Odisha is showing the way in ensuring Livelihood to rural

poor: says Secretary

Konark, 22 April 2017. Shri Deoranjan Kumar Singh, IAS the Commissioner-
cum- Secretary, Panchayati Raj Department, Government of Odisha said,
We are happy to inform you that Odisha is showing way of Livelihood
Programme implementation to other states of India. This year Odisha
Livelihoods Mission (OLM) is expanding its scope from 107 to 150 intensive
blocks across the state. And apart from quantity we will also give renewed
thrust on the quality of the outcomes under the livelihood programmes.
Shri Deoranjan Kumar Singh, IAS was speaking in valedictory session of the
3-days long participatory planning workshop known as Chintan-Manthan
Shibir 2017-18. In the workshop it is resolved to take the Rural Livelihood
programme in the state to the next level.
Odisha State has been acknowledged by the Government of India in different
forums as one of the leading states in implementing Deendayal Antyodaya
Yojana and Deen Dayal Upadhyay Grameen Kaushal Yojana. The State OLM
Team with the aim to take the Livelihood initiatives to the next level sat
together in last 3 days with the representatives from district and block level
officials and brainstormed the way ahead.
Odisha Livelihoods Mission could fully utilize the fund allocated in the F.Y.
2016-17 and stand ahead of other states of India in implementing rural
livelihood programmes. Odisha has been recognized as a model state by the
Government of India in both livelihoods and skill, not only in the terms of
expenditure but also in the terms of quality outcomes.
Shri Pranabjyoti Nath, State-Mission-Director said, Our last financial year
performance is the result of process driven planning, implementation and
monitoring & evaluation. We adhere to the Panch Prakriya (5 step process)
named as Chintan (Participatory discussion), Manthan (Brainstorming),
Abasthapan (Ground implementation), Sameeksha (concurrent
monitoring, course correction & learning) and Ablokan (relook and
standardization of learning). Today we concluded the first two steps of this
Panch Prakriya and the Annual Action Plan for the F.Y. 2017-18 has been
finalized.
