PREFACE Extensive care and efforts were exhausted to produce a Snagging Procedure for the Estate Management Section (EMS) under Housing Projects Construction & Maintenance Directorate (HPCMD) of the Ministry of Housing (MoH) in the Kingdom of Bahrain. This Snagging Procedure is intended for use by the staff of Fstate Management Section in conjunction with the EMS Maintenance Manual. Other organizations involved in snagging of newly completed housing units, can also use this procedure after verification of their requirements and without any liabilities to MoH. Finally, the EMS Snagging Procedure is not to replace, but to support all relevant existing reference specifications, standards, manuals, etc. for housing projects of the Ministry of Housing. Jose P. Most of the definitions, terminologies and abbreviations used in this procedure can be found also in the Estate Management Section (EMS) Maintenance Manual, except the ones that are strictly for snagging. Hence, only definitions, terminologies and abbreviations of utmost importance to the EMS Snagging Procedure are given below in alphabetical order. il CMS -— refers to Construction Management Section, the Section which is primarily responsible for the supervision and management of housing contracts, and operates under Housing Projects Construction and Maintenance Directorate of the Ministry of Housing i.2 Critical Defect — is one that is deemed to be hazardous or unsafe to the environment and housing unit occupants in particular. This kind of visual defect is considered as urgent and requires immediate appropriate action by the concerned party. This also means that, even if all house service connections to relevant government service networks are available, the prevailing hazardous or unsafe conditions have to be removed first before the newly completed housing units can be distributed to the beneficiaries, i.3 EMS ~ refers to Estate Management Section, the Section that is primarily responsible in taking over and the distribution to beneficiaries of newly completed housing units, all of which can only happen after completion of successful snagging on the said housing units. It is also the Section responsible in managing related maintenance works of all completed and handed over housing contracts of Ministry of Housing (MoH), which are under either Defects Liability Period (DLP), Maintenance Period or Guarantee Clause. i4 EMS Coordinator for Snagging — is the individual staff member assigned by EMS to do all coordination and preparation of general reports for every completed snagging respectively, which include checking of available resources, communicates and agrees with CMS representative on snagging schedules, and receives accomplished snag sheets from EMS Site Inspectors. The EMS Coordinator for Snagging is automatically the Team Leader in case an EMS Snagging Team is required to conduct the snagging of newly completed housing units, The EMS Coordinator for Snagging reports to Chief, EMS. iS EMS Inspector/ Team — refers to the individual technical staff member acting in the capacity of an EMS Inspector or several technical staff members in case of an EMS Team, to frequently respond to snagging requests from the Construction Management Section (CMS) and conduct snagging of newly completed housing units in accordance with this procedure. EMS Inspector/ Team also means any professional consultant appointed by EMS to perform snagging of newly completed housing units under the supervision of EMS Coordinator for Snagging iii i.6 Handing Over Submittals — refer to the handing over items consisting of handing over files, individual set of housing unit keys in steel key ring with both ends to form the ring secured by seal or equivalent, etc. that are required for the Total Completed Housing Units, which are ready for distribution to the beneficiaries. The above-mentioned housing unit keys in key ring per housing unit, are to be kept in good order inside approved wooden box or boxes, in which both boxes and keys are labeled for proper identification purposes before submission to EMS. The handing over submittals are also referred to as among the pre-requisites for EMS issuance of the "Certificate of Final Snagging" to CMS. The reader is further referred to Sub-clause 8.3 of the Appendix in this Snagging Procedure for more detailed information regarding handing over submittals, i.7HPCMD - refers to Housing Projects Construction & Maintenance Directorate under the Ministry of Housing (MoH) in the Kingdom of Bahrain. i,8 Housing Unit — is a term that means a house, an apartment building or flat, depending on its use and applicability to any particular snagging topic or topics in this procedure. i.9 Major Defect — is one that is likely to create failure of the newly completed housing unit for its usability and affects the general satisfaction of the housing applicants or beneficiaries, and yet it has no relation with any hazardous or unsafe conditions. It is also defined as a visual defect that requires long rectification work duration as a consequence of the defect itself. In this kind of defect, the newly completed housing units are not allowed for distribution to the beneficiaries even if all house service connections to relevant government networks were already completed. i.10 Minor Defect — is a discrepancy from contract specifications and standards, and does not affect the usability of a newly completed housing unit, or does not require long rectification work duration as a consequence of the visual defect itself. Hence, the newly completed housing units in this case, can be distributed to the beneficiaries after completion of all house