At 2:00 p.m., 11/19/78, CONEPCION PICCIOTTO


telephonically advised she was a naturalized American
(formerly from Spain) and newly arrived in Washington,
D.C. (TOC), from New York City. She currently resides
at 1439 N Street, N.W. TOC, but does not have a phone.

She receives mail at P.O. Box 4931, TOC, 20008.

She called the complaint in from a public phone


in Union Train Station and advised that at 1:30 p.m.,
11/19/78, she was walking near the U.S. Department of
Labor garage at 3rd and D Streets, N.W. At this
location an offi cer Yf orce not stated) later identified,

by the victim as made uncomplimentary


remarks about her appearance. She stopped, rebutted his
remarks and was sprayed in the face with a liguid that b6
"took- my breath away and tasted sour in my mouth." To b7C
remove the sour taste she spit and thereafter was
grabbed by the arms by this officer a nd taken into an
office inside this garage. forced her to sit
in a chair and told her that she was not allowed to leave
because she was going to be arrested. He called for
assistance and a female officer, name and badge unknown,
arrived and shortly thereafter told PICCIOTTO she could go.
PICCIOTTO left the garage after being held
10 - 15 minutes, went to Union Station to retrieve the
remainder of her baggage and called the FBI to make her
complaint. She was told to call the FBI by the information
operator. She was not beaten and did not seek medical
help for the liquid sprayed in her face. 4^4^
Her complaint was presented rationally; however,
in view of her heavy Spanish accent, train station
background noise, and her lack of knowledge of WDC, PICCIOTTO

Summary of Complaint:

On 11/19/78, victim telephonically contacted Washington


Field Office (WPO) of the FBI regarding a civil rights complaint
she wished to initiate. She advised that she was insulted by a
police officer who called her crazy and that when she made effort:
to defend herself she felt a liguef iod sensation on the face as

At 2 p.ra. , Novonbor 19, 1978, victim telcphonically


advised Washington Field Office (WFO) of the Federal Bureau
of Investigation (FBI) that while v/alking in the area of
the Union Train Station, 3rd and D Street, Nortliwest (N. W.) ,
Washington, D. C. (WDC) , she was insulted by a police officer
who called her crazy, and after she made attempts to defend
herself she experienced a liquefied sensation on the side
of the face as if someone had sprayed some type of solution
at her.

Picciotto requested to be interviewed by a FBI


agent regarding her complaint and at that time provided her
homo address as 1439 N Street, N. W.
Several atten^ts were made to locate Picciotto at
the address she provided vyith negative results. Finally on
December 1, 1978, Picciotto was located in a basement apartment
located at 1451 N Street, N, W. , WDC. She was subsequently
interviewed regarding her civil rights complaint and hereafter
provided the following information as cot forth in a FD 302.

CONCEPCION M. PICCIOTTO was advised of the


identities of the interviewing agents and the nature of the
investigation. She was also advised that any information
provided by her may be used in a court of law. She therefore
declined to furnish a signed statement regarding her complaint,
however, voluntarily provided the following oral information:

On November 19, 1978, at approximately 1:30 p.m.


she was walking on the sidewalk in the vicinity of the Onion
Train Station, near the United States Department of Labor
garage, 3rd and D Street, Northwest (N. W.) , Washington,
p. C. (WDC) carrying two pieces of luggage. She was dressed
in casual clothes, and was wearing an extremely large black
wig on top of her head. As she passed a police offi cer, who
she later identified as Badge Number

the effect that she was a crazy woman and laughed at her.
At this time she told the officer to "mind your own business".
At this moment she experience's liquefied sensation on the
side of the face as if the officer had sprayed or thrown
some liquid at her. The sensation momentarily took heir
breath and what appeared to be some type of liquid had a
sour taste. She immediately spit on the ground and towards
the officer at which time he detained her and advised her
that she was under arrest. He took her inside the garage
and then called a female officer to the scene. The female
officer arrived a few moments later and immediately took
charge of the situation. PICCIOTTO could not provide the
female officers name. She was subsequently released at
which time she continued walking toward the area of the Union
Train Station where she used a pay telephone to notify the
Federal Bureau of Investigation (FBI) of her civil rights
complaint.

