The approved resolution of US$ 5 million was officially published on the Forest Carbon Partnership
Fund (FCPF) website to implement Phase II of REDD+ Readiness in Peru. In the annex of the official
resolution is the aide mmoire of the meeting held between Protica and the National Program
for Forests Conservation to Climate Change Mitigation (NPFCCCM) of the Ministry of the
Environment (MINAM). This text contains remarks and answers to the observations made by
Protica to Perus Mid-Term Report submitted to the FCPF, regarding transparency, participation
mechanisms and timely information for the involvement of civil society, indigenous organizations
and academia in the implementation of the project.
In the resolution, the FCPF suggests to Peru to take into account the aide mmoire for REDD+
readiness continuation and to include it as an input in the grant planning, budget, and execution
and monitoring of the donation for the implementation of this Phase II.
On March 16, the Climate Governance Program of Protica, Peruvian Chapter of Transparency
International, met with the FCPF project coordinator in Peru from MINAMs Forests Program,
Jorge Sanz, to address Protica's observations to the Mid-term Report.
At that meeting, Mr. Senz reported that they had received observations to the Mid-Term Report
from Protica and the indigenous organization AIDESEP. For this reason, the NPFCCCM had
requested meetings with each of these actors in order to resolve their remarks and observations.
At that meeting Protica expressed its concern about the lack of participation mechanisms and
timely publication of information for the involvement of civil society, indigenous organizations and
academia. For his part, the NPFCCCM indicated that there are different consultancies that are
being carried out to improve stakeholders participation as well as for the Safeguards Information
System (SIS), but they are under review by the Program. In addition, he clarified that the National
General Directorate of Climate Change (DNGCC), as the new focal point for REDD+, will be
responsible for the design of REDD+ policies in the country, while the NPFCCCM will be responsible
for the implementation of REDD+ projects.
At the end of the meeting, it was agreed that the meetings aide mmoire would be annexed to
the resolution issued by the FCPF in order to facilitate the accountability of the agreements
reached and to ensure their implementation by the NPFCCCM.
Protica welcomes the openness gesture of MINAMs Forests Program, by addressing and seeking
to resolve the doubts raised and the remarks made to the Mid-Term Report by external
stakeholders. Our institution trusts that this will become a recurring practice and, at the same
time, reaffirms the need of a REDD+ governance space that includes the full and effective
participation of civil society, indigenous organizations and academia.

MEETING AGREEMENTS:
As part of the meeting, the parties agreed that this was the beginning of a participatory,
informative and transparent process regarding REDD+ processes in the country. This
means that MINAM understands the necessity to establish mechanisms for participation and
timely information for the involvement of civil society, indigenous organizations, and
academia.

2. Regarding the Participation and Stakeholder Involvement Plan (PPIA):
The Ministry acknowledges the comments related to consultation, socialization
and/or validation of the PPIA, it should be emphasized that this document needs to
be updated in accordance with the current context around the implementation of
REDD+; as it will be necessary to carry out at least one socialization meeting and
meetings where comments and/or suggestions will be received before the PPIA is
finished by the consulting company.
This spreading will also be made through the web portals mentioned in point 1 and
the social networks of the NPFCCCM.
The NPFCCCM, in coordination with the DGCCDRH3, will organize informative
meetings with key stakeholders on REDD+, sufficiently in advance of
document/commentary deadlines and before regular meetings with donors.
Efforts will be made to inform in advance about the events related to the project and
their dates which are already planned internationally.

The regional REDD+ roundtables are not currently operating, with the exception of some of them, such as
Loreto and San Martins roundtables, are currently in the process of reactivation.

The phases of the participatory process of the ENBCC were: Preparatory, Informative, Dialogue-
Recollection of Contributions, Final Contributions.
6. Regarding Safeguards:
It is pointed out that deadlines established in the contract for the development of the
consultancy: (i) development of the Strategic Environmental and Social Assessment
(SESA) study, (ii) Environmental and Social Management Framework (ESMF); and
(iii) the Safeguards Information System (SIS) proposal, take into account the
progress made prior to this study, which began on December 21, 2016. In addition,
it is important that information on the progress of Safeguards in the country, including
the services contracted for it, is publicly accessible to the different stakeholders.
During the development of the SESA study, four workshops for dissemination, one
national workshop and three regional workshops are planned to allow socialization
of the SESA proposal and collect contributions. These workshops are expected to
take place no later than May of this year.
The monitoring of the key milestones and the management of the process is carried
out by the General Directorate of Climate Change, Desertification and Water
Resources, with the collaboration of the NPFCCCM.
The NPFCCCM will share the table consolidating the projects it manages (who are
at the design, execution, and closure phases), including its components.
The Projects table to be shared, will also be placed on the NPFCCCM website, on
a temporary basis. In the next stage, an ad hoc website for REDD+ will be put in
place and is being implemented by the NPFCCCM, which is expected to be kept
updated.
9. With regard to Indicator 14, Action Plans to address natural resource rights, land
tenure and governance:
It is clear to Protica that the issue is not under the functional mandate of the
NPFCCCM and that its only intervention is through the efforts it makes with the
governing body (MINAGRI/others) and the implementing agencies (GOREs), to
address the topics adequately. However, it was agreed that MINAM will share the
information of the projects or components related to sanitation and land titling, with
budgets and personnel in charge for their better understanding.