service connections to relevant government networks, ill Punch Listing — is the term used in this procedure for the kind of inspection that is to be carried out jointly by the housing Main Contractor and CMS representatives respectively before end of construction of housing units under direct CMS supervision. The purpose of conducting punch listing is to identify missing or incomplete items as well as non- conformances on workmanship and material quality that include but not limited to deviation from standards and specifications, discrepancies with approved drawings, etc.; all of which are considered as construction and quality deficiencies that are to be rectified first satisfactorily by the housing Main Contractor, before sending an official request through an intemal memorandum to EMS for joint snagging. Punch listing, which is a different inspection activity from “snagging”, is not part of this procedure. iv i.12 QMS — refers to Quality Management Section, the Section which is primarily responsible for all material quality approvals and other quality matters of housing contracts, and operates under Housing Projects Construction and Maintenance Directorate (HPCMD) of the Ministry of Housing. i,13 Smagging — is the term used in this procedure for the whole process of EMS joint inspection with CMS and housing Main Contractor at different stages ‘of handing over newly completed housing units, with the purpose of identifying and recording in the Snag Lists all discovered visual and waterproofing defects respectively that are likely to affect the usability of newly completed housing units, which are ready for distribution to the beneficiaries on the one hand; and for the housing Main Contractor to finish the rectification of all defects based on the above-mentioned Snag Lists to the satisfaction of both CMS and EMS before final handing over of the Total Completed Housing Units to EMS on the other hand. In short, the word "snagging" in this procedure simply means visual checking or inspection based on customer (e.g. housing beneficiary) points of satisfaction for his/her acceptance of the usability of the new housing unit. i.14 Snag Sheet/ Snag List — Snag Sheet is an EMS snagging format developed for handy use by the EMS Inspector’ Team during snagging of newly completed housing units. Snag List, on the other hand is the content of the above-mentioned Snag Sheet, which is simply a table consisting mainly of description of visual defects that are recorded as they are found by EMS Inspector/ Team at different parts (e.g. Majlis) of the housing unit during snagging. The other use of the Snag List is to serve as guide for identifying visual defects. In the case of EMS snagging, the prime purpose of the Snag List is to give significant focus on the points of satisfaction of the customer, which is no other than the beneficiary, for his/her acceptance of the usability of our brand new housing units, These Snag Sheet and Snag List including their uses are important parts of this procedure. i.15 Total Completed Housing Units — is the term used in this procedure that gives the actual nos. of housing units, which is equal to or other than the original nos. of housing units in the contract that were implemented and completed, whichever is applicable. However, in case the latter applies and the figure is less than the original nos. of housing units in the contract, then the balance nos. of housing units, which cannot be implemented due to some justifiable reasons(e.g. land property encroachment, etc.) are called "on-hold" housing units. This procedure deals only with the actual completed housing units in the site that are ready for distribution to the housing beneficiaries. i.16 Wet Areas — is the term used in this procedure to denote those internal parts of a housing unit having waterproofed surfaces (e.g. floor surface) that come in contact with water in the course of their use like the bathroom, toilet, kitchen, balcony, terrace, laundry area, etc. ‘Jose P. Conditions of Contract (Wout Qty's) 1.0 Introduction Handing over ofa completed housing project of Ministry of Housing (MoH) to Estate Management Section (EMS) is the outcome of successful handing over inspections. The handing over inspection, which is better known as “snagging” in actual practice, is conducted at the end of construction activities and prior to handing over of the completed housing project. Moreover, the Snagging Procedure plays a crucial role with respect to Practical Completion Certificate (PCC), Defects Liability Period (DLP), Making Good Defect Certificate (MGDC) and the final acceptance of relevant waterproofing system, which includes but not limited to leak tests, performance and guarantee. In this procedure the word “snagging simply means inspection and the term "housing unit” refers to a house, an apartment building or flat, whichever is applicable. 2.0 Purpose 2.1 To establish a procedure for snagging in order to identify visual defects that are likely to affect the usability of newly completed housing units of the Ministry of Housing (MoH), for rectification by the housing Main Contractor before final handing over of these housing units to Estate Management Section (EMS). The other purpose of this procedure, is to help the Ministry save costs in future housing maintenance operation. 