PICCIOTTO further advised that she did not see the


officer use any type of weapon, nor can she positively say
that the liquid sensation she experienced definitely came
from the officer.

She did not seek any medical attention at that


time, nor can she attribute any complications or discomfort
to the incident in question.

The basis for her civil rights complaint is that


she feels peoples rights are constantly being violated in
this country, and something should be dbne* about' people in
general calling her crazy.

She further advised that she constantly calls the


local police department and other agencies complaining about
her civil rights, but that she never sees any results.

During the interview she complained to interviewing


agents that there were invisible gases and fvunes coming out
of the pipes in her apartment. She said these fumes are a
classic example of how the Mafia had intensified its efforts
to get her.

During the interview she also wore the same wig


she was wearing on the date that she initiated her civil
rights complaint. This wig was extremely large and covered
the entire top of the head (approximately eighteen inches
in diameter) . She advised that she constantly wore this
wig to conceal a rash located on the top of her head and
forehead which was caused by fumes and gases. She was also
unable to wash, cook and eat because of the ever present
conditions

I Iwft New York, from Penn. Station on December 4, 1978 at 7p.m. on


the Am Track train, "The Senetor", on ny way to Washington, DiC.

The trip was a nightmare, I was torture with electronic devices that
produced electric shacks, over my ^ad and body. This is not the first
time it happened, it is all the time that I take public transportation
and taxi cabs' but this night, just anberable, it is not just the danger
on ny health, but a horrible himilllation for a human being.

I cm not avoid the harassment from the public that getjs in and out, but
for the crew that are taking the liberty of using the publlcj traftsportation
for criminal activities, is something else.

The conductors, continuosly are asking me my point of destination,


and taking a closed look into my eyes, in sort of reserch... besides sarcastic
jokes or remarks.

I shipped my luggage from New York, to Washington, D.C. with ny Ticket


and at the time of picking it up, the suitcases are bursted and the locks are
broken, mj' clothing with stains etc...

I can not tolerated it any more, for this is a violation and Invasion on
my Civil and Human Rights , that only the United States Justice, who presume
of been the most concern on Human Rights all over the world, can demand and
enforce justice.

Because I still believe; in American Liberty, Freedom and Justice for Alii

Shortly after that. Attorney [ ] advised me to go to the
Immigration and Naturalization Service and tell them the true story
of how I obtained the baby through a midwife and payed what they
called Maternity fee, | ]said, "That will be the only way
you will get your child back," and "The immigration will deport the b6
baby, since your husband won't dare to leave that house, you will b7C
have to take the baby out of the C ountry; there fore you will get her
back." Following his instruction, and I went together
to the Immigration Office in Brooklyn, we spoke with ]

agent assigned to the case. He wrote an affidavit for me to sign and
told me that my husband had already .been there and made a statement

advised Washington Field Office CWPQ) of the Federal Bureau
Of Investigation (FBI) that while walking in the area of
the Union Train Station, 3rd and D Street, Northwest (N. W.)
Washington, D. C. (WDC) , she was insulted by a police officer
who called her crazy, and after she made attempts to defend
herself she experienced a liquefied sensation on the side
of the face as if someone had sprayed some type of solution
at her.

Picciotto requested to be interviewed by a FBI


agent regarding her complaint and at that time provided her
home address as 1439 N Street , N. W. , WDC.

Several attempts were made to locate Picciotto at
the address she provided with negative results. Finally on
December 1, 1978, Picciotto was located in a basement apartment
located at 1451 N Street, N. W. , WDC. She was subsequently
interviewed regarding her civil rights complaint and hereafter
provided the folloi^ing information as set forth in a FD 302.

any illegal activities.

