1.0 PURPOSE AND SCOPE


1.1 This standard covers the technical requirements for the detailing, fabrication and delivery of
steel structural members and components to be erected on the Suncor Energy Inc. sites in the
province of Alberta & Ontario. The steel structural members and components include:

Steel framing for buildings.


Steel structures supporting equipment, pipelines and cable trays.
Steel platforms serving equipment and vessels.
Steel flooring, including solid flooring and gratings.
Steel stairs, walkways, ramps, ladders, handrailing, safety cages and gates.
Steel crane girders, trolley beams, davits.
Bolts, nuts, washers, erection clips, anchors, shims and other fasteners.

2.0 RESPONSIBILITIES
2.1 DIRECTOR OF ENGINEERING

Accountable for the content of this Standard.

2.2 SUBJECT MATTER EXPERT, CIVIL-STRUCTURAL

Responsible to revise and update this Standard.

2.3 PROJECT ENGINEERING MANAGER

4.0 DEFINITIONS AND ACRONYMS


4.1 The Owner means Suncor Energy Inc. or its designated representative.

4.2 Owners Engineer means the person responsible for the technical integrity of the Project.

4.3 The Supplier means the entity, erector, fabricator, contractor that supplies the material or
services including all subcontractors.

4.4 Local Authorities means the Governmental Regulatory Authority controlling Laws,
Codes, Rules or Regulations for the design, fabrication, testing and inspection of steel

structures in the Province of Alberta or in Province of Ontario depending upon the project site
location.

4.5 Owners Inspector - means the person authorized for inspection.

5.0 STANDARD
5.1 GENERAL

5.1.1 Drawings

5.1.1.1 The Owner shall supply design drawings that provide information required for shop detailing of
the steel structures.

5.1.1.2 The Supplier shall furnish the following shop drawings to the Owner, prepared in accordance
with the requirements of Corporate Standard 0104:

a. Details of all members and their splices and connections, including material grade,
surface preparation and painting, if applicable.

b. Connection design details providing information for the preparation of shop detailing and
fabrication, calculations showing the detail design of connections satisfactory to the
owners Engineer prior to start of producing fabrication/shop drawings.

c. Erection drawings clearly showing the marking and position of each member, including
any temporary bracing and connections required for the erection. The erection drawings
shall be referenced to the Owners design drawings, and the detail sheet shall be
referenced to the related erection drawings.

5.1.2 Unless otherwise approved by the Owner all the drawings and documents shall be signed and
stamped by a Professional Engineer registered in the province of project site location.

5.1.3 Submittals

5.1.3.1 The Supplier shall submit the shop drawings and erection drawings to the Owner for review
and approval prior to commencing the fabrication as per project schedule. If corrections are
required, the Supplier shall make and clearly mark such corrections and resubmit the
calculations and drawings for final review and approval. All drawings shall be reviewed and
approved by the Owner before commencing fabrication of any material.

5.1.3.2 The Supplier shall submit a copy of the following welding certification and qualification
documents to the Owner for review and approval prior to commencing welding as per project
schedule:

a. Canadian Welding Bureaus welding certificate for the company undertaking welding, per
CSA W47.1, Division 1 or 2.1.

b. Canadian Welding Bureaus approved welding procedures to be used by the welding


company, per CSA W59.

c. Canadian Welding Bureaus qualification test record(s) of the welder(s) or operator(s) per
CSA W47.1.

d. Product / technical data of the welding electrodes.

e. Canadian Welding Bureaus certificates of the welding inspection company per


CSA W178.1 and the welding inspectors per CSA W178.2, Level 2 or 3.

5.1.3.3 The Supplier shall retain copies of the mill test certificates including chemical compositions of
the steel materials, and submit on request to the Owner for review and approval.

5.1.3.4 The proposed welding sequence and distortion control program or procedures for welding of
members or structures where shrinkage stresses or distortion is likely to affect the adequacy
of the structure.

5.1.3.5 Review and approval of the Suppliers drawings or welding / work procedures by the Owner
shall not relieve the Supplier of his responsibility for the completeness, accuracy of
dimensions, details, and conformance with the appropriate codes and standards.

5.2 MATERIALS

5.2.1 Unless otherwise specified in the project documents, the structural steel materials shall be as
listed below:

5.2.2 All structural steel materials shall be of new stock, unless noted otherwise in the project
documents.

5.2.3 Coating materials shall conform to the requirements of Corporate Standard 0214.

5.2.4 Bolts, nuts, washers, shims, clips, anchors, and all other types of fasteners for field erection or
installation of the steel structures shall be supplied with not less than 5% spares.

