I. Introduction

HISTORICAL BACKGROUND OF BARANGAY CAPANGPANGAN

The first eastern barangay from the poblacion in Vigan City is


Capangpangan, which was so called because supposedly, the first settlers in
the area originated from the province of Pampanga. These settlers were also
leather craftsmen (agkurkurti ti lalat) who may somehow have also been into
the Pagpartian. They gathered the skin of the slaughtered animals (e.g.
cows, carabaos), dried and made these into knife holsters and beaded
slippers.

Understandably, the first Capangpangan settlers chose the river banks


area (eastern side of the northern tip of the Mestizo River) because their
livelihood activity necessitated so. Washing of the animal skin could be done
in the river and the banks could be used to dry them. Likewise, the
riverbanks abounded with camachile trees which barks were used in curing
the leather. Besides, this location was far enough to bother the citys
residential center with polluting smell associated with the craft.

Leather craft in Capangpangan lasted until the 1960s. It eventually


became extinct with the onslaught of cheaper factory-manufactured slippers.
At present, many Capangpangan residents are into meat processing, like the
residents of the neighboring Pagpartian.

The originally small settlement has also become one of the most
congested and densely-populated non-poblacion barangays of Vigan.

GEOGRAPHICAL LOCATION

AREA

The barangay has a total land area of 48.8 hectares or 0 .488 square
kilometers. The total land area of the barangay is distributed according to
the following land uses with the corresponding areas in the table below.

ACCESIBILITY

The barangay can be accessed all throughout the year by land such as
motorcycles, tricycles, kalesa, jeepneys and four-wheel motorized vehicles.

CLIMATE AND RAINFALL

Barangay Capangpangan, just like the other Barangays in the heritage


city of Vigan, has the first climate type in the Philippines which is
characterized by two pronounced seasons: the wet season which normally
commences from May to October and the dry season which is from
November to April. Generally, the climate is cool during rainy season and hot
during the dry season. The hottest period is from March to April while the
coldest is from December to January. The wet months are from June to
October, with the month of August as the rainiest period. The average annual
rainfall is 190.683 mm. and the heaviest registered rainfall is 693.3 mm.

On the other hand, the average temperature is 26 C. The average


warmest temperature is 30.9C and the average coldest temperature is
21.1C. Likewise, the average relative humidity is 81%. An average of 7-10
typhoons visits Vigan City annually.

II. SOCIO-ECONOMIC PROFILE

Population

Capangpangan has an overwhelming population of


1,614 as of the year 2015, of which 771 are males while 498 are
females. There are 107 total households and 322 families.

Religion

The residents of this barangay generally belong to Roman


Catholic. However there are some religions/sects which are present in
the Barangay namely: Iglesia ni Cristo, Methodist, Born Again, Bible
Fellowship, 7th Day Adventist and others.

Social Services
School

Barangay Capangpangan has a government-owned Day


Care center and a complete elementary school.

Barangay Organizations

What makes the barangay socially active and culturally


productive is the existing barangay organizations. However not all
organizations can give an equal degree of contribution since each
organization has its own charism. The religious organizations, the
Barangay Council and an organization that helps the residents who
dies by giving death aid or saranay to the relatives of the member,
are exemplary in their performance. Most residents are satisfied with
their functions and services.

Housing

Shelter

The people are protected with various kinds of shelter. The


types of housing of the residents are 107 permanent (concrete,
woods, and galvanized iron sheets).

Water Supply

The households in the barangay have access to water


supply from various sources. There are 37 households with
piped/tubed/level III. There are also those with deep well with 24
households served. Other sources of water peddlers are from
which residents buy their drinking water.

Electricity Supply

All households in the barangay have their own access to


electricity and the Ilocos Sur Electric Cooperative is the main
source of lighting among the households.
Toilet Facilities

Out of the 107 households in the barangay, 81 are served


with modern type (commercial bowls) toilet, while 26 are water
sealed.

ECONOMIC PROFILE

Employment

There are a total number of 598 residents who are employed. 387 of
them are locally employed, 159 of them are self-employed and 52 of them
are employed overseas. Unfortunately, a total of 1016 residents are
unemployed.

Major Sources of Livelihood

Meat processing like longganisa, lechon, bagnet, and chicharon-making


ranked 1 as the major source of livelihood in the barangay. Some of the
major locally produced products here include lechon, longganisa, bagnet,
chicharon, and dinardaraan wherein most tourists find it delectable and
make them want to come back here in Vigan again and again. Ranked
number 2 goes to tricycle operators and ranked 3 goes to buying and selling.

