Future resource Ricardo-AEA was commissioned to undertake this key project as part of Defras Sustainable
risks faced by UK Consumption and Production programme. The aim was to identify the resources essential to the UK
economy most at risk of future scarcity and consider how businesses need to negotiate these
businesses
difficulties to ensure their operations are resilient in the future. Ricardo-AEA identified ten resources on
which the project would focus from a list including aggregates, colbalt, copper, fish, indium, lead,
lithium, palm oil, phosphorus, rare earth elements, timber and tin.
The Ricardo-AEA team undertook stakeholder engagement activities, which involved representatives
from a diverse range of industries, to provide an insight into how businesses perceive resource risk
and their level of awareness of the issues. The project also considered economic and competitive
impacts and timescales over which threats may operate through the development of scenarios. A
number of case studies were developed to illustrate risks and opportunities concerning resource
scarcity. The work provided UK Government with an initial assessment of the resource issues facing
the UK and how businesses can address the issue of resource risk. This research was used to inform
the Governments Resource Security Action Plan.
WRAP and Zero Improving the resource efficiency of UK businesses is a key aim for Government and its agencies, and
Waste Scotland Ricardo-AEA is a major service provider to Defra, WRAP and Zero Waste Scotland in this area. Our
business resource work ranges from strategic research about target business sectors to implementation support to
groups of businesses or individual companies. Ricardo-AEA has created a comprehensive online
efficiency
training package On Course for Zero Waste, and we are supporting the Hospitality and Food Sector
Voluntary Agreement through a range of guidance information and tools. Ricardo-AEA is working with
several water companies to communicate and engage with their business customers to increase
water efficiency measures. Ricardo-AEA is also providing advice and support on business growth
strategies to WRAPs Closed Loop Economy team to strengthen the recycling and reprocessing
capacity in England for key target materials. Independent impact assessment studies of Ricardo-
AEAs services in the first year of the framework contract identified significant outcomes achieved by
business users including lifetime water savings of over 5 million cubic metres and over 2 million
tonnes of materials diverted from landfill.
Technical adviser Waste management contracts are often the most complex procurements undertaken by local
(West Sussex authorities, which require specialist advice at all stages of the process. Ricardo-AEA has worked with
County Council) West Sussex County Council since 2004, initially in the development of its waste management
strategy and then in options appraisal, business case development and, finally, acting as technical
advisers for the procurement of new infrastructure and services. Ricardo-AEA has assisted the
Council in procuring household waste recycling services, leading to the commissioning (in 2009) of a
new MRF and suite of household waste recycling centres. We undertook a similar role in the
procurement of a 25-year contract to treat residual household waste through a MBT facility due to
open in 2013. We are also advising the Council on the procurement of sustainable and affordable end
uses of the RDF that will be produced by this facility.
Assessment of The Energy Technologies Institute (ETI) commissioned Ricardo-AEA to assess the current
development and development and demonstration activities for a range of EfW technologies. The scope of the project
demonstration included reviews of ATT and AD technologies. Ricardo-AEA identified over 60 operational AD plants
worldwide, and four potential opportunities for disruptive or step-change innovations in the market,

energy from including co-digestion at high temperature and with seaweed. For the ATT assessment, Ricardo-AEA
waste (EfW) produced a catalogue of 165 different ATT technologies. Ricardo-AEA found very few operational ATT
technologies processes handling waste, despite a wealth of investment and R&D input. There were far more
examples of problems and failures than fully operational facilities. By investigating the successful and
unsuccessful projects, it was possible to identify some common themes in both groups, and to
consider how future developments might resolve the issues involved. This has informed ETI and
Government thinking around technology innovation and delivery.
Case studies
Enviroparks Enviroparks is a Welsh waste management company, which had been granted full planning
waste landscape permission for an eco-park at Hirwaun in South Wales. Enviroparks commissioned Ricardo-AEA to
undertake a waste landscape review for South Wales, which included a study of MSW and C&I waste
review
arisings, current treatment and disposal routes, a review of local authority procurement activities and
an assessment of local competitor activities and proposed facilities. Ricardo-AEA reviewed a wide
range of available data to build up an accurate picture showing where waste is produced, treated and
disposed of in the target region. The research and analysis provided Enviroparks with a clear overview
of waste activities and competition in the area, and helped to shape the way in which the companys
future business development strategies were developed. Ultimately, Ricardo-AEA helped to determine
Enviroparks key target feedstock supplies which were going to landfill, while enabling it to consider
future investments and partnerships.
Shankss organic As part of an ongoing working relationship, Shanks commissioned Ricardo-AEA to provide technical
waste resources and expertise throughout the Invitation to Submit Outline Solutions, Invitation to Submit
procurement Detailed Solutions and Call for Final Tenders stages of two organic waste procurement processes in
South Wales. Ricardo-AEAs role included writing detailed method statements, undertaking WRATE
contracts
modelling of the proposed solutions and leading on waste transport planning issues. We provided
Shanks with an experienced technical team, which was able to enhance Shankss bid with in-depth
knowledge and understanding of the technical solution (AD), the requirements of the competitive
dialogue process and local market intelligence. Our procurement experience meant that we were
able to look critically at Shankss bid, and work with the company to ensure the content and quality
of its submission met its clients requirements. Our hard work and organisational skills ensured that
all tender documents were delivered to schedule and maximised Shankss solution in terms of the
clients evaluation criteria.
Surrey Waste The Surrey Waste Partnership commissioned Ricardo-AEA to develop opportunities for efficiency
Partnership gains or cost savings on waste management services across the county. Data were collected from
improving joint each of the 12 partnership authorities covering waste disposal and collection services, policies and
performance which enabled a benchmarking analysis of services across the county and the
working project
partnership as a whole to be carried out. A facilitated series of workshops with all authorities
(members and officers) helped to develop a number of joint working and efficiency gain proposals,
while case studies from other authorities showed what could be achieved and how this had been
implemented. Ricardo-AEA developed, modelled and evaluated a series of the most significant
opportunities identified for further consideration by the partners. Key proposals included partners
sharing their operational data to benchmark their performance, partners working together to ensure
they get the best price for contracted services or recyclable materials, and the joint procurement of
new collection services, with greater alignment of service configuration and performance. Ricardo-
AEAs recommendations have allowed the Partnership to move ahead to explore new governance
systems, review the current recycling credit system and procure new green waste treatment capacity.
European Pathway The Environment Agency commissioned Ricardo-AEA to report on the barriers to waste infrastructure
to Zero Waste development in London and the South East of England, as part of the European Pathway to Zero
Waste programme (EP0W). Ricardo-AEA produced a high-level report describing the waste

infrastructure landscape in the South East and analysed a range of reported barriers encountered by
solutions to waste its development. Ricardo-AEA explored issues associated with finance, planning permissions, public
infrastructure perceptions, waste technologies and market conditions, which create the greatest uncertainties for
delivery in the proposed waste developments. Ricardo-AEA designed and delivered 16 stakeholder workshops, for
South East of industry specialists including developers, planners, funders and technology specialists, which were
England held at state-of-the-art waste facilities in the region and received significant coverage in industry
press. Ricardo-AEA brought together and analysed the wide range of views and ideas generated by
the workshops. The final report provided recommendations to help consolidate the waste
infrastructure landscape in the region and suggested some solutions to many of the obstacles
encountered by developers. This work was peer reviewed by a panel of industry leaders and debated
at a number of national conferences.