Why am I being brutally tortured and continuously assaulted


with chemical radiation warfare by the U, S. Government officials
and C. I. A. who keep me under continuous electronic survellance
and torture? e

This is the most viscious perverted barbarism in the U. S. soil.


A bloody silent crime.

It is an invasion of my human rights, or rather human slaughter.

Being chased interferes with my daily life, preventing me


from making my living, pushing and forcing me into the streets
(like the gladiators into the arena") without any social assistance,

U.S. Government Elements Conspire
THE TRUTH
THAT SHOCKS
Washiriofcon is first and forenoct a political tovjn. As such^.
the. gap betvreen those supporting the political machine and those
opposed is often glaringly at odds. Washington is not a fable, nor
are many upbeat tunes composed in its. honor. The city is distinct
in that it respects a certain concept: that of freedom of speech.
Scores of demonstrations have passed through the capital over
the years. As a rule, renegade Americans are roped into the mail
or area adjacent the Washington Monument. An occasional- lone person
recognizes the futility of confining protest and takes their grievance
to the street.
Conformity has a high priority in V7ashington. To those who have
accepted and come, to overlook this bland formality > the sighting of
Concepcion Picciotto is a refreshingly unusual sight. Her name is
not a household word, her story not splashed across morning dailies.
Yet Dona Picciotto, by force of her statement alone, deserves atten-
tion. In a time where discontents are encouraged to write their
congressmen, Concepcion Picciotto, having tried this and failed,
has chosen to present her case directly to the people.
A woman has been seen walking the streets of Washington wearing
a huge wig. In her hand is a sign detailing the horrors she has
experienced. Words such as NAPALM, TORTURE, HITLEI^, RADIATION,
inevitably catch the eye of the passerby. Many are wont to ask
after this woman. Who is she? Why the wig? What conditions have
led her to - this? Those who have stopped to inquire as to her
purpose, her reason for the masquerade, are struck by the discrepancy
between the brutal language on the placard and the words the woman speaks.
Dona Concepcion Picciotto has been singled out. Circumstances
have seen to it that her life be one qf unending protest. This
whirlwind of activity is no pointless dramatization, but one from
which she hopes to see results
Concepcion Picciott o is a Spanish-born, naturalized American
citizen. Her marriage to I I

vras doomed from the start. In the midst of divorce proceedings a


concerted agreement at destruction was reached by her husband and
the courts. Dona Picciotto, as a result, received less than fair
treatment under the law. VIhat she did receive was abuse in the form
of (a) no right of entry into her home, (b) no right to possess
what had. .been her possessions, and (c) no visitation rights with
her child. This denial has, for the past three years, been rigidly
enforced. Dona Picciotto, quite understandably, is enraged: "VThy me?
I have done nothing wrong. What is so special about re that pvervone
wants my destruction? These questions, like tha resvnant echo of
.a paranoid mantra, have come to enter and pos:..ess her very being.
She is obsessed with her predicament, just as we are with ours.

It is possible to retrace favorable aspects of American History


through the cinema. In a darkened theatre we pay our fare and Meet
John Doe or watch as Mr. Smith Goes To Washington. By- effortlessly
dropping our preconceived notions of what is real and what is not,
absorbed in the tale before us. These cinematic creations,
these fantasy rebels who, by strength of their argument and thorough-
ness of their reasoning, forced the people in power to s.top and listen,
are Concepcion Picciotto's forebears. Granted, her means of expression

is outlandish, yet, this outlandishness is all the more appropriate to


the time in which we live. Whereas the isolated, solitary activist of
vesteryear stood on a soapbox with his oratory, Dona Picciotto sports K\
a monstrous wicr in defiance of police, reasonable behavior, and her
own natural intelligence. .The scales of justice may be blind, but we N
are not.

