RULES OF CONTEST

WHO CAN COMPETE?

Any person over the age of 18 or any legal entity may participate and / or compete, regardless
of nationality.

WHAT KIND OF SHORT FILM CAN COMPETE?

The Author/Producer/Distributor can submit all short films you want and which have been
produced after January 1, 2015.

Short films are audiovisual productions up to 25 minutes and have to belong to the categories
of fiction, animation and documentary on supported video formats avi, mov, mp4, mkv and
with a resolution of 1920 x 1080 and with a weight of 500 megs admitted by the official
website of the FICIE.

In the category Mobile Film Maker the duration shall be up to 15 minutes and equal to the
previous video formats. They can also participate through online platforms associated
described below.

Cannot be reduced or extended other short versions, or they may have presented in previous
editions of the surface or with another title. Not allowed commercials, video clips or trailers of
other films or works not completed (work in progress).

If your language is not the spanish they will have to be inserted in spanish subtitles.


HOW DO I PARTICIPATE?

The Author / Producer / Distributor can submit all the short films that he she wishes from the
date of publication of these bases and until 12:00 pm (spanish time) of June 9, 2017 on the
FICIE website at www.festivalcineelx.es or on the associated online platforms described
below. Physical shipments through postal services and / or messaging will NOT be accepted.

The online platforms associated in this edition are Click for Festivals, Film Salad, Movibeta,
Filmfreeway and Festhome. There will also be available the rules of this edition of FICIE and
the ways to participate described below.

The contestants will be able to choose one of the two modalities of participation:

Open Mode: the works can be viewed in full on the official FICIE website for visualization,
voting and recognition purposes.



Restricted to the Jury: the contestant will expressly indicate that he wants his works to be
seen only by the Jury and will only be exhibited if they enter the Official Section.

Common to both situations: whether it is Open Mode or Restricted to the Jury, the Author /
Producer / Distributor can directly "embedded" his short films that are hung on his Vimeo and
/ or YouTube profile directly on the official FICIE platform.

Both the official FICIE platform and the online partners do not distribute this content to third
parties or display it on their websites without the consent of the Author / Producer /
Distributor.

The Author / Producer / Distributor can request at any time the elimination of any work that
has submitted to contest through the email festivalelche@cajamediterraneo.es

WHEN AND WHAT SHORT FILMS ARE PROJECTED?

The Selection Jury will select short films that will be part of the official selection. Its decision
will be known from June 30, 2017.

The projections of the Official Section and the section Mostrat (non-competitive) will be from
14 to July 20, 2017, from 22:00 in the "Hort el Xocolater" Park, in the city of Elche, and the
Arenales del Sol Beach.

The Mostra't Section will begin its projections at 9:30 p.m. and after 10:00 p.m. the
projections of the Official Section will begin.

The Mostra't Section is NOT competitive and has the objective of supporting short film made
by students of educational centers and universities in the Valencian Community (especially
Elche in particular and the province of Alicante in general), especially valuing those made In
the valencian language. The aim is to focus on values of equality, integration and training in
audiovisual production both for future filmmakers and young people as a cinema consumer.


HOW IS IT PROJECTED?

Once the short films that will be part of the Official Section are known, the Organization will
contact the Author / Producer / Distributor to request them the high quality projection copies
that will have to be their power before July 7, 2017.

The short film selected will have to be identical in duration, content and title to those
presented in the official website of FICIE and / or its associated online platforms. Failure to
comply will result in disqualification.

The Organization is committed to the highest quality projections and guarantee the
satisfaction of the Author / Producer / Distributor. The standard of quality that will be
projected minimum recommended is a resolution 1080 and a weight of 1.5 GB and in format
avi, mov, mp4 and / or mkv.

The form of sending will be via online: Dropbox, Google Drive, Onedrive, Wetransfer, etc.) but
in the case of sending the originals of the highest quality the Organization for the care of the
materials sent.

WHAT COMPETITOR PROFILES ARE THERE?

Since its inception FICIE has recognized the great diversity and richness of the short film. Each
prize is associated with a profile. No two authors are the same as there are no two equal
profiles. A short film can only be attached to a profile.

