1. PURPOSE 0001

The purpose of this document is to ensure that the erection, modification and dismantling of scaffolding
works is carried out strictly in accordance with Saudi Aramco standards and to support the execution tem with
relevant information regarding the specific project requirements.
This method statement provides the necessary support to the execution team with relevant information
regarding the specific project requirement and a guide line for a procedure to work safely.

2. SCOPE

The scope of this method statement is to define safe guidelines/ procedure to carry out erection, dismantling,
modification and Inspection of different types of scaffold required for safe work and access for Insulation
works to be carried out on the east west pipe rack for piping project J-80.

4. DEFINITIONS

4.1. Proponent
SAUDI ARAMCO owns the project.
4.2. Contractor
NATIONAL CONTRACTING CO LTD (KENTZ) is the contractor.
4.3. Sub-Contractor
SENDAN INTERNATIONAL is performing erection and dismantling of
scaffolding works.
4.4. Scaffold Structure
A temporarily provided elevated platform structure which provides access, or on
or from which persons work or which is used to support materials, -plant or
equipment.

5.1. Construction Manager

Construction Manager shall be responsible for the site coordination0001 and management of all
construction activities to meet the requirement of CSM & GI 08.001- Safety Requirements for
scaffolding.
The construction manager is essential in the implementation of the safety accountability program.
The success of the program is contingent upon the support of this level of management together in
cooperation with contractor this line management representing safety and health environment. The
construction manager is accountable for the subsequent activities.
5.1 HSE Manager
The HSE Manager the individual who is managing and providing oversight of the safety program
is the bureaus point of contact for the bureaus safety program, and performs the following
functions:
Provides appropriate safety and health, accident prevention, and investigation training for
managers and supervisors.
Assists management in the annual inspection of workplace to assure safe and healthful
conditions for workers. Prepares appropriate notices for management to issue for abatement of
any identified hazards.
Provides promotional materials and develops and administers recognition system to promote
safe and healthful work performance.
Assists management and supervisors in investigating accidents and developing measures to
prevent recurrences.
Supports the Safety Management information system (SMIS) by recording all accident reports
in a timely, complete, and accurate manner.
Assures that claims for injuries and illness posted in SMIS are posted in the occupational
Safety and Health Administration log.

5.3 Scaffold Supervisor (ARAMCO Certified)


He has the over-all responsibility of site coordination for arranging material and manpower required
for this project.
His responsibility includes the compliance of all scaffolding activities to clients requirement. He
liaises with the clients construction team with regards to the requirement of scaffold and its fit for
purpose and he will erect scaffolding according to drawing specification.
He will be present in the erection, dismantling and alteration activities of the scaffolding.
He will be a SAUDI ARAMCO Certified or SPSP certified.
He will be responsible for inspecting the scaffolding(less than or equal to 6 meter or 20ft) at the job
site as soon as possible after completion of erection by his craftsman before workers other than
scaffold craftsman use the scaffolding.
5.4 Scaffold Inspector (ARAMCO Certified)
He is responsible for the quality of the scaffolding. He conducts a joint inspection with the Scaffold
Supervisor of the material prior to use ensure the material meets the clients standards and

specification.

5.5 Safety Supervisors


He will be responsible to undertake and monitor all HSSE activities as per project requirement.
He will be always present at the jobsite at all times.
He must ensure that all personal involve in the activity is SAUDI ARAMCO or SPSP certified.
He will verify that all relevant documentation is complete before the activity commences.
He along with the Scaffold supervisor closely monitors the site for any unsafe condition/hazard
prior to work commencement and during the entire duration of work. He conducts Tool-box talks
& Risk Analysis prior to work commencement. Reporting and recording of any near miss or
accident! Incident to the management.
5.6. Scaffolder and Scaffold Helpers
Their responsibilities include following work instruction given by the supervisor and informing the
supervisors about any unsafe condition that may affect them or others. They shall carry out the
work
entrusted on them in a safe manner. All scaffolders who are engaged in erection, modification and
dismantling of scaffolds should be well experienced and certified.
5.7. Training of Scaffold Crew
Scaffold craftsmen shell be trained and qualified to perform scaffolding work.
All scaffold crews must undergo safety scaffold training and have competency cards from the
approved
third party.
Refresher scaffolding training must be carried out time to time on field as well as with slide
presentation training sessions.
Scaffold Supervisor and Scaffold Inspector must be certified by SAUDI ARAMCO or SPSP.

