4-4-b.1 SDH Network Design

To fulfil the IPDCs need and requirements about the Telecommunication Project, Alcatel is glad to provide the
most complete view on the possible solution to implement the following Reference Network as from the Bid
Document:

Offered SDH Equipment:

All the offered equipment are part of the Alcatel OPTINEXTM OMSN product family that consolidates the huge
experience gathered by Alcatel in the field of SDH transmission through tens of thousands installations worldwide;
all the equipment being part of the OPTINEXTM OMSN product family allows operator to improve synergies and to
reduce OpEx and CapEx sharing among them the majority of the units and being managed by the same Network
Management System with the same Graphical User Interface (GUI).

One of the most important characteristic of this new generation of SDH equipment is the concept of Optical
Multi-Service Nodes (OMSN); in fact, all these equipment do not make any more distinction between ADMs and
Optical Amplifiers, tributaries and aggregates ports, all the possible interfaces (from 2Mb/s to STM-64, from the
ATM to the E/FE/GbE) are ports that can be cross-connected among them to set-up whatever configuration may
be necessary:

The following is the offered network element that match the IPDCs needs and requirements:

Alcatel 1660SM:
Metropolitan and regional networks today require backbones at high bit rates,
highly reliable and able to flexibly adapt to changing traffic patterns.
The Alcatel OPTINEXTM 1660SM is an ideal multi-service building block for
metropolitan and regional networks. It provides unmatched performances for its
room occupation.

The offered equipment is an STM-1/4/16/64 Optical Multi-Service Node that


provides all standard PDH and SDH interfaces from 2 Mbps to STM-64, ATM as
well as E/FE/GbE interfaces for direct LAN interconnections with a 96x96 STM-1
equivalent switching matrix (HO) and 64x64 STM-1 equivalent (LO) switching
matrix capability.

DATA AWARE: MULTI-SERVICE APPLICATIONS


Multi-service SDH (Synchronous Digital Hierarchy) is today the dominant transmission technology in metropolitan
and regional networks. With the ever-growing demand for high-speed data communications, Alcatel enhances its
leading portfolio of optical transport equipment with data-aware functionality (aggregation, switching and routing
traffic in the proper data layer) to deliver high-performance multi-service networking solutions. Alcatels Optical
Multi-Service Nodes (OMSN) provide world-class next generation SDH functionality and capacity through
aggregation of broadband multi-protocol traffic patterns. Designed for both metro and core applications, the
OMSN product family offers telecom carriers and service providers the powerful solution to build intelligent
optical networks and achieve the optimal balance between new competitive service offerings and traditional
revenue-generating services.

SPEED
All standard PDH and SDH interfaces from 2 Mbps to 10 Gbps as well as E/FE/GbE interfaces for direct LAN
interconnections.

RELIABLE
Alcatel 1660SM offers a wide range of network protections: Linear Multiplex Section Protection (MSP), Sub-
Network Connection Protection (SNCP), MS-SPRing. All replaceable units are optionally redundant for complete
node protection. In terms of interfaces it may deliver 2M, 34M, 45M, 140M, STM-1/4/16/64 as well as Ethernet
10/100 and Gigabit Ethernet SX/LX interfaces for direct LAN interconnections. Power supply protection is
inherent as the DC/DC conversion function is distributed on each card. But not only: OPTINEXTM 1660SM
consolidates the huge experience gathered by Alcatel in the field of SDH transmission through tens of thousands
installations worldwide. That's also where true reliability comes from.

FLEXIBLE
Besides very few items for common parts, Alcatel 1660SM has 16 slots dedicated to traffic ports, where flexibility
is total. The system may be configured for example as a 64x64 STM-1 cross-connect or as an STM16 ring ADM
with 882 x 2 Mbps drop capacity in one rack. Multiple SNCP rings (or two 2F MS-SPRings at STM-16/64) may be
terminated by the same node. But flexibility today means also ability to deal effectively with data traffic patterns:
Alcatel 1660SM offers to operators the ability to deliver several different types of multi-protocol services for the
best balance between new broadband data services and high margin traditional voice and leased line services.
Alcatel 1660SM can be equipped with Integrated Service Adapter (ISA) plug-in modules that perform ATM, Packet
Ring and Ethernet 10/100/1000 rate-adaptive transport and switching functions for Virtual Private LAN Services
at variable bit rates. The extensive varieties of ISA data-engines enable operators and service providers to cope
with current and future broadband traffic needs over transport networks through multiple layer convergence in
single equipment. ISA plug-ins can be adapted into new or previously installed Alcatel 1660SM as an add-on
(where and when needed) that optimizes bandwidth management and reduces both transport infrastructure costs

