Dear Secretary of State Clinton and UPR Office of the United Nations:

Please accept the messages below and the attached complaint in Paul v California Administrative
Office of the Courts (10-500520), as additional evidence of the widespread corruption of the California
justice system, which US government is refusing to address. Such alleged widespread corruption of
the courts was the center of the Human Rights Alert (NGO) April 2010 UPR report. However, the
evidence in the attached complaint was derived only recently.

Truly,

Joseph Zernik, PhD

Dear Mr Paul:

Attorney Gottschalk forwarded to me your message to Mr Stimac

and the attached complaint in Paul v California Administrative Office
of the Courts (10-500520)

Please notice in the sites linked below complaints which I have filed
in recent weeks with US Attorney Office, Central District of California,
against Chief Justice Ronald George, the California Judicial Council,
judges, and clerks of the Superior Court of California, County of Los
Angeles - for public corruption and deprivation of rights. There are
more down the pipe.

No doubt, by the time the complete set of complaints, originating

from various cases and various complainants, would be looked at as
a whole, a reasonable person and also any competent court of
jurisdiction would find that California Supreme Court Chief Justice
Ronald George, judges, and clerks of the Superior Court of
California are engaged in racketeering for at least a decade or two.

Moreover, records, which I forwarded to the US Attorney Office,

included records of complaints, which I have filed on such matters
starting 2007, and refusal of senior officers of the US Department of
Justice to initiate corrective actions and to provide equal protection
for the residents of Los Angeles County, California, and beyond.

The records also include repeated congressional inquiries by the

Honorable Dianne Feinstein, Senator from California, on FBI and US
Department of Justice in such matters, and responses by senior US
Dept of Justice officers, which were alleged as fraud by the US
z Page 3/4 July 18, 2010

Department of Justice on the US Congress.

Therefore, in April 2010, Human Rights Alert (NGO) filed report with
the United Nations, alleging widespread corruption of the courts in
California and beyond, and refusal of the US government to abide by
its duties and obligations pursuant to ratified international law - the
Universal Declaration of Human Rights. The report was filed as part
of the first ever - 2010 - review by the United Nations of Human
Rights in the United States.

Responses by the US State Department to the United Nations are

due in August 2010.

Review session and a report by the United Nations are scheduled for
November 2010.

Therefore I took the liberty of copying this message and your

complaint to the United Nations and the US State Department.
Likewise, I urge you to join others in efforts to lobby nations that are
likely to be central to the November 2010 review of the United
States, in effort to affect an honest and effective review report.

Finally, since Human Rights Alert (NGO) is focused on documenting,

archiving, and disseminating the central enabling role of case
management systems in the precipitous deterioration of integrity of
the courts, I urge you to come forward and contribute any
information that you may have in that regard as former employee of
the California Administrative Office of the Courts. Ronald George is
alleged as a central figure in the implementation of Sustain - a
fraudulent case management system at the civil division of the
Superior Court of California, County of Los Angeles, circa 1985, the
harm of which we suffer to this date.

Truly,

Joseph Zernik, PhD
