1. Introduction

In the last two decades, since the phenomenon of human trafficking is present in Bosnia and Herzegovina, competent institutions and non-
governmental organizations are taking planned and comprehensive measures aimed at preventing and combating this form of criminality
which very often assumes a form of organised and cross-border crime. Since 2001, political and legal documents in the form of strategies,
action plans, laws, regulations, rules, decisions and other acts defining the basic policy and action in the fight against human trafficking
were adopted and implemented.

At that time, in extremely difficult circumstances, Bosnia and Herzegovina has achieved significant results in the fight against human
trafficking. It is confirmed by indicators and reports of international monitoring mechanisms that are consistent with the assessment that
this problem still exists in Bosnia and Herzegovina; however the authorities of Bosnia and Herzegovina are taking the necessary actions to
fight against it. Such situation is primarily influenced by the activities of competent institutions but also by substantial involvement of civil
society and support from international organizations and some friendly countries.

Currently, the competent institutions and partners from non-governmental sector and international partners are working on achieving the
goals of the strategic document for the period 2013-2015. The strategy to combat trafficking in human beings in BiH for the
aforementioned period of time, in a broader and narrower sense, includes an approach to the phenomenon of trafficking as a part of the
integration process, establishing of the rule of law and respect of international standards on human rights and fundamental freedoms. An
effective fight against human trafficking is considered as an integral part of efforts to reach EU standards set out in the European
Partnership and Progress Report, as well as the Stabilisation and Association Agreement. With a broader strategic perspective of this
document trafficking in human beings is treated as an aspect of asymmetric threat within the Euro-Atlantic integration process. On the
other hand, a narrow perspective of an effective fight against human trafficking is viewed through the focus of victims protection, who
after being identified and rescued from the human trafficking chain, should receive all sorts of adequate protection and support to ensure
their rehabilitation and reintegration and prevent re-victimization.

As in previous years, the Situation Report on Trafficking in Human Beings for 2014is produced on the basis of contributions and
submission of relevant data from the vast majority of competent institutions and non-governmental organizations involved in the fight
against trafficking in human beings, from all levels of government in Bosnia and Herzegovina. At its meeting held on 3rd April 2015, the
monitoring team of the Council of Ministers, considered and adopted the Situation Report on Trafficking in Human Beings in Bosnia and
Herzegovina for 2014 (hereinafter: the Report), in accordance with the Decision on the establishment of the Rules of Procedure, prior to its
submission to the Council of Ministers.

The legal ground for submission of the Situation Report on Trafficking in Human Beings in Bosnia and Herzegovina is contained in Article
VI (3) and (4) of the Decision on Procedures and Method of Coordination of the Activities on Combating Trafficking in Human Beings and
Illegal Immigration in Bosnia and Herzegovina and the Establishment of the State Coordinator Position (Official Gazette of Bosnia and
Herzegovina, No. 24/03 and 37/04).

2. Summary

The Report is split into three thematic areas, as follows:

(1) The area addressing the indicators of human trafficking in Bosnia and Herzegovina;
through statistic data on the number of identified victims of human trafficking and data on criminal prosecution of the perpetrators of
criminal offences of trafficking in human beings and related criminal offences;

The main characteristic of this area is that in 2014 there was a significant increase in the number of identified victims of trafficking,
especially victims who were exploited for their labour and minors victims exploited for forced begging. In addition, the characteristic of
2014 is the increase in the number of prosecuted cases of human trafficking and related criminal offenses and filing and confirmation of an
indictment against a large number of perpetrators of criminal offences related to trafficking for labour exploitation in the case of "Serbaz"
in Azerbaijan.

(2) The area addressing the activities by the competent authorities, civil society organisations and international partners;

The main characteristics of this thematic area is the increased scope and number of activities undertaken by civil society organizations and
international partners that are focused on fight against human trafficking and meeting the goals of the Strategy for fight against trafficking
in human beings in Bosnia and Herzegovina. A particular characteristic of this area is the beginning of the activities on the implementation
of the project "Support to the Implementation of the Strategy to Counter Trafficking in Human Beings", which is funded by USAID under the
program Vlada Vladi (Government to Government). This was the first case ever that this type of assistance was implemented in Bosnia and
Herzegovina.

(3) the area discussing the progress in the implementation of the Strategy to Counter Trafficking in Human Beings in Bosnia and
Herzegovina and the Action Plan .

A characteristic of this area is that most of the planned activities in the Action Plan to counter human trafficking were timely implemented.
Yet, some delays were noticed in certain parts and they should be caught up in the last year of the Strategy and Action Plan implementation.
In addition, a process of evaluation of these documents will be conducted and a drafting of forthcoming strategic documents will be
initiated in the coming period.

4. Acknowledgement to Partners

An efficient fight against trafficking in human beings implies partnership, that is, close cooperation and coordination of activities of all
governmental institutions and civil society organisations, and support of international partners. The need for cooperation and
coordination is particularly evident in the prevention of trafficking in human beings and in protection of and support to victims of human
trafficking, the segments without which the overall fight against trafficking in human beings could not be successful. Therefore, all
governmental institutions at all levels of authority in Bosnia and Herzegovina and civil society organisations involved in the activities on
prevention and protection of victims, which worked hard on the implementation of the Action Plan activities, deserve especial
acknowledgement. International organisations and some friendly countries which financially and technically supported the
implementation of the Action Plan activities also deserve special acknowledgement.

With regard to criminal prosecution activities against traffickers of human beings, special acknowledgement goes to law enforcement
services and Prosecutors Offices which made efforts to detect and prosecute the perpetrators of the criminal offences. This particularly
refers to the Task Force for the fight against trafficking in human beings which, also in 2014, actively participated in planning and
implementing joint and coordinated actions against trafficking in human beings. In accordance with the Decision on the Task Force
establishment, this body submitted a special Report on its work to the Council of Ministers of BiH.

The partnership novelty in this field pertains to the implementation of the project Support to the Implementation of the Strategy to
Counter Trafficking in Human Beings", funded by USAID and implemented by selected partners, such as: Centre for Policy Research against
Crime, International Forum of Solidarity EMMAUS, Association XY and Boram.

Support activities to counter human trafficking have continued in 2014, with the support of international partners: the Organization for
Safety and Cooperation in Europe (OSCE), Catholic Relief Services (CRS), and Deutsche Gesellschaft fur Internationale Zusammenarbeit
(GIZ), the International Centre for Migration Policy (ICMPD).
Special award certainly deserve numerous non-governmental organizations from Bosnia and Herzegovina for having conducted activities
pertaining to the protection of the victims of trafficking, economic and other sort of empowerment of identified and potential victims and
members of high risk groups, as well as numerous preventive activities. More detailed description of individual organizations and their
respective activities are presented in Section 6 of the Report.

5. Indicators of Trafficking in Human Beings in Bosnia and Herzegovina

5.1 General overview and statistical indicators of the state of trafficking in human beings

According to data obtained from the Prosecutors Offices, law enforcement services, Centres for Social Work and non-governmental
organisations, a total of 49 potential victims of trafficking in human beings was identified in Bosnia from January to December 2014. The
victims were primarily exploited for the purpose of labour or incitement to prostitution and/or sexual exploitation, but they have also been
exploited for the purpose of organized and forced begging, then they have been sold for the purpose of entering into contractual or forced
marriages, and for the production, possession and distribution of child pornography.

Out of the 49 victims of trafficking in 2014, 12 were adults (11 women and 1 man), and 37 minors (24 women and 13 men)
35 women and 14 men

Out of the registered 35 trafficking victims - women,


11 were majors, out of them:
4 sexually exploited,
3 exploited with combination of forced labour and begging,
3 exploited exclusively for begging,
1 exploited for the production, possession and distribution of child pornography.

24 were minors, out of them:


6 sexually exploited,
14 exploited for begging,
4 sold for forced marriage and subsequent begging
Out of the registered 14 victims of human trafficking men

- 1 was major victim of begging and 13 were underage victims of begging,

From a total of 49 potential victims of trafficking, 10 of them were sexually exploited, 3 were exploited for forced labour/labour
exploitation, 31 for begging and 1 for the purpose of production, possession and distribution of child pornography and 4 for sale for forced
marriage/begging.

Out of the 49 victims of human trafficking 3 were female foreign nationals (Kosovo, Sri Lanka and Croatia), the remaining 46 victims of
human trafficking were citizens of Bosnia and Herzegovina.

During the year, 14 potential victims of trafficking were assisted in the shelters, 21 potential victims of trafficking were assisted through
drop-in centre / drop-in station, 1 in the Orphanage Bjelave in Sarajevo, while 13 potential victims were not assisted because they have
refused it.

Additionally, in May 2014, the Court of Bosnia and Herzegovina confirmed the indictment for criminal offense of organized crime under
Article 250, paragraph 3, in conjunction with the criminal offense of human trafficking under Article 186, Paragraph 1 of the CC BiH. In this
case, we identified 672 victims of human trafficking, out of which 652 were nationals of Bosnia and Herzegovina and 20 foreign nationals
(4 from Macedonia 16 from Serbia), who were previously exploited for labour in Azerbaijan.

5.2 Criminal prosecution for trafficking in human beings and related criminal offences

According to data of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina, the Prosecutors Offices in Bosnia and
Herzegovina received a total of 23 reports on committed criminal offences which included 32 perpetrators. In 2014 the Prosecutors Offices
ordered 14 investigations against 18 persons. In the reporting period, the Prosecutors Offices decided to cease investigations in 6 cases
against 12 persons and filed 7 indictments against 9 persons. During 2014, the courts pronounced 12 sentencing verdicts against 13
persons, out of which 8 sentences to prison against 8 persons and 4 suspended sentences against 5 persons. There was also one acquittal
against four persons.

For the criminal offence of trafficking in persons under Article 186 of the CC of BiH, the Prosecutors Office received 5 reports against 9
persons. The Prosecutors Office ordered 1 investigation against 1 person and filed 1 indictment against 2 persons, and ceased 1
investigation against 1 person. In the reporting period there were no prison sentences imposed by the Court of Bosnia and Herzegovina.

In the Federation of Bosnia and Herzegovina the Prosecutors Offices received 9 reports against 9 persons for the criminal offence of
Pandering in violation of Article 210 of the CC of FBiH. Seven investigations against 6 persons were ordered while 3 investigations against 4
persons were ceased. Four indictments against 3 persons were filed. For the criminal offenses that are covered by Chapter XIX of the
Criminal Code of the Federation of Bosnia and Herzegovina, 9 convictions were pronounced against 10 persons

In Republika Srpska, for the criminal offence of Trafficking in Persons under Article 198(b) of the CC of RS, the Prosecutors Offices
received 1 report against 1 person. An investigation against 1 person was ordered. There were no investigations which were not
instigated. An indictment filed against 1 person was confirmed and a sentence to imprisonment against 1 person was pronounced. For the
criminal offence of abuse of children and minors for pornography under Article 199 of CC of RS, 3 criminal charges were filed and an
investigation was ordered against one person. For the criminal offence of production, possession and distribution of child pornography
under Article 200 of the Criminal Code of RS 4 charges were filed against 4 persons, and 2 investigations were ordered against two persons.
For the criminal offence of trafficking in persons under Article 207 (a), the Prosecutors Office of Brko District received 1 report against 6
persons. One investigation against 5 persons was ceased. During the reporting period an order was issued to cease an investigation against
one person for the criminal offence of Introducing Pornography to a Child under under Article 209 of the CC of BD BiH . In the reporting
period an order was issued to cease an investigation against one person.

The table below shows the ratio of the number of ordered investigations, indictments and verdicts pronounced for crimes of human
trafficking and related crimes.

Additionally, in May 2014, the Court of Bosnia and Herzegovina has confirmed an indictment against 13 nationals of Bosnia and
Herzegovina for the criminal offense of organized crime under Article 250, Paragraph 3, in conjunction with the criminal offense of human
trafficking under Article 186, Paragraph 1, of the CC BiH. In this case, we identified 672 victims of human trafficking, out of which 652 were
nationals of Bosnia and Herzegovina and 20 foreign nationals (4 from Macedonia 16 from Serbia), who were exploited for labour in the
construction industry in Azerbaijan .

The Annex to the Report contains tables produced by the High Judicial and Prosecutorial Council, including statistical data on the criminal
offences of Trafficking in Human Beings and the related criminal offences.

6. Activities by Competent Authorities, Civil Society Organisations and International Partners


According to its phenomenological characteristics, consequences and the extent of the societys concern, the human trafficking problem
certainly requires a joint, harmonised (coordinated) and systematic approach of all involved public authority institutions, civil society
organisations and other interested partners of domestic and foreign provenience which are, depending on their possibilities, capacity and
abilities, qualified to be involved in addressing this problem in Bosnia and Herzegovina. This is exactly one of the key characteristics of the
manner in which to approach trafficking in human beings in Bosnia and Herzegovina, which is evident in the range of various activities
implemented in cooperation with the Ministry of Security and the State Coordinator in order to reduce the scope of this problem and to
find efficient ways of preventative actions in the areas which are deemed to be risky in terms of trafficking in human beings. In its further
course, the report will present two key unities reflecting the extent of the harmonised activities in this field and providing an overview of
all activities and projects implemented in the reporting period.

6.1 Coordination and funding the activities on prevention and combating trafficking in human beings in Bosnia and Herzegovina

6.1.1 Coordination of activities

During 2014, meetings of the Monitoring Team to Monitor the Implementation of the Strategy to Counter Trafficking in Human Beings
were held on a regular basis. The Monitoring Team consisted of 10 members, two from the Ministry of Security and one representative
from the Ministry of Justice, Ministry of Civil Affairs, Ministry for Human Rights and Refugees, as well as one representative from the
Government of the RS, Government of the Federation of Bosnia and Herzegovina, Government of Brcko District and one representative
from NGOs. In September 2013, the Ministry of Security adopted the Decision on establishing the aforementioned monitoring team.

In order to further develop the institutional capacity to implement the legal framework and provide adequate assistance and protection
to victims of trafficking, in accordance with Article 22 of the Rules on Protection of Victims and Victim-Witnesses of Trafficking in
Human Beings Who Are Citizens of BiH, meetings of regional monitoring teams of Sarajevo, Mostar, Banja Luka and Tuzla were held on a
regular basis. Monitoring teams were involved in activities related to the identification procedures, organisation of protection and
assistance, primary and secondary prevention and other activities to protect and assist victims of human trafficking and victim
witnesses. In addition, information on trends monitoring and situation pertaining to the activities in the area of fight against human
trafficking were exchanged at the team meetings.

As in the previous period, the activities of regional monitoring teams from Sarajevo, Mostar Banja Luka and Tuzla, were financially
supported by the international organization Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ).

In order to coordinate activities with NGOs and international organizations being active in the fight against human trafficking and jointly
plan future actions, a referral meeting was held in December.

Over the year, the Task Force to Combat Human Trafficking coordinated the work of the Prosecutors Offices and law enforcement
agencies and consequently submitted a Special Report to the Council of Ministers in accordance with the Decision on its establishment.

6.1.2 Funding activities

For several years now, the Ministry for Human Rights and Refugees of Bosnia and Herzegovina has been provided a grant for victims of
trafficking in human beings through its budget. The funds were allocated based on the public invitations to non-governmental
organisations which provide direct support to victims of human trafficking. During 2014, the Ministry for Human Rights and Refugees
established a Committee to set criteria and publicise an invitation for the grant allocation to non-governmental organisations providing
direct assistance to victims of trafficking in human beings who are nationals of Bosnia and Herzegovina. The Commission established the
criteria, publicised an invitation on 11 March 2014. The public invitation was open for 20 days. After closing the public invitation, the
Commission has selected two non-governmental organizations placed under the grant funds in the amount of 60,000.00 KM.

