(FMR)

The proposed project is located in the twenty four (24)


barangays of the municipality.

II. PROJECT STATUS:

This is a proposed project of the municipality to provide easy


access of our farmers for product marketing.

III. PROJECT JUSTIFICATION:

The municipality has an estimated 146 kilometers of Farm To


market Roads linking all barangays. More than half of said
roads are impassable by four wheels vehicle during rainy
seasons due to its loose gravel and earth-filled. The farmers
are compelled to transport their farm produced at high cost
due to limited capacity of transport vehicles, which is usually
though motor services. The existing road requires appropriate
rehabilitation or filling-up of anapog to make it passable by
any vehicles. The above-mentioned facts prompted the
Municipality of Sagbayan to conceptualize the said project in
the light of providing better service to our constituency
particularly the farmers. The proposed concrete paving
project will support to the Poverty Reduction Program of the
municipality, particularly in providing access of farmers in
marketing their farm produced and eventually increase
productivity and improve peace and order situation.

IV. PROJECT OBJECTIVES:

The overall goal of the project is to increase agricultural


production to provide sufficiently supply of farm products and
to upgrade substandard gravel road for safe and economical
access, that is supportive to other basic services.

Funds needed : Twenty Four Million Pesos (P24,000,

VI. PROJECT BENEFIT & COSTS PROJECT

1. PROJECT BENEFICIARIES

The beneficiaries of the project are the people of the


municipality of Sagbayan and the traveling public in
general.

2. SOCIAL BENEFITS

The proposed project will provide the local farmers easy


access to market their farm produced. The local
government on the other hand, could facilitate whatever
assistance desired by the barangay relative to the delivery
of basic services and other social services appropriate in
the area. Possible increase in income by the municipality
could also mean improvement in the access to basic social
services by the residents.

3. ECONOMIC BENEFITS

The project will greatly encourage the people to engage in


any business considering that good roads would reduce the
cost of the maintenance of their vehicles and improve road
safety of the people. There is no foreseen negative effect
of the project in the area.

4. Social Cost

The proposed project will not pose unwanted effects to the


public. However, it reduces the pollution of the area cause
by dusty road.

5. Economic Cost
The project will not generate or create any harmful effect
on the construction site. Instead, it will generate
employment to the people of the municipality.

VII. PROJECT IMPLEMENTATION

1. RESPONSIBLE AGENCIES

The lead proponent for this project is the LGU of Sagbayan.

2. ADMINISTRATIVE FEASIBILITY

The LGU of Sagbayan through its Municipal Engineer and


the Municipal Project Monitoring Committee will oversee
the implementation of the project in the area with the close
supervision of the Local Chief Executive. Project monitoring
will be regularly conducted.

3. Legal and Political Feasibility

The project has no legal impediment for its implementation


and does not generate or create any political objection
from the community including those in the adjoining
barangays and adjacent municipalities.

4. Environmental Clearance

Environmental Clearance from the Department of


Environment and Natural Resources (DENR) may not be
obtain in this kind of project.

5. Social Acceptability

The proposed project does not generate any opposition


from the people in the community and even its neighboring
barangays. Instead, it is their long desire that this Farm to
Market Road be concreted.