5.2.5 For bolts and nuts to be galvanized, appropriate measures, such as re-tapping the nuts after
galvanizing, shall be taken to ensure that the bolts and nuts fit properly after galvanizing.

5.3 DESIGN

5.3.1 Work Points

5.3.1.1 Unless noted otherwise on the design drawings, all the work points shall be the intersection of
the centrelines of the connecting members. When the work points are located away from the
intersections of the centrelines of the connecting members, these dimensions will be shown or
noted on the design drawings. The following are the guidelines for locating the work points
away from the intersection of member centrelines where the centreline intersection is not
feasible.

a. For beam to column flange connections, the work point should be the face of the column
flange and the top or bottom of the beam flange, depending respectively upon whether
the brace is above or below the beam.

b. For beam to column web connections, the work point should be the centreline of the
column and the top or bottom flange of the beam respectively depending upon whether
the brace is above or below the beam.

c. For connections of V-braces, inverted V-braces and knee-braces to beams larger than
12 inch (300 mm), the work point should be the intersection of a horizontal line 6 inch
(150 mm) below the top flange when the brace is above the beam, or 6 inch (150 mm)
above the bottom flange when the brace is below the beam and the centreline of the bay
or the bracing.

d. The eccentricity due to the shifting of the work point should be considered for connection
and member design.

5.3.1.2 The Supplier should design beam connections and arrangements of bracing connections to
facilitate erection without tilting of columns.

5.3.2 Connections

5.3.2.1 General

a. Design drawings shall indicate forces for all primary structural members in the design of
connections.

b. Unless otherwise noted in the project documents or approved by the Owner, shop
connections shall be welded and field connections shall be bolted.

c. The minimum bolt diameter shall be inch (20 mm), unless limited by the size of the
connected members except for stair treads to stringer connections. Refer to Corporate
Standard Drawing DD00-M-106-1 for stair connection details.

d. Connections shall be designed in accordance with the requirements of CSA S16.

e. If forces are not shown on the design drawings, moment connections shall be designed to
develop the full factored bending strength of the weaker connected member.

f. If forces are not shown on the design drawings, shear connections shall be designed to
resist the factored reaction from the uniform beam load that would create a bending
moment equal to the bending capacity of the laterally supported section.

g. If forces are not shown on the design drawings, vertical bracing and horizontal plan
bracing connections shall be designed for minimum of 50% capacity of net section in
tension or 100% of the compression capacity of the member, whichever governs the
member selection.

5.3.3 Connections with Bracing

5.3.3.1 Bracing shall be connected for the loads indicated on the design drawings. The following
minimum number of bolts shall be used for bracing connections:

a. Structural Tee bracing: 4 bolts


b. Angle bracing: 2 bolts

5.3.3.2 Tee bracing shall be connected at the flange.

5.3.3.3 Connections between beam and column shall be sized for the load combinations of the
followings, as per requirement of CSA S16:

a. Beam end reaction.


b. Vertical components of the bracing force.
c. Horizontal component of the bracing force.
d. Axial force transmitted through the column to the beam.

5.3.3.4 Beam connections combined with bracing shall be designed as follows:

a. Connect bracing to gusset, and connect gusset to beam, or, where required.
b. Connect bracing to gusset, and connect gusset to beam and end connection.

5.3.3.5 Floor and roof bracing should generally be located at underside of majority of beams and
fastened to underside of beams to eliminate sag.

5.3.3.6 All cross bracing shall be connected at the intersection point. Single bolt connection is
acceptable for this application.

5.3.4 High Strength Bolting

5.3.4.1 Unless otherwise indicated on the project drawings, all joints using high-strength bolts shall be
bearing-type connections, with threads included in shear planes.

5.3.4.2 Slip critical connections shall be used for crane supports, connections using oversized holes,
or where vibration, fatigue, dynamic or reversal loading occurs.