The Ministry for Human Rights and Refugees of Bosnia and Herzegovina and EMMAUS - International Forum of Solidarity
Graanica/Sarajevo and Nova generacija (New Generation) from Banja Luka signed an agreement on cooperation. Beneficiaries have
accepted to spend the available grant from the Ministry of Human Rights and Refugees of Bosnia and Herzegovina for direct assistance and
protection to victims of trafficking who are nationals of Bosnia and Herzegovina, for the sustainability of safe houses and emergency funds.
The budget of the Ministry of Security of Bosnia and Herzegovina for 2014 provided funding in the amount of 120,000.00 BAM under item
Current grants - Grants of non-profit organizations - accommodation and legal assistance to foreign nationals who are victims of trafficking
and legal assistance to foreign nationals in the immigration centre. Of the total amount, 96, 000, 00 BAM were foreseen for the
accommodation and assistance for foreign victims of trafficking.

During the year the funds in the amount of $ 300,000 were activated in order to start the implementation of the project "Support to the
Strategy to counter trafficking in human beings in Bosnia and Herzegovina", financed by the USAID.

6.2 Strategic framework to counter trafficking in human beings in Bosnia and Herzegovina

At its 89th session held on 4 April 2014, the Council of Ministers of Bosnia and Herzegovina adopted the Action Plan for child protection and
prevention of violence against children through
information-communications technologies in Bosnia and Herzegovina covering the period 2014 - 2015, prepared by the Ministry of
Security in cooperation with all relevant institutions of Bosnia and Herzegovina. This Action Plan is focused on improving the system of
protection against child pornography and paedophilia. It includes more than 40 activities that will be implemented by the authorities in
BiH until the end of 2015 to ensure an effective mechanism of protection against child pornography and other forms of sexual exploitation
and abuse of children through information and communication technologies. The plan defined the adoption of amendments to existing
laws, and the harmonization of secondary legislation, as well as enhancing institutional capacity and cooperation with international bodies
in this field. The Action Plan for child protection and prevention of violence against children through
Information-communications technologies in Bosnia and Herzegovina for the period 2014 - 2015 have been produced in accordance with
the Strategy to Counter Trafficking in Human Beings in Bosnia and Herzegovina (2013 - 2015).

6.3 International cooperation


The meeting was held in Sarajevo on 10 April 2014, under organisation of the Council of Europe (GRETA), to discuss the recommendations
made by the representatives of GRETA after their visit to Bosnia and Herzegovina in 2012. The meeting was attended by representatives of
the law enforcement agencies in Bosnia and Herzegovina, NGOs and international organizations.

In May , Ministry of Security of Bosnia and Herzegovina, in cooperation with the French Regional Advisor for Combating Trafficking in
Human Beings in South Eastern Europe and the European Commission - TAIEX (The Technical Assistance and Information Exchange),
organized a two-day workshop entitled "The fight against transnational criminal organizations involved in the trafficking of children ".
The aim of the workshop was to enable participants to increase their knowledge on the fight against transnational trafficking of children,
with a special focus on criminal organizations that exploit children belonging to vulnerable groups for the purpose of begging,
pickpocketing, and so on.
Prosecutors and police officers from the EU Member States presented the criminal investigations and trials with a special focus on:
- Techniques used to identify traffickers and victims,
- Qualifications that can be used to prosecute cases, in accordance with the EU acquis communautaire,
- The interest of the joint investigation team,

In the period from 12 to 15 October 2014, representatives of the Section for Combating Human Trafficking officially visited Paris within the
TAIEX program. During the visit they have visited a number of institutions dealing with the fight against trafficking in France and had
meetings with representatives of the following institutions:

1. The Ministry of Social Affairs, where the delegation was received by Ms. MOIRON-BRAUD, General Secretary of the Inter-Ministerial
Mission to Protect Women from Violence and Combating Human Trafficking, and Lt. Col. PANLOUP, State Coordinator for Combating
Trafficking in Human Beings. The activities in the field of combating human trafficking, the Action Plan and perspective in the area of
cooperation with the Republic of France were presented at the meeting.
2. Also, the meeting was held with the members of the association "Hors la rue" that leads action on underage foreigners who roam, who
are in isolation and/or at risk in the region of Paris.
3. Visit to the Juvenile Prosecutor's Office, the Court for Children and Youth Protection Directorate. The delegation had a meeting with Mr.
Barbier-Ste-Marie, Deputy Chief Prosecutor of the High Court in Paris, the head of the department for juveniles.
4. Visit to the brigade / unit for combating pimping. At this meeting there was a presentation of the French legislation for the fight against
proxenetism and trafficking in persons, and the presentation of the problems related to prostitution and pimping in the area of Paris (in
public places or on the Internet); the two parties exchanged experiences related to the legal framework and the problems that Bosnia and
Herzegovina faces when it comes to this field.
5. Visit to the services that are part of the Central Office/agencies to combat illegal employment. In the framework of that visit were
presented a unit (organization and responsibilities of the Office), as well as two investigations related to human trafficking and new
measures introduced in France in order to improve detection and care of victims.

A representative of the Section for Combating Human Trafficking officially resided in Thessaloniki Forum Southeast Europe Missing
children in the context of trafficking," which was organized under the auspices of the Greek Presidency of the EU Council on 08-09 May
2014. The Forum was focused on the link between missing children and trafficking in children and future research on the connection
between these two phenomena. The discussion was based on the common belief that children should enjoy the full protection of their
rights as prescribed by the UN Convention on the Rights of the Child and other international legal instruments.

6.4 . Project activities in cooperation with civil society organisations and other partners
6.4.1 Project: "Combating human trafficking and organized crime" PHASE 1

During 2014, the International Centre for Migration Policy Development (ICMPD) and the Ministry of Security of Bosnia and Herzegovina
have been working on the continuation of the project activities related to the fight against human trafficking and organized crime. In
addition to Bosnia and Herzegovina, the project participants are Azerbaijan, Moldova and Turkey. The project objectives are as follows:

Improve the system of data collection, analysis and exchange on a national and trans-national level, which would improve
knowledge about the extent and nature of human trafficking;

Facilitate the exchange of information and enhance coordination in relation to human trafficking at the regional level;

Improve national and transnational co-operation of law enforcement agencies and improve the capacity of a large number of actors
in the effective fight against human trafficking.
As for the above project activities, in February, a presentation of the Pan European model of data collection on human trafficking,
coordinated by the Ministry of Internal Affairs of Portugal, was organized by ICMPD in February.

This model of data collection aims to help the participating countries to overcome the problems, such as:

1) Lack of common definitions and concepts;

2) Fragmented data collection and double reporting of the victims;

3) Distrust between different data sources that share a common mission;

4) Inability to share information among countries due to the lack of harmonized procedures for collection, processing, analysis and
dissemination of information.

Within the proposed model, the workshop participants were informed on the data collection method and the fact that the above
method is in accordance with Eurostat indicators. It also promoted the use of a geographic information system to integrate
information and deliver a global view of trafficking routes and services available to assist victims.

The presentation of the proposed model for data collection on human trafficking to law enforcement authorities and non-
governmental organizations in Bosnia and Herzegovina was held by Ms. Joana Daniel Wrabetz (international expert) and Mr. Steve
Harvey, project manager THB/IFS /1.

In connection with the aforementioned project, a workshop entitled "Improving the collection mechanisms" was held in Sarajevo,
with participation of representatives of all law enforcement agencies as well as NGOs. Model of data collection on human trafficking,
which was developed as a part of the project "The establishment of the Pan-European monitoring system of human trafficking" was
presented as a possible solution to the challenges that BiH authorities face in relation to the collection and analysis of data on human
trafficking. Participants at the workshop had the opportunity to learn about the experiences of other countries in creating/improving
their databases with a common EU monitoring platform against trafficking.

BiH authorities were offered technical and advisory support to develop a national monitoring system and a system of data collection
on victims and perpetrators with the use of GIS to the existing integrated information, as well as upgrade currently functioning
system of data collection in the country. The proposed solution would enable the exchange of data on the state level which would be
compatible and in accordance with the requirements of a common European monitoring system of human trafficking and would be
used for the purposes of preparing reports on human trafficking and the European Statistics on human trafficking.

6.4.2 Project: "Use of joint investigation teams to combat trafficking in human beings"

The third workshop in a row The use of joint investigation teams to combat human trafficking in the Western Balkans at the local
level" was held in the period from 15-17 April 2014, in Sarajevo.. The aforementioned workshop is a continuation of the project
"The Introduction of the Requirements for Establishing Joint Investigation Teams to Fight Trafficking in Human Beings in South
East Europe", which was agreed at the Ministerial Conference in Slovenia in May 2013. The project is funded by the European
Commission and implemented by the Ministry of Internal Affairs of the Republic of Slovenia together with partners from Bulgaria,
within the ISEC program (a program that supports the actions related to the prevention and combating of crime).

Project target groups, intended for participation in the respective workshop are prosecutors and law enforcement agencies from all
levels of government in Bosnia and Herzegovina. The focus of the workshop was to present the concept, how to establish and use
joint investigation teams, legal framework for the establishment of teams, as well as possible forms of cooperation with Europol and
Eurojust in the field.

6.4.3 Project The "Cross-Sectorial cooperation to improve procedures for proactive protection of victims of trafficking"

The project is a continuation of the successful and quality cooperation between the Association XY, Ministry of Security of Bosnia
and Herzegovina; Department for Combating Trafficking in Human Beings. and the relevant institutions with the aim of establishing
new or improving existing and referral mechanisms, relevant in the context of prevention, but also to provide services to victims of
trafficking.

Project activities are complementary to the priorities and objectives within the Strategy of Combating Human Trafficking in Bosnia
and Herzegovina 2013-2015, i.e., the strategic objectives D.7. - Development of standards to provide assistance to victims of
trafficking and D.8. -Reintegration of victims of trafficking (rehabilitation, repatriation and social reintegration).
The planned activities will contribute to the development of minimum quality standards for the provision of assistance to victims of
trafficking in the field of legal aid, accommodation, psychosocial support, medical care, education, job training, finding a job and so
on. The implementation of the project activities will also ensure the improvement of existing and development of new and effective
mechanisms to address issues of housing, education, employment and health and social care (special care for addicted victims")
and addressing of status issues and obtaining of the necessary documents for victims of trafficking.

Since the implementation of the project "Cross-Sectoral Cooperation to Improve Procedures for the Proactive Protection of
Trafficked Persons" began in August 2014, the Association XY in cooperation with the Section for Combating Human Trafficking,
implemented activities related to the organization of workshops for representatives of the centres for mental health , social work
and law enforcement agencies, named "Improving coordination and referral links to support victims of human trafficking", which
were held in Banja Luka, Brcko, Tuzla and Mostar.

6.4.4 Drop-in centres for children working on the streets

In the Drop-in Center "Medica" Zenica a total of 84 children (49 girls and 35 boys) were sheltered and supported, 18 of which were
victims of street begging (9 girls and 9 boys). Children from the Safe house along with other beneficiaries of the Drop-in Center
"Medica" Zenica stayed at the Drop-in center of "Medica" Zenica regularly every day in after school hours, where they received help
in school assignments, developed their social skills and sense of belonging to a group through different workshops and group work.
In the reporting period a total of 232 educational - supportive and creative workshops were realized, 41 of which were educational
supportive workshops on following topics: childrens rights, communication, human trafficking, violence, how to protect one self
and others and who to call for help in case of violence and human trafficking, non-violent conflict resolution, learning good manners
and behaviour, developing hygiene routine, questions of gender and sex, stereotypes and prejudices, childrens participation, etc. All
workshops were methodologically accustomed to the age of children. In the same period a total of 130 creative workshops were
realized with children beneficiaries of the Drop-in centre (jewellery making, working with modelling mass, colouring with carious
techniques, use of modelling clay, collage paper, making mosaic of print newspaper, working on glass, etc.) Also, a total of 10 biblio-
therapy workshops as a part of the creative therapy where text is used as mediation for identification and catharsis with story
characters, were realized and attended by the older group of children. Also, 16 HEART workshops (HEART program means healing
and recovery through art and education), 17 workshops which were based on learning good manners, 8 workshops for acquiring
hygiene routine and 10 workshops of getting to know each other were held. During 2014 a number of excursions were organized for
the children, including picnics; winter holidays, going to cinema, theatre, museum, etc.

Within the Association of Zemlja djece exists a drop-in centre for children who are involved in life and / or work on the streets and
who are at risk of becoming victims of economic exploitation. The activities of the drop-in centre have been extended in settlements
with identified children at risk of violence and human trafficking, such as the Roma settlement of Kiseljak, Poljice and refugee
settlement Mihatovii. The activities of the centre are based on: the educational segment of work with children, counselling for
families and children, prevention workshops, maintaining childrens hygiene and hot meals for children.

During 2014, a total of 427 users (children and parents) were covered by the centre, out of which 218 users within the centre itself,
while 209 users were included in the field activities. A detailed analysis of children, users of our centre, pertaining to the problem of
begging was made. The association came up with the following results: of the total number of children beneficiaries of the drop-in
centre, 52 children (24female/28male) were exposed to permanent or temporary begging. 24 preventive workshops on human
trafficking with educational purposes were organized within the drop-in centre including 50 children who passed through these
workshops. Children are familiar with the basic forms of human trafficking, how to protect themselves and react in critical
moments, whom to ask for help, how to develop a positive and critical attitude towards strangers. In addition, children are familiar
with the skills of identifying and solving dangerous situations, how to protect themselves against trafficking in children. Preventive
work includes workshops on violence prevention as well as health topics and the like. Drop-in centre for children involved in the life
and / or work on the street and children who are at risk of becoming it, has the duty SOS Hotline, which is available 24 hours a day.
Our users as well as all citizens, have the option to use the aforementioned phone to report any form of violence against children as
well as exploitation of children for begging, etc. The aforementioned phone users, as well as all citizens, have the option of signing
any form of violence against children as well as the application of exploitation of children for begging, etc. During 2014, there were a
total of 45 cases of begging reported by citizens. These cases were also reported to the competent police stations whose members
urgently went to the begging spots. Through active counselling work of the centre in the fight against human trafficking there were a
total of 105 individual and 13 group interviews conducted. The topics of the interviews included prevention and advising parents
and children about the risks posed by human trafficking. The emphasis was placed on minor marriages and economic exploitation of
children. We advised parents about legislation concerning the conclusion of marriage with minors, taking and giving "dowry"
(money that is given to the family for the bride), and how such conclusion of the marriage can be disguised form of trafficking. The
implementation of this type of counselling sessions with users has increased the awareness of parents about the problem of human
trafficking. In 2014, the counselling service of the drop-in centre, in order to prevent human trafficking, provided administrative -
legal aid, as follows:

- Over the past period there were 10 children who never or irregularly attended regular school classes. A relevant Social Work
Centre was informed about this problem 6 times as well as the Ministry of Education, Science, Culture and Sports. After multiple
insisting, a staff of the Social Work Centre went to the spot to visit the relevant families.

- In cooperation with the Department of Development, Entrepreneurship and Social Affairs of Tuzla municipality, stamps of health
insurance premiums for 2014 have been provided for 41 children, users of the drop-in centre.

- Assistance in the regulation of health insurance was provided for 27 children.

- Referral to the competent institutions for the realization of the right to social protection in 38 cases.

6.4.5 Regional project "Strengthening the fight against human trafficking and smuggling of migrants in the Western Balkans"

International Organization for Migration - IOM within the regional project 'Strengthening the fight against human trafficking and migrants
smuggling in the Western Balkans "in the period from 1 September 2013 to 31 October 2014, conducted a six-month assessment of the
needs in the field of human trafficking in the Western Balkans (Albania, Bosnia and Herzegovina [BiH], Kosovo under UNSC [Kosovo *], the
former Yugoslav Republic of Macedonia, Montenegro and Serbia).

