Understanding Power System Dynamics and Wide Area
Restoration of Supply

1.0 BACKGROUND

ILSAS has plan to conduct module(s) related to Wide Area Restoration of Supply applicable to the
Peninsular Malaysia Grid System for TNB as well as IPPs and licensed distributors who are involved in
operational areas in generation, transmission and distribution at their respective power network or power
plant. Two modules to be conducted where

Module 1- Understanding Power System Dynamics and Wide Area Restoration of Supply will cater for
participants who are new or with less than 5 years working experience where participants get familiarize
and appreciate Power system dynamics during system disturbance conditions which could lead to
possible system split, wide spread disruption of electricity supply or even complete system blackout. The
3 days course will cover a broad understanding of the Peninsular Malaysia power grid, the operational
intricacies in ensuring a safe, secure and reliable power grid network before introducing the supply
restoration principles and the application of the emergency restoration plan (ERP) during safe system
restoration.

Module 2 Power System Wide Area Restoration of Supply will be delivered with the practitioners in
mind i.e. operational staff in key departments of TNB involved in emergency supply restoration process.
In essence, there will be more depth and the course will focus on the actual application of established
TNB black start and ERP procedures. The modules will be conducted by ex-LLN/TNB engineers cum
trainers who had previously operated and managed the National Load Dispatch Center (NLDC) and were
involved in major system restoration incidents and the development of TNBs Power System Blackout
Restoration Plan and the ERP.

2.0 SUMMARY OF THE PROPOSED COURSE

2.1 Module 1 Understanding Power System Dynamics and Wide Area Restoration of Supply

The 3 days course is developed to cater for all power industry participants in Generation, Transmission
and Distribution who require a working understanding of power system dynamics under disturbed
conditions that could lead to widespread brownouts or even total system blackout. Subsequent wide area
supply restoration principles will be deliberated. The approach of the course is to address the
fundamental principles of power system operation, system stability and restoration of a power system
from a major or total system blackout condition. The Peninsular Malaysia Grid System will be used as
reference.

The comprehensive course provides an overview of the power grid system, power system stability
requirements, the causes of blackouts, blackstart generation plants and the safe and systematic power
grid restoration process. Major blackout experiences in Malaysia and other jurisdictions, TNBs ERP in
supply restoration will be covered.

At the end of the course, participants will take back :-


An understanding of how a power system works
An awareness of power system reliable operation and power system stability considerations
Understand types of blackouts and causes.
Blackouts preventive and protection schemes
Awareness of TNB restoration process and TNB ERP

2.2 Module 2 Power System Wide Area Restoration of Supply

The 2 days course is meant mainly for TNB staff who will be directly involved during wide area supply
restoration due to power system related disturbance or incidents. Such personnel will be from NLDC,
Regional and Distribution Control Centers, Power Plant operators, emergency response department and
key operational staff in TNB core divisions. Such personnel are assumed to have a working knowledge of
the power system and power supply restoration requirements. The course will refresh participants on the
complexity of system behavior in maintaining frequency, voltage and angle stability under various
faults/disturbance conditions, the types of system defense schemes available and the systematic
restoration of a power system under major brownout or total system blackout condition. This module
serves to involve participants to be familiar with TNBs system blackout and TNB ERP procedures
At the end of the course, participants will take back :-
An appreciation of power system stability considerations
Awareness of the types of system faults and its effect on the power grid
Learn from past major tripping and blackout incidents in Malaysia and other utilities
Understanding Blackouts preventive and system protection schemes
Familiarise with TNB system blackout restoration and TNB ERP processes.

3.0 Who Should Attend?

The course modulesare suitable for engineers/managers in TNB, IPPs and licensed distributors with a
minimum of 3 years service;

4.0 The Learning Approach


Different knowledge delivery formats are used at different times during the Course. We use the
following 4 time-tested formats:
o Slides Presentation - of concept set by concept set
o Case Study /Syndicate Exercise on System Restoration
o Handout - to present more information on a key theme or sub-theme
o Q&A session - relating what has been learned to actual work items
o Test Questions - at the start and end of the course, a pre-test and post-test will be
conducted to ensure know-how transfer.

Appendix C: PROFILES OF LECTURERS

Technical Expert Profile 1

Mr. Ng Bon Leong graduated with First Class (Hons.) in Electrical Engineering from University of
Auckland in 1974.

In the 35 years of working in Penang City Council, LembagaLetrik Negara and TenagaNasionalBerhad,
he has been involved with repair, maintenance and operations in generation, transmission and
distribution fields. He retired as General Manager (Control Operations) in the transmission division,
TNB in 2005. After his retirement he was engaged as an Advisor to the new NLDC SCADA/EMS project.

