OUTLINE OF THE COLLEGE:
The Chotanagpur Law College, Ranchi is established in the year 1954 and permanent affiliated body of
the Ranchi University, Ranchi and the Bar Council of India. The College is registered under 12B & 2F of
the University Grants Commission, New Delhi.

The College is a statutory body which is managed & maintained by the Governing Body as per the
Jharkhand State Universities Act, 2000, Statute (32).

Introduction
Chotanagpur Law College, Ranchi, established in the year 1954 in the heart of the Ranchi Town, it is
one of the oldest colleges imparting legal education in erst while Bihar, at present in Jharkhand and
pioneer institution of the Chotanagpur Region. The college was started by the effort of great legal
luminaries of Ranchi town of which Late lamented S. K. Sahay, Bar-at-Iaw was the leader. He was
also th e founder Principal of the College. The college was initially affiliated to Bihar University and
thereafter to Ranchi University, Ranchi.
The college has played a great role in producing the law graduated who have occupied the post as
Justices of Honble Supreme Court & Honble High Courts, District Judges, Judicial Officers in District
Courts. The teaching in the College is based on the new syllabus as per instruction of the Bar Council
of India. The teaching standard of the College is at par of the best legal institutions in the country.

Duration of the Programme


The duration of course is three academic years divided into Six Semesters and styled as LL.B. Part-1st,
IInd & IIIrd and a so 1st, IInd, IIIrd, IVth the Vth, and VIth the Semesters. To clear Part-I student has to
pass University Exam of 1st and IInd Semesters, to Clear Part- II student has to pass University exam
of IIIrd and IVth Semester and to clear LL.B. Part-III student has to pass Vth and VIth the Semesters
including aggregate of pass marks in all the previous Semesters. However, a student is not prohibited to
take admission in LL.B. Part IInd or IIIrd without passing the University Exam of 1st and IInd Semesters
and/or without passing IIIrd and IVth the Semesters.

Medium
The medium of instruction and examination is English/Hindi.

Academic Year
The academic year starts from the month of July and ends in the month of June next year. A student
admitted in one session ceases to be the student of the College at the end of session. For each Part
student has to take fresh admission. It is not essential for a student to pass University examination to
take admission in Part-II and III.

Eligibility for Admission 1954
& Pattern of Selection
A graduate of a recognized university or who passes such academic qualification which are considered
equivalent to a graduate degree of a university by the Bar Council of India, New Delhi, is eligible to
appear in the Entrance Test for admission in LL.B. Part-I (Semester System). Appearing candidate in
final year examination of graduation may also apply. Minimum eligibility for taking admission in 3
years LL.B. course as per the Bar Council of India rules part IV. The programme for the admission test
is scheduled to be published by 15th of April, the Entrance Test is scheduled to be conducted by 3rd
Sunday of May and the result of Entrance Test is scheduled to be published by the end of 31st May and
the classes are scheduled to commence from 1st July every year. The Test Paper generally consisted of
the following :
Admission Form and Prospectus for LL. B. Part-I are available in the College Office generally in the
second week of April every year. The same may be obtained on payment of Rs. 500/- only (including
the entrance test fee) at the office counter during any working day.
The application from duly completed must reach the College office on or before the last date fixed for
that purpose. The forms reaching after the scheduled date will not be considered. The Roll Number of
students who have been found qualified in admission test will be notified on the college notice board
& local news paper.
Students migrating from other university are required to produce migration certificate from that
university within 30 days after admission. Failure to do so may result in cancellation of admission.
Student belonging to Schedule Tribes, Schedule Castes or Backward Classes (Annex.I & II) must clearly
indicate their category in the application form and should be supported with certificate from the
competent authority issued by Jharkhand State, otherwise the students concerned will be denied the
reservation / concessions available to them. Students belonging to Backward Classes Annex-I must also
submit income certificate from the competent authority.
Ragging is strictly prohibited in the college Campus. Any matter regarding against it, please inform to

The tuition fee and other annual charges payable at the time of Admission for LLB Part I students (1st

Entrance Test Fee
A candidate who is interested for taking Admission in LL.B. Part-I, must submit Dimand Draft of
Rs. Five hundred (500) only in favour of PRINCIPAL, CHOTANAGPUR LAW COLLEGE, RANCHI. Along
with Form and relevant required documents and send to CHOTANAGPUR LAW COLLEGE, NYAY VIHAR
CAMPUS, TATA ROAD, BARGAWAN, NAMKUM, RANCHI-834010.

Attendance
A candidate is required to attend at least 75% of the classes actually held to be eligible to fill up the
form for the examination in each semester including practical papers.
Student selected for admission have to furnish affidavit at the time of admission.

College / Teaching Hours


The College hour is from 8:00 A.M. to 2:00 P.M. The classes are generally held in the morning from 7
A.M. However, the teaching hours are modified from time to time as and when required and will be
notified on the Notice Board of the College.

Office Hours
The College Office generally functions in the morning from 10:00 A.M. to 4:00 P.M. suspension of
lectures on any day does not mean the suspension of office work on that day.

Accommodation ESTD. 1954


At present there is no hostel accommodation for the students.
There is a College Library for the use of students. Books can be taken by the students on production of
identity card, which also contains the Library Cards. Rules regarding use of books from the Library are
mentioned therein. The college Library remains open from 8.00 a.m. to 3.00 p.m. during all working
days.

