Safety is not an intellectual exercise to keep us in work.
It is a matter of life and death. It is the sum of our con -

Introduction
On July 6, 1988, the North Sea oil production platform known as Piper

men and let to total insured losses of US$3.4 billion. Two years later, when
an inquiry into the cause was complete, Piper Alphas operator was criti -
cized for inadequate safety procedures and maintenance, but no charges
were brought against the company.

In 2010, the Deepwater Horizon oil spill grabbed headlines around the
world. An explosion killed 11 men, injured 17 others, and led to month
after month of negative stories relating to the operations, the incident and
the response to the disaster.

Sir Brian Appletons response to Piper Alpha was well-spoken. In contrast,

one of the most memorable lines from United States President Barack
Obamas response to Deepwater Horizon was much more brief and some -
what controversial: We will make BP pay.

It goes without saying that safety problems in the oil & gas industry envi -
ronment can quickly escalate into global events. Heightened safety con -
cerns always follow global incidents, but they dont fade quickly. Questions
around the safety of oil & gas operations will continue to get attention from
government regulators, the media, and members of the global safety com -
munity. Unfortunate incidents can last for decades in both effect and in
public memory.

Despite the complexity of safety issues in oil & gas, the importance of effec -
tive safety management across all operations is widely recognized. Whether

and ensuring compliance with regulatory bodies and outside inspectors can
be a stressful job. But getting the job done starts with setting safety goals
that will increase workplace safety, reduce liability, lower costs, and ensure

times. And it all must happen while maintaining production.

The good news is that advances in technology and best practices can help
make the management of safety easier than ever. Constant readiness is
within reach. Newer technologies and trends such as RFID and the adop -
tion of cloud computing are helping to make safety easier for many indus -
tries, including all types of oil & gas operations.

You could say its the end of the clipboard era.

What safety professionals in oil & gas have

in common with accountants
Safety management in any industry can quickly lead to stacks of paperwork,
processes that are open to human error, and guesswork on compliance mat -
ters. Keeping track of assets persons, places or things is necessary for
achieving safety goals, but it can overwhelm even the most organized health
and safety manager without proper systems in place.

With this thinking in mind, you could say that oil & gas site safety managers

In accounting, you have internal accountants, external auditors and a regu -

latory or governing body that ensures certain standards are being enforced.
In oil & gas, theres a combination of internal roles responsible for safety

Accountants learned the value of digitized record management very early

on. Rarely will you see accountants doing important work with a pencil and
paper. And every day, more and more oil & gas companies are throwing
away their clipboards and implementing electronic safety solutions.

safety management, inspections and facility audits. Safety professionals

working for leading petroleum companies face an incredible opportunity to
achieve safety goals and set their own standards for excellence.

Traditional safety and compliance

problems in oil & gas
Oil & gas health and safety professionals face some of the most unique
problems among any industrial or commercial operations. Effective safety
management involves ongoing attention to all of the assets that make up an
operation, and to the safety system itself.

Here are just a few examples:

Persons: Are workers properly trained to identify hazards or

Places : When was this site last inspected or audited for safety?
What elements of this site have passed or failed based
on inspection or audit criteria?

Things: Have all personal protective gear or heavy equipment

Answering questions like those above can be problematic, especially if

youre relying on traditional safety management techniques. Next, were
going to break down the top issues created by traditional safety manage -
ment approaches in oil & gas, and then well look at how to overcome these
challenges.

assets whether they are persons, places or things that must be tracked
within an operation for training, inspection or safety auditing purposes.
Traditionally, inspectors would look for serial numbers on equipment or
keep paper records regarding workers or site audits. Unfortunately, serial
numbers can be read and/or recorded incorrectly from time to time, and
paper records in an oil & gas work environment can easily become dirty and
unreadable. In cases where audits involve keeping track of worker skills,

the safety management system.

Inspection and Audit Scheduling

-
tions and training levels, and any number of items relating to safety gear,
equipment and people. In an oil & gas environment, some assets may
-
tion, and some might need special attention that falls outside of a normal
inspection or audit schedule. Keeping track of scheduled inspections and
audits, and maintaining statuses for hundreds or thousands of assets, can
quickly become a managers worst nightmare in rugged environments.

Compliance Guesswork

Safety compliance is a complicated matter. Knowing what compliance cri -

suggestions that need to be referenced is enough to drive even the most

safety procedures and guesswork.

Time Consumption

recording inspections and audit details, and then sorting and storing the
records are extremely time-consuming processes. Often the workloads of
-

and storage of safety information is an all-consuming, never-ending task for

some operations.

Unmanageable Paperwork

Properly managing safety compliance for lists of people, places and things
requires an audit trail that must be maintained on an ongoing basis, ac -
counting for each and every piece of equipment, person, structure or facility
in the books.

This paperwork doesnt just include internal inspections and audits; third-
-
tion must be tracked as well. Managing paperwork from different sources,

be extremely frustrating. One the biggest problems to overcome is being

able to quickly and accurately present this paperwork, often in a very short
time frame, to a government auditor or, even worse, an accident investiga -
tor.

Minor and major safety incidents may not be predictable, but many are pre -
ventable. You can control and manage an effective system tracking persons,
places and things affecting the safety of your site. With the right approach
and techniques, you can be ready for anything whether its a surprise in -
spection or an unanticipated event requiring rapid response. The larger your
operations get, the more assets that need to be managed effectively in order
to achieve this state of constant readiness.

Unfortunately, there are circumstances under which anyone responsible for

safety may be called on to produce proof of inspections and safety checks
of various types. With the old paper and pen system, the effectiveness
and accuracy of a safety management program can be questioned.

There have even been cases when companies were accused of falsifying re -
-
cation and proof of safety inspections, audits and recorded events.

instant access to auditing information, and ensure no time is wasted, or
criteria missed.

Not only does this inspection process create paperless tasks and records,
but it reduces guesswork and eliminates errors.

at a later time, by simply syncing with the cloud.
