Process Improvement Expert: Extensive experience with Project & Program Planning &
Management, CRM, ERP, and Financial systems & processes. Background includes desktop
and mainframe computing environments at various stages of their evolution as well as custom
systems for enterprises that preferred an outside the box approach. Focused on cross-
platform data transparency, legacy data migration, effective data integration, remote data
collection and management, WAN design and implementation, problem resolution processes,
and process modeling.
Proven Performance across all Corporate Functions: I have a documented track record
of excellence across the full spectrum of business endeavor, with special focus in the areas of
structured program and project management, applied technology, business operations,
leadership in culturally diverse environments, finances and risk management, innovative
business process empowerment, and the development of meaningful enterprise architecture.
International Experience: I have in-country experience in Australia, Singapore, Thailand,
Japan, the Philippines, England, Spain, France, Sweden, the Persian Gulf region, Sri Lanka,
Kenya, the Maldives, and Mexico, and various countries of the Caribbean. Foreign language
experience includes Spanish & Japanese.
SELECTED ACCOMPLISHMENTS
 As the Chief Engineer of the SPOT Program at American Systems
(10/2009-7/2010) I was responsible for formulating and documenting projected
program scope, personnel staffing costs and technical details as well as developing
complex graphics that became part of the winning proposal, and participating in the
management team that stood up the new combined program at American Systems.
Results: Successfully proposed and implemented the SPOT Program contract under
American Systems management, worth $43 million over a three year period
 As the Non-Commissioned Officer in Charge of the Defense Language
Institute CIO Office (3/2004-4/2005) I was responsible for defining the preliminary
requirements, identifying, and implementing critical operational, organizational, and IT
functional solutions, decision support processes, and management methods
establishing this office. Results: Successful implementation of the first CIO/G6 function
at DLIFLC-POM, establishment of the first enterprise architecure, and deployment of
over $1 million of cutting edge educational technology.
 As the Sr. Offerings Manager for Certive Corp. (8/2000 – 1/2001) I
conceived, organized, and led teams doing specification and development of a new
web delivered PM product offering in the ASP/PSO space. Lead detailed evaluation of
decision support and CRM products including Peoplesoft, Siebel, and Documentum
relative to a make/buy decision for the first product offering. Introduced process
mapping & requirements definition by use case. Results: Successfully defined a
comprehensive program management and financial reporting product specification in 4
months.
 As the Dell Finance Systems IT Program Manager (1997-2000) I led
teams of from 5 to 12 people in process mapping, database rationalization, data
integration and mapping, project management, software development, and SQA
related to Dell business intelligence, financial fulfillment, customer management, and
decision support issues. Results: Elimination of 10 steps in a 16 step process, reduced
production time from 72 hours to 24 hours, reduction in IT intervention by 78% and
erroneous billings by 93%. Savings in-excess-of $40 M in support costs, projected
revenue improvement of 30%, and recovery of Dell IT control across 16 Dell S/W
development efforts.
