of this engineering plan only applies to the pre operability study.

4.7 Task 7 (T7): Pre operability Study for K122


These studies will be included in the pre operability study of K121 project.

4.8 Task 8 (T8): Operation and Maintenance K121


It does not apply to this document scope.

5. Description of Work Plan

The following activities are part of the development of this Work Plan, under the
MOU and MOUs addendum:
 Elaborate the basic design of SE San Camilo and 220 kV TL to SE Main
Substation CV2.
 Elaborate the detailed engineering of SE San Camilo and 220 kV TL to SE
Main Substation CV2.
 Elaborate the Pre Operability Study to be presented to COES.
The Project design has to be approved by the MEM (Ministry of Energy and Mines)
before executing the Work Plan.

5.1 Project Design Approval by MINEM


AP received from SMCV the Feasibility Study of the 500 kV connection developed
by CESEL INGENIEROS SA. The latter has developed a system analysis study to
assess the connection implications of the SMCV project to the ATS system, and it is
currently elaborating a file to be presented to the Ministry of Energy and Mines
MINEM for its approval.

5.2 Basic Design Development


It refers to the engineering activities required to define the main components of
the Project and its quantities, being useful enough for the procurement and supply
purchase processes.
It generally comprises the following deliverables:
 Descriptive Memory
 Supply Units Technical Specifications
 Mounting Specifications
 Civil Work Specifications
 Main equipment estimates
 Drawings
 Calculation Reports, specific studies, transposition studies of 500 kV TL
Oco (sic) Montalvo
 Specific modifications on 500 kV TL Ocoa Montalvo

5.2.1 Substations

The following activities will be developed:


Data Collection:
The Project technical information will be analyzed and assessed, as well as the data
of 500 kV and 220 kV Lines if available.
Based on the collected data, particular features will be identified for the
equipment and included in the applicable technical specifications as part of the bid
terms and conditions.
Definition of the Substation location:
A preliminary location drawing will be issued for the SMCV approval; once it is
approved, applicable lots shall be acquired and field work may start.
Field Work:
It refers to soil analysis, geotechnical study, topography and soil resistivity.
Design criteria:
All the designs will be developed according to the recommendations of the project
applicable standards, and based on other designs created by AP for similar facilities
(ATS project).
For the 500 kV yard, we will use equipment whose features are similar to the ones
purchased for the 500 kV TL Chilca Montalvo 2, a project which was developed
by AP.

5.3 Pre operability study


Only when the MINEM approves the feasibility study, Pre Operability studies will be
developed to be presented to COES.
The minimum requirements of the pre operability study include:
 Load Flow Study;
 Short Circuit Study;
 Insulation Coordination Study;
 Stability Study;
 Transient Studies;
 Other studies required by COES;

5.4 Detailed Engineering Development


It belongs to the implementation phase and includes the basic design revision to
adapt the project to purchased equipment; moreover, it aims at obtaining the
detailed design of the estimated facilities in order to start with its building.
5.4.1 Substations

It generally comprises the following deliverables:


 Descriptive memory
 Drawings for building all the civil and electromechanical designs
 Studies, analysis and calculation reports required for the detailed engineering
and work construction development
 Selection of minor materials
 Structure design
 Other designs required for engineering
