1 Explain the purpose of Part-145 and how an organisation seeking to

be approved under this part should comply with it.

Section A and the appendixes of part-145 set forth the requirements to be


complied with by an organization performing maintenance on aircrafts (and/or
aircraft components) used for commercial purposes and registered in the
Country.
The organization must submit to the authority a Maintenance organization
exposition, where it is specified the scope of work deemed to constitute the
approval and showing how the organization intends to comply with Part-145.
The organization shall appoint an accountable manager who has corporate
authority for ensuring that all maintenance required can be financed and carried
out to the approved standard. The accountable manager appoints a quality
manager having direct access to the accountable manager to ensure that the
accountable manager is kept properly informed on quality matters. Also a
reporting system has to in place for any condition of the aircraft or component
identified by the organization that has resulted or may result in an unsafe
condition that hazards seriously the flight safety.
The organization shall ensure that facilities provided are appropriate for all
planned work, ensuring in particular, protection from the weather elements.
Specialized workshops and bays are segregated as appropriate; to ensure that
environmental and work area contamination is unlikely to occur. Office
accommodation is provided for the management and certifying staff so that they
can carry out their designated tasks in a manner that contributes to good aircraft
maintenance standards. Conditions such as Temperatures, Lighting and Noise
should be at acceptable levels.
Secure storage facilities must be made available for the storage of
components, equipment, tools and material
The organization shall have a maintenance man-hour plan showing that it has
sufficient staff to plan, perform, supervise, inspect and quality monitor the
maintenance activities in accordance with the approval.
The organization should have an appropriate aircraft type rated certifying staff
qualified as category A, B1, B2 and C depending on the scope of the Part-145
approval. Also currency of the staff should be maintained by providing required
training. The organization must maintain a record of all certifying staff.

The organization should have or should have access to necessary equipment,


tools and material to perform the approved scope of work and these tools,
equipment and particularly test equipment, must be controlled and calibrated
Part-145 organization must also ensure that it has sufficient spares,
consumable and raw material available to perform the intended maintenance.
The organization should hold and use applicable current maintenance data in
the performance of maintenance, including modifications and repairs. The
organization shall ensure that all applicable maintenance data is readily
available for use when required by maintenance personnel There has to be an
established procedures to ensure that if found, any inaccurate, incomplete or
ambiguous procedure, practice, information or maintenance instruction contained
in the maintenance data used by maintenance personnel is recorded and
notified to the author of the maintenance data.
The organization must utilize a common work card or worksheet system
throughout relevant parts of the organization and a system of recording all
details of maintenance work carried out must be established.
Part-145 approved organization should also have a system and personal
appropriate to the amount and complexity of work to plan the availability of all
necessary personnel, tools, equipment, material, maintenance data and facilities
in order to ensure the safe and efficient completion of the maintenance work.
Part-145 organization has the privilege of issuing certificate of release to
service before flight at the completion of any maintenance.

2 EXPLAIN THE FORMATION ORGANISATION AND THE PURPOSE OF


THE INERNATIONAL CIVIL AVIATION ORGAINSATION (ICAO).

Representatives from 52 countries gathered in Chicago on 7th December 1944


and put their signatures on the Convention of International Civil Aviation
agreeing on certain principles and arrangements related to civil aviation.
As per the convention International Civil Aviation Organisation (ICAO) was
formed in 4th April 1947.
In October of 1947, ICAO became a specialized agency of the United
Nations linked to the Economic and Social Council (ECOSOC).
There are currently (as at December 2007) 190 Contracting States, including
Qatar.
The main objective of ICAO is to develop international civil aviation in a safe
and orderly manner so that international air transport services may be
established on the basis of equality of opportunity and operated soundly and
economically.
The Assembly, which comprises of representatives from all Contracting
States, is the sovereign body of ICAO. It meets every three years, reviewing
in detail the work if the Organization and setting policy for the coming years. It
also votes a triennial budget.
The Council, the governing body which is elected by the Assembly for a
three-year term, is comprised of 36 States. The Assembly chooses the Council
Member States under three headings, States of chief importance in air
transport, States that make the largest contribution to the provision of
facilities for air navigation and States whose designation will ensure that all
major areas of the world are represented.
As the governing body, the Council gives continuing direction to the work of
ICAO. It is in the Council that Standards and Recommended Practices
(SARPS) are adopted and incorporated as Annexes to the Convention on
International Civil Aviation. The council is assisted by various committees.
The Secretariat, the working group of ICAO is divided into 5 main divisions. As
Air Navigation Bureau, Air Transport Bureau, Technical Co-operation
Bureau, Legal Bureau and Administration and Services Bureau. To reflect a
truly International approach, professional personnel are recruited to the
Secretariat on a broad geographical basis.
ICAO works in close co-operation with other members of the United Nations
family such as the World Meteorological Organization, International
Telecommunications Union, Universal Postal union, World Health
Organization, International Maritime Organization, etc.
Non-Government organizations which also participate in ICAOs work include
International Air Transport Association, Airports Council International,
International Federation of Airline Pilots Associations and International
Council of Aircraft Owner and Pilots Associations
Main activity of the ICAO is commercial aviation standardization at an
international level, which it achieves through the formulation and adoption of
Standards and Recommended Practices (SARPS)
