NEWS ALERT:.Last night an 3-member Election Challenge Review Panel convened by the City of Los Angeles' Department of Neighborhood Empowerment (DONE) upheld (approved) all THREE election challenges submitted by the Skid Row Neighborhood Council- Formation Committee. The election challenges were each based on evidence (written documentation and video) which proved the Downtown Los Angeles Neighborhood Council (DLANC) was involved in a cheating scandal through two front organizations (Unite DTLA and DTLA United) which both publicly opposed the creation of the Skid Row Neighborhood Council. The specific election challenges were- Illegal use of City Logo (In this case a Neighborhood Council logo), illegally taking a position in an election (supporting a candidate) and Electioneering. The Review Panel recommended that DONE, the City Attorney and an Independent investigation agency (to be determined) officially investigate the illegal actions (which were mostly online) and conclude within 60 days.Afterwhich, if no definite resolve could be reached, a new election tis o be held WITHOUT online voting, no later than 30 days after the conclusion of the investigation (90 days from now). THOUGHT:.What's most interesting about the recommendation is DONE has clearly stated both publicly and online that NO new election will happen as the result of an Election Challenge Review Panel.So what is the option to a new election?With THREE violations upheld, the penalty phase goes well beyond a simple Letter of Reprimand to the DLANC.Thus, the next available options are Disqualification of Candidate (DLANC) or Disqualification of Votes (In this case NO votes).