3.0 Scope 3.1 Aside from any visually defective or non-conforming workmanship, products and materials, this procedure applies also to other obvious issues (e.g. in case of any design defect) found during joint snagging of the newly completed housing units, in which the said joint snagging is mainly focused in those visual defects or non- conformances that directly affect the usability and future maintenance aspects of each newly completed housing unit for handing over to EMS. 3.2 This procedure applies to surface or visual inspections of those internal (e.g. bedroom, majlis, etc), external parts (e.g. front yard, pathways, main gate, garage entrance, etc.) and the common areas (in case of apartment buildings) of the newly Snagging Procedure (For Handing Over New Housing Units) Tose P. Conditions of Contract (Wiout Qty's) completed housing unit at the time of joint snagging, which are reasonably accessible or readily available for inspection from ground and upper floor levels, without endangering the safety of the EMS Inspector/Team, and without causing damage to any parts of the said housing unit. Roof spaces will be inspected, if safe and ready access is possible. A safe and suitable aluminum ladder is to be provided by the housing Main Contractor at the time of snagging. 3.3 This procedure applies to inspection and providing comments on the visible parts only of the gas, electrical including water heaters, water, sanitary, plumbing and drainage installations and their usability with the exception of the following: 3.3.1 Water storage tanks, wherein the inside and outside of the tank itself are required to be snagged. 3.3.2 Inspection Chambers (I.C.'s) within the yard limits need to have their covers removed to check the flow and gradient of the drainage system during snagging of each completed housing unit. 3.3.3 Other inspection items like floor soffits drainage line inside suspended grid ceilings where the ceiling tiles are to be removed to check the affected floor soffits for any water leaks and dampness during waterproofing leak tests. 3.4 This procedure applies to leak tests, re-tests, performance and guarantee of the waterproofing system used in the roofs and wet areas of each newly completed housing unit. 3.5 This procedure applies to leak tests, re-tests and checking of flow of relevant, drainage systems at the time of snagging of the new housing unit within the contract. 3.6 This procedure applies to the Construction Management Section (CMS) and Quality Management Section (QMS) respectively. 3.7 This procedure applies to all MoH approved housing Main Contractors, Sub- Contractors and Third Party Consultants respectively. 3.8 This procedure applies to all the requirements for Third Party inspection, testing and certification formalities for the newly completed housing unit (Note: This sub-clause is not currently applicable for houses.) that include but not limited to gas leak test, elevators or lifts, etc. Snagging Procedure (For Handing Over New Housing Units) ‘Jose P. Conditions of Contract (Wiout Qty’s) 3.9 This procedure applies to all required handing over submittal requirements that include but not limited to handing over files (Note: Consist of as-built drawings, warranties, Third Party Inspection & Test Certificates, etc.); housing unit keys: spare pumps (if any); other formalities; etc. 3.10 This procedure applies to all inspectors and engineers of the Estate Management Section who are involved in the snagging of newly completed housing units. 4.0 Exclusions 4.1 The following are exclusions to this procedure: 4.1.1 Punch Listing in its entirety as defined in Sub-clause i.11 of this procedure. 4.1.2 All related design issues. However, if the EMS Inspector/ Team identifies or suspects an obvious problem or defect related to design that affects both maintenance and usability to the beneficiaries of the newly completed housing unit, then EMS will raise the matter to the CMS and HPCMD Director respectively for the needed action to be taken. 4.1.3 Except for waterproofing leak test and subsequent checking of the flow and gradient of drainage system at the end of said test, it is not under the scope of this procedure to test the service installations, gas appliances, stoves, kitchen appliances, sanitary wares, water heaters, etc., and will not confirm whether they are serviceable or compliant with the relevant regulations. If, however, the EMS Inspector/ Team identifies or suspects an obvious problem or defect, then EMS will raise the matter to the CMS and HPCMD_ Director respectively for the needed action to be taken. 4.1.4To open up for snagging, parts of the housing unit that are covered, unexposed or inaccessible such as pipe duct, except where it is necessarily required. 5.0 Responsibility and Authority 5.1 The Chief of EMS has responsibility and authority to ensure this procedure is followed. Conditions of Contract (Wout Q's) 5.2 The Chief of EMS has responsibility and authority to coordinate with the CMS all obvious problems on design found during EMS snagging of the newly completed housing units. 5.3 The Chief of EMS has responsibility and authority to recommend improvements in MoH designs of housing units on the basis of practical design information received from snagging reports, if they are considered beneficial to the housing unit beneficiaries of future housing projects under MoH. 5.4 The Chief of EMS has responsibility and authority to recommend cost saving approach on maintenance of handed over housing units on the basis of practical maintenance concepts that can be obtained from snagging reports and experience with newly completed housing units. 5.5 All inspectors and engineers of EMS are responsible for knowing and following this procedure. 5.6 The Chief of CMS has the responsibility and authority to ensure punch listing, which is not a part of this procedure, is to be conducted for each housing unit, and all relevant defects rectification works to be satisfactorily completed by the housing Main Contractor before sending official request to EMS to conduct joint snagging of newly completed housing units. 