Alanis was contacted by Agent-in-Charge Adam Johnson and advised of homicide and shooting of multiple people that occurred at the aforementioned permit premises. Agent A. Alanis was further advised to report to the aforementioned permit premises to meet Cincinnati Police and conduct an inspection. ‘At approximately 7:45 AM, Agent A. Alanis arrived atthe permit premises and was later met by Cincinnati Police Vice Officers Patricia Simpson and Jawanda Brown, along with Cincinnati Police Sergeant Art Schultz. At approximately 8:35 AM, Agent A. Alanis along with Cincinnati Vice Officers were granted entry into the permit premises by the Cincinnati Police Crime Scene Unit. At approximately 8:40 AM, Agent A. Alanis, assisted by Cincinnati Vice Officers, conducted an administrative inspection of the area behind the bar counter. During the course the inspection behind the bar counter Agent A. Alanis observed that both of the coolers that contained ice for drinks hhad multiple intact cans of energy drinks, as well as intact bottles of water, stored in them. Agent ‘Alanis further observed that all of the coolers behind the bar counter contained mold and debris. An in of the open bottles of intoxicating liquor behind the bar revealed five bottles- 1- partial 750 milliliter liter bottle Ciroc Mango brand vodka, 1- partial 1.0 liter bottle Juarez. Tequila Silver, 1 partial 1.0 liter bottle Dekuper brand Sour Apple Pucker- which contained debris. Agent A. Alanis confiscated these bottles, Agent A. Alanis and Cincinnati Vice Officer J. Brown conducted an inspection of the walk-in beer ‘cooler located behind the bar counter in the employee area. Upon entering the walk-in cooler Agent A. Alanis observed spilled and broken bottles and cans of beer as well as mold growing on the | shelves and floor of the refrigerated room. Agent A. Alanis photographed the molded containers of beer and wine and confiscated one partial 750 milliliter bottle of Woodbridge brand Moscato wine as evidence, ‘Agent A. Alanis and Officer J. Brown inspected the area of the deejay booth area which was located. immediately next to the front bar counter and separated by only @ four foot high wooden wall. During the course of the inspection of this area of the permit premises Agent A. Alanis and Officer J Brown found a partial marijuana cigarette on the counter of the deejay booth next the decjay’s equipment, ‘Agent A. Alanis and Cincinnati Vice Officers J. Brown and P. Simpson continued the inspection in the VIP seating area which was located immediately adjacent to the rear bar counter. During the course of the inspection Agents and officers discovered loose marijuana throughout the VIP area. well as on the railing that separated the bar counter fram the VIP atea, At approximately 9:55 AM, after conducted the inspection Ageat A. Alanis made contact with the permit holder, later identified as Julian Rodgers (of 2660 Morrow Avenue Cincinnati, Ohio 45204) Section Page 1 Of 2 Ohio Department of Public Safety Investigative Unit and advised him that @ violation notice was going to be issued against the Tiquor permit for the violations observed during the inspection, Agent A. Alanis, unaware of where the liquor permit was located asked J. Rodgers for the current liquor license. J. Rodgers advised Agent A. Alanis that he ‘thought he had a current liquor license hanging in his private office. Agent A. Alanis and Cincinnati Vice Officers followed J. Rodgers to his private office, assisted him in trying (o locate the valid liquor permit and were unable to locate it, At approximately 10:05 AM, Agent A. Alanis contacted AIC A. Johnson and advised him of the violations observed and that the current liquor permit was not found on the premises. AIC A. Johnson advised Agent A. Alanis to issue the violation notice off of the prior years permit information and to cite the permit for the additional violation of "Permit Not Posted" At approximately 10:45 AM, Agent A. Alanis issued and explained violation notice # 19583 to Julian Rodgers for the following violations: Insanitary Conditions (Fixtures, Equipment, Tables, Counters, Coolers/refrigerators, ot Utensils Not in Clean or Sanitary Conditions), Insanitary Conditions (Alcoholic Beverages Not Maintained in Potable Condition), Improper Conduct- Drug Possession, Improper Conduct- Drug Use, and Permit Not Posted. Agent A. Alanis explained to J. Rodgers the alcohol evidence seized: I~ partial 1.0 liter bottle Ciroe Coconut brand vodka, I- partial 1.0 liter bottle Ciroe Red Berry brand vodka, 1- partial 750 miliiter liter bottle Ciro Mango brand vodka, 1- partial 1.0 Titer bottle Juarez Tequila Silver, 1- partial 1.0 liter bottle Dekuyper brand Sour Apple Pucker, and 1-partial 750 milliliter bottle Woodbridge brand Moseato wine and issued J. Rodgers an evidence inventory for the bottles, Agent A. Alanis advised J. Rodgers that all dug evidence was seized and retained by the Cincinnati Police Vice Unit, :00 AM, Agent A.
