NEWDELHI:MakingAadhaarnumbermandatoryforfilingofIncomeTaxreturnsis

necessarytocurbtaxevasionandfrauds,thegovernmentsaidtodaywhilerejectingthe
oppositiondemandforarelookatthemove.

FinanceMinisterArunJaitleyrepliedintheaffirmativewhenaBJDmemberquestionedin
theLokSabhawhetherthegovernmentwas"forcing"thepeopletohaveAadhaarnumber
bymakingitmandatory.

He,however,ruledoutimposinganytaxonagricultureincome,sayingitisastatematter.

HewasreplyingtoadebateontheFinanceBill2017,whichwaslaterpassedbytheHouse AadhaarmustforITfiling:FMonFinanceBilldebate
alongwith40officialamendments,includingtheoneonreducingthecaponcash
transactionsfromRs3lakhtoRs2lakhfromApril1.

Justbeforethebillwaspassed,BJDmembersstagedawalkoutovertheAadhaarissue
whileCongressmemberswalkedoutasthegovernmentgavenocommitmenttowaivefarm
loans.

Theamendmentsalsoincludedthemergeroftribunalsofdifferentministriesandaproposalforlaunchingelectoralbonds.

Jaitleysaidthecaponcashtransactionsisbeingreducedtocurbgenerationofblackmoneyandthemovetointroduceelectoralbondsis
forcleansingthepoliticalfunding.

"Toencouragedigitaleconomyandtodiscouragecasheconomy,IhadproposedinBudgetthattherewillbeabanoncashtransactionsof
overRs3lakh.IammakingitRs2lakhbyanamendment,"hesaid.

Oncleansingofpoliticalfunding,heaskedthepoliticalpartiestogive"advice",sayingthegovernmentwillconsiderallthesuggestions
whiledraftingthefinalpolicyonthis.

Tomakeelectoralfundingcleanandtransparent,theBudgethadproposedthatfundingshouldbeintheformofdigitalorchequeand
cashdonationsbelimitedtoRs2,000.Alsoaelectoralbondwillbepartofthescheme.

"Iwanttourge(Mallikarjun)Kharge,itisnotaboutanyspecificparty.WewantabigpartylikeCongressandallotherpartiestogivea
suggestioninaformalway,thenwewillconsiderthemwhileformulatingtheelectoralbondscheme,becausetheissuecutsacrossthe
politicallines.Sotocleanthesystem,suggestionswillbenecessary,"hesaid.

AspartieslikeBJDopposedthemovetomakeAadhaarmandatoryforfilingofIncomeTaxreturnsandmakingPANapplication,Jaitley
saidlinkingofAadhaarwithPANwasnecessaryaspeoplehavemultiplePANcardsandareusingitasatoolfortaxevasion.

"Aadhaarhasbiometricdetails,soitschancesofmisusebecomeminimal.Whenthecountryhassomuchtechnology,andwhenitis
beingputtouse,thenwhycreatesuchahueandcryaboutit?Itisanantievasionmeasurewhichwillbenefitthecountry.Sothe
governmentconsidersitrighttoimplementit,"hesaid.
 JaitleysaidtheUIDAIhadbeenconceptualisedbythepreviousUPAdispensationandtheNDAgovernmentisputtingittousewith98per
centadultsormorethan108crorepeopleinIndiahavingbeenissuedAadhaarnumber.

"WehavekeptaprovisionthatapersonwhodoesnothaveAadhaarcansayIhaveappliedforAadhaar.Wecan'tallowpeopletosayI
willnotmakeAadhaar,butthroughmultiplePANcardswillcontinuetoevadetaxes,"hesaid.

BhartruhariMahtab(BJD)saidtheSupremeCourthadsaidinSeptemberlastyearthatAadhaarisnotmandatoryandwantedtoknow
whetherthegovernmentwas"forcing"peopletohaveit.

"Yes,weare,"hesaid,adding,"Ifthetechnology,whichhasanetworkof108crorepeopleandalltaxpayinghouseholdshaveit,andthey
giveitalongwiththeirITR,thenthescopeforfraudandtaxevasioncomesdown."

Withregardtotaxationofagricultureincome,Jaitleysaid"Centredoesnothavethepowertoimposetaxonagriculture.Itisoutsidethe
legislativecompetenceofParliament...Itisastatesubject...Thereisnotaxonagricultureanditwon'tbelevied."

Duringthediscussiononthefinancebill,Mahtabhadraisedtheissueofimpositionoftaxonagricultureincome.

Jaitleysaidthegovernmentwillachievethetaxcollectiontargetofa"record"Rs17lakhcroreasprovidedintheRevisedEstimate.

HopingthatGoodsandServicesTax(GST)willbeintroducedfromJuly1,Jaitleysaidaconsensushasbeenarrivedatbetweenthe
CentreandstatesonmostofthecontentiousissuesintheGSTCouncilmeeting.

"ThegovernmentwillbringbeforeParliamentfourGSTlegislationsandtherewillbeafifthlegislationastheExciseandCustomsActswill
havetobeamended.WewillbringtheselegislationstogethertoParliamentinthenextfewdays,"hesaid.

TheGSTCouncilhasalreadyclearedfivelegislationsCGST,IGST,UTGST,GSTCompensationLawandtheSGST.TheUnionCabinet
earlierthisweekclearedtheCentralGST(CGST),IntegratedGST(IGST),UnionTerritoryGST(UTGST)andtheCompensationlaw.
