All the interviews and surveys were conducted in Filipino because the respondents all
preferred to be interviewed in the mentioned language and in order for the interviewers to better
understand the answers of the farmers. The responses (data) were translated into English before
being analysed. During the data analysis, the researchers read all the field notes and listened to
To supplement the results and to fill the gap left in the quantitative part of the data
gathering, which consists of data and sources from the City of Agriculture Office in Balanga,
Bataan, the qualitative approach was used. For the researchers, this kind of technique will add
substance to the data that was gathered in the quantitative approach. The interviews also would
reveal a more detailed information based on the farmers perspectives. This qualitative research
is concerned with trying to achieve a clearer understanding of the problem under review than the
general that is the outcome of the gathering of data from the City Agriculture Office. Qualitative
methodology is conducted in order to get information on how the farmers from the barangays
Cabog-Cabog, Dangcol and Tanato think on what they know on a specific matter. This section of

from each barangay, in total of 6 people in all the selected barangays. The information collected
was presented in narrative form that includes the description and analysis of data.
This section reflects on the result of the interview conducted with the interviewees. It
of the impact of Barangay Week on the effective delivery of agricultural services to the farmers
in their barangays in the city of Balanga. The purpose was to find out what the subject think
about the Barangay Weekss impact on the agricultural services delivery to the farmers, and how
the specific program had contributed to the farmers in terms of the increase in their technical
knowledge, the increase of their income, and the growth of their regional programs awareness.
A. Farmers life: what are the main problems that the farmers in the barangays of Cabog-Cabog,
All the representatives that the researchers had discussions with indicated unanimously that the
limited financial assistance being offered by the City Agriculture Office is one of the major
problems why almost all the farmers had to borrow money until the harvest season. It is also a
contributing factor that during the harvest season, no matter how ample their rice harvest would
be, most of their income would go to the payment of their debt. They also stated that financial
assistance and subsidies are needed the most especially when the season is not cooperating with
the farmers.
B. What are the agricultural services that the farmers usually ask from the City of Agriculture

The researchers then asked the farmers about the usual agricultural services they demand from
the City of Agriculture office, and as what they stated in the previous topic, financial assistance
is what they prioritize to refer to the city officials whenever they had a chance to go to the office.
They stated that no matter how many seeds and seedlings the officials give them, these would not
be much of a help if they still have to borrow money from their neighbours or worse, informal
financiers (5/6), just to be able to plant the seeds because planting and the growing of rice
Aside from financial assistance, the interviewees also stated that livelihood programs such as
livestock dispersal is an urgent matter for the farmers. They said that the livestock dispersal
would aid them in not relying on rice harvest too much, especially when the season is worse that
they sometimes end up not having anything from the rice paddy especially when the country is
having an El Nino and La Nina episodes. The livestock program would also help them have an

Many of the interviewees, in fact all of them, were able to attend in Barangay Week. The farmers
perceive it as an important program for it is during the program that they were able to convey
immediately what the farmers from the upland and distant barangays (such as the selected
barangays of Cabog-Cabog, Dangcol, Tanato) needed the most in terms of agricultural services.
Although some of them are busy in their rice and crops, they always make sure that once in a

Barangay Week features a number of programs for the people. Barangay Week comprises
also of agricultural services such as financial and seed subsidies, livestock dispersal, equipment
distribution, demonstration of new technologies and strategies to help farmers in their harvest.
Barangay Week also consists of consultations and open forum for the people in order for
them to not only say what they need but also give recommendations in order for the programs to
improve. The researchers also observed based on the statements of the farmers that the program
is deemed to be beneficial to the people because Barangay Week aims to accommodate the
public even in the most distant areas of the city. The farmers said that there are instances that the
City of Agriculture office would bring people (professionals, administrators, and educators) to
upland and remote areas in order to draw the services closer to the people, such as giving
personally seed subsidies (most of which are inbreed and hybrid seeds), equipment (collapsible
dryer, riffer, tractor) and livestock (chicken, goat, hog/pig, cattle, horse, carabao and cow) to the
people and through the Farmers Field School, demonstrating and teaching them new strategies
and technologies (in terms of the usage of inbreed and hybrid rice, pests control strategies,
Barangay Week, aside from giving services to the people, also intends to make people
feel they are all significant part of the city. The demonstration, education, consultations and
open forum that happen in the Barangay Week are only some of the ways of encouraging people

livelihood and financial assistance and subsidy) helpful in increasing the income of the farmers
in the barangay?
Many of the interviewees perceived the Barangay Week mainly as a tool of the City of
Balanga in order to help and reach out to the citizens of the city. In the case of the farmers, they
said that the programs under Barangay Week that specifically established in order to assist them
in the agriculture sector have been conducive for them to be able to increase their harvest thus
increase their total income. The seed subsidies, organic fertilizers, equipment and livestock
distribution have been advantageous for the farmers, focusing their earnings now on improving
their farm and harvest, and utilizing all that was given to them by the city. The agricultural
services also in a way, served as a solution to the often-mentioned financial service that the
farmers ask to the City of Agrgiculture, because Barangay Week also offers financial assistance
to the farmers.
The Farmers Field School that was introduced also by the Barangay Week also helps the
farmers in raising their income because the FFS officials and teachers demonstrate new
strategies, ideas and new technologies on improving their harvest, such as the advantages of
using inbreed and hybrid rice, pests control strategies which helped the farmers save sprayers,

Asked about the Barangay Weeks capacity when it comes to programs awareness in the
region of the farmers, the interviewees answered that Barangay Week has become an effective
tool for the residences, especially the farmers, in knowing more about the city and at the same
time the regions programs for them. Barangay Week is all about delivering public services to the
people, and one form of public service under the program is information dissemination, making
the citizens aware of the projects that the City of Balanga has for them. Through the Barangay
Week, the farmers are able to acquire new ideas and techniques from the professionals of the
City of Agriculture, and through the seminars and various programs of the Barangay Week, the
farmers are able to adapt the things that they learned and improve their farming system. It is also
through Barangay Week that they are able to learn other regions different system in farming and
farming tools and equipment in catering their farm, which they would later ask from the city
