REGULATION ORDINANCE NO. 2011-785


AN ORDINANCE ESTABLISHING A DROP IN/CHILD MINDING
CENTER FOR THE EMPLOYEES OF THE CITY GOVERNMENT OF
ILOILO, INCLUDING THE CONSTITUTION OF THE CIDLD MINDING
COMMITTEE, DEFINING ITS FUNCTIONS AND PURPOSES AND
PROVIDING FUNDS THEREOF

Councilors Roberto E. Divinagracia, Lyndon V. Acap and Rodel F.

WHEREAS, the development and retention of a competent and efficient workforce in the
public service is a primary concern of every government be it in the local and national agencies.
Its responsibility is to look after the welfare of its emolovees and to nrovide a contim1ino-

proper to institutionalize this continuing program of career and personnel development for the
benefit of all employees;

WHEREAS, Section 31, Chapter 5, sub-title A, Title I, Book V of Executive Order No.
292, Series of 1987, requires that provisions for employee's welfare be established in its
government agencies to be integrated in their career and personnel development program;

WHEREAS, the City Government of Iloilo in its regular program and services, may
provide non-monetary benefit to its employees in response to employees' welfare and
development;

WHEREAS, the City Government of Iloilo sees the need to establish a Drop In/Child
Minding Center and an Oversight Committee to oversee its operations for its employees, in order
to address the problems of employees regarding their difficulties as to who will take care of their
child/children while at work;

WHEREAS, Executive Order No. 340, Series of 1997 of the President of the Philippines,
the precursor of such program, has encouraged such establishment of Drop In/Child Minding
Center in all government agencies;

WHEREAS, the City Government of Iloilo assigns the City Population Office to manage
the Drop In/Child Minding Center because they have the profile, data base and control of all City
government employees;

WHEREAS, the City Government oflloilo assigns the Iloilo City GAD Team to help out
in the operations of the Drop In/Child Minding Center, spearheaded by the Human Resource
Management Office, City Population Office, City Social Welfare and Development Office and
being assisted by the City Health Office, City Legal Office and other offices.

NOW, THEREFORE, be it enacted by the Sangguniang Panlungsod of the City oflloilo,


in session assembled, that:

Section 1. - TITLE. - This ordinance shall be known as "The Establishment of the Drop
In/Child Minding Center Ordinance for the Employees of the City Government of Iloilo
including the constitution of the Child Minding Committee, defining its functions and purposes
and providing funds thereof.

Section 2. - OBJECTIVES. - This ordinance shall have the following objectives:

1. Provide support system for employees of the City Government of Iloilo;


2. Provide supplemental parental care for employees' children during their working
hours;

5. Contribute in developing physically fit and healthy children through proper care and
nutrition.

Section 3.- CREATION & COMPOSITION OF THE OVERSIGHT COMMITTEE.

There is hereby created a Committee on Child Minding which shall be composed of the
following:

Chairperson - City Mayor or his duly authorized representative


Vice-Chairperson - Dept. Head, Human Resource Management Office
Members - Dept. Head, City Social Welfare & Dev't. Office
Dept. Head, City Population Office
Dept. Head, City Health Office
Dept. Head, City Legal Office

Technical Staff of the Center shall be composed of:

Two (2) Day Care Workers


One (1) Nurse
Two (2) Utility Workers
Two (2) GAD Focal Point Persons

Section 4. - FUNCTIONS OF THE ASSIGNED GAD FOCAL PERSONS.

For the effective operation of the Center, the GAD Focal Person assigned shall

a) Monitor the operations of the Drop In/Child Minding Center.


b) Act as an advisory body and shall provide progress report to the City Mayor
regarding the establishment/development of the Center.
c) Formulate policies and guidelines on the operations of the Center.

Section 5. - FUNCTIONS OF THE DIFFERENT OFFICES UNDER THE CHILD


MINDING COMMITTEE.

The different offices of the city government under the committee shall have the following
functions:

HUMAN RESOURCE MANAGEMENT OFFICE:

a) Supervise the over all operations of the Drop In Center.


b) Exercise administrative control and supervision of the personnel assigned in the Drop
In Center.

CITY SOCIAL WELFARE AND DEVELOPMENT OFFICE

a) Develops curriculum based on the Early Child Care Development (ECCD) Concepts
and Principles which will be used for the educational programs and activities of the
center.
b) Provides training and skills upgrading activities for center staff.
c) Identify, develops and prepares materials, relevant to the educational activities of the
served age group.
d) Recommends programs and activities relative to improvement of the education
component of the Center.

CITY POPULATION OFFICE

a) Prepares schedule of GAD Team Members to be assigned at the Drop In Center.


b) Monitors all gender related issues and concerns of the Center.
c) Assist the Human Resource Management Center in the supervision and/or
improvement of the Center.

CITY HEALTH OFFICE

a) Issues medical certificate prior to the children's acceptance to the Center.


b) Provides physical examination of the child accepted in the Center.
c) Conduct regular (monthly) visit by assigned health professionals to monitor and assist the
health needs of the children in the Center.
d) Provides inputs on food and nutrition to caregivers in the Center in observance of healthy
food intake.
e) Recommends programs and activities relative to health promotion and protection.

CITY LEGAL OFFICE

a) Assists the members of the committee in the formulation of policies and guidelines in
the operations of the Center.
b) Conducts hearings and settles disputes/problems arising from the operations of the
Center, particularly those involving, but not limited to, child care worker
relationships, when unresolved at such level and by its CMC Operations (HRMO)
c) Provides legal advice/opinion on matters relative to the operations of the center upon
the formal request of the committee.
d) Acts as a legal counsel of the Center.

Section 6. -APPROPRIATIONS. -The Office of the City Mayor shall allocate/provide


budget for the implementation of this ordinance.

Section 8. - SEPARABILITY CLAUSE - If any or part of this ordinance shall be


declared unconstitutional, such declarations shall not invalidate other provisions thereof.

Section 9. - EFFECTIVITY. - This ordinance shall take effect immediately upon


approval.
