4. Why is CORE operating this shelter when the NYS Comptroller stopped awarding
contracts due to their disturbing patterns of ethical violations and what is
COREs track record of actually providing services? How many CORE operated
facilities have been shut down or sued?
No CORE program has ever been defunded, nor has CORE been removed from any of its
contracts. CORE has been providing quality transitional housing services for nearly a
decade, demonstrating its dedication to providing high quality services to homeless
families with children, adult families, homeless and runaway youth and single adults as
well as individuals with HIV and AIDS. Reviews by our contracting authorities indicate
that CORE programs meet high standards.
5. When will Fair Share numbers be established with counts including City, State,
and Private institutions?
Fair share criteria are determined by local law and guidelines and the agency follows
those guidelines.
6. As it is now still making us over saturated in Brooklyn, How will you control
loitering on the peripheral blocks?
The site will have 24/7 security, including five full-time shift supervisors and 15 full-time
residence counselors, as well as six uniformed security personnel on each shift. In
addition, CORE will also have two community engagement staff to conduct
neighborhood patrols to ensure clients are adhering to the facilitys good neighbor policy.
During the day and evening shifts, security and community engagement personnel will
conduct hourly external patrols of the facility within a minimum three-block radius to
ensure that Bergen House clients are engaged and not loitering. Security and community
engagement personnel will walk and bike these areas, as well as use marked vehicles. In
addition to overnight roving, there will be 45 CCTV cameras covering the exterior and
interior areas of the entire building.

9. How are the clients chosen for the shelter, It was stated that registered sex
offenders will not be chosen. Will that be permanent? If a client does not make
curfew what are the plans with dealing with them?

10. How do we begin the legal process to shut down the shelter? What city and Core
officials are responsible for bypassing community review?

Bergen House has eleven shared rooms/dorms. The occupancy of the rooms ranges from
3 clients to 20 clients per room.

15. Within feet of a church with a functional youth program, 1 block from an existing
mental health residential facility and 1 block from a school. How is this equitable?
This shelter will give senior men age 62 and over, who resided in Brooklyn before
becoming homeless, the opportunity to remain closer to their communities and support
networks. As we open this site, we are planning to end the use of 6 other sites in the area,
and believe capacity will align with need in the area. The goal of our plan is to ensure
that neighbors and New Yorkers who fall on hard times have the opportunity to be
sheltered in their home boroughs, closer to the communities they called home and the
anchors of life, including medical care, that help more-effectively stabilize lives.

working people but on who bids. How is this fair?

across the five boroughsis based on whats best for the individuals from this
community whove fallen on hard times. We want to ensure our neighbors have the
opportunity to remain connected to their support networks and closer to where they used
to call home. We need to help our fellow New Yorkers get back on their feetand we
believe this is fairer for them and fairer for communities. With this opening and the
closing of 6 sites in the community, we believe capacity and need will be in balance for
the area.
19. Is it possible to not open any new facilities in over saturated areas until there is
a balance?

20. What are the plans for the Bedford Atlantic Shelter? Men are on the streets
from sun up to sun down with nothing to do. During the summer they are in the
streets all night.

23. Did you do a property survey the area? Why put it next to a community center
and afterschool program?

24. Will the site have 24/7 social work staff and crisis workers?
The program is staffed 24 hours a day/ seven days a week. All staff will be trained in
crisis intervention. Additionally social service staff will be available 24 hours.
25. Will geriatric services be offered to the elderly? Do you plan to employee a
geriatric social worker?
The social service staff will be experienced in working with geriatric clients. A geriatric
Social Worker will be employed at Bergen House.
DHS requires a 10 pm curfew for all shelter clients. Bergen will have a robust activity
programs designed to engage clients in programming activities. Activities, including
workshops, will help keep residents engaged throughout the day. CORE will also work
with adult day care centers to provide additional services to our geriatric population.
The program will have social service staff trained in working with the elderly and
addressing the mental health challenges facing Bergen House clients, if any. Additionally,
clients will be referred to community based partners for services as needed.
28. There are 180 children next door, spending 6 days practicing under the Brooklyn
United Music and Arts program. What is going to be done to secure the children
that often go home alone?

The lawsuit referenced has since been resolved, with the terms of the settlement
confidential and all claims and counterclaims dismissed with prejudice. CORE Services
has demonstrated its dedication to providing high quality services to homeless families
with children, adult families, homeless and runaway youth and single adults as well as
individuals with HIV and AIDS. COREs mission is to help individuals harness their own
strengths to find a path out of homelessness.
30. How can Core not improve, but positively impact the Crown Heights Community?
CORE will participate in the life of Crown Heights in the same way that it participates in
the life of all of the neighborhoods in which COREs programs are located. CORE
believes in being a good corporate citizen and will support Crown Heights in every way
possible. CORE will attend Community Board meetings, Precinct Council meetings and
if invited, Block Association meetings to establish productive working relationships with
the community.
31. What about Cores track record of mis-management? What is Jack Browns
salary? What campaign contributions were made by Core and activities to DeBlasio
and other elected officials campaigns?
COREs programs are regularly evaluated by its funders and consistently receive high
marks for program services and fiscal management. CORE Services has demonstrated its
dedication to providing high quality services to homeless families with children,
adult families, homeless and runaway youth and single adults as well as individuals with
HIV and AIDS. CORE does not make political contributions. Mr. Browns annual salary
is $194,000.
33. How many people will be in the shelter? Will there be security? Will there be a
personal staff all day maintaining the day to day operations?
The Bergen Street facility can accommodate 104 clients. There will be security. There
will be staff onsite 24 hours/ 7 days a week.

This will be a transitional residence, with services designed to prepare clients for more
permanent housing. The Bergen Street facility will give 104 senior men age 62 and over,
who resided in Brooklyn before becoming homeless, the opportunity to remain closer to
their communities and support networks. As we open this site, we are ending the use of 6
other sites in the area, including closing 3 sites by June and 2 more by the end of year.
With this opening and these closings, we believe capacity and need will be balanced for
the area. Each clients situation, including length of stay, is unique. In similar facilities in
the DHS system, the average length of stay is approximately one year.

shelters in every community in New York City.
37. Why was Mr. Brown, the operator fined $300,000 the largest lobbying penalty
issued at the time in what New York Times called The biggest Lobbying scandal in
Albany in the past decade?
Mr. Brown was not fined. Mr. Browns previous employer was fined for lobbying
violations 14 years ago. Mr. Brown did not participate in any illegal activities, and thus
was not charged with any violations related to those activities for which his employer was
fined.

program because of your employees? If you are encouraging a bike share program,

41. Why not use this space for children, women, and families? Did anyone think about
the safety issues related to placement?

Yes, Bergen House clients will be required to acknowledge and adhere to the good
neighbor policy.
43. When will the public hearing be held for the procurement of this shelter?
44. When was the community Board informed? Were the demographics considered a
factor when there is a childrens ministry nearby?
The community board was informed about this siting on February 15, 2017. In response
to community feedback, we made changes to the programming at this site and will now
serve senior men age 62 and older, rather than single men age 50 and above. This is the
type of productive dialogue we seek as we engage the community.
45. How was the vendor selected? What was the procurement method? What was the
contract terms and renewal options for this contract?