5.7 The Chief of CMS has the responsibility and authority to ensure all the requirements for Third Party inspection, testing, commissioning and certification formalities whatever applicable for the newly completed housing unit (Note: This sub-clause is not currently applicable for houses.) are fully complied in case of the following: (a) Detectors. (b) Fire Alarm System. (©) Fire Fighting System. (@) Fire Extinguishers, (©) Intercom System. Conditions of Contract (Wiout Qty's) 5.8 The Chief of Quality Management Section (QMS) has the responsibility and authority on material approvals, quality audits and other quality matters respectively. 6.0 Procedure Under favorable weather and site conditions, this procedure allows snagging of maximum 10 nos. newly completed housing units for approximately 5 hours a day, as a full time snagging using preferably 2 nos. EMS Inspectors or more inspectors in case of a team and working together to take pictures, conduct inspection and recording of all visual defects (Note: For details.on defects, the reader is referred to Clause 7.0 of this procedure.) found at the time of snagging. This procedure consists of the following five snagging stages:~ (a) Pre-Snagging (b) Snagging of Sample Housing Unit (©) Snagging of 10% of Total Completed Housing Units, (@) Each Housing Unit Snagging. (©) EMS and Beneficiary Joint Inspection. 6.1 Pre-Snagging The requirements that are to be fulfilled first by the snagging participants, as pre- requisites to start conducting actual joint snagging of newly completed housing units in the site, consist of the following:- 6.1.1 Prior to Snagging of Sample Housing Unit. (@) CMS will send an internal memorandum to EMS, requesting the latter to conduct snagging of one number Sample Housing Unit. () Upon receipt of the above-mentioned internal memorandum from CMS, the EMS Coordinator for Snagging will assign the EMS Inspector! Team to conduct snagging of one number Sample Housing Unit. Conditions of Contract (Wout Qty's) (c) The EMS Coordinator for Snagging will coordinate and agree with the assigned CMS representative for the joint snagging dates, then EMS will send an internal memorandum to CMS for the starting and completion dates of EMS joint snagging with CMS and housing Main Contractor representatives respectively of one number Sample Housing Unit. (d) CMS and housing Main Contractor must ensure that, their respective assigned representatives will attend joint snagging on full-time basis with EMS Inspector/Team for the above-mentioned one number Sample Housing Unit. EMS Inspector/ Team will not conduct snagging, if anyone of the assigned representatives from either CMS or housing Main Contractor is absent. (e) CMS to provide EMS one set of approved construction drawings that include NAP drawing (Note: Not as-built drawings) and Contract Information respectively, which are to be used as references in all the snagging stages of this procedure. () Blank EMS Snag Sheets forms (Refer to applicable snagging forms in Clause10.0 of this procedure). (g) Camera with charger or extra batteries to be provided by EMS. (b) Safety (e.g. relevant PPE’s, aluminum ladder, etc.) is to be provided by the housing Main Contractor (Note: Accident risks are covered under individual employment contract). (i) The housing Main Contractor, through CMS is to ensure availability in the supply of electricity and lighting to be used for snagging of one number Sample Housing Unit. (j) The housing Main Contractor, through CMS is to ensure that all electrical lights and switches are working. (&) Clear and readable construction number is to be provided temporarily at frontage of the Sample Housing Unit by the housing Main Contractor, in case the N.A.P. address plate is still not available. (). CMS has to ensure that, one number Sample Housing Unit is completed before the agreed scheduled for EMS to start conducting joint snagging on this housing unit. Otherwise, EMS Inspector’ Team will not come for snagging if discovered beforehand that, the above-mentioned one Snagging Procedure (For Handing Over New Housing Units) Jose P. Conditions of Contract (Wiout Qty's) number Sample Housing Unit is still having incomplete or missing items or still under construction on the one hand; or EMS Inspector! ‘Team will leave the site if they found such similar case while already conducting joint snagging on the other hand. 6.1.2 Prior to Snagging for 10% of Total Completed Housing Units. (a) CMS will send an internal memorandum to EMS, requesting the latter for a joint snagging on the CMS selected 10% of Total Completed Housing Units, which can only take place after the snagging and not the rectification of defects, of one number Sample Housing unit has already been completed. (b) Upon receipt of the above-mentioned internal memorandum from CMS, the EMS Coordinator for Snagging will assign the EMS Inspector’ Team to conduct joint snagging on the above-mentioned 10% of Total Completed Housing Units. (c) The EMS Coordinator for Snagging will coordinate and agree with the assigned CMS representative for the joint snagging dates, then EMS will send an internal memorandum to CMS for the starting and completion dates of EMS joint snagging with CMS and housing Main Contractor representatives respectively on the CMS selected 10% of Total Completed Housing Units. (d) CMS and housing Main Contractor must ensure that, their respective assigned representatives will attend joint snagging on full-time basis with EMS Inspector/Team for the above-mentioned 10% of Total Completed