REGULATION ORDINANCE NO. 2009-217


AN ORDINANCE RE-ESTABLISHING PEDESTRIAN LANES AND STOP
LINES IN THE CITY OF ILOILO

Sponsored by Councilor Erwin J. Plagata, seconded by Councilors

WHEREAS, among the many problems identified as contributing to traffic congestion \tl
the inadequacy of pedestrian lanes or the non-compliance to the use thereof, resulting to rampw
jaywalking in major thoroughfares.

WHEREAS, it has likewise been observed that the absence of stop lines in major
junctions and intersections result to a slow and disorderly flow of vehicles in said area oftentimes
resulting to interlocking of vehicles in junctions and intersections.

NOW, THERFORE, be it ordained by the Sangguniang Panlungsod of the City of Iloilo,


in session assembled, that:

ARTICLE I
DEFINITION OF TERMS

Pedestrian - Any person going about on foot.

Pedestrian Lane - (crosswalk) A marked portion of a street usually located but not
confined to an intersection for the sole purpose of allowing pedestrians to cross the street.

Stop Line - for the purposes of this ordinance shall mean a solid white lime measuring
30 to 60 centimeters in width, placed across a street lane, approximately 3 meters before a
junction or intersection serving as a mandatory stop marker for vehicles given a stop signal.

ARTICLE II
GENERAL PROVISIONS

A. Pedestrian lanes shall be placed strategically in the area of street intersections


and junctions, areas fronting schools, hospitals, churches, and such other
places where justification for safe crossing may be established.

B. In street intersection or junctions with overpasses, no pedestrian lane shall be


placed under such overpass or in it's immediate vicinity (at least 100 meters
away).

C. No private person or entity can place pedestrian lanes in any street or road
without an ordinance authorizing such placement.

D. Stop-line shall be placed complimenting pedestrian lanes when necessary or


independently if so required by a street intersection or junction in order to
prevent constriction by vehicles of a roadway and ensuring spontaneous flow
of vehicles. Stopping beyond the stop-line on a stop signal (signal light or
hand signal) shall be considered as obstruction.

E. Pedestrian lanes shall be placed in manner so as not to cross-over identified


loading and unloading areas. They should be placed either before or after
loading and unloading areas.

ARTICLE IV
STOP-LINES

A Stop-lines shall be placed strategically in major intersections and junctions as may be


deemed necessary by the Traffic Management and Engineering Unit and/ortraffic Technical
Working Group.

ARTICLEV
REPEALING CLAUSE

All other ordinances, executive orders, resolutions, regulations, or part thereof, in conflict
with the provision of this Ordinance are hereby repealed and revised.

ARTICLE VI
SEPARABILITY CLAUSE

If any prov1s1on of this ordinance or the application thereof to any person or


circumstances is held invalid, the remainder of this ordinance and the application of such
provision to other persons or circumstances shall not be affected thereby.

ARTICLE VII
EFFECTIVITY

This ordinance shall take effect upon approval.
