NOTICE INVITING TENDER (E-Tender)
October 7, 2013
E-tenders are invited in two bids (Part-I Techno- Commercial bid and Part-II Price bid) from bonafide, experienced contractors with good financial
standing & reputation and fulfilling the qualifying requirements stated hereunder, for the following work:

Name of Work & Location Filtration of Transformer oil of the Transformers installed at different Sub-
stations of Panipat Naphtha Cracker.
2. Tender Fee Nil
Intending Bidder(s) is required to download the tender documents free of cost
from IOCL e-tender website (http://iocletenders.gov.in).
3. Time Schedule 24 (Twenty-four) months
4. a) Pre-qualification (PQ) criteria: The intending tenderers shall have to furnish proof of their pre-qualification and
Commercial experience along with the Part-I (Techno-commercial bid). Copies of all the
documents shall be self-attested. Pre-qualification criteria will be checked at the time of
techno-commercial evaluation of the offer.
b) Annual Turnover (ATO) Rs. 4.55 Lacs (Within anyone of last three financial years i.e., April 1, 2010, onwards)
Proof of ATO shall be submitted in form of TDS Certificate or Audited balance sheet.
c) Value of Single Work Order Rs. 4.55 Lacs (3 work orders)
(SWO) executed for similar nature Rs. 6.07 Lacs (2 work orders)
of work (During any of the last Rs. 7.59 Lacs (1 work order)
five years ending on last day of Detail work order [similar in nature as described in para 4 (c)] including covering
the month immediately previous letter and schedule of rates and completion certificate containing executed value of work
to the month in which last date of shall be required. Completed value of work as mentioned in the completion certificate
bid submission falls) shall be considered for evaluation against single/ multiple work order value required
under PQ, however where the executed value is not mentioned in the completion
certificate, the copy of certified bill shall also be acceptable for determining value if
submitted along with completion certificate.
d) Similar Nature of work The similar nature of work shall be defined as: Transformer Oil Filtration jobs.

commercial bid. Income Tax Department), for last three years should be furnished.
3. Power of Attorney in favour of person authorized to sign the tender document.
Note: Copies of all the documents uploaded should be self-attested.
6. Tender download schedule Tender documents shall be downloaded from the website www.iocletenders.gov.in
upto 21st Oct 2013 by the bidders themselves free of charge. IOCL does not take
any responsibility for the correctness of tender documents obtained from any other
source. Bidders are advised to visit above mentioned website before submitting their
offer for official version of the tender document including any corrigendum / amendment
if any, which shall be binding to all the bidders. Failure of bidder to submit tender without
taking cognizance of corrigendum / amendment (if any) issued by IOCL are liable for
rejection.

8. Pre-Bid Meeting Not Applicable
9. Last date of uploading of tender & 21.10.2013 upto 2.30 PM.
EMD submission Offer must be uploaded on e-tender website www.iocletenders.gov.in and EMD
Instrument (Original) should reach to office of tender issuing authority before the
deadline. Physical offers or offer submitted using any other mode will not be
accepted.
10. Mode of Submission In case of e-tenders physical offers will not be accepted, offer must be uploaded on e-
tender website www.iocletenders.gov.in before deadline using Digital Signature and
EMD Instrument (original) should reach to office of tender issuing authority before the
submission deadline.

11. Earnest Money Deposit (EMD) Rs.15,200/- to be paid by Demand Draft (DD) in favour of IOCL, Panipat Refinery,
payable at Panipat.
Tenders without Earnest Money will be rejected. Only EMD instrument(DD) should
be deposited / posted in sealed envelope superscribing tender name, number &
date of opening date, which should reach/delivered on or before due date & time
of bid submission, else offer will be straightway rejected.
12. Tender opening date- Online Tender (Techno-commercial bid) shall be opened on 22.10.2013 at 3.00 PM or at a later
date convenient thereafter.

NOTE:

i) Tender may be finalized based on credentials uploaded along with Techno-commercial bid only without
any correspondence with bidders in case of deficient PQ documents. Bidders are required to go
through the Notice Inviting Tenders (NIT) & Tender Documents carefully and upload all the required
documents along with Techno-commercial (Un-Priced) Bid in order to avoid rejection.
ii) IOCL reserves the right to cancel the tender in part or full / extend the due date of Tender submission
etc. without assigning any reason & allow Preference to PSUs / NSIC / IOCL JVs etc. as per applicable
`Govt. /Company policy.
iii) Bidders are to quote their most competitive rates. IOCL reserves the right to negotiate the rates as and
when deemed fit.
iv) Value of completed work as mentioned in Completion Certificate/other valid documents shall be
considered as value of single order or multiple orders as indicated in NIT against Pre-qualification
requirement.
v) Legal dispute, if any, shall only be within the jurisdiction of Local Court situated at Panipat (Haryana).
vi) EMD: Name of bidder & tender number should be clearly written on back of the EMD DD to avoid
mixing/loss of Instrument.
vii) Public Sector undertaking of the Central/ State Government/ JVs of IOCL are exempted from payment
of EMD.
viii) Small Scale Units registered with the National Small Industries Corporation and having valid
registration under Single Point Registration Scheme for the items of job/ work as per NIT as of
the bid opening date for the tendered work are exempted from payment of EMD. However, Copy
of NSICs certificate should reach/delivered to office of tender issuing authority on or before
due date & time of bid submission.
ix) E-tender bidders to note that all communication will be through e-Tendering web site. No cognizance
will be taken for communication outside system.
x) Offers not meeting statutory requirement will be liable for rejection.
xi) Workmens Compensation Act 1923 shall be applicable for this Contract.