Housing Units. EMS Inspector/ Team will not conduct snagging, if anyone of the assigned representatives from either CMS or housing Main Contractor is absent. (c) Blank EMS Snag Sheets (Refer to Clause 10.0 of this procedure). (a) Regardless if the infrastructure works and house service connections to relevant government networks were implemented and completed or not, CMS will send an internal memorandum requesting EMS to conduct waterproofing tests on roofs and wet areas (Refer to Sub-clause i.16 for definition of wet areas) of the newly completed housing units, in accordance with EMS Waterproofing Leak Test Methods described in Sub-clause 8.2 of this procedure. However, it is the responsibility of CMS to provide EMS along with the above mentioned request, the CMS approved methodology to be used by the housing Main Contractor, to drain or remove all the utilized water after completion of waterproofing leak tests on each housing unit, in the absence of completed infrastructure works and service connections to relevant government networks respectively. (d) The above-mentioned waterproofing leak tests are to be conducted in accordance with EMS Waterproofing Leak Test Methods in Sub-clause 8.2 of this procedure, as pre-requisite to start Each Housing Unit Snagging. The waterproofing leak test will be recorded in the proper report forms (Refer to Waterproofing Leak Test Report form in Clause 10.0 of this procedure) and EMS will issue officially through an internal memorandum the Waterproofing Leak Test Report for each housing unit tested, only after successfully passing all the waterproofing leak tests that include re-tests after rectification of any waterproofing system defects by the housing Main Contractor, (e) After the roofs and wet areas of Each Housing Unit of the Total Completed Housing Units were all tested and passed the required waterproofing system leak tests, then the housing Main Contractor will be allowed to start the application of final coat for the external painting (Note: It is preferred by EMS to conduct and pass first all waterproofing test requirements prior to start of painting works). (®) After successfully passing the waterproofing leak tests for the Total Completed Housing Units and satisfying Sub-clause 6.1.3(e) respectively, then CMS is to send an internal memorandum to EMS requesting the latter for a joint snagging of Each Housing Unit. (i) CMS and housing Main Contractor must ensure that, their respective assigned representatives will attend joint snagging on full-time basis with EMS Inspector/Team for Each Housing Unit Snagging. The procedure for Snagging of Sample Housing Unit consists of the following 6.2.1 Using blank EMS Snag Sheets form (Refer to applicable snagging forms in Clause 10.0 of this procedure) and the corresponding snagging pre-requisites in Sub-clause 6.1.1, the EMS Inspector/ Team will conduct joint snagging with CMS and housing Main Contractor representatives respectively to identify visual defects for rectification. 6.2.2 It is to be understood by all snagging participants that, the snagging to be conducted by them is to look for and identify visual defects that are likel to affect the usability of any newly completed housing unit. 6.2.3 The visual defects are to be entered into the above-mentioned Snag Sheets as they are found by the EMS Snagging Inspector’ Team during the snagging. As a general rule, it is required for the EMS Snagging Inspector/ Team to take photographs whenever necessary, especially when it comes to any damaged or inferior workmanship found on any part or parts of the housing unit being snagged. 6.2.4 The procedure for snagging the internal parts (e.g. family hall, majlis, etc.) of the Sample Housing Unit consists of the following: (a) Snagging of Floors: Walk around the floor of every room or area (e.g. Family hall) and stairs to check the surface for levelness, cracks and stain in case of concrete finished floors and stairs respectively. These checks for concrete finished floors and stairs, are also applicable for tile finished floors and stairs. Check for sealant defects. Check provisions for drain hole in the sill of aluminum door/window and if the openings are not clogged with dirt. Check for fly screen and missing/damaged pull chains. Snagging_of Decorations/Paint Finishes: Check for inconsistencies, holes and patches in painted surfaces and color. Take extra attention to check paint around switches. (b) In the garage, check concrete hollow core roof slabs, parapets, and garage floor slab for visual defects including cracks. (©) Check for boundary wall elevation, expansion joints, cracks and overall functionality of entrance main gate. (@ Check Inspection Chamber (I.C.) covers if they are free from rust, properly painted, not missing and flush with the yard finished surface grading. (©) Check the yard's surface levels and drainage slope. (8) Check for undulations of plastered walls that include boundary walls. (g) Check for surface evenness, consistency and color of external walls painting. (h) Check the rolling shutter if free from rust and if lock mechanism works properly. Also check the stopper and if the shutter itself is closing/ opening properly. 