He has 25 years of experience in transmission grid system operations since joining the National Load
Dispatch Center as a Control Engineer in 1984 when the system demand was only 1,800MW and
retired as the General Manager (Control Operations) in 2005 when the demand had risen to
12,000MW. His vast experience include:-

Operating, controlling and managing the National Load Dispatch Center (NLDC) in TNB for a
period of 21 years.
Restoration and investigation of several major power system incidences from 1992 to 2003
including 2 power system collapse.
Involvement with the introduction of Malaysian Grid Code, IPP, HVDC and 500kV systems.
Implementation of new SCADA and Energy Management System applications from 2006 and
completed in December 2009.

Currently, he is providing Consulting Services and conducting Technical Training for both public and in-
house courses for TOPS.

Technical Expert Profile 2

Ir. Teh Ah Kauis a Registered Professional Engineer with the Board of Engineers, Malaysia and a
Member of the Institution of Engineers, Malaysia. He graduated with a B.E. (Hons.) degree in Electrical
Engineering (University of Malaya) in 1976.

He has worked with TenagaNasionalBerhad (previously known as National Electricity Board of Malaysia)
for 33 years in various engineering, supervisory and management levels until retirement in mid 2007 as
General Manager, National Control Center in the Transmission Division. After his retirement, TNB
extended his service for another 2 years as an advisor to Vice President of Transmission Division and Vice
President of Planning Division. During his working career, his experience covers a) maintenance and
operation in Distribution Division; b) project, maintenance, operation, strategic planning and National
Control Center management in the Transmission Division.

Some of the key functions and areas he had been actively involved in are :-

Head of Strategic Planning department for Transmission Division for 5 years, General Manager of
Operation Planning for 3 years and General Manager National Control Center for 2 years before
retirement.
In 2009, he advised Planning Department in setting of Key Performance Indicators and Risk
Management mapping for TNB.
He is one of the pioneer group member to introduce Balance Score Card system as a
management tools in TNB, since 2000. He facilitated the development of Balance Score Card for
Transmission Division, in coordination with other division in TNB and TNB HQ in 2000 and
continued carried out this function for 5 years.
He was also actively involved in the introduction in Performance Management System, Risk
Management Assessment System, ISO 9000 system for Transmission Division and later for TNB
HQ. (These management systems are closed linked with the Balance Score Cards methodology for
effective implementation). He is active in the change management process in Transmission
Division in TNB to achieve continuous improvement.
He has also worked closely with international auditors in the Management and Engineering Audits
of TNB Transmission in 2000, 2004 and major technical audits of Transmission in 1996, 2003 and
2005.
He has extensive experience in Power System Operations and conducting technical investigation
of large disturbances in electrical system and failure analysis of electrical system.
He was involved actively in the drafting of Malaysia Grid Code in 2007, TNB License Standards for
Transmission Reliability Standard and Transmission Quality Standard. He also led in the drafting of
Guidelines for Transmission Maintenance and also the Guidelines for Transmission Operation.
His experience and involvement has literally grown in tandem with the developments of the
power system, the industry structure, rules and regulatory transformation, commercial and
technology changes in Malaysia.

Currently, he is actively providing Technical Advisory Services for TNB Research, Consulting Services,
Competency Services and conducting Technical Training for both public and in-house courses.

Technical Expert Profile 3

Ir. Wong Chung Hoo is a Registered Professional Engineer with the Board of Engineers, Malaysia, a
Member of the Institution of Engineers, Malaysia and a Competent Electrical Engineer (500 kV) with the
Energy Commission, Malaysia. He graduated with a B. Sc. (Hons.) degree in Electrical and Electronics
Engineering (U.K.) in 1976 and a Master degree in Business Administration from University Malaya in 1994.

He has worked with the National Electricity Board of Malaysia (TenagaNasionalBerhad for 35 years in
various engineering, supervisory and management levels until retirement in mid-2007 as General
Manager, Project Management and Asset Development in the Transmission Division. During his working
career, he had worked mainly in the generation and transmission division in the operation and projects
areas. His experience and involvement has literally grown in tandem with the developments of the
power system, the industry structure, rules and regulatory transformation, commercial and technology
changes and implementation of major transmission projects.

He spent 17 years in System Operations in various capacities as :-

has been involved in conducting 21 technical course modules related to the electrical supply industry as a
trainer, Facilitator and training service provider.