5.3.5 Welding

5.3.5.1 Qualifications and Procedures

a. The Supplier or company undertaking welding shall be currently certified by the Canadian
Welding Bureau, and shall meet the requirements of CSA W47.1, Division 1 or 2.1.
Welding shall be performed only by welders or operators who are qualified in accordance
with CSA W47.1.

b. All welding shall be performed using either manual shielded metal-arc (SMA) or
submerged-arc (SA) welding process. The flux cored-arc (FCA) welding process may be
used, provided that an external shielding gas is used.

c. All welding shall be performed using procedures approved by the Canadian Welding
Bureau. Welding procedures, which conform in all respects to the provisions of CSA
W59, shall be deemed as pre-qualified and are exempt from tests for qualifications.

d. Procedures other than those pre-qualified in accordance with CSA W59 shall be qualified
by tests as specified in CSA 47.1. The written welding procedures and the qualification
test records shall be submitted to the Owner for approval.

e. Welding of reinforcing bars complying to G30.18 to structural steel or steel plates


embedded in concrete shall be carried out by a company and welders certified by the
Canadian Welding Bureau in accordance with the requirements of CSA W186.

5.3.5.2 General Welding Practice

a. Each weld shall be uniform in width and size throughout its full length. Each layer of
welding shall be smooth and free of slag, cracks, pinholes and undercut, and shall be
completely fused to the adjacent weld beads and base metal. In addition, the cover pass
shall be free of coarse ripples, high crown, deep ridges and valleys between the beads,
and shall blend smoothly and gradually into the surface of the base metal.

b. The general progression of welding on a member shall be from points where the parts are
relatively fixed in position with respect to each other toward points where they have a
greater relative freedom of movement. Joints expected to have large shrinkage shall
normally be welded before joints expected to have lesser shrinkage and with as little
restraint as possible.

c. Groove or Butt welds shall be slightly convex, of uniform height, and shall have full
penetration.

d. Fillet welds shall be of specified size with full throat and the legs of uniform length.

e. Repair, chipping, or grinding of welds shall be done in such a manner as not to gouge,
groove, or reduce the base metal thickness.

f. A program for welding sequence and distortion control shall be developed by the Supplier
and submitted to the Owner for approval before the start of welding on members or
structures where shrinkage stresses or distortion is likely to affect the adequacy of the
structure.

g. Non-destructive testing of welds, where called for on the design drawings, shall be
performed in accordance with the requirements of CSA W59.

h. Unless otherwise indicated on the design drawings, welded connections shall be a


minimum of 3/16 inch (5mm) fillet welds all around, both sides if applicable.

i. All joints and seams in material to be galvanized shall have all the crevices completely
sealed with not less than the equivalent of a 1/8 inch (3mm) fillet weld in addition to the
structural welding as shown. This seal welding shall be provided whether or not called for
on the design drawing.

5.3.6 Fabrication

5.3.6.1 General

a. Fabrication shall commence only after the connection design calculations and shop
drawings have been approved by the Owner. Substitutions of sections (member sizes) or
modifications of design details shall be made only if approved in writing by the Owner.

b. If the new steel structure is attached to, or in close proximity to, any existing structures or
facilities, or is supported by any existing foundations or structures, the design Engineer
shall verify the field dimensions and elevations prior to commencing fabrication.

c. All ragged edges, welds, protruding bolts, or other fasteners that might cause injury to
personnel shall be avoided, or if required, ground smooth.

d. All hollow sections exposed to an outdoor environment shall be sealed, and ends shall be
sealed (welded) with inch (6-mm) thick cap plates.

e. Mechanical operating devices such as hinges, hasps, hold-opens, and like items shall
operate smoothly and efficiently.

f. Ladder cages shall be shop assembled on ladders. Safety gates shall be bolted to
ladders strictly as per manufacturers instructions.

g. Platforms, stairways, and handrails shall be shop-assembled in the largest units suitable
for handling and shipping.

h. Straightening or cambering of sections may be carried out by mechanical means or by


controlled heating. When mechanical means are used, adequate precautions, such as
suitable packing or blocking, shall be used to ensure that no sharp kinks or bends occur
during the process.

i. When controlled heat is used to straighten material or create camber, a maximum


temperature of 650C (1200F) shall not be exceeded during this procedure. Applications
of mechanical force or heat for straightening or cambering shall be made in small
increments at a large number of locations sufficient to avoid crippling or distortion of the
member.

j. All members shall be clearly marked for field assembly with designating numbers or
letters corresponding to the field erection drawings.

k. If errors of fabrication are discovered during erection, the Supplier shall be responsible for
them and shall repair them at the erection site. Alternately, the Supplier shall at once
supply the Owner with the most efficient and most economical method to have the repairs
made by the Erector. All proposed repair methods shall be approved in writing by the
Owner prior to the start of repairing. The cost of such repairs and of time lost shall be the
responsibility of the Supplier.

