Importance of School Plant and Equipment

School Plant includes that school site, the school building, and the school
equipment. It also refers to the housing operation, upkeep and extension of the
existing point. School administration and supervision have to provide a school
system with the adequate plant and equipment to promote efficient instruction to
meet the requirement of space and safety.
The Bureau of Public Schools (Bureau of Elementary Education follows
a definite method and has standard of acquiring school sites and constructing
school buildings.
The type and quality of educational equipment play an important part in
the instructional efficiency of the school building. If the classroom is not well
lighted, if the building is not well ventilated, if there is a little space for storage
of supplies- these factors will operate against good teaching and learning.
As an important agency in the instructional process, the school plant
must represent the ultimate in the consideration of cost.
An excellent school plant is an important contribution to the general
welfare of the pupils as well as that of the whole community because the school
building is increasingly used as a community center.

The Selection of School Sites


The standard requirements for school sites are stated in the Bureau of Public
School Service Manual, 3rd revision and in Commonwealth Act No. 586. A standard
school site is one meeting the following conditions:
1. The size of the site must meet the requirements of the enrolment and the kind of
school as well as the recreational needs of the students and site must be wide
enough to make adequate provision for an athletic field, playground, lawns,
agricultural activities, and future building expansion.

2. The site must be well located and easily accessible.
3. The site must be well drained and sanitary, and it should therefore not be close
to a public market, slaughter house, garbage dump, or stage.
4. The topography must be such that a satisfactory athletic field can be laid out
and general contour of the land should be level.
5. The soil should be suitable for some form of gardening or agricultural work.
6. The site should permit the proper orientation of the school building to secure
the best ventilation and light.

In the Philippines, school sites are acquired by purchase, donation and


government reservation. The municipal, provincial and national government may
purchase land for school sites. Private individuals, parent teacher associations, and
corporations may donate land for school sites.

Factors to be considered in the construction of school buildings


In the planning and construction of school buildings the following factors must
be taken into consideration;
a. Location- The school building should be located and constructed in the
quietest section of the town and city. Most school buildings in the
Philippines are located outside the town where the noise and danger are
minimized.
b. Health- Health of the children should be an important consideration in the
construction of the school building. It is the prime duty of the school
authorities to guard the heath of the children while they are in school.
Ventilation, toilet and playground facilities, drinking fountains, and lighting
should be attended to properly.
c. Safety- The safety of the school children is of great importance in the
construction of school buildings.

d. Lighting- Proper lighting in the classroom is fundamental in the operation
of the school.

A school plan designed for community- centered education should be provided


with the following facilities in addition to the classroom designed for
instruction:
1. A school-community auditorium equipped for stage, motion pictures, and radio
programs
2. A gymnasium to serve as the recreation center for the community
3. Social recreation spaces for literary-musical programs, social activities and
indoor games
4. Housing provision for orchestras, choral society and community musical
groups
5. Workshops for arts and crafts with exhibit spaces
6. Community school library
7. Discussion and study rooms including forum accommodations

Funds for the Construction, Repair, or Improvement of School Buildings


The funds for school buildings in the Philippines come from the following
sources:
1. Appropriation made by the national government
2. Loan made by the national government to provinces and municipalities
3. Municipal and national bond issues
4. National and municipal school funds
5. Voluntary contributions of private individuals
6. Contributions of the PTA
7. War damage payment
8. FOA (PHILCUSA)
9. ICA (International Cooperation Administration)

Classroom Equipment
Equipment for the Philippine classroom varies according to the unit of the
school system. The requirements for for the different units are uniform throughout
the country
Elementary school classrooms are required to have the following:
1. Appropriation made by the national government
2. Loan made by the national government to provinces and municipalities
3. Municipal and national bond issues
4. National and municipal school funds
5. Voluntary contributions of private individuals
6. Contributions of the PTA
7. War damage payment
8. FOA (PHILCUSA)

Secondary School Classrooms are required to have the following equipment:


a. Table and chairs for the teacher and supervisors
b. Armchairs for students
c. Blackboards
d. Work tables and stools of laboratory room
e. Bulletin Board
f. Shelves and lockers for specimens and other laboratory equipment
g. Shelves for teachers instructional devices and for books
h. Visual Aids
i. Audi-visual aids
