What Are We Requesting From You The Public?
1. Feedback and suggestions on how to improve this initiative which can be submitted to the
TPG secretariat that will be temporarily housed at the NAREP offices (pending a neutral
secretariat being established to oversee this initiative) situated on the corner of Longolongo and
Tuleteka roads in Lusaka, or via our official Facebook page or WhatsApp to 0955 541043 or
0977541043.
2. Public debate on social media, TV, radio and distribution of flyers and participate in debates at
tertiary educational institutions and schools.
3. Active mobilisation. We want you to embark on nationwide campaigns in all wards to explain
the idea to residents in all communities and to promote youth events to push this agenda.
Social media users are encouraged to establish multiple WhatsApp groups and to conduct
Facebook and Twitter campaigns to explore the options to make this initiative successful
including identifying all the weaknesses and flaws that will need to be addressed. We welcome a
full and robust debate. This means welcoming full criticism, as this will only improve the final
outcome and ensure greater ownership.
NAREP will play its part in spearheading promotional activities and soliciting support from various
stakeholders including MPs, NGOs, educational practitioners, civil servants, private sector
employees, faith-based organisations, church groups and communities leaders across the
Nation. It will focus on informing stakeholders on the benefit of the TPG scheme and soliciting
their support for the idea and the national workshop.
We will provide sample letters and flyers for all those wishing to support the cause. During the
national workshop the debates will centre around how various stakeholders will benefit through
business opportunities, funding and training to deliver on assured contracts to government
departments and agencies.
What Are Some Examples Of How I As A Zambian Citizen Will Benefit?
Whatever category of society you belong to, you will benefit (young, old, well-off, poor, urban,
rural, man, woman):
- The Unemployed will be able to be trained as suppliers to public institutions and start small
businesses
- Chiefs and Rural Residents will benefit from supplies to government departments and agencies
(rural farmers will supply 20% of rice, beans, honey and other agricultural produce) - NGOs,
faith-based organizations, churches and civil society groups will have funds to train the
beneficiaries in all areas (farming, procurement, managing a business, registering as suppliers
etc.)
- Youth and Women Groups (bricklayers, carpenters, market and street vendors, stone-crushers)
will have clear business contracts to fulfil and the training and support systems required to
ensure that they deliver
- Banks will have access to government deposits for the scheme and manage the float of money
throughout the year
- Insurance Companies will play a role in providing insurance cover to make sure the system
works without disruption
- ZRA will have increased revenue since the suppliers under the scheme will have to be
registered and will be prepared to pay 10% tax on the profits they will make from these
government procurement contracts
- Government will be able to show that it has sustainably reduced unemployment and created a
long-term capacity development plan for the youth
- Professional Firms will be able to provide their services in audit, legal, procurement and other
services
- Private media houses will be able to benefit when the scheme is in place because they will now
have a new funding stream from government

- Teachers across the country will need to be incorporated into the national training schemes
because of the sheer size of the project
- Lodge Owners will have access to government contracts. Travel Agents will handle 20% of all
public institution travel arrangements.