At the moment of registering their short films on the official FICIE platform at
www.festivalcineelx.es (or on the associated online platforms), the Author / Producer /
Distributor will decide which profile to enter their short film, however the FICIE Organization
will have the authority of transferring in profile those shorts that, according to his criterion, are
not in the proper one.

Fiction Profile

Both spanish and international short films can access. It is endowed with the following prize:

Elche City Hall Award to the Best Fiction Short Film endowed with 2,000 and Trophy Dama
de Elche.

Animation Profile

Both spanish and international short films can access. It is endowed with the following prize:

Best Animated Short Film Award with 2,000 euros and Trophy Dama de Elche.


Documentary Profile

Both spanish and international short films can access. It is endowed with the following prize:

Best Short Documentary Award with 2,000 euros and Trophy Dama de Elche.



In addition:

For the Elche City Hall Award for Best Fiction, Animation Award and Documentary Award, if
they are spanish, they do not coincide with the Caja Mediterrneo Award for Best Short
Film category, and fulfill the rules of the Academy of Motion Picture Arts and Sciences Of
Spain, will be recommended to the Academy of Cinematographic Arts and Sciences of Spain
to take them into account as candidates for Best National Short Film of the aforementioned
categories in the 32nd edition of the Goya 2018 Awards.


Ibero-American Profile

In any of the classic categories (Fiction, Animation and Documentary). Short films coming
exclusively from Latin American countries plus Brazil can be chosen. It is endowed with the
following prize:

Best Latin American Short Film Award, endowed with 1,000 euros and Tropy Dama de Elche

European Profile

In any of the classic categories (Fiction, Animation and Documentary). You can choose short
films from only European Union countries (not Spain). It is endowed with the following prize:

Best European Short Film Award, endowed with 1,000 euros and Trophy Dama de Elche.


Valencian Community Profile

In any of the categories and whose production comes solely from authors of the Valencian
Community. It is endowed with the following prize:

"Cineclub Luis Buuel" Award to the Best Short Film of the Valencian Community, endowed
with 500 euros and Trophy Dama de Elche.


Amateur Profile

In any of the categories. They can choose both spanish and international short films, made by
authors under 30 years and who do not have an audiovisual production company. It is
endowed with the following prize:

Best Short Film Amateur Award, endowed with 500 euros and Trophy Dama de Elche.


pera Prima Profile

In any of the categories. They can decide both Spanish authors such as international making his
first short film. It is endowed with the following prize:

Best Opera Prima Award and endowed with Trophy Dama de Elche.


Guest Country Profile: Russia

In any of the categories. Eligible short films coming only from the Federation of Russia. It is
endowed with the following prize:

Best Short film of the Guest Country: Russia Award, endowed with 500 euros and Trophy
Dama de Elche.


Mobile Film Maker Profile

For those short films in the categories of fiction and documentary, which may choose both
spanish authors such as international whose production has been realized with smartphone,
tablet or drones. It is endowed with the following prize:

Mobile Film Maker Award, worth 500 and Trophy Dama de Elche.


SUSCEPTIBLE TO AWARDS FOR ALL PROFILES. THERE IS NO INSCRIPTION

The following prizes are out of the inscription in profiles following the above mentioned
system. They are prizes that are awarded by the public or by the Qualification Jury, made up of
members of the Cineclub Luis Buuel of the city of Elche, artists and members of the film
and film industry of the short film.

"Hort del Xocolater" Audience Award, endowed with 500 and Trophy Dama de Elche who
may choose those spanish and international short films that are part of the official selection
and will be awarded the work received more votes from the audience to the projections of the
Official Section in the Hort de Xocolater Park between 14 and 20 July 2017.

Online Audience Award, with Trophy Dama de Elche, who may choose both spanish short
films international and will be awarded the film received more votes from the date of
publication of these bases and up to 23:59:59 (Spanish time) of July 20, 2017 of between
registered users of the website www.festivalcineelx.es.

The Organization reserves the right to cancel any vote issued fraudulently or because of any
kind of manipulation of the voting system.

And, finally,

"Fundacin Caja Mediterrneo" for the Best Short Film Extraordinary Award and that can be
chosen in any of the categories and profiles. It is endowed with 3,000 and Trophy Dama de
Elche and who may choose both spanish and international short films. In the case that it is a
spanish short film, and meets the bases of the Academy of Arts and cinematographic Sciences
of Spain in the category of Best National Short film in any category, it shall have the right to

automatically enter this short film in the preselection for the 32nd edition of the Goya Awards
2018.