5.6 SCAFFOLDING MATERIAL


Scaffolding material should conform to the following international accepted standards as
manufactured as per the recommendation of EN 10239
Tubes: BS 1139
Boards: BS 2482 & OSHA Standards
Fittings: EN 74 1.
System scaffolding: Cup locking type.

6.1. Scaffolders are supplied with appropriate hand tools i.e. (spanners, ratchet, and
spirit levels with safe holsters on belts). Scaffolders use only manufacture tools for
erection and dismantling scaffolding.

6.2. Gin wheels will be provided as well for use on several lifts provided specifications are met
unless adequately supported, cantilever tube project at maximum 750mm beyond the scaffold.

6.3. All scaffold components (tube, boards, fittings and ladders etc.) required for the works will be
taken from the place where it kept or rack to the place of work. Materials will be stored neatly, so
that no hazards or risk are caused to other site personnel. During manual handling operation, all
employees shall give proper training for the correct manual handling procedures.

6.4. Only inspected scaffolding materials will be delivered to the work locations. All materials are
pre- inspector. Properly sorted and maintained regularly before allowed to be used.

7.PRE-ERECTION PROCEDURE
7.1. Prior to erection, Client's or the Scaffold Requisition Form shall be provided for any request for
scaffold erection.
7.2. Work area shall be barricaded and warning signs prominently displayed
7.3. All Scaffold tubes used shall confirm to BS1139 standard, couplers to EN 74-1 & scaffold
Boards to BS 2482 & OSHA Standards and only approved scaffold materials and accessories shall
be used.
7.4. All Scaffolding Supervisors and Erectors deployed for scaffold work shall possess the relevant
qualifications and certification. All Scaffold Erectors shall possess required training and experience.
7.5. Tool Box Meeting shall be conducted prior to scaffold erection.
7.6. Full Body Safety Harness with double lanyard shall be provided and worn at all times by all
workmen during work and shall always be anchored to firm structures during carrying the works.

7.7. Job Safety Analysis and Hazard Analysis / identification shall be done to pre-determine
precautions to be taken during process and recorded in JSA/Hazard Analysis form.
7.8. It is recommended to grout steel structure prior to start scaffold erection work.

8. SCAFFOLDING OPERATION

The Scaffold supervisor must study the request and get himself fully aware about the requirement
of the user. Scaffold supervisor may request any additional information if required.

10. PERMIT TO WORK

The Scaffold Supervisor must request a Permit to Work prior to erecting, altering or dismantling
any scaffolding. The permit will be issued from the relevant operation department of the owner.

A JSA (Job Safety Analysis) will be required to done in presence of the area supervisor of the
Owner / Client at the time of issuance of the permit to work. A joint Risk Assessment will be
required to be carried out where scaffold activities will be carried out simultaneously with other
activities.

11. After the issuance of the Permit to Work the Scaffolding activities may begin.

11. EMERGENCY RESCUE PLAN

When the worker working at height notices that his co-worker is in danger of falling or has fallen
and is hanging by the lanyard or the self-retracting lifeline he immediately informs the site
supervisor or the safety officer.
11.1. The site supervisor or safety officer activates the Emergency Response procedure by sounding
ALARM and calling Medical assistance via mobile or Bravo.

11.2. Area Safety Officer will secure the area as directed by the HSE Manager/Commander and will
control the access on on-scene commander.
11.3. Loose the life line (winch type self-retracting life-line) and connect to the victim's safety
harness "D" ring and 1m the handle in upward direction of the winch and raise the victim slowly.
11.4 The rescue team will place the victim in the man basket or use basket stretcher whichever is

11.9 There is available equipment (i.e. crane with stretcher, man lift, etc.) from the contractor that
could be borrowed for the retrieval of the suspended workers all the time, then this will be utilized
for the rescue. We will provide one man lift when we will do the scaffold work.
11.10. Every 12m we will erect accesses at both side of pipe rack and every 75m we will also erect
emergency staircases at both side of pipe rack.
11.12. To supply the Fall from height rescue equipment.