and time-to-market for the introduction of new data services in the network. The traffic originated and terminated
by customer interfaces may be processed by the ISA-ATM or ISA-Packet Ring switching modules for optimal
aggregation and delivery of broadband data services, such as Digital Subscriber Loop (DSL), Local Multipoint
Distribution Service (LMDS), UTRAN (UMTS Terrestrial Radio Access Network), and Metro Ethernet point-to-
multipoint services (Virtual Private Wire Services, Virtual Private Hub Services, Virtual Private LAN Services).

FUTURE PROOF
Transmission networks are going to be dominated by data traffic. Alcatel 1660SM offers integrated ATM switching
and IP routing capabilities which improve bandwidth utilization and network dimensioning. If distributed along
SDH transmission nodes, such ATM/IP capabilities reduce the need for extra investments in dedicated data
equipment.

OPEN
Deployment in real networks often requires compatibility with several different systems and standards. Alcatel
1660SM simplifies life also when considering such aspects. It offers colored STM-16/64 interfaces for direct inter-
working with WDM equipment without intermediate wavelength adapters; VC concatenation to interface large
throughput IP & ATM devices; standard Q3 management interface with ETSI/ITU-T information model.

EASY
An innovative system cannot neglect operation and maintenance issues and overall easiness of use. Alcatel
1660SM has a centralized control architecture which limits the presence of processors and software to central
units. Traffic ports have no on-board processors and may be reused from one equipment to another or retrieved
from stocks with no worries about software versions. Alcatel 1660SM also offers local and remote SW download,
has the minimum possible set of replaceable items and hugely shares hardware items with other members of the
OPTINEXTM family.

STANDARDS
The Alcatel 1660SM is in compliance with all the latest relevant standards of ITU-T (including G.7041, G.7042,
and G.707), ETSI, ATM Forum, IETF, and IEEE.

Moreover, all the Alcatel equipment are compliant to all the relevant international standards regarding the
Electromagnetic compatibility and radio spectrum matters (EMC directive EEC/89/336) thanks to the test
performed in the Alcatel owned Anechoic Chamber located in the Alcatel plants of Vimercate (Italy) that is one
of the biggest in the world; it used to test and certify the following systems:

4-4-b.1.1 NETWORK PROTECTION

According to IPDCs Technical Specification, all the proposed equipments are providing the required network
protection such as SNCP, MS-SPRing and MSP 1+1 (linear sections).

In particular, the offered network has been designed to implement the SNCP protection within the rings and the
MSP 1+1 protection in all the linear sections.

For further details about the possible network protection provided by the offered equipment, please refer to the
relevant Technical Descriptions attached to the Chapter 4-4-l.

4-4-b.1.2 EQUIPMENT PROTECTION

According to the IPDCs Technical Specification, all common parts (such as the Matrix, Synch. and the Power
Supply) and all the E1 traffic interfaces have been duplicated.

4-4-b.1.3 DATA AWARE: MULTI-SERVICE APPLICATIONS

For Ethernet data transmission Alcatel has provided the ISA-ES (Integrated Service Adapters - Ethernet Switch)
series modules plugged inside the offered OMSN equipment, as solution to guarantee the Customer
requirements.

The ISA-ES series can support the following services:

The ISA-ES series modules provide ETH 10/100/1000 interfaces connectivity for LAN based clients premises and
allows using an adequate bandwidth inside the SDH layer for transport data traffics.

The usage of the ISA-ES cards within the Telecommunication Project will give IPDC several advantages in terms
of bandwidth utilization, interfaces and services as follows:

From the Dedicated Bandwidth Allocation typical of the old SDH networks
Generates SDH pipes with a (potentially) low capacity usage (no over-subscription).
If N sites have to be interconnected, N-1 interfaces have to be used in each site.

to Shared Bandwidth Allocation where the Alcatel ISA-ES cards allows to:
Generates few SDH pipes with high capacity usage and statistical multiplexing.
Even if N sites have to be interconnected, only 1 interface is required in each site.

