Import from abroad by the Russian private individuals of the Cultural values for the

purposes of personal needs.

Legal aspects

According to the Russian Government Edict # 718 dated 29 November 2003

“ without payment of import duties and taxes, private individuals may import cultural values under condition
of their written declaration and special registration stipulated by the Russian Federation legislation export
and import of cultural values ”.
Reason for the import is “Private needs” – not for commercial purposes.

Is defining the procedure of the Special Registration of the Cultural values.

Is defining the procedure for the importation of the cultural values


Special focus is given to the fact that Private individual should be travelling abroad and import cultural val-
ues when coming back as hand-carry or unattended luggage.

Letter of FTS (Federal Customs Service) # 04-18/27077 dated 03 August 2006.

Is demanding that the number of the AWB (or other transport document) under which unattended luggage
will be delivered to Russia should be indicated in the Passenger Customs Declaration.

FTS Edict #1485 dated 30 November 2007.

Is putting in force the format of Passenger Customs Declaration and introducing the Rules for filling in Pas-
senger Customs Declaration.

FTS Letter # 01-06/49192 dated 20 December 2007.

Is demanding that a copy of the transport documentation should be presented to the customs official when
filling in Passenger Customs Declaration.
Once more is confirming that exemption of import customs payments is granted only for the cultural values
moved by the Private individuals only when crossing Customs border of Russian Federation.
Cancel the FTS letter #04-18/27077 dated 03. August 2006.

1. Immigration stamps, confirming the owner of the Cultural values was abroad are existing in his inter-
national passport, proving that he was able to make a purchase abroad.
2. When returning back to Russia the owner is filling the point 2.2 “Unattended luggage” of the cus-
toms declaration with necessary customs stamps.
3. When filling the declaration, the copy of the AWB under which the shipment will arrive to Russia
should be stated and a copy of the AWB provided.
4. Simultaneously with the customs clearance, Special Registration of the import of the Cultural values
should be made in the Russian Ministry of Culture.

Practical procedure of the import with the exemption from the customs duties and taxes
recommended by John Nurminen Prima LLC.

1. Private individual, buyer and future owner of the cultural values (Client) prior to his traveling abroad
and purchasing Cultural Values is informing John Nurminen Prima LLC (JNP). Intention to obtain
exemption of import payments is clearly stated by the Client.
2. JNP will give necessary instructions for the Client in rder to make the exemption possible.
3. JNP will get in touch with the Dispatch Agent in the country of purchase and make sure that neces-
sary documentation (invoices, photos of the Cultural Values, AWBs) are prepared given to the client
or forwarded to JNP in Russia.
4. In case export permission from the country of purchase is required, JNP and Dispatch Agent will co-
ordinate the obtaining.
5. JNP in Russia will prepare necessary documentation for Special Registration of Cultural Values im-
port in the Ministry of Culture.
6. JNP will instruct the client how to fill in the Passenger Customs Declaration, in case required JNP
customs specialist will meet the client at the airport and help him to make the Declaration.
7. Together with Dispatch agent JNP will arrange delivery to Russia with the correct documentation and
in the time frame facilitation the exemption.
8. When Cultural Values arrive to Russian JNP as Licensed Customs broker will make the Customs
clearance, Special Registration of import in the Ministry of Culture and get the exemption of import
payments on behalf of the Client.

In case one of the point in the above given procedure is not fulfilled, the exemption from the payment of the
customs duties and taxes is not possible.

Rates for the services related to the delivery of the Cultural Values are depending upon the sizes of the ob-
jects, required packing, insurance conditions, transportation mode, volume of work for the preparation of the
documentation necessary for the customs clearance and Special Registration of the import in the Russian
Ministry of Culture.