INFRASTRACTURE UTILITIES

Health Facilities
The barangay has a barangay health center with basic amenities and
being managed by 8 Barangay Health Workers and 1 Barangay Nutrition
Scholar.

Sports Facilities

Facilities in the Barangay for sports include two (2) basketball courts,
one covered and the other one is not.

Transport Facilities

The mode of transportation in the barangay is by land. The forms of


transportation are three-wheel motorized vehicles (tricycles and kuliglig),
two-wheel motorized vehicles, four-wheel motorized vehicles (owner-type
jeep, van, pickup), bicycles and kalesa.

Bridges

The barangay has a concrete bridge which is considered operational,


but it is not possible for two cars to pass by at the same time.

III. Development Plan

A. Community Development

Although the Day Care Center and their Barangay Hall are
still functional, they now need to be improved and repainted for a
more conducive place for the pupils to study and for the councils
to work in. This is also true to their Barangay Covered Courts of
which, needs repairs. The main court, which is the covered one,
needs to be improved and widened so that it may serve more
people when there is an event. The creation of bleachers is also
of value for a more comfortable set-up when an event takes
place. It may also be used as an evacuation center for residents
who will be devastated by storm or typhoon. The residents and
non-residents will also feel safe if additional streetlights would be
installed along the streets.
B. Social Services and Utility

The canals need to be repaired and reclogged because


even with light rains, the place gets flooded, and since that the
place is visited by typhoons almost 10 times annually; there are
scenarios that the presence of brownout takes place. With this,
the provision of power generators would be a lot of help to the
residents. They could use it alternately at a time so that
everyone could be benefited. They could use it to charge their
mobile phones, flashlights and do necessary things. With proper
awareness of course, the residents would know how to deal with
disasters that is why it would be of great importance if the LGU
or people from the PDRRMC would conduct seminars and
trainings. The P5000 allotted to year 2017 and 2018 for the
cleaning of the canals would be intended for the wage of the
people who will take part in the reclogging. As to the conduct of
seminar, it would be served for the accommodation of the people
who will give seminar and trainings.

C. Environmental Development

There is already an existing schedule for the collection of


garbage for every household; however, it is not being followed.
In connection to this, the barangay council should strictly
implement the said ordinance and the collection schedule should
be complied to from time to time and that the council should
have a better dumping site because there are a lot of residents
complaining that they can inhale the unpleasantness of the
garbage. This may cause harm to the health of the residents. We
also observed that the barangay do not have a herbarium or
plant nursery. They said that before, they had one, but the
barangay officials needed its space for an outpost and up to now,
it had not been recreated. It is high time now to create again the
said nursery or mini vegetable garden because the plants that
could be housed here are expensive when bought from the
market. In this way, the mini garden would lessen the expenses
of the residents. But, residents should always take part in the
maintenance of the said garden. They should not only be
enjoying its advantages.

D. Infrastructure Development

The construction and improvement of the roads is also


necessary for the means of transportation may pass by
comfortably and hassle-free. And so for the cyclers would have
no worries when it comes to their cars or cycles. Also, we were
told that though the bridge is considered operational and
functional, it still cause some people troubles and uneasiness.
For example, the bridge cannot accommodate two cars to pass
by at the same time and it can also cause harm and it is also a
threat to the lives of people especially on the sloping part. Some
parts of the bridge are also breaking now which may cause
accident to passers. Therefore, it should be reconstructed and
widened.

IV. Conclusion

Planning is very important since it provides a medium for an


organization to set goals and decide how they will have to be achieved. But
more importantly, implementation makes the plan both meaningful and
useful.

This three-year development plan is one of the most effective tools for
individuals particularly the barangay officials and everyone presently
residing in Barangay Capangpangan who want to achieve an enormous
development and improvement to uplift their economic status. It addresses
the major concerns of the said barangay particularly in its community, social
services, environment and infrastructures that need immediate and excellent
response.

Given the fact that Capangpangan is situated near the centro where
most tourists from different places visit, it is a must priority for the local
government unit and the different agencies being addressed to make their
necessary actions, support and guidance to bring this plan to fruition. Also, it
is necessary to ensure continued effective and responsible management and
maintenance of these soon-to-be-implemented plans in order to achieve
optimum success and development not only for the benefit of the residents
of the barangay but also for the pride of Vigan City especially now that it has
been regarded as one of the new seven wonders cities of the world wherein
people around the world probably monitoring constantly.