As it can be seen, the main benefits of Shared Bandwidth solution are a better granularity, the best effort traffic,
the advanced Ethernet services instead of raw bandwidth connectivity and a better network resources utilization in
terms of Bandwidth and Interfaces.

More enhanced services can be provided by using the ISA-ES card together with the offered OMSN, such as the
Virtual Private Line Services and Ethernet VPN Services.

This service suite seamlessly connects geographically dispersed LANs. Here a single connection is established to
multiple sites to deliver Ethernet frames. In this bridged LAN service, traffic is sent to the destination site based on
the MAC address. Aliases of this connectivity service include transparent LAN services (TLS) or virtual private LAN
service (VPLS).

Initial Ethernet VPN service offerings carried traffic between sites over an ATM network or direct fibre transport.
Through time, Ethernet evolved to be point-to-point and full duplex allowing it to be transported over the WAN.
This enabled native Ethernet transport of Ethernet VPN services. Unfortunately, Ethernet also had scaling limits
stemming from its LAN roots. For example only 4095 802.1Q VLAN IDs are supported over any given network.
In order to overcome the 4,095 customer limit per network, VLAN stacking was developed. Stackable VLANs
allow a stack of 802.1Q tags to be carried in one Ethernet frame, effectively extending the number of VLANs to
more than 16 million. Unfortunately, this has not been standardized. This method has the added drawback of
creating the need to manage a large number of 802.1Q VLAN IDs.
Given the limitations of the independent VLAN approach, service providers began looking at MPLS as a
technology that could help scale Ethernet VPN services. MPLS offers benefits over the IP tunnel approach by
enabling the dynamic provisioning of MPLS tunnels known as label switched paths (LSPs). The Martini drafts
propose an MPLS based solution to define the packet format and the signalling mechanism for setting up the
point-to-point connections. With a multipoint service, there are a number of technology options that are being
finalized by the standards bodies.

As the provided ISA-ES cards are equipped by default with more ports than the one needed by the given traffic
matrix for the SDH part of the network, Alcatel is proposing to IPDC an optimised solution in which some of the
free available ports on the offered ISA-ES cards will be used to directly collect the data traffic required on the
access equipment; in this way the offered solution will improve the CapEx and will reduce the risk of failure within
the system (less traffic exchange among equipment within the same site).

4-4-b.1.4 PRE-WIRING

In the following picture are shown some samples of site layout with the offered equipment:

Alcatel will deliver the rack with all the required shelves already installed and pre-wired among them (i.e. power
supply cables, ground cables, alarm cables etc.)

All the necessary units will be delivered separately (packaged one by one) to better protect them against the
transportation.

4-4-b.1.5 OPTICAL DESIGN

In order to select the right Optical Interface to cover the various distances among the sections of each ring/links, it
is necessary to calculate an optical power budget.

The design approach has to take into account that the system can be loss or dispersion limited. In fact the
different Optical Interfaces (with different costs) are distinguished by different attenuation and/or dispersion
values.

The design depends on the optical parameters both for the cable and the Optical Interfaces.

Optical cable parameters:


It has been assumed that the optical parameters for the cables are the following:
Fiber operating system: Compliant with ITU-T recommendations G.652 and G.655
Operating wavelength: 1310nm (G.652 only) and 1550nm region
Attenuation: 0.22dB/km at 1550nm wavelength

Distances:
The distances assumed are as reported in bid document; nevertheless, as it can be seen from the following
calculation, the offered optical interfaces are capable to support larger distances in order to offer to IPDC
administration the maximum flexibility in terms of re-location of the nodes.

Other parameters taken into account:


The following parameter regarding loss and margins have been taken into account:
Splice loss: 0.025 dB/km (0.1 dB every 4 km)
Aeging Attenuation: 0.004 dB/km
Connector loss: 1 dB (0.5 dB per connector x 2 connectors)

Applied Power Budget:


Taking into consideration the above parameters, the maximum distance that can be covered by the SDH optical
interfaces is 204 Km; for further details about the applied power budget, please refer to the chapter 4-4-f.

Technical Descriptions attached to the chapter 4-4-l.

Ultra Long Distances:


As several links exceed the 204 Km limit of the SDH optical interfaces, the unrepeatered submarine technology
has been used to cover such distances; the Alcatel SDH equipment will be linked with a standard S-16.1 optical
interface to the Submarine equipment (1621LE Line Extender) that will provide the necessary optical power.