12. SCAFFOLD CONSTRUCTION


The dancing platform for piping installation will be medium-duty type and our scaffolders involved
in dancing floor erection, modification and dismantling will belong directly to KENTZ as approved
Specialized Scaffolding Contractor and we will hire necessary quantity of scaffold supervisors who
have SA certification depending on the amount of scaffolders from SENDAN.
Before we start the dancing platform we will provide lifeline with tubes and couplers for our
scaffolders on the site and workload.
Ladder beam connections joints must be spliced with two scaffold tubes 1m length by using right
angle couplers.

The entire scaffold construction must be done under the direct supervision of qualified, competent
and experienced scaffold supervisor.
All scaffolders must wear a full body safety harness with double lanyard white working at a height
more than 1.8m.

conform to the following standards:

Ensure that the base of the scaffold is strong and firm and capable of carrying the imposed load for the
entire duration of the scaffold.

Sole boards must be ensured for shifting and movement. Use of wedges is strictly prohibited.

Ensure that Standards (Verticals members) are placed at the center of the Base Plate. The Spacing of
the Standards must never exceed 10 feet. The spacing of the Standards must not exceed the following:

Ensure that toot ties (kicker lift) are installed at l50mm from ground to the standards to prevent from
sway of the scaffold and offer stability to the scaffold structure.

All standards must be in plumb by fixing the bracing to the standards. All joints in the standards,

ledgers (longitudinal members) and Transoms (transverse members) must be staggered. All ledgers
and ransoms must be in level and horizontal.

The ledgers and transom tubes in the kicker lift must be connected to the standards using the right
angle couplers only. After the kicker lift subsequent lift height should not exceed 2m.

The scaffold is braced by using swivel couplers onto the ledger, transom or standards. Bracing must be

fixed to the outside of the scaffold diagonally at angle between 35 to 551100164

Ledger bracing shall be fixed at every alternate pair of standards and Facade/sway

'fixed at every 5th bay intervals and at each end of the scaffold.

Bracing is to be done lip to full height and length of the scaffold.

The spacing of the transom should be spaced such that boards arc evenly supported. Intermediate
transom should be installed not more than 1.5m to support the boards from over stressing.
All scaffold boards at the working platform must rest squarely and evenly on accurately spaced
transom support. All scaffold boards must be inspected to ensure that they are free from knots, cracks
and warp prior to use. Boards must not extend over the end support transoms by less than 150mm and
more than 450mm.

The ledgers, transoms and bracing tubes must not protrude beyond l50mm from the general outline of
the scaffold to prevent injury to passer-by.

A fall protection system comprising of double guardrails and Toe boards must be installed on all sides
where there is a potential of fall of personnel and material from more than 1.8m height. The top
guardrail must be installed at least 970 mm and an intermediate guardrail at between 400 mm to 600
mm maximum above the working platform level. The toe-boards are fitted to prevent materials from
falling. The height of the toe boards should be at least l50mm above the working platform level.

Accidents involving ladders frequently occur within construction industry and account for many
serious injuries. Because the ladder is regarded as one of the most basic forms of access, the dangers
are not always anticipated.

Scaffolds ladders must extend at least 1.07m above working platform. Scaffolding platform not more

Ladders should be fitted as early as possible during erection and removed as late as possible during
dismantling to eliminate the need to climb the scaffold structure.

13. SPECIFIC SCAFFOLD ERECTION METHODS

13.1 All procedures are carried out in accordance with requirements stated in the client's
specifications and where applicable, approved drawings.

13.2 Scaffolding will be erected on the request for erection from KENTZ and will be kept ill place for
the entire duration for required works and finally be dismantled after request for dismantle from the
contractor.