The purpose of the needs assessment was to collect and summarize the views of key stakeholders on the current situation in terms of
available mechanisms and tools to combat human trafficking in the region. The purpose of the assessment was to identify the point of view
of key actors on the key deficiencies in identification, referral, assistance and support to victims of trafficking. The key stakeholders were
requested to give recommendations to strengthen the existing mechanisms for responding, improvement of inappropriate practices and
removing a fundamental lack of the regional resources for the prevention of human trafficking.
The needs assessment involves the following six key steps : (1) the office audit which is consisted of collecting, coding and analysis of
documents that have been identified and requested by the IOM and then provided by a research team ; (2) the creation of two instruments
for identifying key stakeholders and their roles in order to be entered in the needs analysis; (3) personal and telephone interviews with the
37 identified key stakeholders; (4) web survey of the IOM employees in the sub-region, region and beyond, as well as other key actors
(with a total of 135 submitted surveys out of which 99 were filled out, which is a response rate of 73 percent); (5) analysis and
triangulation of all data sources with the help of structured encryption scheme to reach findings and initial recommendations; and (6) the
presentation of research findings at a workshop for key stakeholders and their correction / validation.

6.4.6 Regional Programme for Social Protection and Prevention of Human Trafficking

Over the past period of time, Bosnia and Herzegovina has continued to participate in the "Regional Programme for Social Protection and
Prevention of Human Trafficking", implemented by GIZ (German Organisation for International Cooperation). The project is implemented
in Bosnia and Herzegovina, Macedonia, Serbia and Kosovo. The program aims to encourage that human trafficking is seen from a new
perspective and understanding as a social problem faced by all countries in the region. This includes: improving of decentralized social
services of governmental and nongovernmental institutions that are concerned with meeting needs of vulnerable groups; strengthening
the capacity of organizations concerned with social inclusion and integration programs for victims of trafficking; and supporting national
strategies for social protection, with special focus on economic empowerment and social inclusion, both potential and existing victims of
trafficking. The program that supports the GIZ covers four areas of intervention: 1. Assistance at the national level in order to strengthen
social structures, improve system solutions and social policy; 2. Ensure mechanisms for decentralized provision of social services at
regional, national and municipal level by governmental and non-governmental institutions; 3. Direct support measures for better social
inclusion of trafficked persons; establishment of mechanisms for regional cooperation and coordination in relation to the social dimension
of human trafficking.
6.4.7 Project "Prevention of human trafficking in the area of Herzegovina-Neretva Canton and West-Herzegovina Canton

The association "Novi put" with the support of the Embassy of the Swiss Confederation in Bosnia and Herzegovina implemented a project
entitled "Prevention of human trafficking in the Herzegovina-Neretva Canton and West-Herzegovina Canton ". The project realization
lasted 10 months (15.02 - 10.15.2014.)

Media coverage of the project

Given the fact that the issue of human trafficking is a major problem in BiH, and on the other side the vast majority of people, especially
young people, is ready to leave the country, the project activities have attracted great attention from the general public and the media.
During the project implementation, the representatives of the Association "New Road" presented the activities in the printed and electronic
media (BHT 1, FTV, TV1, TV Mostar, TV Jablanica), including guest appearances on radio stations, and statements to printed media Dnevni
Avaz, Dnevni list and Oslobodjenje. More than 50 BiH portals reported on these activities. Media coverage of the project activities
contributed significantly to raising awareness about human trafficking and the promotion of the project activities, especially when it comes
to the promotion of the helpline. Fieldwork, activities aimed at raising awareness of the problem of trafficking for sexual and labour
exploitation; promotional materials designed to raise awareness about trafficking was distributed in the area of Herzegovina-Neretva
Canton and West-Herzegovina Canton among young people, wider public and relevant institutions.

During the implementation of the project it has been found that the vast majority of the project beneficiaries in urban and rural areas are
completely unaware of the problem of human trafficking. Street campaigns to raise public awareness about the problem of human
trafficking in BiH have been carried out in the Herzegovina-Neretva Canton (HNC) - (Mostar, Konjic, Jablanica, Prozor-Rama, Citluk,
Medjugorje, Stolac, Capljina, Neum) and West Herzegovina Canton (WHC) - (Siroki Brijeg, Ljubuski, Posusje, Grude). In the implementation
of the project "New Road" have been distributed anti-trafficking messages including : 13,300 leaflets, 100 notes, 440 shopping bags, 2,000
pencils, 200 posters, 3,000 pocket calendars, 800 lighters, 1,000 mini brochure with space for notes, 3,000 labels. The project included
10,000 direct and 30,000 indirect beneficiaries. "New Road" was actively involved in all meetings of the Regional Monitoring Teams RMT
during the reporting period. There were 4 lectures for the general public in Mostar, Ljubuski, Konjic and iroki Brijeg to provide
information on trafficking in persons with special emphasis on safe migration and work abroad.
6.4.8 Projects of the Ministry of Security and partner organizations in strengthening capacity

On the basis of point 6 of Annex I (Number: 01-50-125-2 / 10 from 01.07.2010.) and the Decision on establishing the criteria, conditions
and methods for the selection of projects relating to the strengthening of capacities for admission and assistance to foreign victims of
trafficking in the Ministry of Security of Bosnia and Herzegovina (No. 04-02-2-7151 / 13 from 12.26.2013.), in 2013 , the BiH Ministry of
Security allocated funds to NGOs to organize activities to strengthen the capacity for admission and assistance to foreign victims of human
trafficking. Non-governmental organizations signatories of the Annex to the Protocol on cooperation and provision of the appropriate and
safe accommodation to foreign victims of human trafficking in Bosnia and Herzegovina and the Protocol on provision of free legal aid to
foreign victims of human trafficking in Bosnia and Herzegovina - "Medica" Zenica, "International Forum of Solidarity- EMMAUS Doboj East
and Your Rights BiH "Sarajevo, organized three trainings from January to February 2014.

The trainings were attended by a total of 87 representatives from various institutions / organizations (Ministry of Security Immigration
Sector, International Cooperation and European Integration Sector, Department for Combating Trafficking in Human Beings., Service for
Foreigners Affairs and Border Police) the BiH Prosecutor's Offices, the Federal Prosecutor's Office of Bosnia and Herzegovina and the Basic
Court in Foca, representatives of police agencies, Personal Data Protection Agency in BiH, the BiH Ministry for Human Rights and Refugees,
the Federal Ministry of Labour and Social Policy, Tax Administration of the Federation of Bosnia and Herzegovina, the government of Brcko
District - Inspectorate, the Cantonal Administration for Inspection Affairs; representatives of the Center for Social Work, non-governmental
organizations ("Medica" Zenica, "International Forum of Solidarity-Emmaus" Doboj East, "Your Rights BiH" Sarajevo, Association "New
Generation" of Banja Luka and the Association "Land of Children" Tuzla) and academic community. The trainings aimed at responding to
the recommendations contained in the GRETA Report concerning the improvement of identification of victims of trafficking through
multidisciplinary cooperation and training, as well as to the recommendations contained in the Report of the Ministry of Foreign Affairs of
the United States on human trafficking in 2013 for Bosnia and Herzegovina on involvement of labour inspectors in the National Referral
Mechanism.
6.4.9 Prevention to raise awareness of the dangers of human trafficking

Ministry of Security of Bosnia and Herzegovina in cooperation with Catholic Relief Services - CRS has implemented the activities on the
project Prevention in order to raise awareness of the dangers of human trafficking. In the previous period, a number of activities related to
the prevention of human trafficking have been implemented in line with the Strategy to fight trafficking in persons in Bosnia and
Herzegovina (2013-2015); a series of manuals on trafficking modules (trafficking for labour, sexual exploitation, begging, etc.), as well as
guidelines on the treatment of relevant institutions with victims of human trafficking, BiH citizens and foreigners have been published. One
of the objectives of the project was also to improve the referral mechanism of regional monitoring teams in Sarajevo, Banja Luka, Tuzla and
Mostar. Consequently, activities to raise awareness and appoint representatives of the entity / cantonal labour inspectorates, relevant
ministries of education and educational and pedagogical institutions to the regional monitoring teams, have been organized.

Some of the objectives of the implemented activities were to improve cooperation through introduction of trafficking in persons as a
thematic unit in the curricula, in order to achieve uniformity of the handling of relevant institutions on this issue; promote activities
related to trafficking for labour exploitation, involve representatives of the labour inspectorate in the national referral mechanism, gain
experiences of Bosnia and Herzegovina and beyond in cases of trafficking for labour exploitation and the like.

6.4.10 Project: Strengthening the local capacity to stop trafficking in human beings VII

The Caritas network in BiH has been implementing the project titled strengthening local capacity to stop trafficking in human beings since
2004. The design of the current phase of the project is based on the belief that informing, education and economic strengthening of risky
groups are very powerful mechanisms for the protection from human trafficking to which these groups could be exposed. Activities of the
Caritas BK BiH and partner organizations in combating human trafficking in the seventh (current) phase of the project are: to strengthen
the capacity of state institutions in the application of minimum standards for the protection of victims to which Bosnia and Herzegovina as
a member of the Council of Europe has undertaken, economic empowerment of potential victims of trafficking, training of staff employed
by a family counselling centres to identify victims of trafficking and the provision of appropriate services, prevention workshops for young
people in Bosnia and Herzegovina, media campaigns, workshops in Roma communities, continuous coordination of activities with donors
and Bishops Caritas, activities within the Euro-Mediterranean project for the Prevention of Trafficking in Persons (cooperation with 13
countries).
Objectives: Overall goal: To contribute to reducing the risk of human trafficking in Bosnia and Herzegovina

Objective 1: To improve the protection of victims of trafficking

Objective 2: To improve the knowledge of experts, the general public and vulnerable groups on human trafficking

Objective 3: To provide new employment opportunities for vulnerable groups to trafficking in rural areas through professional adult
education

Beneficiaries : Roma, institutions dealing with the protection of victims of trafficking, victims of trafficking, NGOs dealing with young
people, members of Bishops Caritas, girls and young women (especially in rural areas) and the general public.

6.4.11 Project: Celebration the European Anti-Trafficking Day

Programme of celebration of the important dates related to human rights in Bosnia and Herzegovina for 2014, was adopted by the BiH
Council of Ministers, at its 80th session held on 22.01.2014. In accordance with the conclusions from the aforementioned session, all
competent institutions and other bodies have been tasked to participate in the implementation of the Programme, in cooperation with the
Ministry for Human Rights and Refugees of Bosnia and Herzegovina, in an appropriate manner and in accordance with their possibilities
and to implement specific activities in 2014 within the planned budget resources.

In the Programme of celebrating important dates related to human rights in BiH for 2014, the BiH Ministry of Security was identified as a
holder of activities in accordance with its responsibilities and duties carried out in the field.

Section to counter trafficking in human beings within the Ministry of Security implemented activities to mark the European Day Against
Human Trafficking (October 18), for the fourth consecutive year. Consequently, the amount of 10,000, 00 KM was planned within the
budget for 2014. As in previous markings of this important date, Ministry of Security opted for a comprehensive project to point out the
problem of human trafficking in our region. All activities were implemented in cooperation with regional monitoring teams. The regional
monitoring teams have been formed in accordance with the Rules on the protection of victims and witnesses of human trafficking of
citizens of Bosnia and Herzegovina; the fourth part - coordination of activities, Article 22, which were adopted by the Council of Ministers
at its session, held on 05.07.2007 and published in the Official Gazette no. 66/07 from 03.09.2007and in accordance with the National
Action Plan to combat human trafficking in Bosnia and Herzegovina 2008-2012. To celebrate this important date in 2014, the focus of the
planned activities was on organized begging, which was also foreseen in the Strategy to Counter Trafficking in Human Beings in Bosnia and
Herzegovina, adopted by the BiH CoM , in the Trafficking in Persons Report 2014 (TIP Report), which is published every year by the
Government of the United States, and in the Action Plan for Bosnia and Herzegovina - TIER 2 - Watch List.

Bosnia and Herzegovina has been recognized as a source, destination and transit country for men, women, children and persons with
developmental disabilities subjected to sex trafficking and forced labour. Bosnian women and girls are subjected to sex trafficking within
the country in private residences, motels, and gas stations. Roma boys and girls are subjected to forced labour, including forced begging
and forced marriage by local organized criminal groups. In some cases of forced marriage, girls as young as 12-years-old have been
subjected to domestic servitude and had their passports withheld.

In this regard, Section to counter trafficking in human beings within the Ministry of Security, organized activities associated with the
European anti-trafficking day in Sarajevo, Mostar, Tuzla and Banja Luka, in cooperation with non-governmental organizations which
closely cooperate on this issue and are active members of the regional monitoring teams (Sarajevo - XY Association, Mostar - Association of
New Road, Tuzla - UG Land of Children and Banja Luka - Association of New Generation). During the year, those organizations implemented
a series of activities that were finalized on October 18, with their available capacities and financial resources intended for this purpose. The
Ministry of Security co-financed planned activities associated with this important date.

Preventive work with children who are involved in the life and work on the street and children who are at risk of becoming so is of great
importance in terms of prevention of human trafficking because this population is very much in the risk because it is prone to economic
exploitation, teen marriage, migration , working abroad and the like. These are all situations that can lead to children being trafficked.
Therefore, in celebration of the European anti-trafficking day, inter alia, focus was placed on the implementation of one-day workshops to
field locations, and other joint activities planned.

6.4.12 Prevention Programme of human trafficking implemented in cooperation with the Pedagogical Institute of Tuzla Canton
For the purpose of educational and preventive action through the formal education process in relation to the growing problem of human
trafficking, the Association Land of Children launched a three-year program supported by GIZ and KBF in 2013. The program is based on
strengthening the capacities of children associated with the level of acquired knowledge on human trafficking, including presentation and
debates, as well as on strengthening the skills and knowledge of teachers for independent work on the education of children. Cooperation
has been established with the Pedagogical Institute of Tuzla Canton in terms of signing an agreement on support in the implementation of
prevention programs for primary schools of the municipality.

Implementation of the Trafficking Prevention Programs in primary schools has been developed as a compulsory part of the curriculum
implementation in primary education. Train the trainer courses for teaching staff were realized in 2013. In addition to the trainers
involved in the training of teaching staff, a selfless contribution to the training also provided a member of SIPA, as a member of the RMT,
who tried to approach the phenomenon of trafficking, in particular when children are victims, through concrete and practical examples.
The training included 50 professionals from 17 primary schools in Tuzla municipality. For the remaining six schools that were not present
at the training, educational material was distributed in printed form.

Activities were implemented in the form of presentation for seventh and eighth classes. Members of the school students council produced
boards which were used as a tool for presenting content at the class meetings. Workshops covered about 370 children.

These activities were preceded by the formation of debate teams within each school, so that school students were encouraged and trained
to participate in an inter-school debate competition that was planned in 2014. In May 2014, in the premises of the elementary school
"Kreka", was held one-day training for school students and teachers (debate teams) on the theme "Debate, public speaking and
presentation". The training was attended by 50 school students and 12 teachers from 16 primary schools in Tuzla municipality. The goal of
education for school students was to improve communication skills, debating and public presentation on a specific topic. Education was
conducted by certified trainer of the Association Land of Children. Debate teams of primary schools were provided educational material on
the aforementioned topic.

Debate competition was organized and conducted in the period September - December 2014. Three rounds of the competition included a
total of 48 school students and 16 teachers who debated on the topic: "Bosnia and Herzegovina has good mechanisms for combating
trafficking in human beings", "Begging is trafficking in human beings" and "Juvenile marriage is trafficking in human beings". For each
round of the school students competition participants were available valuable prizes. The aim of the debate competition was to raise
awareness among young people of Tuzla in relation to trafficking issues and preventive action. We believe that our goal was achieved
through this kind of work. It means that students in primary schools of Tuzla municipality gained more knowledge and awareness of the
presence of human trafficking in Bosnia and Herzegovina, including preventive action.

