Indicates whether this cell will be reserved for operator


use. If it is reserved, only UEs assigned to Access
Classes 11 or 15 can treat the cell as candidate for cell

UE maximum transmission power on the RACH when


accessing the system. The parameter is also used to
maxTxPowerUl calculate the cell selection criteria Srxlev. It is defined
per serving cell and per WCDMA neighbor and GSM
