3. Chief Accountant of the procuring entity as a witness in contract signing

WHEN: In determining the contract implementation period, it must ensure that the supplier is given ample
time to undertake any preparatory activity/ies necessary for it to comply with the conditions of the contract.

WHEN: A contract becomes effective either on the date of the receipt by the winning bidder of the
NTP (Notice to Proceed) or, if an effectivity date is provided in the NTP, then on such date, but in no case
later than seven (7) calendar days from its issuance. All notices called for by the terms of the contract
shall be effective only from either of these effectivity dates. These provisions must be stated clearly in the
contract itself. (IRR-A Section 37.5)

WHAT:

Contract implementation covers the following:


1. Effectivity of the contract
2. Contractors performance of its contractual obligations
3. Procuring Entitys performance of its contractual obligations, as specified in the contract
4. Final acceptance or project sign-off
5. All other related activities and
6. Payment by the Procuring Entity.

Output

Approved and signed contract that to be implemented

Input : Reauired Documents submitted by the Bidders


Who (not included for now in case only if format has changed)
The BAC;
2. The TWG;
3. The BAC Secretariat / Procurement Unit; and
4. Bidder with LCD

WHEN: 7 calendar days when Lowest Calculated Bid is already determined

Exception: Head of Procuring Entity may extend not more than 30 days upon special cases like
elaborate testing of equipments from abroad

WHY: To verify, validate and ascertaine all the statements made and documents submitted by the bidder
with the LCB.
HOW:

1. The documents of Bidder with lowest calculated bid will be challenged by BAC/TWG until its acceptance.

2. Site inspection will be done in the bidders place (WHO: BAC/TWG)

3. Inquires about the bidders performance in relation with other contracts/transactions as indicated in its
eligibility statement(WHO: BAC/TWG)

4. If ever TWG made the post qualification, certain reports will be submitted to BAC for a review. (WHO:
BAC/TWG)

5. Criteria of post qualification will be assessed. If ever passed, it will be declared as Lowest Calculated
Responsive Bid. (WHO: BAC)

6. Upon declaration, The Secretariat with assistance of TWG and prepares BAC resolution of LCRB and make
a notice for the information of the post qualification (WHO: The BAC Secretariat / Procurement Unit)