6.4.13 Project "Prevention of child abuse through information and communication technologies"

According to the goal of the project "Prevention of child pornography and other forms of sexual abuse of children through information and
communication technology" which included activities related to the prevention of child abuse through information and communication
technologies (ICT), especially the Internet and mobile telephony, the first activities were realized in the period January - March 2014. The
main activities in the implementation of the project included the administration and management of hotline (www.sigurnodijete.ba) to
report cases of child pornography and other inappropriate contents; realization of a mini information campaigns through the development
and distribution of information and educational leaflets with tips for children and parents about safe use of the Internet, as well as posters
to mark Safer Internet Day; activities on the realization of marking Safer Internet Day, as well as implementation of five (5) workshops for
children, parents and teaching staff in schools across the Federation of BiH, two (2) additional workshops that were organized on the
initiative of teachers of schools. By the end of 2014, the MFS- EMMAUS has received 392 reports of abuse, which shows a significant
increase in the use of the website www.sigurnodijete.ba.

Communication with schools from the FBiH, RS and Brcko District was established in the framework of the "eSafety Label" project; they
were sent letters inviting them to cooperate with the project of the European school network "eSafety Label". Also, schools were invited to
access a web portal www.esafetylabel.eu to exchange useful information, experience and good practices in protecting children from abuse
and to preserve a healthy school environment.

Marking the Safer Internet Day was realized on February 11, organized by SID Committee BiH, in cooperation with partner non-
governmental organization, NGO Centre for Missing and Exploited Children (CNZD) from Osijek, Croatia, and by developing a special
website (www.boljiinternet. com) and applications for online competition for school students on the subject of Internet safety. The
competition consisted of an online quiz with questions related to the safe use of the Internet, which has been active on the day of the
celebration of Safer Internet Day, 11 February. During the competition, through the interactive maps available on the aforementioned
website was enabled monitoring of data related to the number of children who participated in the quiz and towns they come from. A total
of 2,969 children from Bosnia and Herzegovina joined the competition. A significant number of the BiH participants in the quiz confirm that
previously implemented activities with the aim to animate children to participate in competition were successful. As a final event marking
Safer Internet Day in BiH in 2014 was held the official award ceremony on 05 March 2014 in the primary school "Aleksa Santic" in Sarajevo,
in cooperation with the Federal Ministry of Education and Science.

6.4.14 Raising awareness and prevention of trafficking in human beings in Bosnia and Herzegovina

During 2014, a public campaign "Prevent, protect, compensate - Justice for victims of trafficking" was run as a part of the regional project
"Balkans (ACT against Crime of Trafficking) Now! A multilingual web portal www.nadoknadimo .org, with interactive content and useful
information on human trafficking and the possibilities for compensation for victims in Bosnia and Herzegovina and the wider region, as
well as creating a mobile application called "BAN Human Trafficking", which aims to draw the attention of young people to inform on
human trafficking; how to identify risk situations and ways to avoid them (application is available on www.bihat.ba), were launched on that
occasion. From November to the end of December 2014, in collaboration with partner organizations, MFS-EMMAUS implemented a public
campaign and broadcast an animated video (available on www.bihat.ba, as well as on the link www.youtube.com/watch?v = XP5PyCj-VCE)
and radio - messages aimed at improving the mechanism for compensation for victims of human trafficking by the media. In addition,
promotional material on the rights of trafficked persons and the right to compensation were distributed in all major towns in Bosnia and
Herzegovina. (Find enclosed poster, leaflet "The right to compensation" and the leaflet "The rights of victims).

European Resource Centre for the Prevention of Trafficking in Human Beings and other forms of exploitation (EURC)

After the establishment of the European Resource Centre for the Prevention of Trafficking in Human Beings and other forms of exploitation
(EURC) in November 2013, the MFS-EMMAUS launched a specialized web portal for the prevention of trafficking www.eurcenter.net,
whose purpose is to raise awareness, prevention and promotion - to raise awareness about human trafficking and other forms of
exploitation in order to prevent human trafficking at the global, regional, national and local levels, in January 2014. A significant EURCs
activity is also publication and distribution of six editions of specialized electronic bulletin prepared to provide useful and updated
information to EMMAUS communities and all stakeholders interested in the phenomenon of human trafficking and related forms of
exploitation. Bulletins are distributed on a bimonthly basis to over 500 addresses via e-mail and are available on the EURCs web portal
www.eurcenter.net in English. Continuous steps were taken to supplement and update the content intended to provide information on
human trafficking, trends, legal provisions and statistical data, as well as other forms of exploitation, with a special emphasis on this
phenomenon in Europe. The EURC's activities included creating electronic library or inventory lists with a number of available materials
covering various contents on human trafficking and other forms of exploitation, as well as prevention and promotion.

7. Progress in Implementing the Strategy to Counter Trafficking in Human Beings in Bosnia and Herzegovina and Action
Plan

7.1 Project "Capacity building of government institutions to participate in the


political dialogue with civil society in determining policy in BiH"

Within the project " Capacity Building of Government Institutions to Engage in a Policy Dialogue with Civil Society in BiH, the Ministry of
Security of Bosnia and Herzegovina in cooperation with the Criminal Policy Research Centre, issued a Manual for Monitoring and
Evaluating the Implementation of the Action Plan to Implement the Strategy to Counter Trafficking in Human Beings in Bosnia and
Herzegovina from 2013 to 2015. The objective of the Manual was to provide a basic understanding of the purposes, processes, norms,
standards and guiding principles for planning, monitoring and evaluation to the government officials and representatives of civil society
who participated in the planning and who will participate in the monitoring and evaluation of the Strategy to Counter Trafficking in Human
Beings in Bosnia and Herzegovina.

7.2 Project "Support to the implementation of the Strategy to counter trafficking in human beings funded by USAID's
Government-to-Government Assistance Program

On 24 September 2013, Ministry of Security of Bosnia and Herzegovina and the United States Agency for International Development -
USAID, signed an agreement on the allocation of limited funds, with a view to support the implementation of the Strategy to counter
trafficking in human beings in Bosnia and Herzegovina from 2013 to 2015. Activities planned to be implemented within this project are as
follows:

Conducting a scientific research on extent and nature of the trafficking problem in BiH, including child trafficking, domestic
trafficking and trafficking involving groups that are particularly vulnerable to human trafficking
The aim of this activity is to explore and analyse information on the current characteristics of human trafficking in Bosnia and Herzegovina
and to provide the necessary inputs "based on facts" in order to improve the policy. To continue with the development of its policies in the
field of preventing and combating human trafficking, BiH should establish concrete measures and activities of all relevant institutions and
organizations systematized in five strategic areas: support, prevention, prosecution, protection and cooperation. This work is characterized
by comprehensive and intensive consultations and exchange of information between all stakeholders to provide the necessary legitimacy
and support for the implementation of the Strategy and Action Plan. In addition, the policy is determined by the recommendations of the
relevant reports and other inputs that occur as a result of a continuous process of monitoring by the EU, the US government and other
organizations involved in efforts against human trafficking.

On the other hand, there are certain challenges in that process. They are primarily linked to the lack of accurate, reliable and quantifiable
information on the nature and extent of the actual trafficking in BiH, and especially on the new forms of covert exploitation of women for
prostitution, labour exploitation of children and marginalized groups and so on. At the same time, in such information there is a lack of
recommendations on proactive identification of victims and better support, especially for reintegration. Criminological research of human
trafficking in Bosnia and Herzegovina will solve the problem of lack of information on the nature and extent of the actual trafficking in BiH.

This activity will be implemented by the Centre for Criminal Policy Research (CPRC) in cooperation with the Department for Combating
Trafficking in Human Beings within the BiH Ministry of Security.

Improving media coverage of anti-trafficking

This activity will begin with an assessment of the current level of awareness of journalists on combating trafficking in human beings and
their approach to reporting on it. Findings of this assessment will be used in the development and implementation of training programs for
journalists aimed at raising their awareness. Anti-trafficking will be primarily included in investigative journalism. Then, basic and
advanced training for journalists will be carried out. Out of 20 journalists who will be attending the training within the project, 5 most
dedicated journalists will be supported for investigation in connection with the fight against human trafficking in Bosnia and Herzegovina,
including publication of their reports. An advanced training will be conducted for 20 additional journalists. During this training the
experiences of five supported investigative journalists will be used. Training and support to the investigative journalism will contribute to
improving media coverage of anti-trafficking efforts and raise the awareness of the general public about it. These activities will be carried
out by the Association XY in cooperation with the BiH Ministry of Security-Department for Combating Trafficking in Human Beings.

Improving the investigative capacity in human trafficking and reintegration of victims of trafficking

Bosnia and Herzegovina needs targeted and tailored assistance in reintegration of victims of trafficking, especially minors, through training
and networking, as well as capacity building of certain professionals involved in combating human trafficking. Training and capacity
building of experts to improve the operating referral structure for victims of trafficking, as well as the appropriate coordination of activities
and services provided to the victims, aim to improve the investigative capacity in cases of human trafficking, and to assist the reintegration
of victims of trafficking . This training will focus on the trafficking methods and modus operandi and the associated risks, criminal
investigation and prosecution of cases of trafficking, victim identification, referral procedures, provision of adequate assistance,
procedures and documentation for transnational referral, drawing up appropriate reintegration plans , rehabilitation, economic
empowerment and assistance in employment, as well as issues that inevitably influence actions of individuals in their everyday life and
work (prejudices, stigmatization and traditional values that are rooted in BiH society ). Each training course will address specific issues of
minorities in BiH, such as the Roma population, with a special focus on trafficking for labour exploitation, begging and children. Training of
specialized lawyers includes international and domestic legislation on human trafficking, treatment of victims of gender-based violence as
victims of serious crimes; respect for basic human rights and principles; gender issues; codes of privacy and confidentiality; procedures
relating to the provision of humanitarian residence for foreign victims; status of protected witnesses and the role of victims in criminal
proceedings; legislative provisions for confiscation of property acquired through criminal acts and compensation of victims; legal
procedures and related documentation; coordination of their jurisdiction and procedures and exchange of information; and prejudices and
related issues. This training will be conducted in close cooperation with judicial training centres in both entities, as well as with the most
experienced staff of shelters for victims. This activity will be implemented by the NGO MFS EMMAUS, in cooperation with the Ministry of
Security - Department for Combating Trafficking in Human Beings.

Prevention of trafficking

Preventive activities will be implemented through preventive public campaigns to raise public awareness in BiH, including decision makers
on human trafficking. The goal of a public campaign is to reduce domestic demand for commercial sex and forced labour and encourage
competent authorities to conduct more aggressive investigations of human trafficking cases. More specifically, this activity aims to draw
attention to existing and potential clients of trafficking victims in Bosnia and Herzegovina, to the Criminal Code which provides penalties
for consumers of services from victims and to the irrelevance of the consent of the person who is the subject of trafficking in persons for
exploitation. To measure the achievements of the campaign, a survey will be conducted prior to campaign, to assess the needs for
information and awareness of the target audience, as well as post-campaign survey to evaluate the efficiency of the activities undertaken.
This activity will be implemented by the Agency BORAM Sarajevo, in cooperation with the Ministry of Security - Department for Combating
Human Trafficking.

7.3 Project: Establishment of a web application on the implementation of the Strategy for Fight against Trafficking in Human
Beings

Over the past period of time, Ministry of Security - Department for fight against human trafficking conducted a number of activities related
to the implementation of the Strategy to counter trafficking in human beings in Bosnia and Herzegovina and Action Plan 2013-2015,
adopted by the Council of Ministers at its 43rd session held on 26.03. 2013 and in accordance with the Decision of the Minister of Security
on the appointment of the Monitoring Team to conduct continuous monitoring and evaluation of the implementation of the
aforementioned Strategy and Action Plan. Forms for reporting implementation of the activities foreseen in the Strategy were also produced
over the past period of time. As a next step to improve activities of both, Ministry of Security and Monitoring Team to conduct continuous
monitoring and evaluation of the implementation of the aforementioned Strategy, was created a Web application for delivery of the
requested information.

In order to conduct activities related to the implementation of the Strategy and collect data for compiling the annual report, a web
application that consists of Instruments / Questionnaires was introduced with financial support of Giz and CRS (Catholic Relief Service), in
2014. Instruments (Questionnaires) consist of issues that directly refer to the strategic document itself. Accordingly, a presentation of web
application for collecting data on human trafficking in Bosnia and Herzegovina was held in September.

7.4 Manual for multidisciplinary education of the educators to train the stuff of the social work centres in the area of human
trafficking

Manual for multidisciplinary education of educators professional staff of social work centres in the area of human trafficking was printed
in February 2014.
7.5 Progress in the implementation of the Strategy for combating human trafficking in Bosnia Herzegovina and the Action Plan

Last year, the Monitoring Team to monitor the implementation of the Strategy and Action Plan to counter trafficking in human beings held
a total of two meetings. At the first meeting the Monitoring Team has adopted a report on the implementation of the Strategy to counter
trafficking in human beings and the Action Plan 2013-2015 for the period January - December 2013 and the Manual for monitoring of the
Strategy and Action Plan 2013-2015. At its next meeting held in the second half of 2014, the Monitoring Team has examined the
information on the situation of human trafficking in Bosnia and Herzegovina for the first six months in 2014 and the report of the
Government of the United States with the relevant Action Plan for Bosnia and Herzegovina.

In order to prepare the first report on the monitoring of the implementation of the Strategy and Action Plan, a special guide for monitoring
and evaluation was drawn up to help the members of the monitoring team in conducting these operations. In addition, a special
methodological platform for collection, processing and analysis of information was developed for needs of monitoring and evaluation of the
implementation of the Strategy and Action Plan, which is an additional methodological instrument necessary for full and effective
implementation of these activities. In accordance with the time frame adopted, monitoring team will maintain a continuous communication
with relevant and reporting institutions working on the implementation of this strategic document, issue recommendations and evaluate
specific indicators based on which will be measured progress in implementation. Its report to the Council of Ministers will include the
overall scope of the implementation presented through structure of five strategic goals and corresponding measures (programs). A level of
implementation of a certain measure ranging from initiated activities , initiated but not completed , partially implemented (initiated but not
completed), to the fully implemented measures, was used as a distinguishing criterion to establish the level of implementation of a certain
measure. More preciously, within this process it was very important from the essential and formal aspect of this process it was very
important to reach a consensus regarding the definition of indicators such embodiments certain strategic activities, both in terms of
professional standards, and in terms of standards that are related to the domain of competence of the actions of formal social control in
Bosnia and Herzegovina in the treatment of trafficking cases.

After having defined and specified indicators and all its subdomains, which were important in the context of the interpretation of each
activity individually, monitoring team made an analysis of responses of the designated institutions that are respectively competent and
strictly responsible for specific strategic activity. After determining the answers, it was necessary to sum up the impressions and unique
criterion to evaluate activities through a separate criterion, which was defined through discussion for these purposes. According to this
criterion an activity can be "implemented (80-100%)"; "partly implemented" (50-80%); "not implemented" (0-50%) and "not initiated"
(0%).

The second report of the Monitoring Team covered the period from January 2014 to December 2014. Monitoring Plan for the
aforementioned period covered all of five strategic objectives, including a strategic measure foreseen for each of them and corresponding
set of strategic activities for implementation to a greater or lesser extent.

In this reference interval to which relates the monitoring itself, it was planned to fully implement 53 strategic activities. Monitoring team
opted for the concept of evaluation depending of the degree of implementation of the aforementioned strategic activities. In fact, every
activity was evaluated on a scale that is shown below:

When it comes to the proportional structure of the planned and implemented sample of institutions covered by the second phase of
monitoring, it can be concluded that there is a very high percentage of sent replies (80%). Within the planned sample in the BiH Federation,
as a rule, 70% of institutions have sent their answers. On the other hand, in the sample of the Republika Srpska, all institutions sent their
answers, while in the Brcko District of Bosnia and Herzegovina responded 90% of the planned sample. According to the structure of the
responses, it can be noted that some cantons in the BiH Federation need to work on more efficient reporting. On the other hand, there was
no answer from the BiH Brcko District education sector.