6.2.6 The applicable procedures in snagging the internal and external parts of the housing unit discussed in the above Sub-clauses 6.2.4 and 6.2.5 respectively can be used also for snagging the common areas of newly completed apartment buildings in addition to the following:~ (a) EMS Inspector/Team to snag the inside and outside of the elevator cabin for stain, wall finish that include cladding (if any), floor tiling, etc (b) EMS Inspector/Team to check Elevator Machine Room for basic safety and other signages that include but not limited to emergency contact details that are to be provided by the elevator company. All utilized Snag Sheets must be signed by EMS, CMS and housing Main Contractor representatives respectively. The procedure for Each Housing Unit snagging consists of the following:- 6.4.1 Again, using the blank Snag Sheets (Refer to applicable forms in Clause 10.0 of this procedure) and the corresponding snagging pre-requisites in Sub- clause 6.1.3, the assigned EMS Inspector Team will conduct first a trial joint snagging with CMS and housing Main Contractor representatives respectively using the same procedure described in applicable Sub-clauses from 6.2.2 to 6.2.7. However, in order that we can use for the said trial snagging the same snagging procedure as in the above-mentioned sub-clauses; additional conditions have been considered and they are the following:- (a) The assigned EMS Inspector/ Team is to select a maximum of 10 numbers completed housing units, in case the calculated 10% of Total Completed Housing Units is equal to 60 or more numbers of housing units. Then, for the trial snagging, there will be a total of I nos. housing units inclusive of the above-mentioned one number Sample Housing Unit. (b) On the other hand, the assigned Inspector/ Team will select a minimum of one number housing unit, in case the calculated 10% of Total Completed Housing Units is less than 1 number housing unit. Then, for the trial snagging, there will be a total of 2 numbers housing units inclusive of the above-mentioned one number Sample Housing Unit. (c) Table 1.0 in Sub-clause 8.1 of this procedure is to be used by the EMS Inspector/Team, to decide on the numbers of housing units to be considered for trial joint snagging, 6.4.2 The assigned EMS Inspector’ Team should keep in mind at all times to check only for visual defects that were found and recorded in the Snag Lists during the previous joint snaggings of one number Sample Housing Unit and the CMS selected 10% of Total Completed Housing Units respectively, for this trial joint snagging and for future iterated snaggings, to find if the required visual defects rectification works were attended or not by the housing Main Contractor and CMS respectively. 6.4.3 Hence, Each Housing Unit Snagging will start initially with the trial numbers of completed housing units selected by EMS Inspector/ Team in accordance with Sub-clauses 6.4.1 and 6.4.2 respectively. 6.4.4 If the result of the trial joint snagging mentioned in Sub-clause 6.4.3 for the first 50% plus 1 number Sample Housing Unit selected trial numbers of completed housing units shown in Table 1.0 of Sub-clause 8.1 is found satisfactory to both EMS and CMS, then the visual defects rectification @ Snagging Procedure ww. \ (or Handing Over New Houtng Uni) AS me a ‘ repared: ) 308¢ P. Hence, Each Housing Unit Snagging will be allowed to proceed using the same procedure described in applicable Sub-clauses from 6.2.2 to 6.2.7 and the below Sub-clause 6.4.5, until all the Total Completed Housing Units are completely snagged. On the other hand, if the result of the above-mentioned trial joint snagging is found to be unsatisfactory, then EMS will send an internal memorandum to inform CMS of the non-compliance and for the housing Main Contractor through CMS, to carry out first the rectification of the major visual defects only to the full satisfaction of both EMS and CMS, before Each Housing Unit Snagging is allowed to proceed further until finish. 6.4.5 Snagging of Sanitary/Plumbing and Drainage: Test water taps to ensure water flows properly and the hot and cold knobs are plumbed correctly. Turn on and off all taps to check for proper water flow or if there is no water coming out of the tap. Flush toilets, check showers and mixers, etc. Check bath tubs, kitchen sink and wash basins for water over flow. Check surface drainage of bathroom floors if working or not. Check functionality of gully tap. Check for pipeline blockage (e.g. air blockage). Check for leaks. Check for proper fixing and sealant application too. 6.4.6 The joint snagging will continue to proceed until all portions of Each Housing Unit are covered and all visual defects found entered clearly on the blank Snag Sheets (Refer to applicable snagging forms in Clause 10.0 of this procedure).If possible, avoid using abbreviations while entering the said visual defects into the Snag Sheet. 6.4.7 All utilized snag sheets are to be signed by the EMS, CMS and housing Main Contractor representatives respectively right after finishing snagging of a housing unit, while Each Housing Unit Snagging is in progress and not after completion of snagging of all the Total Housing Units. 6.4.8 EMS will send through an internal memorandum to CMS all signed copies of Snag Sheets showing the Snag Lists of visual defects found during the joint snagging of Each Housing Unit, which require rectification by the housing Main Contractor. Sub-clause 6.4.8 is to be followed by iterated snagging and rectification of visual defects by the housing Main Contractor. After all iterated snaggings and rectifications of major visual defects have been completed respectively by the housing Main Contractor to the satisfaction of both EMS and CMS, while there are few remaining minor defects rectification works (e.g. Uneven tile grout) that can be included in the P.C.C. Reservation List. Accordingly, EMS will certify the end of snagging based on the following two number cases:- 64.9.1 Case No. 1 or "Ideal Case" — Infrastructure Works and Connection _to_Relevant_Government_Service Networks _are Completed On or Before Completion