Manages and oversees the administrative and daily operations of the program in
support of overall program goals and objectives.
a. Develops and implements systems and processes to enhance operational efficiency. b. Monitors program implementation in accordance with grant funding requirements. c. Performs liaison activities with community partners, including the United Way, local government agencies, community groups, Catholic parishes and other religious groups, and program advisory committees. d. Conducts regular reviews for accountability and program performance. e. Oversees and/or coordinates the collection, compilation and analysis of program activity data; write and ensure the timely submission of all external and internal program reports. Develops and manages program budgets; also oversees program managers in monitoring and efficient use of resources. a. Develops program operating budgets and provide fiscal direction to the program. b. Monitors the program revenues and expenses in accordance with the approved division and contract budgets. c. Prepares budget revisions; and provides required financial reports in a timely manner. d. Works closely with the Finance department within Catholic Charities to provide financial information for new and renewing funding sources e. Oversees the preparation of reports related to contracts and/or grant application by Program Management staff. Provides leadership and direction to all program staff, interns and volunteers ; oversees supervision of staff, which includes: a. Recruiting, staffing, hiring, performance evaluation, b. Training, and professional development; set standards for customer service; c. Oversees the hiring and proper supervision of clinically licensed staff and student interns; as required for clinical license holders in Maryland d. Conducts regularly scheduled staff meetings and individual supervision; communicates policies and procedures and give regular feedback regarding staff performance; and facilitate team work e. Be available (reachable at least by phone) to onsite staff, outside of normal business hours, for crisis mediation and guidance as needed. f. Ensures performance reviews are conducted in a proper and timely manner. Establishes and implements development goals to ensure that resources are available to sustain the program. a. Works closely with the Grants departments within Catholic Charities to identify new funding sources and maintain current funding sources b. Participates in community Continuum of Care (CoC) meetings; staying abreast to needs and trends in the service area for best practices, funding regulations and opportunities etc. c. Plans and implements outreach strategies with identified partner or referral agencies Maintains quality program practices, enables staff participation in continuous quality improvement (CQI) and Individual Service Reviews (ISRs), and updates program practices, procedures, and manual as needed. a. Assures programs adhere to COA standards and regulations of Marylands DHHS, HUD and other government and private contract agencies. b. Monitors client files and records for completeness and proper maintenance. c. Serves as liaison between the program and community and government partners, including contract monitors. Maintains regular communication with Executive Director of HHS and Deputy Director of HHS as requested, on issues involving the community, program, clients and other stakeholders. a. Contributes to the strategic planning initiative of the division.