8. Conclusions

1. In the course of 2014 a significantly higher number of trafficking victims as compared to the previous period was identified in Bosnia and
Herzegovina. Structure and characteristics of the victims, who are predominantly citizens of Bosnia and Herzegovina, mostly minors and
women, still remain a concern.

2. Referring to the classical division of trafficking into three basic groups or forms: (a) sexual exploitation, (b) labour exploitation, and (c)
exploitation of the human organs in the structure of identified victims exploitation of the human organs is dominated by those who have
been subjected to exploitation by organized children begging and forced marriages conclusion, while the identified victims of sexual
exploitation for the purpose of trafficking is under-represented in the total number;

3. Children are particularly at risk of human trafficking in Bosnia and Herzegovina, especially for forced begging and concluding forced
marriages or exploitation of children through information and communication technologies;

4. Actual dimensions of the problem of human trafficking in Bosnia and Herzegovina, structure or causes of this phenomenon are still not
fully known due to lack of reliable and objective scientific studies of this phenomenon. Therefore, the only possible indicators are official
statistics of identified victims and Assessments on the probable scale and characteristics of human trafficking in Bosnia and Herzegovina;

5. Statistical reporting on human trafficking in Bosnia and Herzegovina still does not provide all the variables that would display all the
characteristics of this phenomenon, both in relation to the victim, and in terms of the perpetrators of these crimes, modalities of
commission of crime and other circumstances that would display a more comprehensive picture about the problem itself in accordance
with the relevant European standards;

6. During the reporting period, activities of the competent institutions in the field of detection, clarification and prosecution of the criminal
offences of trafficking and other related crimes were increased;

7. Co-ordination of activities of relevant institutions, cooperation with all entities and interested parties in the field of combating human
trafficking, based on the work of the National Coordinator, the Monitoring Team, the Regional Monitoring Teams and the Task Force and all
other domestic institutions and organizations, was active in this reporting period;
8. Financing of the implementation of policies to combat human trafficking in Bosnia and Herzegovina remains one of the key factors
preventing substantial progress in this area. A large number of activities are still financed by donors funds and through assistance
provided to local institutions and civil society by international organizations and other sources;

9. During the reporting period, a significant number of project activities of civil society organizations and international partners in the field
of combating human trafficking were implemented. The results of these actions are visible on a preventive plan. Assistance in
strengthening institutional capacity, in terms of improving the legal and policy framework, procurement of equipment, education and
training, acquisition of knowledge and skills, teaching methods and other benefits, was also provided;

10. In the structure of the implementation of the second phase of the Strategy to counter trafficking in human beings in Bosnia and
Herzegovina (2013-2015), it was stated that from a total of 128 activities, 59 of them were fully implemented (46%). 49 activities were
partially implemented; (38%) of implementation activities were initiated but not completed. 20 activities were not even initiated (16%). In
general, it is evident that a significant progress has been made and serves as a good basis for further progress.

9. Recommendations

1. To work continuously on developing a methodology to identify victims of human trafficking in Bosnia and Herzegovina, in relation to all
its forms and from aspect of all institutions and organizations that encounter this phenomenon;

2. To intensify activities of the competent police and prosecution authorities in the detection and prosecution of all forms of trafficking
crime, especially organized crime related to human trafficking, prostitution rings, organized forced child begging, forced labour, illegal
trade in human organs and forced marriages;

3. To enhance the system of collection, processing, analysis and use of statistical data on the problem of human trafficking in Bosnia and
Herzegovina on the basis of modern procedures and best practices, in accordance with Pan-European database model ;

4. To uniform a reporting methodology related to implemented projects in the field of prevention and combating trafficking in human
beings aimed at simpler, clearer and improved laid out of reporting in the Annual Report on Situation of Trafficking in Human Beings in
Bosnia and Herzegovina;
5. To work on speeding up the process of harmonization of the FBiH criminal provisions on trafficking with the Criminal Codes in Bosnia
and Herzegovina;

6. To conduct criminological research on forms, extent and causes of all forms of trafficking in Bosnia and Herzegovina;

7. To work on a greater involvement of media institutions and media companies in the system of combating human trafficking, especially of
public regulators (Communications Regulatory Agency) and the self-regulatory body (the BiH Press Council);

8. To prepare criminological scientific analysis of the circumstances of application of the recently adopted Action Plan for Protection of
Children and Prevention of Violence against Children through Information and Communication Technologies in Bosnia and Herzegovina
2014-2015;

9. Proceed to the effective implementation of the Support Programme to Victims of Trafficking through their reintegration, rehabilitation
and equalisation of standards for their protection.

RINGs Report- BiH network of non-governmental organizations to combat human trafficking

"Laras" activities on the prevention of human trafficking have been implemented through RINGs ( BiH network of non-governmental
organizations to combat human trafficking) .

RING network has 12 members: Association of Women Derventa from Derventa; Center for Legal Aid for Women Zenica, Zenica;
Association of Roma Women Bolja budunost (Better Future), Tuzla; Foundation "Lara", Bijeljina; Women's Association "Goradanke",
Gorade; Women's Association "Maja", Kravica; Association of Citizens "Budunost " (Future) from Modria; Foundation "United Women"
Banja Luka; Women's Association "MOST" Viegrad; Association "Woman BiH" Mostar; Citizens Association for the promotion of education
of Roma "Otaharin" ,Bijeljina and INFOTEKA, Zenica.

Foundation "Lara" organized and held regular meetings of networks bodies (Assembly, Board of Directors), as well as meetings of working
teams.

During 2014, the RING network mainly worked on drafting the Initiative for the adoption of the Law on compensation of victims of human
trafficking and establishment of the Compensation Fund for Victims of Trafficking in Human Beings in Bosnia and Herzegovina. This
initiative was launched at the annual conference in Sarajevo at the end of 2013. However, it turned out that there were many concerns and
questions regarding these issues. For these reasons, in addition to representatives of the RING network, at the annual conference which
was organized in 2014, were also invited the representatives of the Croatian network PETRA and Serbian network ASTRA, who presented
the regulations concerning the compensation of victims in their countries, but also their experience in the implementation of these
regulations.

The joint conclusion of a conference was that identification of domestic trafficking victims was not satisfactory throughout the region. The
reason for this is that victims refuse to cooperate with the institutions since they are aware that their institutions cannot provide adequate
protection and compensation. Consequently, the establishment of a functional fund for compensation of victims was considered a priority.
RING network has strengthened its team for drafting the Initiative with three external experts. The team was responsible for the
preparation of the Initiative as the best model that can be implemented in the current circumstances and situation.

On 25 and 26 November 2014, was held the annual Conference of the Network RING in Brcko. On that occasion, the final version of the
Initiative for the adoption of the Law on compensation of victims of human trafficking as well as the establishment of the Compensation
Fund for victims of human trafficking in Bosnia and Herzegovina were presented and adopted. One of the topics discussed at the
conference was the current situation of victims of trafficking. Based on a concrete example of a victim who was returned from Croatia to
Srebrenica but could not be provided the appropriate assistance by the Centre for Social Work due to the lack of a financial means, it is
clear that it is necessary to change the regulations to assist victims of trafficking, with greater involvement of NGOs in assistance to victims.

In addition, the conclusion is that the victims do not receive adequate legal assistance, especially during the prosecution of traffickers. One
of the topics was also the protection of Roma children as potential victims of trafficking. Good examples and practices from Banja Luka
(Association "New Generation"), Bijeljina and Tuzla (Association "Otaharin") were also presented during the conference.

Since the 25th November was the first day of "16 Days of Activism", the members of RING network marked that day by organizing street
action in Brcko, distributing advertising material and giving statements to the media.

In addition, the members of RING organized specific activities within their organizations, as follows:

- "Woman BiH" Mostar, "Buducnost" Modrica and "United Women" Banja Luka took care of victims of trafficking;

- "Otaharin" from Bijeljina founded a Drop-in Centre for Roma children;

- "Maja" Kravica held regular meetings with representatives of local institutions in the region of Bira;

- Women's Association Derventa organized preventive activities with school children;

- Centre of Legal Aid for Women Zenica and INFOTEKA performed monitoring of media coverage of human trafficking;

- "Better Future" Tuzla assisted in repatriation of two Roma children who were identified as victims of trafficking in Montenegro. The
children were returned to their families in Tuzla.
Capacity building for combating trafficking in human beings for labour exploitation

During 2013, ICMPD continued its activities on the project titled Capacity building for combating trafficking in human beings for labour exploitation.
The project was funded by the Ministry of Foreign Affairs of the Netherlands. The project covered police agencies, Prosecutors Offices and relevant
labour inspections in Bosnia and Herzegovina. The project was basically aimed at improving capacity of the relevant institutions to combat trafficking
in human beings for labour exploitation. Apart from the representatives of Bosnia and Herzegovina, the representatives of the relevant institutions from
Albania, Serbia, Montenegro, Macedonia and Kosovo1 also participated in the project. Within the project and during the reported period, two
workshops and a final one were organised.

6.4.4 Project: "Multidisciplinary approach to the problem of trafficking in human beings in the Herzegovina region

The Project titled Multidisciplinary approach to the problem of trafficking in human beings in the Herzegovina region, supported by the Embassy of
the United States of America in Bosnia and Herzegovina, was aimed at raising public awareness of this problem and promoting cooperation between the
relevant institutions which were active and involved in the human trafficking issue. Within the project, the promotional material designed to raise
awareness of trafficking in human beings among young people and the public was distributed in HNC, WHC and the south part of RS. In order to explain
in the best way possible as to how demand for sexual services can influence the chain of trafficking in human beings, NGO "Novi put" / The New Path/
designed a flyer to include information on the average age of young girls offering sexual services, their living conditions, their willingness to leave a
dangerous environment and their fear from traffickers, punishment and stigmatisation. During the project, three workshops for eighty (80)
representatives of SIPA, Border Police, Ministry of the Interior, Centre for Social Work, Prosecutors, Service for Foreigners Affairs from the territory of
HNC, WHC and the Centre for Social Work Trebinje were held. The Project covered about 2,600 direct beneficiaries.

During 2013, the representatives of the Association Novi put /The New Path/ established cooperation with the Public Company BH Telecom, which
resulted in the project support by providing a help line for victims of family violence, which was promoted through public campaigns and at website of
the Association. At the same time, within the Project titled Protection of the rights of child victims of abuse, paedophilia and begging in HNC and WHC,
supported by the Federation Ministry of Education and Science, a Counselling Centre has been established to offer assistance to children victims of
abuse, and two trainings for 37 primary school pedagogues in Mostar and Ljubuki, and two workshops for 13 clients of the SOS Kinderdorf family
centre and 17 wards of the Home for Children without Parental Care Egyptian Village were organised. Throughout the project implementation,
telephone help lines and online lines for assistance on the website of the Association were in function and were used by 47 children, including direct
counselling in the Centre. Within the project Promotion of responsible tourism in HNC for prevention of trafficking in human beings, supported by the
Ecumenical Initiative of Women from Croatia, a campaign was launched in the four most visited tourist destinations in Herzegovina: Mostar,
Meugorje, Blagaj and Neum. Owners of catering establishments, their employees and tour-operators to these locations received promotional material
containing information on human trafficking, protection methods and contacts for help. Through direct contact, domestic and foreign tourists were
called upon responsible tourism. The Project covered 10,800 direct and 32,000 indirect beneficiaries.

6.4.5 Project: Raising awareness and prevention of trafficking in human beings in Bosnia and Herzegovina

The Association International Solidarity Forum EMMAUS (MFS-EMMAUS), in cooperation with the Ministry of Security of Bosnia and
Herzegovina/Department for the Fight against Trafficking in Human Beings, supported by the Embassy of the United States of America in Bosnia and
Herzegovina (BiH), implemented the project titled Raising awareness and prevention of trafficking in human beings in Bosnia and Herzegovina. The
project was focused on raising public awareness in BiH of the new forms of human trafficking in BiH and beyond: human trafficking for the purpose of
labour exploitation, forced work on the street in particular, organised begging and serving at houses. Special attention was paid to increased trafficking
in children-citizens of BiH and to making the existing and possible clients of victims of human trafficking in BiH aware of the amendments to the
Criminal Code of BiH, which stipulate sentences to imprisonment for users of sexual services of victims of human trafficking, in order to reduce
domestic demand for commercial sexual services and to encourage the relevant institutions of authority to intensify investigations of human trafficking
cases.

Within this project a workshop for capacity building of the BiH media to adequately report on and monitor human trafficking cases Research
Journalism Reporting on Trafficking in Human Beings, was held on 18 July 2013 in Sarajevo.
For the purpose of prevention and raising public awareness, and in order to secure a larger influence of the campaign and a wider coverage and
availability to all target groups, MFS-EMMAUS implemented various informative and promotional activities in 2013: research into the level of public
awareness in BiH about the referenced issues prior and following the campaign implementation: the State web portal www.bihat.ba was established in
order to improve coordination of all actors involved in the field of prevention of trafficking in human beings in BiH and the region; a preventive video
clip on labour exploitation of children was produced and broadcast (link http://www.youtube.com/embed/zeLDQLjavTw); a poster and a flyer were
printed and distributed (as attached) for various target groups (potential victims of human trafficking for the purpose of sexual and labour exploitation,
and for potential and existing clients of victims of human trafficking); there were appearances in the media and the activities on building capacity of the
BiH media for adequate reporting and monitoring of human trafficking cases were also carried out.

6.4.6 Project: Strengthening the local capacity to stop trafficking in human beings VI

The Caritas network in BiH has been implementing the project titled Strengthening local capacity to stop trafficking in human beings since 2004. The
design of the current phase of the project is based on the belief that informing, education and economic strengthening of risky groups are very powerful
mechanisms for the protection from human trafficking to which these groups could be exposed. It is believed that thoroughly thought-out financial
incentives, directed to either personal or home budget, are powerful means of protection from trafficking in human beings. Apart from the economic
strengthening, the project also raised awareness of the community and the individuals, young persons in particular, about importance of recognition of
the forms of human trafficking, and about efficient methods to suppress them. In the last phase of the project 2012/2013, a special accent was placed
on the work with young Roma people through the Roma resource centre and Roma non-governmental organisations. The general project goal is as
follows: Contribution to diminishing human trafficking risk, while special objectives of the project are: 1. Securing information on trafficking in human
beings and raising awareness of the public and vulnerable categories about what make them less vulnerable to trafficking in human beings; 2.
Increasing the social and economic capacity of the vulnerable groups in the local communities. The target group includes the following: victims of
trafficking in human beings, secondary school students, university students, young people not attending school, unemployed young persons (girls and
women in particular) from rural border areas, Roma, Roma Resources Centres and Roma non-governmental organisations, volunteers, media and
broader public. The Caritas structures pay special attention to the fight against trafficking in human being, making influence on the risk population
through the dioceses and parish communities. The project donors are as follows: Caritas Switzerland, Catholic Relief Services (CRS) and Secours
Catholique-Caritas France. Local partners in the project were: Department for the Fight against Trafficking in Human Beings, Ministry of Security of
BiH, Caritas of the Roman Catholic Archdiocese of Vrhbosna Sarajevo (Caritas Sarajevo), Caritas of the Mostar-Duvno and Trebinje-Mrkan Diocese
(Caritas Mostar), Caritas of the Banja Luka Diocese (Caritas Banja Luka), CRS BiH and Caritas Switzerland. In 2013, Caritas of the Bishops Conference of
Bosnia and Herzegovina distributed special-purpose donations and cooperated with the organisations working with young people. The goal of this
activity was to strengthen capacities of such organisations for prevention of trafficking in human beings through workshops and trainings intended for
young people. Organisations strengthened by the Caritas BC in 2013 were: Roma Resource Centre Kakanj, Roma Resource Centre Tuzla, Better Future,
Otaharin, Interreligious Council of Bosnia and Herzegovina, Novi put, Archdiocesan Youth Pastoral Centre, and Diocesan Caritas in Banja Luka, Mostar
and Sarajevo. The selection of the referenced organisations was intended to secure a balanced number of workshops and trainings for the youth
throughout Bosnia and Herzegovina. The 2013 workshops and trainings were attended by 900 young people.