of Each Housing Unit Snagging, and Have Sufficient Time to Implement Maintenance or DLP. In the above Case No. 1 or Ideal Case, the procedure for EMS to certify the end of snagging consists of the following:- (a) At the end of Each Housing Unit Snagging for the Total Completed Housing Units in a particular housing contract of MoH, CMS is to officially submit first through internal memorandum to EMS as pre-requisites, all the relevant handing over submittals described in Sub-clause 8.3 of this procedure, which include but not limited to the housing unit keys and handing over files respectively of the said completed housing contract. (b) Upon receipt of the official handing over submittals from CMS having the relevant keys and handing over files discussed in above Sub-clause 6.4.9.1(a), then EMS will make another quick final review to ensure that all snagging and handing over formalities were completed. Otherwise, CMS will be officially notified, also through an internal memorandum by EMS of any pending formalities that may defer the issuance of "Certificate of Final Snagging" (©) The issuance of "Certificate of Final Snagging" is a pre- requisite for CMS to issue the Practical Completion Certificate"(P.C.C.) to the housing Main Contractor, (@) Finally, all snaggings for the Total Completed Housing Units shall be deemed successfully complete after EMS issuance of the above-mentioned "Certificate of Final Snagging". Case No. 2 or "Exceptional Case" — Infrastructure Works and Connection to Relevant Government Service Networks are Not Completed at The End of Each Housing Unit Snagging, and Have Insufficient Time to Implement Maintenance or DLP. Case No. 2 is an exceptional case in such a way that EMS may certify the end of snagging of all the Total Completed Housing Units while the infrastructure works and connection to relevant government service networks are neither completed nor implemented; provided that all of these are to be limited to an agreement to be made between EMS and CMS whenever such cases like Case No. 2 arise. The procedure of certifying the end of snagging for Case No. 2 consists of the following: (a) At the end of Each Housing Unit Snagging of all the Total Completed Housing Units in a particular housing project of MoH, EMS will issue to CMS a "Certificate of Pre-Final Snagging” only at this time, due to the absence of completed infrastructure works and relevant connection to government service networks. (c) The final approval of snagging, which is no other than the EMS issuance to CMS of the "Certificate of Final Snagging” is to be initiated by EMS only after completion of the infrastructure works and connection to the relevant government service networks on the one hand; and submittal of keys, handing over files, etc. from CMS to EMS as per the applicable requirements in Sub-clause 8.3 on the other hand. (@) Finally, the snagging of all the Total Completed Housing Units shall be deemed successfully complete after EMS issuance of the "Certificate of Final Snagging” 6.4.10 However, the PCC issuance date is the same as the starting date of maintenance or DLP as we all know. Hence, the implementation of this procedure and how EMS should be dealing with defects complaints from the beneficiaries during maintenance or DLP and before the issuance of Making Good Defect Certificate (MGDC) at the end of maintenance or DLP, are subject to the following:- (a) EMS to communicate with the beneficiaries regarding pending complaints and any new complaints, which are to be considered as the last ones to require TDR's. (b) EMS will check the housing Main Contractor's attendance and response to TDR's. (©) It is essentially required in this procedure that CMS has to get the above feedback of EMS on TDR rectification before drafting the MGDC. (@ Afier EMS has checked and verified to their satisfaction the completion of the defects rectification based on the complaints discussed in Sub-clause 6.4.10(a), then EMS will recommend to CMS to draft the MGDC for issuance by the HPCMD Director. The EMS and Beneficiary Joint Inspection is another kind of snagging, which is to be conducted only during handing over keys of the housing units to the beneficiaries. Hence, the procedure of conducting EMS and Beneficiary Joint Inspection will be the following:~ 6.5.1 Using blank Tenant Defect Report (TDR) form (Refer to applicable snagging Forms in Clause 10.0 of this procedure) instead of Snag Sheets, the Beneficiary will conduct a joint inspection with EMS Inspector of the new housing unit to identify any obvious defects, which affect the usability of the housing unit. This joint inspection may last for a limited time and the EMS Inspector has to use his experience in making judgment if a certain defect affects or not the usability of the housing unit to become a valid complaint. Prior to register the beneficiary's complaints into the TDR, the EMS Inspector is to make sure of the following:- (a) That no complaint is to be registered in the TDR if it is not accepted by the beneficiary. EMS Inspector is to suggest or bring to the beneficiary's attention only those defects that are considered obvious, hence valid based on his experience. (b) Likewise, the EMS Inspector is to screen the defects found by the beneficiary before registering in the TDR. 6.5.2 EMS Inspector is to advice the beneficiary to be patient, in case any anticipated rectification work is to take longer period of time to finish as a consequence of defects. 