Identity-cum-Library Card
The College provides Identity-cum Library Card to students in each part for which an annual feeI
charged for which students are required to submit two passport size recent and identical photographs
at the time of admission. Loss of Identity Card is deprecated but the student can obtain duplicate
Identity Card on payment of Rs. 20/- or fee as may be prescribed Identity Card is not issued after the
close of session.
The Free Legal Aid cell and placement cell is working under the chairmanship of the principal. The free
legal aid cell provides legal aid to poor persons of the locality. The placement cell arranges time-to-
time interview in the college campus for employment of its own students only.
Grievance Redressal Forums :
The different forums of the college have been constituted for the purpose of maintaining the
transparency and smooth conduction.

STUDENT GRIEVANCE REDRESSAL CELL:


A Grievance Redressal Cell has been constituted for the redressal of the problems reported by the
Students of the College with the following objectives:
Upholding the dignity of the College by ensuring strife free atmosphere in the College through promoting
cordial Student-Student relationship and Student-teacher relationship etc.

ANTI RAGGING CELL:


Ragging of students in any form is strictly prohibited within and outside the campus. An anti-ragging
squad is in operation under the overall charge of Prof.Vijay Kumar. Students are advised to bring cases
of ragging on the college campus to the notice of the officials of the college. The offenders shall be
liable for punishment. Offenders may be expelled from the institution.

FREE LEGAL AID CELL:

Legal aid has a close relationship with the welfare state, and the provision of legal aid by a state is
influenced by attitudes towards welfare. Legal aid is a welfare provision by the state to people who
could otherwise not afford counsel from the legal system. Legal aid also helps to ensure that welfare
provisions are enforced by providing people entitled to welfare provisions, such as social housing, with
access to legal advice and the courts.
In our college Free Legal Aid Cell is constituted. The cell is providing free legal aid on every working
Saturday of the week. Following are the members of the cell:

Abstract of University Regulation Relating to Examination
Scheme of Examination:
The examination of 1st, IIIrd and Vth semesters shall commence in the first week of December each year
and the examination of IInd, IVth & VIth Semester shall commence in the 1st week of May every year.
Internal assessment shall based on mid term internal examination/internal assessment/attendance and
home work assigned from time to time by the subject teachers, etc.

Results of Examination:
Results of each Semester Examination are usually within six weeks of conclusion of the respective
Semester Examination. The students waiting for their results are allowed to attend classes on provisional
basis in the next Semesters.

Minimum Pass Marks:


No candidate shall be declared to have passed the LL.B. Examination, unless he/she obtains minimum
33% marks in each theory paper separately in practical papers only those students shall be declared to
have passed who obtains 33% marks in written portion and in field work taking together. Student has
also to secure 40% marks in Viva-Voce including Field Work. The candidate shall be required to obtain
at least 45% marks in aggregate taking theory and practical papers together in each Semester for being
declared to have passed the examination. A candidate securing 5 marks less than pass marks either in
theory paper or practical paper or aggregate shall be declared to have passed the examination under
regulation. This regulation may be availed by a candidate only once in all six Semester Examinations.
No Candidate shall be admitted to examination of IIIrd Semester (LL. B. IInd year) unless he/she has
completed the course of IIIrd Semester and passed at least 50% of the subjects of 1st & IInd Semester
Examination unless he/she has completed the course of Vth Semester and Passed 50% of the subjects
of IIIrd & IV the Semester Examination put together.
The maximum period of completing the three-year LL. B. programme shall be double the duration
stipulated from the programme reckoned from the year of admission. The term completing the

programme means passing all the prescribed examination of the programme to become eligible for the
degree. No candidate shall be permitted to appear for the examination after expiry of maximum period
prescribed for completing the programme.-
A student who has failed in any Semester Examination shall be exempted from appearing in the subjects
in which he/she has obtained at least 45% marks.

Classification of Candidates
First Class : The candidates who has passed the whole examination obtaining 60% marks in aggregate
but less than 75% marks.
Second Class : The candidate who has obtained at least 45% marks and less than 60% marks in aggregate.
First Class with Distinction : The candidates who has passed the whole examination at a single sitting
and obtained 75% marks in aggregate or above.
Rank : Rank shall be declared only after passing VIth Semester taking together the marks of all the six
Semesters.
Subject of Study
Each theory paper shall carry 50 marks which includes 10 marks on internal assessment.

New Delhi, The Verdict, IIT Kharagpur National Moot Court Competition etc.
7th College provides free legal aid to the needful person.

Now the Chotanagpur Law College is 20th Rank so we are trying hard to get within 1 to 10 rank in all
over India.

The Chotanagpur Law College is not a mere building - all concrete, iron, stone, bricks
and mortar. It is much more than a material and physical reality. It was created by the
devotion and zeal, the self-sacrifice and generosity of Late Barrister S. K. Sahay and
other legal lumaniries who gave their all for the best education of the people of this
tribal region. Faith, hope and love have gone into its making; discipline, scholarship and
service are its adornments. The Chotanagpur Law College gives loyal, devoted and useful

law abiding citizens to the Nation. The Chotanagpur Law College makes a preferential
option for the marginalised and it seeks to give an all-round formation, inculcating
both human and spiritual values. The Chotanagpur Law College is only a part of the
vast educational efforts in India. The College was established in the year 1954 and was
first affiliated to the Bihar University and thereafter the Ranchi University, Ranchi. It is
entrusted by the University with the task of preparing students for degrees in Law. Our
alumni have excelled in the legal world of the country.
