TITLE: SUPPLY OF TWO (2) 50 MVA TRANSFORMERS FOR JEA

THIS ADDENDUM IS FOR THE PURPOSE OF MAKING THE FOLLOWING CHANGES OR


CLARIFICATIONS:

SUPPLY OF TWO (2) 50 MVA TRANSFORMERS TO JEA

CHANGE: The Resposne Form issued with the Original Solicitation has been replaced by the response form issued with this
Addendum 2.

CHANGE: All references in the solicitation regarding the MVA requirements for the Kenndy transformer are changed from 50
MVA to 40 MVA 69/13 kV. The Response Form has been updated accordingly.

The Lane Avenue transformer will remain a 50 MVA 69/26kV transformer.

CHANGE: The Liquidated Damages clause in Section 2.5 of the original solicitation and issued with Addendum 1 has been replace
by the following Liquidated Damages clause.

2.5 SCHEDULES, REPORTING REQUIREMENTS AND LIQUIDATED DAMAGES

LIQUIDATED DAMAGES
If the Company fails to Deliver the transformer for the Kennedy substation on or before Marh 21, 2018, the Company shall pay JEA
the sum of $200.00 per day for each and every calendar day, including Sundays and Holidays, starting on this day until the
transformer has been delivered.

If the Company fails to Deliver the transformer for the Lane substation on or before February 8, 2018, the Company shall pay JEA
the sum of $200.00 per day for each and every calendar day, including Sundays and Holidays, starting on this day until the
transformer has been delivered.

Liquidated Damages are capped at a maximum of ten percent (10%) of the Contract Transformer Unit Price.
The Company understands and agrees that said daily sum is to be paid not as a penalty, but as compensation to JEA as a fixed and
reasonable liquidated damages for losses that JEA will suffer because of such default, whether through increased administrative and
engineering costs, interference with JEA's normal operations, other tangible and intangible costs, or otherwise, which costs will be
impossible or impractical to measure or ascertain with any reasonable specificity.

Liquidated damages may, at JEA's sole discretion, be deducted from any monies held by JEA that are otherwise payable to
Company.

The Company's responsibility for liquidated damages shall in no way relieve the Company of any other obligations under the
Contract..

CLARIFICATIONS FROM JEA. RESPONSES TO SUPPLIER INQUIRIES ARE LISTED IN RED.

1. Section 11.1:
a. What bushing BIL is required for 69 kV bushings? 350 kV BIL
b. Confirm that 35 kV / 200 kV BIL bushings are required for a 27 kV LV transformer - YES
c. Confirm that the neutral bushing will be identical to the LV bushings for each design. - YES

2. Section 13.6: Messko has confirmed that they have not yet released the SPR and seal-in relays yet. Please confirm that the
Qualitrol SPR and seal-in relay are acceptable. - YES

3. 3.Section 24.1, ANSI/IEEE C57.12.80-2010, Section 5: We dont understand this reference; IEEE C57.12.80-2010 is
IEEE Standard Terminology for Power and Distribution Transformers and it does not have a section 5; C57.12.90; section
5 is for resistance measurements. We routinely test completely according to the customers requirements and IEEE
C57.12.00, C57.12.10 and C57.12.90; what is the intent of the reference to C57.12.80? Section 24.1 should read The
tests shall include, but not be limited to, all of the routine tests as described in the latest revision of ANSI/IEEE
C57.12.00-2015, Section 8 and as defined in the latest revision of ANSI/IEEE C57.12.80-2010.
