Summary of Actions taken regarding Drainage District #3

Victoria County

1) October 5, 2015 Mayor Paul Polasek met with drainage district #3 board members Thomas Cartwright, Justin Leita
and Victor Neisser. We met at their office/barn at 1070 Beyer Road East. I requested they perform some work
within the city Limits of Victoria since the majority of their revenue is derived there. Specifically I requested they
could perhaps mow several of the drainage easements a few times a year. My impression was they felt the request
was reasonable and would be willing to do so as long as the specifics could be worked out.

2) Sometime in November or December 2015 (Exact Date Unsure) city manager Charmelle Garret and Public works
director Lynn Short met with them and discussed the same issue, again they expressed interest but did not commit.

3) A letter dated February 23, 2016 was sent to all three board members. No response was received. (See attached
Letter)

4) Contact was made by city staff with members of the drainage district. Some work was agreed to and performed.

Drainage district 3 was created in July 12, 1915

My original intent was for the citizens of the city of Victoria, who fund the majority of drainage district #3 operations to
derive some benefit for the taxes paid. Originally I did not intend for the benefit to necessarily equal the amount paid. I
do realize development within the city does contribute to the water shed of drainage district 3. In recent years the city
has taken it upon itself to mitigate the impact created by recent creation of the Lone Tree detention pond near airline
road. The expense of creating the detention facility (2.5 Million) was born entirely by city taxpayers.

The perception has been that the board member s of drainage district 3 would not perform work within the city limits of
Victoria. I wanted to verify this by visiting with them directly which I have. After repeated meetings we were able to get
a small amount of mowing done on one occasion. After further consideration I do not believe the city residents will
receive near enough benefit for the taxes they pay. I feel it is unfair for city residents to continue to subsidize the
drainage projects of a few county residents. I am therefore taking the necessary steps to petition the legislature to
modify the boundaries of drainage district #3 to remove property within the Victoria city limits.