The Alcatel 1621LE is a suite of optical units for use in Ultra Long Haul unrepeatered submarine systems
applications but it can also be used for very demanding terrestrial applications when there is a need for a very
long span within the network.These units extend the achievable span while ensuring that the high optical powers
involved do not produce a safety hazard.

4-4-b.2 Access Network Design

To fulfil the IPDCs need and requirements about the Multiple Service Access Multiplexers to be deployed within
the Telecommunication Project, Alcatel is glad to provide the most complete view on the possible solution to
implement all the required nodes as for the Bid Document.

4-4-b.2.1 MULTIPLE SERVICE ACCESS MULTIPLEXERS: OVERVIEW

Business access applications are used by more and more companies of all kinds. Utility network applications are
used by railway networks, pipelines for oil, gas and water, power distribution companies, and so on.
Different types of networks need different services. For example, railway and pipeline installations require a linear
type of network with drop-and-insert functions; while digital loop carrier (DLC) applications in densely populated
areas require a mesh-type network with built-in expansion features. A DLC connects to all possible users (private
and business for voice and data), multiplexes this data and transports it to the service nodes. These service nodes
can be telephone exchanges, integrated services digital network (ISDN) exchanges, packet-switched networks,
and so on.

The Alcatel 15xx Multi-Service Access family includes high-value access and customer premises products that are
designed to help customers take advantage of current and future telecommunications opportunities. The Alcatel
15xx Multi-Service Access family contains a feature-rich and comprehensive range of products, including
multiservice access platforms, digital cross connects, optical line systems and network termination units (NTUs).

The equipments proposed for the TDM access part of the network, are the following Alcatel Access Equipment:
1511BA Primary Multiplexer
1515CX 1/0 Digital Cross-Connect

Alcatel 1511BA Multi-Service Access Multiplexer:


The Alcatel 1511BA is a 2 Mb/s 30-channel multiservice access multiplexer, which
can be used in business access applications and utility network applications, as
well as in DLC applications.

The Alcatel 1511 BA can also provide the grooming functionalities for GSM and
wireless local loop networks.

The Alcatel 1511BA Access Multiplexer is a TDM-based access multiplexer. It multiplexes the voice and data
channels from its user interfaces into an E1 G.703 signal. This E1 signal is available from the 1511BAs
controller (PCM controller) and connected to the SDH transport equipment. One 1511BA Multiservice Access
MUX subrack can house several multiplexer systems. For the EREC network, Alcatel is using the 2-MUX
subrack. This subrack can contain 2 PCM controllers per E1 link. The subrack contains a management board
(CNCC) a PCM controller (2Mbit/s) board and 2 power boards (1+1 loadsharing). The Alcatel 1511BA is
compliant with the ETSI ElectroMagnetical Compatibility standardss. The interface with the transport SDH
equipment is done via electrical 75 Ohm E1 interfaces, while the access to the users is via interfaces
appropriate to the user applications according to the type and quantity of interfaces defined in the bid
document.
Each site is equipped with minimum 2 1511BA Multiplexers for redundancy and reliability. The critical data
(teleprotection data) is transported over fully redundant equipment and fully redundant paths. This solution
provides the highest possible level of reliability. Both 1511BA Multiplexers fit in the same 19 subrack shelf.

Distribution frames with mounting spaces for MDF and DCF plates

Alcatel 1515CX 1/0 Digital Cross-Connect:


The Alcatel 1515CX 1/0 Digital Cross-Connect is a medium capacity cross-
connect system that reduces maintenance, supervision and network planning costs.

The Alcatel 1515CX is a medium capacity cross-connect system for up to 128x2


Mb/s ports, providing an ideal node element for public and private networks of
any structure. The 1515CX combines 2 Mb/s access, grooming, drop-and-insert,
bypass, hubbing and cross-connect functions. The advanced network
management system software combined with the modular design of the hardware
makes the 1515 CX a flexible cross-connect unit.

For further details about the offered 1515CX, please refer to the relevant Technical Descriptions attached to the
chapter 4-4-l.