13.3 Rest landings are required at 4.0 meters maximum vertical intervals to avoid fatigue. Ladder

14. INDEPENDENT SCAFFOLD


14.1. Before commencing erection of the scaffold, check the footings prior to basing out for soft
grounds and ensure that the ground is firm and stable.
14.2. Sole boards are checked to ensure no shifting.
14.3. The standards are then inserted vertically into the base plates and spaced no more than 2.4m
apart expect for a 3 board wide scaffold used for inspection where the standards can be spaced up to
2.4m apart.
14.4. Then the foot ties (where necessary) are fixed to 150mm to the standards and near to the ground
to prevent from vertical to sideways movement.
14.5. The ledgers and transom tubes are then connected to the standards using the right-angled
couplers. The ledgers and transoms are to be spaced at vertical intervals of not more than 2m. The
ledgers and transoms must not protrude beyond 150mm form the general outline of the scaffold.
14.6. The scaffold is braced by using swivel couplers onto the ledger, transom or standards. Bracing
must be fixed to the outside of the scaffold diagonally at angle between 35 to 55 to the horizontal.
Ledger bracing shall be fixed at every alternate pair of standards and Facade/sway bracings are to be
fixed at every 5 bay intervals and at each end of the scaffold. Bracing is to be done up to scaffolds full
height and length.
14.7. The Putlog is to be set on top of the ledgers secured by right-angled couplers. 14.8. Boards for
working platform shall then be installed closely boarded. End-to-end (butt-joints) and secured.
Minimum width of the scaffolding shall be 3 boards wide unless there is space constraints.
14.9. No metal boards which forms part of the working platforms shall project beyond its end support
to a distance less than 50mm to 150mm or more than 4 times the thickness of the board unless it is
effectively secured to prevent tipping or uplift.

scaffold situated should be distributed as widely as possible.
15.2. The floor, the ground or the base must be level and properly compacted firmly.
15.3. Client to ensure that the foundation, floor or ground on which the scaffolding will be based is
strong enough to take the load of the scaffolding and all the loads imposed on the scaffolding.
15.4. Spacing of the standards shall be evenly spread.

directly to SENDAN as approved Specialized Scaffolding Contractor).
17.31. Special scaffold erection, modification & dismantling must be under the supervision of
specialist scaffolding contractor. (Necessary quantity of Scaffold Supervisors SA Certified will be
supplied by SENDAN it depending on the amount of scaffolders on site and workload).

18. SPECIFIC SCAFFOLD ERECTION METHOD


18.1. All inspection works shall be carried out in accordance with requirements stated in Saudi
Aramco Standards and/or Client's specifications, approved drawings where applicable.

19. IN-PROCESS INSPECTION

19.1. In the process of scaffold erection & modification the Scaffolding Supervisor and/or Project
Manager and/or Assistant Supervisor shall continuously check the scaffold.

20. FINAL INSPECTION


20.1. Upon completion of the scaffold erection, the Scaffolding Supervisor and Inspector/and/or
Assistant Supervisor shall carry out final inspection on the erected scaffold. Results on Inspection
shall be recorded in the Scaffold Inspection Log Register.

21.3. "Touch-up" works will be carried out on scaffolds that have been found to be tampered with and
arc unsafe. All inspections on touch-up works shall be in accordance with originals plans and

22. PRE-DISMANTLING PROCEDURE


22.1. On receipt or instruction to dismantle to the scaffold, the Scaffold Supervisor shall inform the
Scaffold Inspector for it pre-dismantling inspection. If the scaffold is found defective, it must be made
good before dismantling commences.
22.2. The Scaffold Inspector will ensure that all ties are in position and that the scaffold is in a safe
condition for dismantling.
22.3. The scaffold must be free of dust and debris.
22.4. The scaffold inspector must ensure that the scaffold is clearly tagged UNSAFE at all access
points.
22.5. Work area shall he: barricaded and warning signs prominently displayed throughout the process
of works (wherever possible the perimeter of the area to be barricaded where the scaffold is located).
It will be ensured that in no circumstances anyone is allowed to work below the scaffold where there

is any risk of falling material causing injury.


22.6. Toolbox Meeting and PPE inspection shall be conducted prior to scaffold dismantling.

22.2. Dismantling shall be done in such a planned and orderly way as not0001
to destabilize the scaffold
structure at any time.
23.3. Scaffold shall never be dismantled in vertical section rather all scaffolds shall be dismantled in
horizontal sections and parts.
23.4. Do not remove all ties, or all bracing or all intermediate transoms or guard rails first. Rather
Ties, bracing, transoms and guard rails shall be progressively dismantled lift-wise or section-wise.
23.5. Special care shall be taken with the ties of the scaffold, wherever possible ties shall be removed
in the end while dismantling.
23.6. If required additional rakers or ties shall be provided to the scaffolds while dismantling to
stabilize a scaffold being dismantled.
23.7. Dismantled material shall be lower to the ground and should never be stored on the scaffold.
Materials should never be thrown on ground; they should be lowered hand to hand in an orderly
fashion or using a gin wheel.
23.8. Full body harness with double lanyard and Life Line with anchor point shall be provided and
worn by workers and securely anchored to firm structures during works on the scaffold at all times.
100% tie on shall be required while all scaffolding operation.