Concepcion Picciotto asks that she be heard, as well as seen.
Although her extravagances are likely to raise eyebrows and cause
tongues to wag, it is difficult to conscientiously banish her image
from one's mind. Whatever pacifists reason over protest and behavior
which does not conform^ Concepcion is enough like each of us to con-
sider tciking an interest in her . Newspapers , TV and radio stations
are intrigued by her, but inevitably balk at greater distribution of
her story. The FBI and ACLD have received her, only to show her as
quickly to the door through which she entered. Members of the House
and Senate greet her with smiles and professional thugs who force-
fully remove her from the surroundings. President Carter treats her
registered letters the way noinnal people treat unsolicited junk mail.
The Catholic Church, of which Dona Picciotto was a member, offered
assistance if she agreed to brainwashing treatment. These institutions
seem unanimously agreed- in their unwillingness to assist a woman in
heed. The question that needs to be asked is: WHY?
Apart from being a breathing, thinking, feeling human being,
Concepcion Picciotto, is a potent representation of this period in 1lc>l
the history of mankind. In a city laden with symbols she is of
particular interest. By shunning mystique, she hides nothing;
neither her torment, her displeasure with the way life turned out, 6
or her treatment by officials in power. The courageous stand of this
woman is to be admired; her solitariness and isolation to be feared; c^C,

yet both these aspects ought be discussed. Ultimately, her problems


are the government s problems , her complaints the complaints of us

all. As she stands before the Goliath of rights denied, Concepcion
Picciotto is the ideal archtypal lone figure for our time.

I FINALLY CONVINCED MY HUSBAND THAT WE SHOULD ADOPT ONE. WE WENT TO THE
CHILDREN'S AID SOCIETY ON 45 STREET IN NEW YORK CITY, BUT AFTER OVER A YEAR
OF WAITING, GOT NO RESULTS.
ON JUNE 15, 1973, MY HUSBAND TOLD ME THAT A FRIEND OF HIS COULD GET US A BABY
FROM ARGENTINA IF WE HAD $1000 FOR "MATERNITY FEES". WE FLEW TO ARGENTINA
SHORTLY AFTER THAT (WITHDRAWING THE NECESSARY MONEY FROM OUR BANK ACCOUNT).
AFTER THREE WEEKS IN BUENOS AIRES, WE BOUGHT A BABY GIRL FROM A MIDWIFE. A FEW
DAYS LATE R. WHEN WE WENT TO THE AMERICAN CONSULATE TO REGISTER THE BABY, MR.
I (CONSUL DEPUTY) WAS VERY ANGRY AND ASKED US MANY QUESTIONS. APPARENT-
LY, HE HAD RECEIVED AN ANONYMOUS NOTE SAYING THAT THE BABY WAS NOT LEGITIMATE.
I BELIEVE THE NOTE CAME FROM A DOCTOR WHO HAD WANTED TO SELL US A BABY HIMSELF,
AND WHO WAS ANGRY THAT WE WOULDN'T WAIT FOR HIM TO DELIVER ONE TO US (AND WHO
WANTED MONEY FOR HIS SERVICES)
THE PEOPLE WHO HAD GOTTEN THE BABY FOR US THREATENED HER LIFE, BECAUSE THEY
WERE NOW AFRAID THAT WHAT THEY'D DONE WOULD BE DISCOVERED. ALTHOUGH I PROTEC-
TED THE BABY (THEY THREATENED TO KILL HER) IT WAS AT MUCH DANGER TO MY PERSON.
IN FACT MY OWN LIFE WAS THREATENED WITH A GUN AT ONE POINT. I REMAINED IN
BUENOS AIRES FOR THREE MONTHS (DURING WHICH TIME MY HUSBAND RETURNED TO THE
USA) THESE THREE MONTH WERE MOST FRIGHTENING, AND I WAS CONSTANTLY IN FEAR
FOR THE BABY'S LIFE, AS MY OWN.
FINALLY MY HUSBAND CALLED AND TOLD ME TO COME BACK TO NEW YORK, WHERE EVERY-
THING HAD BEEN ARRANGED. SURE ENOUGH, THE IMMIGRATION OFFICER MERELY ASKED
