SBEC 4514 Project Planning and Implementation 2014/2015-II

1. Introduction

In the group, you are to work within multidisciplinary teams on key aspects of
the pre-tender planning, pre-contract and contract phase of a technically large
and complex project. The coursework centres on the construction of the
housing scheme.

As a project manager for a medium sized contractor, you have been asked to
tender for the construction of an accomodation building to be situated in Port
Dickson, Negeri Sembilan. It should be noted that your company is based in
Johor Bahru and is not familiar with the Port Dickson area.

The coursework will require you to undertake various activities during pre-
tender planning, pre-contract and contract phase, normally undertaken by
members of the clients professional team and by contractors. By adopting a
holistic project perspective, the aim is that you gain a thorough
understanding of the key interrelated activities that comprise the pre-
construction and construction phase of a construction projects.

The emphasis of the project will be for you to explore and develop the
various aspect of the project independently. Thus this coursework is intended
as predominantly self-guided study in which you must harness and utilise the
varied skills of your team, as well as carry out individual tasks.

2. Learning Objectives/Outcome

After completing this coursework, students should be able to:

Appreciate the important elements of cost, time, quality, sustainablity,


health and safety management in planning, coordination and
management of a project.

Understand the functions and activities involved in contractorss


estimating, especially in developing a tender strategy and deciding upon
project requirement

Be able to plan, programme and schedule resources as an integral aspect


of the pre-contract and contract planning for the project.

Working as part of a multdisciplinary project team, combining expertise


and managing your time appropriately to ensure the completion of the
work to strict hand-in deadlines.

3. Implementation

This project is to be done in-group of five persons (Refer to the list in Page
6). The course will be conducted according to the programme shown in the
course outline (Refer to e-Learning: SBEC4514)

4. Project Information
Attached to this coursework brief are some basic details of the projects as
follows:
A site location plan the proposed site is located at Lot 1108, Mukim Sri
Rusa, Daerah Port Dickson, Negeri Sembilan.
Basic drawings (in A0 size) showing the overall size and structure of the
building
A copy of tender document comprises of specification, scope of works
and Bills of Quantities prepared by the QS consultant.

5. Tasks to be performed

You are required to carry out the coursework in two stages:

1) Pre-tender planning and pre contract stage.

Stage 1 begins with carry out a thorough analysis of the information


provided on the site. You may also ask the Client (your group
tutor) to provide you with additional information on the nature of
the site and the project. Outline the key factors which would
influence your decision of whether to tender for the project or not,
and your bid price for this project.

In particular, you should consider:

The preparation of a detailed project evaluation and the


formulation of an associated tender strategy;

The development of project admistration management and risk


assessment strategy for the project development,

The bid/tender price associated with the project development;

Prepare type of the work and resources needed when making a


decision to tender and resource scheduling activites. Resources
include finance, staff and labour, skills and quality needed for
a project, as well as availability of materials and plant;

Prepare and provide construction work programme and method


statement;

Prepare and provide project organisation structure;

Prepare and provide organisation management systems comprises


of Health & Safety; Environmental Management; and Quality
Management Plan.

Each group is expected to utilise computer technology in completing


this task.

2) Construction stage

Stage 2 should take the perspective of the overall project


monitoring to exercise control at the construction stage of the project
and deals with managing construction operations and site supervision
in order to achieve efficient and productive work on site.

The monitoring and control mechanisms should be clearly


illustrated and demonstrate the means of checking that the schedule is
being achieved and include steps for remedial action where
appropriate. Each group is expected to utilise computer technology in
completing this task.

Each group is required to provide detailed information and


illustration on the following elements:

Site establishment

Monitoring activities - Material scheduling and ordering,


Manpower and Machineries (plant and equipment) and cash
flow programme

Sub-programme (details activities)

Subcontract procurement and management.

6. Tutor identified incidents

The tutor may introduce incidents to change some aspects of the groups plans.

The incident should provide an intellectual test for group and require
them to react appropriately, having regard to the requirements of the
incident, which should be clearly specified;

The incident and the groups response to it, should be prominently


identified within the project;

The groups approach to, and solution of, the incident should be clearly
documented; and

The solution must be practical and directly related to the project.

7. Assessments

The assessment of the project report will be based upon the extent to
which the aims and objectives of the course will have been achieved.

The group/individual will be assessed in 2 stages according to the


breakdown indicated shown in the table below:

Stage 1 and Stage 2 assessments will be held on the 16 April 2015 (Week 8)
and 04 June 2015 (week 15) respectively.

7.1 Presentation

1) Oral Presentation

Oral presentation will be assessed according to the criteria in Page 8.

2) Poster Presentation

Two standard display boards will be allocated for each group to exhibit their
work. Oral presentation will be assessed according to the criteria in Page 7.

7.2 Project Reports

Reports must be:

(1) Typed

(2) Enclosed in a standard cover of binder

(3) These reports cover the elements described in Section 5 and complete
with details of any tutor identified incidents; and

(4) To be submitted during the scheduled stage presentation.

Reports will be assessed according to the criteria in Page 9 (Assessment


of Reports)

7.3 Peer Assessment

Peer assessment will be carried at the end of Stage 1 and Stage 2


presentation. The assessment criteria is shown in Page 12 (Peer Assessment
on Collaboration)

7.4 Work progress reporting and monitoring

1) Each group is required to submit groups work programme at beginning of each


stage of this project. The programme must indicate the activities, duration and
the person in charge of or lead the activity.

2) Groups are required to submit their Progress Report via e-learning portal
fortnightly without fail (refer to Page 15). The Progress Report entry must
be prepared by different member from the respective group.

3) Each student is required to evaluate other members of his/her group on their


relative contribution to the groups project fortnightly without fail (refer to Page
14). The evaluation must be carried out using electronic form on SBEC4514 e-
learning portal.

8. General points

Students should observe the following general points at all times during the
course of this project.

Generalisation and a highly theoretical approach should be avoided by


the student, making sure that all material produced is relevant to the
specific development and site.
Photocopied material is not discouraged. Where photocopied material
cannot be avoided, it must be properly cross-referenced within the text or
appendices.
Students are warned of the unacceptability of plagiarism. Quotations
used on context and clearly attributed are acceptable.
Where a written format is used then each submission should be
structured in the form of a report so as to facilitate reading and the
accessing of specific items of information. Other than written forms of
presentation may be acceptable e.g. audio and/or video cassette.

Appendices may form part of the submission but students should avoid
interruption in the presentation of material by requiring the reader to
refer to an appendix item. A brief extractor precis of the data or
information in the Appendix should be incorporated in the relevant
area of the report.