5.3.7 Structural Members

5.3.7.1 All structural members shall conform to the tolerance and other requirements of CSA G40.20.

5.3.7.2 Unless noted otherwise in the project documents, any structural member may be spliced in
one location with a full strength weld, ground flush upon completion. The location of all
splices shall be clearly noted on the shop drawings. The Supplier may be requested by the
Owner to provide non-destructive testing on the splice weld.

5.3.7.3 Beams shall be fabricated so that any bow is upward after erection. Camber of beams,
trusses, or girdles shall be in accordance with CAN/CSA S16 or as noted on the drawings.

5.3.8 Floor Plates

5.3.8.1 Unless noted otherwise on the drawings, floor plate shall be 6 mm thick checker plate.
Thickness of the floor plate shall be exclusive of projections.

5.3.8.2 All floor plates shall be coated in accordance with Corporate Standard 0214.

5.3.8.3 Floor plates shall be continuous over a minimum of two spans. Space between abutting
plates shall not exceed 1/4 inch (6mm).

5.3.8.4 Drainage holes of inch (12mm) diameter shall be provided and centered between supports.
One inch (20mm) diameter hole near one edge shall also be provided for lifting. All
penetrations dimensioned on drawings shall be cut and suitably banded with kick plates.

5.3.8.5 For Field erected/Stick built structures, galvanized or non-galvanized floor plates shall be
fastened with inch (12 mm) dia pan head machine screws fastened to support beams at
maximum 2-0 (600 mm) c/c. Additional screws shall be used to ensure floor flatness and
proper connection of plate to the support steel.

5.3.8.6 For shop assembled structures, non-galvanized floor plates shall be welded to the framing
members with fillet welds 1-9/16 inch (40 mm) long or 9/16 inch (14 mm) plug weld at 12-inch
(300 mm) centers maximum or with 9/16 inch (14mm) long plug welds at intervals not
exceeding 12 inch (300mm). For galvanized construction, floor plate welding shall be limited
to pre-assembled units welded in the shop prior to galvanizing.

5.3.8.7 When specified, seal welding shall be 3/16 inch (5mm) continuous fillet weld around the
perimeter of the plate.

5.3.9 Grating and Stair Treads

5.3.9.1 All grating and stair treads in shall be coated in accordance with Corporate Standard 0214.
The grating and stair treads shall be provided with serrated (non-slip) bearing bars.

5.3.9.2 Unless otherwise indicated on the design drawings, the bearing bars shall be 1 inch (32
mm) deep by 3/16 inch (4.8mm) wide, spaced on 1-3/16 inch (30 mm) centers. Crossbars
shall have a cross-sectional area not less than 0.06 in2 (40.0mm2), and shall be spaced not
more than 4 inch (100mm) centre-to-centre.

5.3.9.3 Grating shall be free of warps. Longitudinal bars shall be parallel and without twists or bends,
and with their edges in flat planes.

5.3.9.4 Main grating shall be installed such that bearing bars and cross bars of adjacent panels are in
line. Refer to Corporate Standard 0301 for details.

5.3.9.5 Junctions between bearing and cross bars shall be fully fused without reduction in the area of
the bearing bars.

5.3.9.6 All cutouts for piping, columns, bracing connections, and other openings in grating shall be
shop banded with toe plates, or with bars at least equivalent to the grating bars where toe
plates are not required. Shop banding shall also be furnished at ends of bearing bars at
ladder and stair landings. Additional banding requirements may be specified, as required, on
the design drawings.

5.3.9.7 Removable grating shall be secured with removable galvanized saddle clip anchors fastened
to the supporting steel.

5.3.9.8 Two fasteners per section shall be used at each support, with a minimum of four per panel.

5.3.9.9 Stair treads of grating material shall be of similar construction, pattern, and finish as grating,
and shall be installed complete with checkered plate nosing.

5.3.10 Handrails (Guardrails) and Kick Plates

5.3.10.1 Where indicated on the design drawings, handrails shall extend around edges of all platforms
and landings, and shall be bolted to supporting members.

5.3.10.2 Where not dimensioned, the location of handrail posts is approximate. Maximum spacing
shall be 6 feet (1.8 m).

5.3.10.3 Handrails and kick plates terminating at structural members shall be field welded thereto,
unless otherwise detailed.

5.3.10.4 Kick plates shall extend continuously around edges of all platforms, landings, and openings,
except at stair and ladder accesses.

5.3.10.5 Kick plates shall extend around columns and shall have 1 inch (25mm) minimum clearance
from column or from column fireproofing/insulation if applicable.