7.0 Defects 7.1 There are 3 different classifications of defects namely minor defect, major defect and critical defect that were defined in Sub-clauses i.10, i.9 and i.2 of this procedure respectively. It should be understood that unless it is not for obvious reasons, then all defects are considered to be visual ones, as far as this Sagging Procedure is concerned. Listed below are pointers of importance on how to classify defects that include but not limited to the following:- 7.1.1 Some Pointers On Classifying A Minor Defect. (a) Any defect that does not pose unsafe or hazardous conditions and requires only short or limited period of rectification, and will not delay the distribution of housing units to the beneficiaries. (b) Any defect that does not affect the general satisfaction of the housing unit beneficiary. (c) Any defect that does not affect the usability of the new housing unit, even during its rectification at any time immediately after handing over of keys to the beneficiary. (@) Any defect that has no known physical constraints to carry out any maintenance operations on the new housing unit. (©) Any defect not contradictory to any of the above and has no cost implication to EMS. 7.1.2 Some Pointers On Classifying A Major Defect. (a) Any defect that does not pose unsafe or hazardous conditions, but requires long period of rectification to severely delay the distribution of housing units to beneficiaries. (b) Any defect that can affect the general satisfaction of housing unit beneficiary. (©) Any defect at the same time is a contractual issue between CMS and housing Main Contractor beyond EMS jurisdiction, in which the rectification of same defect will delay or is delaying the distribution of housing units to the beneficiaries. (b) Any defect that could pose security risks to the housing unit beneficiaries, the Ministry of Housing and properties respectively. 7.1.4 Minor Defect Samples Shown below are samples of Minor Defects that include but not limited to the following:- (a) Uneven tile grout (e.g. Some are filled to the top of the groove and some are not). (b) Limited surface stain. (c) Faded paint of I.C. covers. (d) Limited hairline cracks. (e) Limited unevenness of yard surface () Few numbers of loose door hinges screws. Conditions of Contract (Wout Qty's) 8.2 Waterproofing Leak Test Methods The waterproofing leak test methods for roofs and wet areas adapted by EMS are conventional ones, or simply by using water to conduct such tests. In addition, this procedure considers any dampness found in the immediate vicinity (e.g. bedroom floors close to bathroom)of the on-going waterproofing leak test to be a failure of the waterproofing system. Moreover, all the waterproofing test methods in this procedure allow simultaneous leak test of any relevant drainage system of the housing unit. There are 3 methods of waterproofing leak tests in this procedure, which are given below. 8.2.1 Test Method No. 1 — Water Submersion of Roofs for48 Hours. This waterproofing leak test method, which is applicable for all roofs of, housing units and can be conducted at the same time with the applicable waterproofing leak test method (Test Method No. 2 or Test Method No.3) for wet areas in this procedure. The steps to conduct Test Method No. | are the following:- (a) Using safe aluminum ladder, the housing Main Contractor is to expose the soffits of roof by removing all the ceiling tiles in case of any suspended grid ceilings directly underneath the roof deck for leak test and other checking purposes. (b) Block and seal off the lowest discharge points of the roof storm drainage system either by using end cap or temporary caulking, whichever is applicable. Ensure all blocked discharge points to be watertight. (c) After all the blockage of all discharge points of the roof storm drainage system, then flood the roof surface until it is totally submerged under water and the water level matching with the tap surface of threshold of roof external door or at least 50 mm. above the highest point (not from the triangular fillet) of roof screed surfaces. Team will come to the site only as per agreed schedule with CMS discussed in Sub-clause 6.1.3(c), after 48 hours of flooding or water submersion of roofs. (c) After 48 hours and as per the above Sub-clause 8.2.1(d), the EMS Inspector’ Team will check carefully the water level of the submerged roof surfaces if it has dropped or not; while keeping in mind the probable causes of any drop in water level are due to evaporation, leakage or a combination of both causes. If the drop in water level is slightly, then the waterproofing leak test is to be continued as it is. However, if water has dried up in any portion of the roof surface to be tested, then the waterproofing leak test is considered cancelled and it has to be repeated all over again. (f) Hence, if the water level mentioned in above Sub-clause 8.2.1(c) is satisfactory, then with the use of safe aluminum ladder whenever necessary, the EMS Inspector/ Team is to visually check the floor slab soffits, relevant pipe joints and gully trap for water leaks. In addition, the immediate vicinity of the test is to be checked also for any sign of dampness. The EMS Inspector/ Team is to mark the location and take photographs of any traces of leaks or dampness found. (g) If no traces of water leaks or dampness are found, then the roof waterproofing system passed the waterproofing leak test. (h) However, if traces of water leaks or dampness are found, then the roof waterproofing system failed the waterproofing leak test. Test Method No. 48 Hour: Water Submersion of Wet Are: Houses for This waterproofing leak test method is applicable for tile and concrete finished floors respectively of wet areas houses only, and can be conducted at the same time with roof waterproofing leak test or Test Method No. 1.
