Pursuant to a joint enforcement project with the Cincinnati Police Department
Vice Unit, Assistant Agent in Charge Adam Johnson, Agents Thomas
Eisnaugle and Thomas Dalton visited the permit premises known as JRODG
Group LLC., located at 4601 Kellogg Avenue Cincinnati, Ohio on Saturday,
January 24, 2015. The facts of the case are as follows:
At approximately 11:05 p.m., Officer Jawanda Brown entered the
aforementioned permit premises in a covert capacity. Officer Brown
approached the club located in the front of the bar to observe activity. As
Officer Brown walked toward a bar located inside the rear of the club, she
smelled a strong odor of marijuana. Officer Brown went in position where she
observed three male subjects, believed to be employees, smoking marijuana
openly in view of patrons and other employees. Officer Brown then engaged
the bartender in conversation regarding smoking marijuana in the club, The
bartender indicated it was acceptable. The conversation between Officer Brown
and the bartender was recorded, Officer Brown relayed the information of what
was observed to the other Vice Officers.
A short time later, AAIC Johnson and Officers of the Cincinnati Police
Department entered the permit premises and properly identified themselves to
the manager Edet Wettee and advised him of the violation. Officer Robert
Wilson and Officer Brandon Cook observed loose marijuana displayed on a
table where a male subject was seated. The male subject was identified as
Anthony Price. Officer Wilson and Cook recovered a small baggie of
marijuana and digital scale from A. Price. A. Price was arrested for the charge
of ORC. 2925.11 Drug Possession and ORC. 2925.14 Drug Paraphernalia.
Agent Eisnaugle prepared, explained and issued violation notice #8-8 to E.
Wettee reflecting the violations of “Improper Conduct — Drug Use.”
All evidence was retained by the Cincinnati Police Department for
safekeeping.

Statement of Facts:
Pursuant to a joint enforcement project with the Cincinnati Police Department Vice Unit, Assistant Agent in

of marijuana and digital scale from A. Price. A. Price was azrested for the charge of ORC. 2925.11 Drug
Possession and ORC. 2925.14 Drug Paraphernalia, Agent Bisnaugle prepared, explained and issued violation
notice #E-8 to E. Wettee reflecting the violations of “Improper Conduct ~ Drug Use.”

‘On January 24”, 2015, Cincinnati Police Vice Officer Jawanda Brown (UC) entered Cameo Nightclub
located at 4601 Kellogg Ave in a covert capacity. At 2305 hours, UC entered Cameo Nightclub and went
into a position at the bar located in the front of club to observe activity. As the UC walked toward a bar
located Inside the rear of club, she smelled a strong odor of marijuana. UC went into a positon where
she was able observe three male subjects believed to be employees, smoking marjuane openly in view
Cf patrons and other employees. UC then engaged the bartender in conversation regarding smoking