The Author/Producer/Distributor has to tell if his short films are for adults or minors. In the
official platform of the FICIE in www.festivalcineelx.es will be enabled that option and they will
also have to indicate in the associated online platforms.

Any retrieved award is exclusive of all others, except for the "Hort del Xocolater" Audience
Award.


WHEN AND HOW ARE THE AWARDS ANNOUNCED?

The Organization will convene a Qualification Jury whose verdict, which is final, will be
released July 21, 2017, in which also honors the Guest Artist at the Closing Ceremony.

All awards will be delivered to the authors or by persons designated by them and that they can
attend will gather them instead.

In order to protect copyright, all short films participants, both those presented in Open Mode
as those that have been submitted solely for the viewing of the jury, will be eliminated after
the completion of the Closing Ceremony and the closing of the web page
www.festivalcineelx.es.

The organization is exempt from liability for any malfunction of the Internet, which prevents
the normal development of the competition for reasons unrelated to the Organization and,
particularly, by external acts of bad faith.

Participation in this edition of the Festival implies the total acceptance of these rules. Any
circumstance not foreseen therein, shall be resolved by the Organization and shall be enforced
by all participants.

REGISTRATION, PARTICIPATION AND VOTING

The way to participate in the current edition of the Elche International Independent Film
Festival (FICIE) is exclusively online, through the official platform www.festivalcineelx.es, NOT
accepting the submission of originals via postal mail or courier services.

The Author / Producer / Distributor has, therefore, six ways to compete in this edition of the
FICIE. The Organization will be in charge of "transferring" the shorts enrolled in these
platforms to the official of www.festivalcineelx.es, in open or restricted mode to the Jury, as
explained below.

Although the official website of FICIE and the associated online platforms support all types of
formats, the works must be The works, original in High Definition Video, must be converted to

The official FICIE web application does NOT allow the download of videos for viewing on a
computer, other physical or online. Neither do the associated online platforms.

To upload, vote and comment on videos the visitor will have to register as a registered user on
the web, as indicated in the section To Register.

TO REGISTER

In order to vote, comment and compete, the user must be registered on the website
www.festivalcineelx.es. It only takes a couple of minutes.

STEP 1: Choose username and password. Once registered, the user will be asked to vote,
comment and / or contest.
STEP 2: Fill in the fields of personal data.
STEP 3: Accept the Festival Bases by marking the corresponding check box.
STEP 4: Click the Submit button.

Once registered, the user will receive a confirmation email.

The user will only have to register once in this edition of FICIE.

A registered user may, at any time, modify their data and unsubscribe from the website. For
this you have to send an email to the Organization at festivalelche@cajamediterraneo.es
indicating it.

TO COMPETE

The Author / Producer / Distributor has two ways to compete in this edition of FICIE:

A) Directly on the official FICIE website www.festivalcineelx.es

The Author / Producer / Distributor who wants to take part as a contestant in the web
www.festivalcineelx.es will have to follow the following steps:

STEP 1: Register on the website www.festivalcineelx.es, entering your personal data in

the registration form, as indicated in the previous section.

STEP 2: In the section Send Video to Contest you will have to fill in the The fields that
are requested by adding also a frame or poster of the short film.

STEP 3: You will have to choose one of the Contest Profiles and follow the steps
indicated.

STEP 4: You will have to accept the Legal Conditions that cover the Contest and the
FICIE. This document can be downloaded for your query.

STEP 5: The Author / Producer / Distributor will have to choose between one of the
two modalities of competition. On the one hand, the visualization in open, for all the
public that visits the web. Or, in restricted mode to the Jury. With this option only the
members of the jury will see the short. This short will only be seen in the projections of
the Official Section in the Hort of the Xocolater Park and the Arenales del Sol
Beach, if it is chosen finalist by the jurors.

STEP 6: The contestant will have to indicate that he is of legal age.

STEP 7: The contestant will have to indicate if his short film is for seniors or minors.

STEP 8: Click on the Upload Video button, which will have to have some of the
supported formats mentioned above.

Once the video has been successfully uploaded, the Author / Producer / Distributor will receive
a confirmation message and an email as an acknowledgment.