5.3.10.6 All ragged edges and welds that may be exposed to personnel shall be ground smooth.

5.3.10.7 Unless otherwise noted on the design drawings, all handrails, guard rails, posts, mid rails, kick
plates, ladders and cages shall be painted in accordance with Corporate Standard 0214.

5.3.11 Coating

5.3.11.1 All surface imperfections such as sharp fins, edges, weld spatter, burning slag shall be
removed from the steel members before painting.

5.3.11.2 Shop coatings shall conform to Corporate Standard 0214.


5.3.11.3 All coatings shall be excluded from areas within 2 inches (50 mm) of joints to be field welded.
Coatings other than the Class A or B coatings specified in CSA S16 shall be excluded from
areas within 2 inches (50 mm) of the faying surfaces of slip critical bolted connections.

5.3.11.4 The Supplier shall verify and use proper coating/primer materials for steel members to receive
fireproofing, to ensure that the coating is compatible with the fireproofing material in
accordance with Corporate Standard 0214.

5.3.12 Galvanizing

5.3.12.1 All surface imperfections such as sharp fins, edges, weld spatter, burning slag shall be
removed from the steel members before galvanizing.

5.3.12.2 Unless otherwise specified, preparation for galvanizing of structural steel shall conform to
CSA G164.

5.3.12.3 Where galvanizing of steelwork is called for, it shall be done after shop fabrication.

5.3.12.4 Damage to galvanizing, and weldments to galvanized material, shall be thoroughly cleaned by
wire brushing or grinding, and shall be repaired in accordance with the requirements of
Corporate Standard 0214.

5.3.12.5 Closed sections shall be provided with a minimum of two inch (13 mm) diameter drain / vent
holes located preferably with a hole near the end of each end of the member.

5.3.13 Identification Requirements

5.3.13.1 All fabricated steel sections shall be match-marked for field assembly with numbers or letters
corresponding to the field erection drawings. A separate number system shall be assigned to
each individual complete structure; for example, each building, each equipment support
structure, complete pipe way support system, all platforms on any large single piece or
grouping of similar equipment etc.

5.3.13.2 All tagging of bundles or bagged items shall be with cloth tags and waterproof ink, or with tags
of pressed metal.

5.3.13.3 Marking of large items shall be welded or stamped to be legible when received at the site or
painted on the item with an indelible paint stick marker of a sharp contrasting colour to that
of the primer. The letters or figures shall be at least inch (12mm) high.

5.3.14 Shop Inspection

5.3.14.1 Inspection of steel structure fabrication shall be in accordance with the requirements of
CSA S16 and CSA G40.20.

5.3.14.2 Inspection of welding, as called for on the design drawings, shall be carried out in accordance
with the requirements of CSA W59. All welds shall be inspected per clause 11 of CSA W59 for
statically loaded structures and clause 12 of CSA W59 for dynamically loaded structures (such
as lifting lugs).

5.3.14.3 The Owner reserves the right to inspect at any time all materials for compliance with this
Standard, including welding, surface preparation, and painting.

5.3.14.4 The Supplier shall provide facilities required for the inspection of material and workmanship as
requested by the Inspector.

5.3.14.5 Plates subjected to large localized through-thickness strain or thick plates subjected to
bending stresses, and designated with (u) on the design drawing shall be ultrasonically tested
by the Supplier for lamellar defects in accordance with ASTM A578, Section 8, Level II. The
results of all scans shall be mapped and identified for each plate. All scan maps shall be
submitted to the Owner.

5.3.15 Delivery

5.3.15.1 The Supplier shall deliver the fabricated steel structural members or components to the jobsite
in such a sequence as will permit an efficient and economical erection/installation.

5.3.15.2 Structural steel from more than one shop order shall not be shipped on a common truck
without prior approval from the Owner.

5.3.15.3 No materials shall be shipped until the shop coat of paint is thoroughly dry and each member
clearly marked for erection identification.

5.3.15.4 The delivery of fabricated steel and gratings to the galvanizer after fabrication and to the
construction site after galvanizing shall be the responsibility of the Supplier.

5.3.15.5 Each load of fabricated steel delivered to the jobsite (including shipment from the galvanizer)
shall be accompanied by a shipping list, identifying each piece on that shipment by piece mark
numbers, along with shop order number (or area number on multiple unit projects), and the
weight of each piece.

5.3.15.6 All required field erection fasteners (including 5% spares) for a shop order shall be delivered
prior to, or with the first delivery of that shop order, and shall be accompanied with a packing
list giving description, size, quantities, and proper identification.