Another type of prevention activities in 2013 was the economic strengthening of potential victims of human trafficking through an internship
programme and non-refundable self-employment loans. During the last year, 50 potential victims received economic support for the development of
small businesses and 3 interns (female) completed their internship and got employment in the companies in which they worked as interns.

Informing campaigns are an unavoidable activity to inform the general public and particularly vulnerable groups, about the phenomenon of trafficking
in human beings. Within the project Strengthening local capacities to Stop Trafficking in Human Beings, Caritas BC of BiH organises an information
campaign every year. The topic of the 2013 campaign was child begging as a form of THB. Caritas from 12 countries implementing the projects to
prevent THB at national level joined their strengths in one international project titled Euro-Mediterranean anti-trafficking project. The Project involved
Caritas organisations from countries sharing a similar problem or they simply may offer mutual assistance in the fight against THB. Caritas
organisations of the following countries implement this project: Albania, Armenia, Bosnia and Herzegovina, Bulgaria, France, Kosovo, Lebanon,
Romagna, Slovenia, Spain, Turkey and Ukraine (Caritas Italy is soon to join them). The project is funded by Catholique-Caritas of France. Forced child
begging is a joint problem of all countries involved in the project. In order to reduce the number of child victims of this form of THB, in 2013, within the
Euro-Mediterranean anti-trafficking project, an information campaign Look! Think! Act! Your money feeds child trafficking! campaign. The campaign was
aimed at sending a common message and beginning to re-educate people who, through their habits, support child trafficking, although not being aware
of that. The content of the material informed people of the adverse consequences of giving charity, about violated child rights and of what they can
really do to help such children.

On the World Day Against Child Labour on 12 June 2013, this campaign was launched in 10 Project member countries (Slovenia and Spain joined it at
a later point) and ended on the European Anti-Trafficking Day on 18 October 2013. In all 10 countries, the same visual material was used in the
campaign, with the campaign motto translated to local languages. The manner in which the materials were presented was adjusted to the needs of
every country: daily newspapers, web banners, pop up, bigboards, billboards, city lights, branding bus and tram stops, posters, leaflets, magnets,
stickers, etc. The material was primarily placed at the locations at which children were forced to work or beg: crossroads at which they begged, traffic
lights at which they washed the car windows, catering establishments in which they sell tags, flowers and other objects, etc.

6.4.7 Project: Protection of migrating children in the Southwest Balkans

Initiation of the establishment of a Counselling Board comprising the representatives of the


Ministry of Security of BiH, the Ministry of Human Rights and Refugees of BiH, Save the
Children in North West Balkans and the Land of Children Association from Tuzla, for expert
support to the research on children on the move. -
In cooperation with the partner association Zdravo da ste from Banja Luka, the study on
children on the move was completed in Bosnia and Herzegovina. The findings of the study
were presented at the meeting of the South East Europe Children's Rights Ombudsperson's
Network (Zagreb, November 2013), at the Conference on children on the move in BiH
(Sarajevo, December 2013) and the Regional Conference on children on the move
(Belgrade, December 2013). All of the events were organised by Save the Children. The
conferences were attended by more than 200 representatives of authority, relevant
organisations and institutions from the region. Toys and didactic material for children
placed in the Institution for reception and accommodation of foreigners- Immigration
Centre Istono Sarajevo were donated.
Functioning of the Day Care Centre for children living/working on the street and children at risk Sarajevo was supported in the transit period (January-
March) pending taking over the service from the PI Disciplinary Centre of Sarajevo Canton and the PI Cantonal Centre for Social Work Sarajevo.
Car repair and procurement of stationery for the work of the Mobile Tam for the work with children living/working on the street of the Sarajevo Canton
was supported.
Procurement of a kitchen for the PI Disciplinary Centre of SC to serve for the preparation of hot meals for child-beneficiaries of services of the
Disciplinary Centre and children in the Service for Reception, Prevention and Protection of Children at Risk in Sarajevo Canton, was supported.

6.4.8 Project: You are Not for Sale

In order to raise awareness of the public and secondary school students in Banja Luka, being an especially vulnerable category, the project You are Not
for Sale was implemented to inform them about the issue and the methods for prevention and protection from various forms of trafficking in human
beings. The project consisted of three parts. The first part pertained to workshops with the plan for our volunteers to train peer trainers based on
pieces of advice provided by students and related to human trafficking, so as to secure sustainability of the prevention programme. The main goal of this
part of the project was for this category to be informed of and to acquire basic knowledge about human trafficking and the manner of its prevention.
During the workshop, the students also received promotion material containing contact information of the competent institutions they could address
for help if they themselves encounter or become involved in human trafficking. The total number of the trained secondary school students was 104 and
it was also expected for the covered topics to be involved in the 2014 work programme of the Council of Students. Students of the Technology
Secondary School, Course Visual Art Technician, dedicated one school class to human trafficking and painted the problem applying various techniques
and sent their works to the New Generation Association. All of these works were presented at the 18 October exhibition, on which occasion their
authors received Letters of Gratitude for supporting the marking of 18 October European Anti-Trafficking Day. The second part of the project was
focused on the activities which took place during the holidays. Also, the students of the referenced schools were offered an opportunity to participate in
the workshops which took place on the premises of the New Generation Association and acquire knowledge at the visual art workshops paining on
glass, learning the serviette technique or decoupage and producing jewellery. All workshops were held by trained volunteers of the New Generation
Association. During these two months, 24 workshops were held and the students expressed enormous interest in them. Twenty three girls applied and
participated in the workshop activities and most of them participated in all workshops. The works produced during these two months were shown at
the selling exhibition organised on 18 October in the centre of Banja Luka. One participant continued dealing with this and she currently has a website
for the sale of her works. The third part of the project also meant the completion of the implementation and it was planned for 18 October marking the
European Anti-Trafficking Day. During 18 October, a range of activities were organised to raise general public awareness. The participation of
volunteers of the Association who were involved in all activities was considerable. The representatives of primary and secondary schools were also
invited to visit the exhibition of works and to participate in the planned activities together with school children.
6.4.9 Project: Dandelion

The New Generation Association is implementing the project titled Dandelion, which is supported by the American Embassy. The project is aimed at
enabling a consistent implementation of Article 35 of the UN Convention on the Rights of the Child, which pertains to protection of children from
trafficking and sale, re-traumatisation, encouragement of self-esteem and provision of support to child victims and potential victims of trafficking in
human beings, adequate preparation of children , victims and potential victims of human trafficking, for social inclusion, development of creative
potentials of children in alternative form of care victims of THB, and informing the public, with a special accent on children, about how widespread
THB is in our social context and the region, ways of recognition and protection from it, education of teachers and experts in the social protection system
about the methods of work on human trafficking prevention. Activities within the Dandelion project followed the activities of the Safe House for
Children in terms of specific counselling work with children. The implementation of the individual and group psychological treatment of children-
victims and potential victims of trafficking in human beings, created the conditions for a more pleasant, safer and more adequate adaptation of children
to the new environment, as well as for re-traumatisation and further social inclusion. The psychological support programme was thought-out to, apart
from various thematic workshops and self-esteem strengthening, offer children an opportunity to choose or propose the new activities in accordance
with their wishes and talents. This project influenced the creation of a positive atmosphere which children experience as a safe and healthy place to
stay in and for strengthening a sense of belonging to a group. The psychological workshops and individual discussions with children took place twice a
week during the project period. Creative workshops were organised for children staying in the Safe House for Children. During the project, a certain
quantity of promotion material was printed and distributed on 18 October and its distribution will also continue during 2014, through various activities
and organised round tables planned by the project. The project implementation will also continue in 2014.

6.4.10 Project: EMMAUS in the fight against trafficking in human beings suppression and prevention through promotion of policies,
education and capacity building and the European Resource Centre for prevention of trafficking in human beings and other forms of
exploitation (EURC)

The project EMMAUS in the fight against trafficking in human beings suppression and prevention through promotion of policies, education and
capacity building is being implemented due to the increased extent of trafficking in human beings in Europe and the region of Southeast Europe. This
particularly pertains to child trafficking for the purpose of sexual and labour exploitation and the need for prevention and fight against these criminal
activities which crosses national borders and must be resolved at both regional and global levels.
Also, MFS-EMMAUS continued with the activities of administration and promotion of interactive web portal www.sigurnodijete.ba, and enabled a
continued functioning of the SOS line for reporting the cases of abuse and exploitation of children. During 2013, 254 reports were recorded, which
indicates a considerable increase in the use of the web portal. All relevant reports were forwarded to the relevant law enforcement agencies for further
procedure and updating into the INHOPE database, with the possibility to provide a feedback to a person who forwarded a report.
Promotion of the web portal www.e-school.sigurnodijete.ba for teachers continued to exist as a sub-page of the existing portal www.sigurnodijete.ba,
whose basic purpose is to enable linkage of education professionals throughout BiH and exchange of their knowledge and experiences concerning
internet threats, with the aim to protect children and teenagers from this, increasingly spreading danger in our society. The website serves as a
platform for future education, discussions and exchange of experiences of primary and secondary school teachers, and it also covers various topics
about internet protection, from useful manuals for teachers which serve as the starting point in learning and resolving the terminology of cyberbulling,
grooming, to other pieces of advice and actual information about the problem of child pornography in Bosnia and Herzegovina.
As an initiator and one of the founders of the SID (Safer Internet Day) Committee of BiH, MFS-EMMAUS marks the Safer Internet Day every year in
February, with the aim to strengthen prevention and promotional activities on protection of children and the youth when using information and
communications technologies. The central event of marking the Safer Internet Day 2013 was held on 5 February in the Secondary School for Dental
Technicians in Sarajevo, under the motto Connect with Respect, on which occasion the State Coordinator , Head of MFS-EMMAUS Office in Sarajevo and
the Director of OneWorldSEE discussed the use of the internet with students.
A considerable improvement in the implementation of the project and the establishment of the Safer Internet Centre was achieved in April 2013, when
MFS-EMMAUS became a member of the Managing Board of INHOPE the world organisation of SOS lines for reporting inappropriate contents and
communications with and abuse of children through information and communication technologies and the Supervisory Board of the INHOPE
Foundation, considering that MFS-EMMAUS made a significant progress in the implementation of the referenced activities on prevention and protection
of children from abuse through information and communications technologies.

By signing the Memorandum of Understanding with the European Schoolnet (a network of 30 European Ministries of Education) to include BiH into the
eSafety Label project, MFS-EMMAUS enabled educational institutions from BiH to connect and exchange experiences in the region and in Europe, and an
access to the guidelines for a better safety of students when using information and communications technologies.
In November 2013, in the MFS-EMMAUS Office in Sarajevo, the first European Resource Centre for prevention of trafficking in human beings and other
forms of exploitation was opened within the project titled EMMAUS in the fight against trafficking in human beings suppression and prevention
through promotion of policies, education and capacity building. EURC is intended for the provision of information about human trafficking, trends,
legal provisions and statistical data, as well as about other forms of exploitation, with a special accent on this phenomenon in Europe. The Centre also
includes counselling regarding prevention from human trafficking, and it will enable those interested to exchange experiences and knowledge in acting
at regional and global levels. Within the activities of the Resource Centre, a special electronic bulletin was produced and distributed to more than 400
addresses in order to secure updated information for the EMMAUS community and for all interested actors about the incidence of trafficking in human
beings and other forms of exploitation
6.4.11 Day Care Centre for children working in the street

In the Day Care Centre in Medica Zenica, 68 children (41 girls and 27 boys) were helped and accommodated, of which 18 (11 girls and 7 boys) were
forced to beg.

Children who were placed in the Safe House, together with other children- beneficiaries of the Day Care Centre Medica Zenica, stayed in the Day Care
Centre Medica Zenica after school on a regular basis and they received assistance in learning and mastering school materials and, through various
workshops and group work, they developed a sense of belonging to a group and social skills. In the reported period, with the children - beneficiaries of
the Day Care Centre Medica Zenica, 258 educational-supportive and creative workshops were held, of which 163 were educational-supportive
covering the following topics: childrens rights, communication, trafficking in human beings, how to protect themselves and others and whom to refer to
in the case of violence and human trafficking, non-violent conflict resolution, learning manners, development of hygienic habits, the gender and sex
issues, stereotypes and prejudices, child participation, and similar. All workshops were methodologically adjusted to the childrens age. Within the same
period, 95 creative workshops were implemented with children-beneficiaries of the Childrens Day Care Centre (jewellery production, work with
modelling material, colouring using various techniques, using modelling clay, collage paper, newspaper mosaics, work with glass and similar). During
2013, facultative excursions were organised for children, visits to the cinema, theatre and the museum etc.)

Within the Association the Land of Children Tuzla, there exists a Day Care Centre for children living and/or working on the street, and those being at
risk to become such children, which provides daily services to child victims of economic exploitation or who are at risk to become such victims. The
activities of the Day Care Centre have been spread to the very settlements in which children at risk of violence and human trafficking have been
identified, such as Roma settlements in Kiseljak, Poljice and the refugee settlement of Mihatovii.
In 2013, the Centres activities covered 316 beneficiaries, 164 girls and 152 boys. Of that number, 112 beneficiaries were occasionally exposed to
begging, while it may be said that 43 children beg on the streets every day, that is, 19 girls and 24 boys.
The Centres work is based on the following: educational segment of the work with children, counselling for family and children, prevention workshops,
hygiene of children and hot meal for children.

During 2013, the Day Care Centre in Banja Luka took care of 159 children, 91 boys and 68 girls, providing them with at least one service.

6.4.12 Web portal sigurno djete.ba /safe child.ba


MFS-EMMAUS continued its activities on the administration and promotion of the interactive web portal www.sigurnodijete.ba, and enabled a
continued functioning of the SOS line for reporting child abuse and exploitation cases. During 2013, MFS-EMMAUS registered 254 reports, which is a
significant increase in the use of the web portal. All relevant reports were forwarded to the competent Entity law enforcement agencies for further
procedure and were updated in the INHOPE database, with the possibility of providing feedback to a person who filed a report.
Promotion of the web portal www.e-school.sigurnodijete.ba for teachers continued to exist as a sub-page of the existing portal www.sigurnodijete.ba,
whose basic purpose is to enable linkage of education professionals throughout BiH and exchange of their knowledge and experiences concerning

6.4.13 Regional program for social protection and prevention of trafficking in human beings

Bosnia and Herzegovina continued its participation in the Regional program of the German organisation for international cooperation GiZ. The program
for social protection and prevention of THB is implemented in Bosnia and Herzegovina, Macedonia, Serbia and Kosovo. The program's aim is to
encourage to view trafficking in human beings from a new perspective and to understand it as a social problem which all countries in the region are
facing. This involves: improvement of decentralised social services of governmental and non-governmental institutions which deal with meeting the
needs of vulnerable groups; strengthening the capacity of organisations which deal with social inclusion and integration programs for victims of
trafficking in human beings; and Providing support to national strategies for social protection, with special emphasis on economic empowerment and
social inclusion of potential as well as existing victims of THB. The GIZ supported program covers four intervention fields: 1. Assistance on national level
with the aim to strengthen social structures, improve system solutions and social policies; 2. Support to mechanisms for decentralised provision of
social services on a regional, national and municipal level through governmental and non-governmental institutions; 3. Direct support to measures for
an improved social inclusion of victims of THB; Establishment of mechanisms of regional cooperation and coordination in connection with the social
dimension of THB.