Once registered, the Author / Producer / Distributor can upload all the videos you want,
following the four steps described above.


The Organization is given a maximum period of 24 hours to review the video and admit
it to the web.

In the case of detecting videos that violate the bases, they will be automatically
eliminated, being notified the Author / Producer / Distributor through the electronic
mail provided in the Registry on the web.

The website www.festivalcineelx.es has sufficient screen aids and a Frequently Asked
Questions section to facilitate both the Registration and the Submission of Videos.

During the duration of this edition of FICIE, participants will be able to carry out any
queries they wish with the Technical Service of this website through the means
provided in the Contact section of the same.

The Organization will erase all personal data on the website www.festivalcineelx.es at
the end of the Closing Ceremony and the finalization of this edition of FICIE according
to the provisions of the Data Protection Act. For more details see the Legal Conditions
section of the website www.festivaldecineelx.es, which can also be downloaded.

The Author / Producer / Distributor is solely responsible for all contents of the short.
The Organization is exempt from any type of legal liability of the same.

The Author / Producer / Distributor may at any time cancel any or all of the videos
submitted to the contest. To do this, you must request the Organization directly by
email to festivalelche@cajamediterraneo.es, clearly indicating the videos you want to
remove from the competition.

B) On partner platforms online

In the event that the Author / Producer / Distributor wants to have its associated short films
on any of the associated online platforms:

You can send your short films directly from them. In these platforms will be the bases of this
edition of FICIE in spanish and english.

C) Common to both situations. Embed videos from Youtube and Vimeo

Whether it is Open or Restricted to the Jury, the Author / Producer / Distributor can directly
"embed" his short films that are hung on his Vimeo and / or YouTube profile directly on the
official FICIE platform.

The procedure will be as follows:

The official application of FICIE is able to embed from files from Vimeo, as shown in the
attached image. They only have to enter in the field "Video ID" the numbers that go behind the
url of the video that will begin with "http: //.vimeo.com.

In the example https://vimeo.com/209266360 the ID of the video to write down would be

209266360.

Embed from Youtube

The procedure would be very similar to the previous one.

The ID of a video on Youtube is the combination of numbers and letters that come after "v ="
in the Youtube link in the browser bar.

The Author / Distributor / Producer has until 12:00 p.m. (spanish time) on June 9, 2017 to
send all the works with which he wants to compete, without limit.


TO PARTICIPATE

FICIE has a competitive section, which is one of the objectives of this edition. It assumes the
value of the work of the Author / Producer / Distributor in front of the Jury and is in contact
with its public, being the communication between equals and therefore enriching the Seventh
Art with the contributions of both parties.

In this way, all users of the web (registered or not) will be able to link the videos and comment
them through the Social Networks in which they have presence. This website is also prepared
so that the user (registered or not) can link to his web / blog the video he wants to comment.

In this sense, the Organization bets on the socialization of the website www.festivalcineelx.es
allowing only registered users to vote, comment and contest, as well as linking them to
comment them through the Social Networks in which they have presence.

This website is also prepared so that the user (registered or not) can link to his web / blog the
video he wants to comment.

The web also allows registered users to comment on their impressions on each video's tab. In
this way the Author / Producer / Distributor and users can establish a free dialogue that can
only enrich both parties.

The organization is exempt from any responsibility for the comments that are made on the
tabs of each short presented in competition.

TO BE ABLE TO VOTE

Voting is another objective of this FICIE. You can vote for all the videos that are considered.
The website www.festivalcineelx.es allows the registered user to make a single video vote, not
being able to vote more than once to the same video.

The way to perform the voting is accessing the tab of the short film you want and there
registered users will have a button to vote that will activate once they have seen at least three
quarters of the video.

Registered users can view and vote the videos from the date of publication of the rules until
23:59:59 p.m. (spanish time) on 07/20/2017. The web application will be closed for counting
votes.

The most voted video on the web will be the winner of the ONLINE AWARD endowed with 500
euros and Dama Trophy.

The Organization reserves the right to annul any vote cast fraudulently or due to any
manipulation of the voting system.

The Organization is exempt from all responsibility in case of malfunction of the Internet
network, which prevents the normal development of the competition for reasons beyond the
company and especially for external acts of bad faith.
