NOTICE INVITING e-TENDER

E-tenders are invited in Two Bids through e-Tendering portal www.iocletenders.gov.in from bonafide, experienced contractors with
good financial standing & reputation and fulfilling the qualifying requirements stated hereunder, for the following work:
1. Tender No. & RPRC165379
Name of Work & Location Tank Bottom plate scanning at Panipat Refinery using LFET/MFL Technique.
2. Time Schedule 12 MONTHS
3. Tender Fee (Non- Nil
refundable) Intending Bidder(s) is/are required to download the tender documents free of cost from IOCL e-
tender website (http://iocletenders.gov.in).
4. Pre-qualification (PQ) The intending tenderers shall have to furnish proof of their pre-qualification and experience along
criteria: with the Part-I (Techno-commercial bid). Copies of all the documents shall be self-attested. Pre-
qualification criteria will be checked at the time of techno-commercial evaluation of the offer.
a) Annual Turnover (ATO) Rs. 3.88 Lacs. (Within anyone of last three financial years i.e., April 1, 2013, onwards) Proof of ATO
shall be submitted in form of Audited balance sheet and Profit & Loss Account Statement.
b) Value of Single Work 3 work each of Rs. 1.94 Lacs or 2 works each of Rs.2.59 Lacs or 1 work of Rs. 3.23 Lacs.
Order (SWO) executed for Detail work order [similar in nature as described in para 4 (c)] including covering letter and
similar nature of work schedule of rates and completion certificate containing executed value of work shall be required.
(During any of the last Completed value of work as mentioned in the completion certificate shall be considered for
five years ending on last evaluation against single/ multiple work order value required under PQ, however where the
day of the month executed value is not mentioned in the completion certificate, the copy of certified bill shall also be
immediately previous to acceptable for determining value if submitted along with completion certificate. In case of Rate

testing/LFET/MFL who would be deployed on the job along with the technical bids.

Note: Copies of all the PQ documents uploaded should be self-attested/digitally signed.
6. Tender issue/ download Tender documents shall be downloaded from the website www.iocletenders.gov.in upto
schedule 01-Sept-16 2:30 PM by the bidders themselves free of charge. IOCL does not take
any responsibility for the correctness of tender documents obtained from any other source.
Bidders are advised to visit above mentioned website before submitting their offer for official
version of the tender document including any corrigendum / amendment if any, which shall be
binding to all the bidders. Failure of bidder to submit tender without taking cognizance of
corrigendum / amendment (if any) issued by IOCL are liable for rejection.

9. Last date of submission of 01-Sept-16 Time: 2:30 PM, Offer must be uploaded on e-tender website
tender & EMD www.iocletenders.gov.in and EMD Instrument (Original) only Bank Guarantee (If EMD amount
is more than 1 Lac) should reach to office of tender issuing authority before the deadline.
Physical offers or offer submitted using any other mode will not be accepted.

In case of e-tenders physical offers will not be accepted, offer must be uploaded on e-tender
website https://iocletenders.gov.in before deadline using Digital Signature and EMD Instrument
(Original) only BG if applicable should reach to office of tender issuing authority before the
submission deadline. (Note: BG from scheduled banks is acceptable if EMD amount is more than
one Lac).

For the submission of said EMD or for getting EMD exemption benefit, bidder may adopt
following options:
OPTION-1
Micro & Small Enterprises (MSEs) registered with agencies/bodies as per Annexure-J of Sec-I of
tender document irrespective of the items for which they are registered with the said
agencies/bodies are exempted for payment of EMD. However to avail the EMD exemption, Bidder
must have to upload the valid MSEs certificate on e-portal along with their bid. The certificate
issued by the said agencies/bodies shall be valid on the date of bid submission .
Suo moto submission of MSE certificate by bidders after the due date of Bid submission will
not be considered for EMD exemption/price preference.
OPTION-2
Alternatively, Bidder may remit EMD 'online' through Net Banking or NEFT mode as per details
mentioned in the Special Instructions to the Bidder for participating in E-Tendering.
Note:
1. EMD in the form of DD or other than as mentioned above shall not be accepted.
2. Bids without proper EMD instrument as per NIT are liable for rejection.
Demand Draft and Bankers Cheque is not acceptable as EMD instrument.
Tender (Techno-commercial) shall be opened on 2-Sep-16 at 3:00 PM or at a later date convenient
thereafter.
A. This Tender Cannot be split.
B. Price Preference:
I. For Works Contracts :
a) The Preference to MSE bidders is not applicable for works Contracts where supply of goods
not produced by MSE bidders is also involved.
b) The MSE bidders to note and ensure that the services and goods/items manufactured
mentioned in MSE certificate matches with the tendered items for Price Preference.
c) In case the services and goods/items manufactured mentioned in the MSE certificate do
not match with the tendered items, the Bidder will not be eligible for Price Preference.
d) To avail the price preference the bidder has to submit MSE certificate issued for services as
well as for manufacturing of supplied item involved in tender.
II. For Service Contracts:
To avail the price preference the bidder has to submit MSE certificate issued for services
involved in tender.

NOTES:

i) Tender may be finalized based on credentials uploaded along with Techno-commercial bid without any correspondence with
bidders in case of deficient PQ documents. Bidders are required to go through the Notice Inviting Tenders (NIT) & Tender
Documents carefully and upload all the required documents along with Techno-commercial (Un-Priced) Bid in order to avoid
rejection.

ii) IOCL reserves the right to cancel the tender in part or full / extend the due date of Tender submission etc. without assigning any
reason and allow Preference to MSEs etc. as per applicable Govt. /Company policy.

iii) The completion certificate submitted by the bidder shall separately indicate the Service Tax amount included in the value of
completed job OR a separate certificate from the respective client, mentioning the service tax amount if any, included in the
value of completed job under consideration should be submitted by the bidder. In case Service Tax amount / component is not
 specified in the submitted completion certificate, then the amount equivalent to rate of applicable Service Tax for the subject
tender shall be deducted from the value of completed job mentioned in the completion certificate to arrive at the value of the
completed job without Service tax.

iv) Bidders are to quote their most competitive rates. IOCL reserves the right to negotiate the rates as and when deemed fit.

v) Legal dispute, if any, shall only be within the jurisdiction of Local Court situated at Panipat (Haryana).

vi) Public Sector undertaking of the Central/ State Government/ JVs of IOCL are exempted from payment of EMD.

vii) In case of Offline EMD, Copy of EMD Instrument only BG (in original) should reach/delivered to office of tender issuing authority
on or before due date & time of bid submission. Name of bidder & tender number should be clearly written on BG envelope to
avoid mixing/loss of Instrument.

viii) E-tender bidders to note that all communication will be through e-Tendering web site. No cognizance will be taken for
communication outside system.

ix) Offers not meeting statutory requirement will be liable for rejection.

x) Any Addendum/Corrigendum/Sale date extension in respect of above Tender shall be issued on our
website: https://iocletenders.gov.in only and no separate notification shall be issued in the press. Bidders are therefore
requested to regularly visit our website to keep themselves updated.
