Agenda: Enforcing Peace in terror stricken Iraq and Syria (ISIL)

Militant group Jamaat- al- Tawhidad- Jihad achieved significant power in Iraq
following the removal of Dictator Saddam Hussein by the United States of America,
The United Kingdom and its allies. As it grew in strength it attracted the attention of
Osama bin Laden who added it to his growing Al-Qaeda network, changing its name
to Tanzim Qaidat al Jihad fi Bilad al- Rafidayn or Al- Qaeda in Iraq. The Al-Qaeda
in Iraq tried to ignite a sectarian war against the majority Shia community in Iraq
trying to further deepen the instability in Iraq. Upon its failure to do so the AQI
merged with smaller insurgent groups to form the Mujhahideen Shura Council,
whose main objective was to free the Sunni community from Shia and foreign
oppression and thus restore Islam to all its glory. After years of dormant
development the MSC (which now called itself the Islamic state of Iraq) funded the
Jabhatal Nusra Front in the Syrian Civil War and merged with it to form the ISIL
(Islamic State of Iraq and Levant). The Islamic State taking advantage of the growing
chaos and instability in the region expanded its terrain and proclaimed the
establishment of a caliphate with Abu-bakr-al-Baghdadi as the caliph.

The Islamic State is today perhaps the largest terrorist group in the world with new
recruits joining them every day. After capturing Syrias largest oilfield from rival
Islamist fighters the Islamic State have access to useful oil reserves, along with this
they also have control of the Shaer gas field in Homs Governorate. Originally a
group, which started out as one of the many insurgent groups in Iraq, is today the
greatest threat the world has ever faced. The Islamic State has evolved from being a
problem for the countries of Iraq and Syria to becoming a problem for the world as a
whole. Baghdadi the self-proclaimed caliph has called upon all Muslims of the world
to support the Islamic State in their efforts of establishing the caliphate. The methods
used by the Islamic State in creating a chauvinistic presence in the Middle East has
been brutal, beheading, suicide bombs, car bombs and they have exercised all types
of violence imaginable. Today countries all across the world have joined hands in

combatting this common enemy. On the 23rd of September 2014 United States of
America, Bahrain, Jordan, Saudi Arabia, Qatar, and the UAE participated in
airstrikes against the Islamic State. However even after joint attacks on the Islamic
State they remain the single most powerful and influential terrorist group with no
dearth in funds and control over large portions of three nations namely Iraq, Syria
and Libya.

The United Kingdom of Great Britain and Northern Ireland remains in the forefront of
this battle against the Islamic State. The United Kingdom has carried out more than
250 surgical airstrikes in terror stricken Iraq and has helped counter the insurgency
there. The United Kingdom refuses to engage in direct combat in Syria, as the
situation there is much more complex then that in Iraq. The British Government has
declared the Assad regime that governs Syria illegitimate and UK will under no
circumstances support a dictator who uses chemical weapons against his people.
The rebels fighting the regime and the ISI themselves hold little legitimacy as they
are scattered and divided into different groups, some of which support terrorist
organizations like the Al- Qaeda. The United Kingdom thus remains actively seized
on the matter awaiting further developments.

The war on terror, if this is a war on terror, can only be won by a sincere
regional and international cooperation. All have to believe they have
something at stake and work together. In the absence of this it will become
political and interest-oriented.

The Islamic State is a threat that crosses borders and undermines the stability of
nations it subverts government institutions through corruption and harms citizens
worldwide. Thus global co-operation is needed to eradicate this threat. The following
measures can be adopted to counter the Islamic State:

1. Help partner countries strengthen governance and transparency, break the


corruptive power of the Islamic State and sever state- crime alliances. The
United Kingdom needs willing, reliable and capable partners to combat the
corruption and instability generated by the Islamic State. The world
community must work together and help international partners develop the
sustainable capacities necessary to defeat the Islamic State. This must be
done with the provision of funds, humanitarian and logistical support and
weapons.
2. To break the economic power of the Islamic State and protect strategic
markets and the world financial system from penetration and abuse. The
Islamic State using bribery, fraud and violence have the capacity to disrupt
economic activity and put legitimate businesses at a distinct competitive
disadvantage. The world community must attack the financial underpinning of
the top leaders; strip them of their illicit wealth and sever their access to the
financial system, Expose their criminal activities hidden behind legitimate
fronts and protect strategic markets and the global financial system.

3. Develop greater synergies between intelligence analysts, collectors and


counter intelligence personnel; ensure their efforts directly support
operational law enforcement needs and screening requirements.

4. Strengthen cooperation with international police organizations, such as


INTERPOL, EUROPOL, AMERIPOL, and the International Association of
Chiefs of Police (IACP), to facilitate cross border police co-operation.

5. Continue raising international awareness of the Islamic State and build


multilateral co-operation against it. Partner with countries able to contribute
key law enforcement resources, other donors, and the United Nations to
launch a new International Police Peacekeeping Operations Support
Program to enhance policing and law enforcement capacity in ungoverned
spaces. Expand co-operation with the United Nations Convention against
Transnational Organized Crimes including through the development of an
appropriate review mechanism.

The United Kingdom firmly believes that it is of utmost importance to counter the
threats that violent Islamism poses to the world today. And to this end the United
Kingdom and its peoples are ready to do whatever it takes to rid the world of this
heinous cancer that is the IS.