The following activities were carried out by intervention fields:

a) A Memorandum of Understanding was signed with the Ministry of Security and a general plan for the realisation of activities in 2013/2014 was
arranged. The signing of the Memorandum and the implementation of the project will immensely contribute to the implementation of the Strategy to
Counter Trafficking in Human Beings in Bosnia and Herzegovina and the Action Plan for the implementation of this Strategy, since the activities planned
to be carried out as part of the program are contained in the mentioned strategic documents.

b) The GIZ SPPHT project supported the construction of facilities for Regional Monitoring Teams (RMT) and provided technical support for the
organisation of RMT Tuzla and Sarajevo meetings, as well as referral meetings.

c) The GIZ SPPHT project supported the founding and strengthening of the capacity of the Monitoring Team for monitoring the implementation of the
Strategy and Action Plan 2013-2015.

d) A basic training was completed and an advanced training for expert associates of Social work centres was organised. 67 social workers and 41 Social
Work Centres completed the multidisciplinary training on THB.

During the basic and advanced trainings, representatives of competent institutions, responsible for the realisation of these activities, prepared a Manual
for the Multidisciplinary Training of Trainers of Expert Associates of Social Work Centres in the Field of THB. In accordance with the stated, the Manual
is intended for trainers, i.e. social workers who will train their colleagues. This is why it is important to note that this document contains a highly
synchronized theoretical and practical setting of the treatment of THB cases, in a very specific and practical way, so as to be able to entirely consider
and process the issue. The use of the manual in specifically created trainings for expert workers of social work centres will contribute to the fulfilment
of all objectives planned with the Strategy to Counter THB, and expert workers will systematically acquire necessary knowledge and improve the
capacities of social work centres as first instance authorities in the fight against THB.

d) Support to non-governmental organisations through small grants: the GIZ SPPHT Project supported the following organisations in 2013:

Institute for the Development of Youth KULT (Sarajevo) implemented a training project of youth leaders (TOT); a curriculum on the topic Trafficking in
Human Beings was drafted and it will be included in future youth leader trainings, and workshops in youth centres were carried out. The project was
implemented in cooperation with Caritas.
The non-governmental organisation New Generation Banja Luka) received support in the realisation of the project You are not for sale. ToT
workshops were organised as part of the project for representatives of school students's councils in high schools in Banja Luka; peer workshops in
schools and creative workshops were organised and October 18th was celebrated.

UG Zemlja djece /Land of Children/ from Tuzla received support in the realisation of the project Prevention program for THB in elementary schools
in the municipality Tuzla. The implementation of the project enabled the teaching staff of elementary schools from the Tuzla municipality to
systematize earlier acquired knowledge and to acquire new concerning the issue of THB. Training models for the teaching stuff and children of higher
classes of elementary schools were created and an experimental application of the given training model was realised.

The Association OTAHRIN from Bijeljina received support in the implementation of the project Improvement of the cooperation with competent
ministries by establishing protection and security mechanisms for children in BIH.

f) As part of the third component of the project, in cooperation with KBF (King Baudouin Foundation), GIZ approved grants for the implementation of
projects lasting 18 months, which are:

- MEDICA Zenica is implementing the project Sustainable re/integration of marginalised groups of women, girls, children and THB victims through an
economic empowerment and comprehensive support program

- ZEMLJA DJECE Tuzla is implementing the project Tuzla day centre for street children

g) Deutsche Gesellschaft fr Internationale Zusammenarbeit (GIZ) GmbH and the King Baudouin Foundation (KBF) have organised a conference with
focus on how social services for potential and already identified victims of THB (VoT) could become more sustainable.

A week of sustainability for combating THB and social protection Through partnership to sustainable social services was organised in Jahorina, Bosnia
and Herzegovina, on 25 and 26 September 2013.

Around 50 participants from the business sector, from municipalities and non-governmental organisations from Bosnia and Herzegovina, Serbia,
Kosovo, Macedonia and from Albania were present at the event. The goal of the conference was to gather interested parties from different sectors and
enable discussions on opportunities and incentives for specific contributions to the partnerships between different sectors in order to maintain and
develop provision of services to vulnerable groups.

Indicators for the identification of child victims of THB


The process of creating indicators for the identification of child victims of THB started in late March 2013 and includes several target groups:
government structures on a national, entity and cantonal level (Ministry of Security BIH, Ministry of Human Rights and Refugees BIH, Ministry of Civil
Affairs BIH, Prosecutor's office BIH, Centre for the Education of Judges and Prosecutors, Immigration Centres, Ombudsmen in BIH, Ministries of
Education, Health, Social Security, Internal Affairs of the Entities); relevant international organisations (Save the Children, IOM , Emmaus International,
UNICEF, GIZ and KBF); academic structures in the region (Faculties of political sciences social work, criminology); structures of the civil society from
the region (Day centres, shelters, associations of Roma people), other (Social work centres from bigger BIH cities), etc.
The last workshop was organised in early June, when different relevant structures participated. Their representatives helped improve the proposal of
the document. The method of putting the document in use by professionals coming in contact with children was agreed with the Ministry of Security
BIH by submitting electronic versions to competent ministries on all levels of government. It was also promoted on the web page of the association
Zemlja djece and the web page BIHAT.
Indicators are divided into general and specific indicators, their goal being:
- to improve the identification of child-victims of THB in BIH by developing a comprehensive set of indicators for the identification of child-victims to be
used within the referral mechanism.
- to improve the cooperation and synergy within local and national referral mechanisms.
- identify and forward possible cases of child-victims of THB through the program for providing direct re/integrative assistance to children of the
street in the form of the Tuzla Day Centre and to decrease the high risk of repeated trafficking for children.

6.4.14 Project Women in Bosnia and Herzegovina secure lives free from the threat of trafficking
In cooperation with the Ministry of Security, with financial aid from USAID, CRS implemented the project Sustainable interventions in the fight against
Trafficking in human beings (SUSTAIN) in 2008. The comprehensive goal of the project Sustainable interventions in the fight against Trafficking in
human beings was to strengthen the capacity of state institutions for the fight against THB and the implementation of the State Action Plan for the fight
against THB, by developing sustainable systems in sectors for the prevention of THB, protection of victims of THB and the monitoring of the
implementation of the State Action Plan and the State referral mechanisms. The following institutions were included in the implementation of this very
demanding project: Ministry of Security Department for the fight against THB, entity and cantonal ministries of education, pedagogical institutes,
social work centres, and university departments for social work from the entire country.

In August 2013, in cooperation with the Ministry of Security and the Association for the Cooperation of Parents and Schools BIH, CRS continued the
activities in order to analyse the achieved results as part of the previously implemented project and to establish new mechanisms which will contribute
to the sustainability of the system to combat THB. This report was prepared for the period 01 August 2013 31 March 2014.
The project Women in BIH safe from the threats of THB started 01 August 2013 and focuses on three strategic goals: 1. Government institutions in
BIH coordinate and monitor activities of the fight against THB in BIH; 2. The youth has knowledge and the tools to lower the risk of THB in their
communities; and 3. Victims of THB have an improved access to help services. The following activities were implemented during the reporting period:

- In cooperation with the Ministry of Security Department for the fight against THB, in the period from October 2013 to February 2014, activities
referring to the development of monitoring tools were carried out, based on criteria developed in SAP and NAP.
- During the realisation of the project goal, the consultancy firm Info House from Sarajevo was hired to develop tools and tutorials for carrying out
monitoring activities in the fight against THB in BIH. The monitoring system includes the preparation of questionnaires for 68 institutions in BIH,
which are participating in the protection system against THB in different segments. Based on the developed tools and questionnaires, approved by the
Ministry of Security Department for the fight against THB, two workshops for Regional Monitoring Teams were organised from January February,
where the questionnaires and monitoring tools were presented. The presentation was held by the creator of the questionnaire, Info House, Sarajevo.
Another activity in progress, realised in cooperation with GIZ, is the development of a web application.
- As part of the previously implemented project SUSTAIN, the following results were achieved: trainings (ToT) for delegated staff of pedagogical
institutions and ministries of education from all 10 cantons, Brko District and Republika Srpska were carried out; a training module for the education
of school teachers in the prevention of THB was developed; 674 school teachers from 275 high schools from 10 cantons, Brko District and RS
underwent training on the prevention of THB; educational material for children and teachers (Manual for children and youth of elementary and high
schools in Bosnia and Herzegovina on the prevention of THB DO/NT HASTE SLOWLY and a Manual for teachers Prevention to strengthen the
awareness on the dangers of THB). The implemented activities resulted in the integration of education on the prevention of THB in the high school
curriculum of 8 cantons (Tuzla, Una-Sana, Herzeg-Sana, West-Herzegovina, Herzegovina-Neretva, Sarajevo, Bosnian-Podrinje and Posavina) and
Brko District. Line ministries of education did not consistently define the integration of prevention of THB into the plans and programs, which is why
relevant legal acts vary regarding consent, suggestions and recommendations, to permission and decision.

- As part of this strategic goal, in order to determine the level of sustainability of the approach and mechanisms for combating THB, with special focus
on the inclusion of the topic of combating THB into curricula, an extensive research was conducted on the presence of this topic in high school
curricula. As part of the project Women and girls in BiH secure lives free from the threat of trafficking, a research was conducted with the goal to
determine the level of sustainability of the approach and mechanisms for combating THB as part of high school education. The research was
conducted during February by the partner NGO Association for the cooperation of schools and parents in BIH.

- 68 high schools from 8 cantons and Brko District were included in the research. Ministries of education from the Sarajevo canton and the West-
Herzegovina canton did not give their consent within the specified deadline for carrying out the research. Since in the previously implemented project
SUSTAIN, consent to introduce the topic of THB into the curriculum was not given in Republika Srpska, schools from RS were not included in this
research.

Recommendations from the report for a better practice in improving mechanisms for the sustainability of including prevention of THB in schools in
Bosnia and Herzegovina:
- Education authorities in Republika Srpska and the cantons of the Federation (Zenica-Doboj, Central Bosnia) need to make decisions on the integration
of the topic of combating THB into elementary and high school curricula as part of the period class community, at least three school hours per year.

- Education authorities need to improve the existing monitoring mechanisms of the realisation of prevention programs of THB in cantons of the
Federation of BIH which gave their consent in the previous period and decisions on the integration of the topic of combating THB into elementary and
high school curricula.

- Education authorities need to develop guidelines/recommendations for schools as a framework to improve practices in schools in the fight against
THB.

- Secure further education for elementary school teachers, high school teachers and school staff with the purpose to increase the sensibility for this
issue and to build capacity for an adequate recognition, prevention and intervention in the work with children and parents in elementary and high
schools

- Introduce the topic of combating THB into professional training programs for teachers

- Promote the most successful examples of inclusion of the prevention of trafficking in cantons, school subjects and teaching units

- Secure the use of the teacher manual Prevention to strengthen the awareness on the dangers of THB, the trainer manual Prevention of THB and the
student manual DO/N'T HASTE SLOWLY in schools, and a developed education model for teachers, students and parents.

- Besides the topics of violence against children and juvenile delinquency, include the topic of
combating THB into prevention programs for schools

- Introduce additional programs on the topic of protection of children against trafficking


through class community periods, free time activities and extracurricular activities.

- Secure the involvement of schools in projects and different programs with the goal to
prevent trafficking by educational authorities, competent institutions and the NGO sector

- Inform and educate parents through parent-teacher meetings or other forms of education on
the issue of trafficking

- Initiate different projects and campaigns attended by children, parents and teachers in
schools, local communities and beyond, through parent school bodies and parents
associations for the fight against trafficking.
- Develop monitoring systems and systems for keeping regular school records on students who attend school irregularly, and monitor and analyse
causes of leaving school, and students who do not enter, leave or do not continue their elementary and high school education

- Insure that children in schools have access to education, adequate help and support, as well as protection and intervention in cases of violence. Direct
special attention to the support for vulnerable children who are victims of negligence, abuse, exposed to violence, begging, forced labour or are
victims of THB.

- Through support systems for students in risk, use individual approach, counselling and include them in school programs and projects which
strengthen long-term positive goals and the future of young people

- Draft protocols on handling cases of sexual abuse on children in schools and procedures on cooperation and child protection between schools and
other professional institutions as well as local institutions and beyond (health, police, social and judicial), develop an adequate and coordinate
intersectoral cooperation.

- Animate and raise public awareness through media on the issue of THB specifically and continuously spread information on childrens rights and
dangers for children, and raise awareness on all potential risks and protection methods

During April, the results of the report will be presented through four regional presentations to representatives of educational and other relevant
institutions. As part of this activity, the presentations will be held in Sarajevo, Tuzla, Mostar and Biha. During March, the Department for the fight
against THB delivered the report to all line ministries of education.

Education for NGOs working with children who are not part of the regular school system

As part of the previously implemented project SUSTAIN, several workshops for NGOs were organised. After an evaluation of the training, it was evident
that NGOs need a manual which would have to include methodologically developed workshops for the work with children. A two-day workshop for
NGOs and representatives of orphanages, with the goal to educate about the work with children of the street, was organised from 04 05 October 2013
in Sarajevo, Hotel Sunce. The workshop was organised in such a way that participants, besides education on the fight against THB, were offered the
opportunity to participate in drafting the methodology for the manual for the work with children. The workshop was attended by 11 participants from
different regional NGOs. A team for drafting the manual was selected during the workshop (5 persons), coming from different institutions and the NGO
sector, having great experience as trainers and with work with children.

After the drafting, the manual was submitted for adjustment to all workshop participants, to the Department for the fight against THB and CRS. The
NGOs are very satisfied with the content of the manual and believe that it will be of great use. The manual, named Basics of Running a Workshop
Prevention of THB, is currently in preparation for print.

Education of educators members of the Association on the Cooperation between Parents and Schools BIH (ACPS)-
An analysis of the report on the level of sustainability of the approach to and mechanisms for the fight against THB in terms of high school education,
showed that teachers need additional support in the methodological approach of handling the topic of combating THB. Training for the coaches for
members of ACPS BIH was organised on 14 and 15 March 2014 in Bugojno. The training was conducted by Mirna Aleksi, public relations manager and
certified IOM and CRS coach for the prevention of THB.

With this training, nine members of the Association successfully mastered special coaching skills and worked according to the model of twelve
workshops for children and youth of different ages. The training was used as an opportunity to correct specific activities of proposed workshops. This
group of educated coaches will act as professional support to educators in the future when designing the methodology of lessons with the topic of
prevention of and combating THB.