The design of the access multiplexer network is based upon a centralised network model. This model implies the
use of a centralised 1515CX Digital Cross-Connect for traffic grooming and distribution in the main stations SCC
and CAOC. The use of a centralised Cross-connect offers multiple advantages towards operational and
installation expenses; the 64kbps traffic table is managed from a central point (namely the 1515CX Digital Cross-
Connect).

All E1s (2Mbps traffic) of the 1511BA Access Multiplexers are collected in the centralised 1515CX Digital Cross-
Connect, which will groom and distribute the traffic towards the correct destingation Multiplexer. Towards future
expansion, the whole of the 64kbps traffic matrix does not need to be reshuffled, but the new 1511BA Access
Multiplexer can be seeminglessly integrated into the E1 traffic of the 1515CXC Digital Cross-Connect.

The 1515CX is a digital cross-connect with a capacity of 128 x E1 ports. The 1515CX is fully non-blocking and
the common part is equipped redundantly. The benefits are cross-connection at 64kbit/s and grooming of
fractional E1s. Thus the interconnection between the different stations with TDM requirements is realised.

There will be two 1515CX based in the sites of SCC and NAOC to allow full flexibility on 64kbit/s voice and
data channels routing and grooming, building up to a total capacity of 256 x E1 in each main station. The
customer will have full control on the PDH network and optimize the capacity of the offered E1s (2Mbit/s). Future
expansion of interfaces and network nodes can be seaminglessly integrated within the current traffic load of the
network.

Both, the 1511BA Access Multiplexer and the 1515CX cross-connects are powered from a -48 VDC power.

The 1511BA Access Multiplexer and 1515CX cross-connects are of 19 equipment practice and can be mounted
in a 19 rack; they can also easily be mounted in a 21 rack (therefore there are required 19 to 21 adapters).
The 1511BA Primary Multiplexer will be collacated with the SDH equipment in 21 racks. The 1515CX Cross-
Connect will be housed in a dedicated cabinet.

4-4-b.2.2 BACKBONE INTERCONNECTION

The aim of this chapter is to explain the interconnectivity of the 1511BA Access Multiplexer with the offered Alcatel
NGSDH nodes (1660SM).

In the majority of the stations (almost 95%), the number of 64kbps timeslots is 15; for this reason there is no
needs to drop an STM-1 (63 x E1).

In the eight intermediate stations (such as NOAC, Kermanshah etc.) there are 197 x 64kbps timeslots and this
means 7 x E1 and, in the current configuration, 10 x E1 (20 x E1 with a duplicated traffic path). No need to drop
an STM-1 (63 x E1) for this.

In the two central stations (SCC, CAOC) there are 772 x


64kbps timeslots; and this means 26 x E1 and in the current
configuration 35 x E1 (70 x E1 with a duplicated E1 path):
In this case it is logically justified to drop this traffic in 2 x
STM-1.

The number of 64kbps timeslots in the intermediate and


central stations is so high that this traffic needs to be de-
multiplexed over different Acces Mux subracks anyway (5
subracks in the intermediate stations and more than 10 in
the central stations).
The typical granularity of a MUX data board is 4 interfaces
and in a MUX data board is 10-15 interfaces. This implies
the implementation of many voice and data boards of
multiple Access MUX subracks.

Moreover, connecting the Alcatel NGSDH (1660SM) with the NGMUX using 1 x STM-1 creates a single link of
failure. While connecting the NGMUX with the NGSDH over an access board with N x 21 x E1 spreads the risk of
full traffic loss while an E1 cable cut does not lead to total traffic loss.

The picture above shows the demultiplexing the STM-1 in NGSDH matrix and distribution of the 10 x E1 by the
NGSDH E1-access board towards the 1511BA Access MUX. In this network setup the STM-1 is demultiplexed in
the matrix of the NGSDH and the 1511 Access MUX is connected to the NGMUX over the E1 traffic board (10 x
E1).

As for the bid documents requirements, a fully protected power supply systems have been offered to provide the
necessary 48V DC.

Each of the offered -48 VDC Power Supply System consist of two identical charger-battery combinations (A and B)
with associated switching and distribution systems; the battery systems act as a back-up source of power providing
the total load current on the failure conditions of the chargers.

A characteristic of the offered Alcatel equipments is to have the minimum possible set of replaceable items as they
hugely shares hardware items with other members of the same family.

As required by the bid document, Alcatel is willing to quote the necessary spare parts to perform the proper
maintenance of the system taking into consideration the following bid document requirements:
