State of Arizona Department of Economic Security
Second in command for the largest State Agency in Arizona, with almost 8000 employees, 164 locations, 42
programs and a 5.2 billion dollar annual budget.
Accomplished an unprecedented change in culture to a well known underperforming state agency.
Bolstered change in overall employee satisfaction, which stood at 1.2 positive employees to every 1
negative employee in 2015. Twelve months later, over 6000 employees were anonymously surveyed
and the results were 3.9 positive employees to every 1 negative employee. This 300%+ increase in
employee satisfaction was realized in just 12 months.
Lead presenter at over 100 employee informational/motivational meetings with groups ranging from
25-2500 employees.
Developed first ever comprehensive staffing and budgeting plans for each of the six program divisions -
approximately 7000 employees.
Collaborated and problem solved with governor's key staff, senators, representatives, and key
community and business leaders on daily basis.
Led transforming the agency with Lean Management Systems and chaired Lean Steering Committee
with division directors, ensuring implementation.

Senior Director of Operations / Commander 04/1995 - 02/2015


City of Peoria, Arizona
Directed police operations for one of two precincts in a city of approximately 170,000 people,
encompassing 174 square miles, working to prevent crime, build community relationships and increase
quality of life for residents and visitors.

Achieved Metropolitan Phoenix area's largest crime drop in 2013 with a year-over-year reduction of
17.77%. Repeated decrease in 2014, with another double-digit crime reduction of 13.34%.
Created meaningful partnerships with all 20+ schools in precinct, auto dealerships, local builders and
contractors, HOA boards and businesses.
Transformed Property Crimes Unit and increased productivity by more than 100% while leading the
Detective Bureau.
Modernized department operations by implementing new electronic tracking system throughout
department while leading Internal Affairs Bureau.
Maximized personnel utilization rate for department by designing staffing plan that determined shifts,
days and hours based on peak service times and training needs while assigned as the Patrol Leader.