6.4.15 Guidelines for mental health centres in providing help to victims of trafficking
The Association XY, in cooperation with the Ministry of Security, and support from the US Government, started the realisation of the project Guidelines
for mental health centres in providing help to victims of trafficking in August 2012. The plan of the project is the improvement of multisectoral
collaboration of competent institutions and organisations in providing comprehensive services and treatments for victims of THB. The basic strategy of
the project is to integrate i.e. involve representatives of mental health centres in programs of direct help to victims of THB. In accordance with Rules for
the protection of victims and witnesses of THB among citizens of BIH (Article 7, Paragraph 4), the Association XY has recognised the need to improve
the activities in providing quality health care services to victims of THB, and in cooperation with the Department for the fight against THB it initiated
activities on the preparation of Guidelines for mental health centres in providing assistance to victims of THB. The task force for the preparation of the
guidelines consisted of representatives of the Ministry of Security, the Ministry of Human Rights and Refugees, and experts from several mental health
centres. One of the goals of this project is to include the mental health centres Banja Luka, Mostar, Tuzla, Brko and Sarajevo into previously formed
regional monitoring teams and to improve activities in providing comprehensive health protection to victims of THB. This project will also improve
intersectoral cooperation between the public health sector, government representatives and the NGO sector. The guidelines will be used by health
workers and NGOs with the goal to improve healthcare and the rights of victims of THB. In the next phase of the project, the Association XY will organise
educational sessions/workshops for medical workers in 5 mental health centres (Sarajevo, Tuzla, Banja Luka, Mostar and Brko District). The
educational sessions will be conducted by representatives of CMZ, the state coordinator and XY staff, using Guidelines for CMZ in providing help to
victims of THB. The goal of these educational activities is to enhance the knowledge of 75 health and non-health experts in providing quality medical
treatment to victims of THB.
6.4.16 Project: Celebration of the European anti-trafficking day

According to the planned activities on the Strategy to counter THB and the Program for the celebration of important dates from the field of human
rights in Bosnia and Herzegovina, the Ministry of Security has taken actions for the celebration of the European anti-trafficking day. The Ministry of
Security has allocated 10,000 KM for the realisation of these activities. In cooperation with representatives of the Association XY, New Generation (Nova
generacija), New Path (Novi put) and Land of Children (Zemlja djece), several activities were carried out with the purpose to raise awareness concerning
the fight against THB. Simultaneously, with activities on celebrating the European anti-trafficking day in Sarajevo, activities in cooperation with
representatives of regional monitoring teams Banja Luka, Mostar and Tuzla and the stated NGOs were carried out. In cooperation with the Association
XY and representatives of the regional monitoring team Sarajevo, the Ministry of Security celebrated this day by organising the first panel discussion
with high school students. On this occasion, young artists from the Secondary Art School created works of art on the topic fight against THB. Their
works were exhibited in the Art Cinema Kriterion, while the Ministry of Security gave a symbolic award to the best three works. In the period from
October to December 2013, seven additional panel discussions on this topic were organised for high school students.
In the previous period, the Association New Generation was working constantly on raising public awareness on the issue of THB and the celebration of
the European anti-trafficking day, in cooperation with representatives of the Department for the Fight against THB and the Regional monitoring team
Banja Luka. Several activities for elementary and high school representatives were organised, who visited the exhibition and participated in the
celebration of this day together with the children. The event was organised in the park Petar Koi, situated in the city centre, where promotional
material was distributed with the goal to raise public awareness on this issue; an exhibition of the works of students from the Technology High School
was organised on the topic Trafficking in Human Beings, which drew the attention of citizens and the present journalists. On this occasion, a life
library was organised, where each volunteer of the association presented one institution dealing with the issue of THB. The volunteers were available
for all citizens who did not know who to contact if they notice or suspect trafficking. Eight volunteers were involved in the organisation of the life
library, each of them representing one institution.
The celebration of the European anti-trafficking day has been organised by the Association Land of Children in cooperation with the Department and
the Regional monitoring team Tuzla three years in a row. This year, the Association decided on a comprehensive project in order to emphasize the issue
of THB in our region. Preventive work with children who are living or working in the streets and children which are at risk to do the same is of extreme
importance for the prevention of THB, since this population is at great risk since it is prone to economic exploitation, juvenile marriage, migration, work
abroad etc. This is why, among other things, for the celebration of the European anti-trafficking day the focus was put on the realisation of one-day
workshops in the field Roma settlement Kiseljak and Poljice, at the facilities of the Day Centre, a panel discussion for senior students from the
Secondary Chemical School Tuzla was organised. All the childrens messages and drawings from the field and the Day Centre created during the creative
and educational workshops were presented at the exhibition in the city centre during the European anti-trafficking day, 18 October 2013. The
Association Land of Children Tuzla, as the central activity for the European anti-trafficking day, organised a street performance, which caught the
attention of accidental passers. The goal was to move people to understand that THB is not a problem happening somewhere far away, outside their
reach; but that it is happening very close by and that it is real, for example at the market stand where they buy their daily groceries.
The performance was finalised by revealing a large banner from a nearby building, where besides the information on the Association, it was written 18
October European anti-trafficking day. Simultaneously, the European anti-trafficking day was organised in Mostar by the Association New Path in
cooperation with the Department and the Regional monitoring team Mostar for three years consecutive years. Several activities on raising public
awareness were realised. Representatives of the association distributed promotional material and t-shirts; on the Spanish Square citizens were writing
messages on trafficking on a white sheet, which was later installed at the Old Bridge.
8. Progress in implementing the Strategy to counter trafficking in human beings in Bosnia and Herzegovina and the Action Plan

The Strategy to counter trafficking in human beings in Bosnia and Herzegovina 2013-2015 and the Action Plan for the implementation of the Strategy
rest on modern methodological concepts, which, inter alia, predict the establishment of adequate monitoring and evaluation mechanisms for the
implementation of strategic measures and activities. This task, pursuant to the Strategy to counter trafficking in human beings in Bosnia and
Herzegovina 2012-2015 itself, was assigned to the Monitoring team, which was nominated by the Minister of security of Bosnia and Herzegovina. The
Monitoring team consists of representatives of the following institutions: State coordinator for the fight against trafficking in human beings and illegal
migration, who is also the chairman, the Ministry of Human Rights and Refugees, the Ministry of Civil Affairs, the Ministry of Justice BIH, the High
Judicial and Prosecutorial Council, the Government of Republika Srpska, the Government of the Federation of BIH, the Government of Brko District BIH
and the representative of civil society organisations.

The monitoring team held a total of three meetings. The Rules of Procedure for the monitoring team were adopted at the initial meeting. The monitoring
plans for the upcoming period and questionnaires for gathering information and data from competent and reporting institutions were adopted at the
second meeting. Preparations for the development of a special computer program for automatic data processing in the monitoring process are currently
in progress. At the third meeting, the monitoring team was concerned with adopting a methodological platform for the work on monitoring and
evaluating the achieved results in the implementation of the Strategy and the Action Plan, and with drafting the first Situation report on THB for 2013.

In order to draft the first monitoring report on the implementation of the Strategy and the Action Plan, a special Monitoring and evaluation manual was
created, which should help members of the monitoring team to carry out their tasks. Furthermore, a special methodological platform for gathering,
processing and analysing information for the monitoring and evaluation of the implementation of the Strategy and the Action Plan was developed,
which is an additional methodological instrument needed for a comprehensive and effective implementation of these activities. The monitoring team
will, through the adopted work dynamics, continuously maintain communication with competent and reporting institutions which are working on the
implementation of this strategic document, issue recommendations and evaluate specific indicators based on which the improvement of the
implementation will be measured. For the needs of reporting to the Council of Ministers, the total volume of the implementation shown through a
display of the structure of the five strategic goals and their corresponding measures (programs) will be presented. The level of implementation of a
specific measure was taken as the distinctive criterion, resulting in a range of presented measures from not initiated activities, to initiated but not
realised activities, through partially realised (initiated but not completed), and completely realised measures. To clarify, in this process, from the
substantial and formal side, it was very important to reach a consensus regarding the definition of indicators of the realisation of individual strategic
activities, both in terms of professional standards and standards penetrating the domain of jurisdiction of bodies of formal social control in Bosnia and
Herzegovina in cases of THB.

After defining indicators and specifying all their sub-domains which were of importance in the context of interpreting every activity individually, the
process of analysing answers from institutions which are competent and responsible for every individual strategic activity was initiated. After
determining the answers, it was necessary to summarize impressions and to evaluate activities based on a unitary criterion through a special criterion,
which was defined for these needs after a discussion. According to this criterion, an activity can be: realised (80-100%), partially realised (50-80%);
not realised (0-50%) and not initiated (0%).

In first report of the Monitoring team, team for monitoring and evaluating the Strategy and Action Plan to counter THB in Bosnia and Herzegovina, the
period from January 2013 to December 2013 was covered. The monitoring plan in the mentioned reference period covered all five strategic goals, and
in each of them there was a planned strategic measure and an accompanying set of strategic activities to a greater or lesser extent for realisation.

Concerning the level of realisation of individual strategic measures within strategic goals, it is planned as part of the Strategy to realise a certain
percentage of the strategic measures in the first reference period. As part of the first strategic goal SUPPORT, in this monitoring reference period, 85%
of the total number of strategic measures was partially processed; as part of the strategic goal PREVENTON, all strategic measures were in the focus of
monitoring (100%); as part of the strategic goal PROCESSING, 70% of strategic measures were analysed; PROACTIVE PROTECTION (63%) and
PARTNERSHIP (80%). It is evident that in the concept of strategic planning, the realisation of strategic measures was ambitiously set, which indicates
the analysis of a relatively large number of specific strategic activities.

Of the planned 128 strategic activities in this reference period the monitoring itself refers to, it was planned to completely implement 54 strategic
activities.

Of the total number of planned strategic activities (54), the Monitoring team decided on an evaluation concept according to effect. Namely, every
activity is evaluated on a scale presented below:
Regarding the structure of the relation between the planned and realised sample of institutions which were covered by the first monitoring phase, it can
be concluded that the number of submitted answers is fairly high (around 80%). Within the planned sample in the Federation of BIH, around 70% of
institutions submitted their answers. On the other hand, in the sample from Republika Srpska and Brko District the situation was somewhat better
with an average of 90% responses from the planned sample. Concerning the structure of answers, it can be noted that it is necessary to work on a more
effective and quicker reporting from some cantons in FBIH. On the other hand, in Republika Srpska it may be noted that the Ministry of Education failed
to submit an answer, while other sectors submitted their answers. Furthermore, the educational sector in Brko District failed to submit their answer.

Presented below is a tabular overview of the realisation plan of individual strategic activities for the mentioned reference period, by using the matrix of
the Action Plan, attached to this Report:

9. Conclusions
During 2013, a significantly lower number of THB victims were detected in Bosnia and Herzegovina compared to the previous period, but the
structure and characteristics of the victims is still a concern. These are predominantly citizens of Bosnia and Herzegovina, and mostly female
minors.
Compared to the classic division of THB into three basic groups or manifestations: (a) sexual exploitation, (b) labour exploitation, and (c)
exploitation of organs, in the structure of identified victims, dominant are those which were subjected to labour exploitation through organised
beggary in children, and forced marriages, while of the total number there are less identified victims of sexual exploitation for the purpose of
THB;
Considering the known and official data, children are especially exposed to the risk of THB in Bosnia and Herzegovina, whether it is forced
beggary and forced marriages or abuse of children through information and communication technologies. The latter caused the adoption of a
special Action Plan for the protection of children and preventing violence against children through information and communication technologies
in BIH (2014-2015);
The real dimensions of the issue of THB in Bosnia and Herzegovina are still not fully known, just as the structure and the possible causes of this
phenomenon. This is due to the absence of reliable and objective scientific research, meaning that the only possible indicators are official
statistics of identified victims and estimates of the probable proportions and characteristics of THB in Bosnia and Herzegovina.
In the statistical reporting on THB in Bosnia and Herzegovina, not all variables which would show all characteristics of this phenomenon are
known, both with regard to the victims and to the perpetrators of these crimes, the method of committing and other circumstances which would
show a more comprehensive picture of the problem itself, which are relevant European standards;
In the domain of detecting, clarifying and processing cases of THB and other relevant criminal offenses, there is a noted stagnation, even a
decrease in the intensity of the work of competent institutions, especially in the segment of charges and trials for these criminal offenses, which
is probably a result of the changes in the modus operandi of the perpetrators of these crimes, which most likely to a large extent belong to the
phenomenology of organised crime in Bosnia and Herzegovina, and are as such very complex to detect and to prove successfully;
The coordination of activities of competent institutions, cooperation with all subjects and interested parties in the fight against THB is based on
a many years of work of the State Coordinator, the Ministry of Security BIH, the Task Force and all other domestic institutions and organisations,
as well as on lessons learned in this field, which were not only recognised within the country, but also on a regional and even broader plan. This
is how Bosnia and Herzegovina is an equal and respectable partner in carrying out international activities in the fight against THB;
Financing the implementation of policies for the fight against THB in Bosnia and Herzegovina remains one of the key factors which prevent a
more significant progress in this field. A large number of carried out activities are still being financed from donations and from the aid domestic
institutions and civil society organisations receive from international and other sources; but the volume of this financing is continuously
decreasing.
A significant number of project activities were implemented in the reporting period from those entities from the domain of civil society
organisations and international partners which have been active in the field of countering THB for a longer period of time. The results of these
activities are primarily visible concerning prevention, but the offered help was also used both for strengthening the capacity of domestic
institutions and for improving the legal and strategic framework, procurement of equipment, education and training, acquiring knowledge and
skills, work methods and other benefits;
A certain inconsistency is present with regard to the methodology of informing partner civil society organisations, international organisations
and other entities about the implemented projects, which is also evident in this report, which will hopefully be corrected before the next report;
Regarding the evaluation of the progress of implementation of the Strategy to counter THB in Bosnia and Herzegovina (2013-2015), activities on
establishing effective monitoring and evaluation mechanisms of this strategic document were finalised. This activity was formally legitimized
by founding a monitoring team which adopted rules and a methodology of its own work, and made contact with competent institutions on all
levels of government in the state, in order to inform the Council of Ministers of Bosnia and Herzegovina in an objective, reliable and accurate
manner about the progress in this field;
In the structure of the implementation of the first phase of the Strategy to counter THB in Bosnia and Herzegovina (2013-2015), it was noted
that there are a total of 54 strategic activities, of which 20 are completely realised (37%), thirteen (13) are partially realised (24%), while three
activities were started but not completed (5,5%). The monitoring team concluded that eighteen activities (33,3%) were not even started.
Generally, it may be concluded that the progress made serves as a good foundation for further development, if one takes into account that the
adoption of the Strategy itself was delayed for three months, so that the reporting period covered only nine months in 2013.

10. Recommendations
o Work continuously on the development of the methodology to identify victims of THB in Bosnia and Herzegovina with regard to all
manifestations and from the viewpoint of all institutions and organisations which come in contact with this phenomenon;
o Intensify activities of competent police and prosecutorial bodies on detecting and processing all forms of THB crimes, especially organised crime
in connection with THB, organised prostitution, organised beggary in children, forced labour, illegal trafficking in human organs and arranging
forced marriages;
o Improve the system of gathering, processing, analysing and using statistical data on the issue of THB in Bosnia and Herzegovina based on
modern methodological procedures and best practices (for example Eurostat Human Trafficking Report);
o Unify the reporting methodology on implemented projects in the field of prevention and countering THB aiming for a simpler and clearer
reporting as part of the annual situation report on forthcoming THB in Bosnia and Herzegovina;
o In the future monitoring process of strategic activities, especially advocate the necessity to plan budgetary funds for the realisation of the
Strategy to counter THB in BIH (2013-2015);
o In the Federation of Bosnia and Herzegovina, work on speeding up the process of harmonizing provisions of criminal legislation on THB with the
criminal law in Bosnia and Herzegovina;
o It is necessary to carry out a criminological scientific analysis on the manifestations, prevalence and causes of all forms of THB in Bosnia and
Herzegovina;
o Work on a more intensive involvement of media institutions and media houses in the fight against THB, especially public regulators
(Communications Regulatory Agency) and self-regulators (Press Council BIH);
o Accelerate processes on adopting and developing a legal and institutional framework for a more effective confiscation of property gained
through crimes, including THB, on the level of Bosnia and Herzegovina, Federation of BIH and Brko District BIH;
o Intensify activities on establishing specialised police departments for the fight against so called cyber-crime, especially on the level of FBIH;
o Make a criminological scientific analysis on the circumstances of implementing the recently adopted Action Plan for the protection of children
and prevention of violence against children through information and communication technologies in BIH (2014-2015);
o Intensify the establishment of a more effective system of data and information exchange from the police, prosecutorial and court registries in
Bosnia and Herzegovina, with special emphasis on data concerning crimes of THB and other related crimes;
