RE: Steven Rosenberg Incident on March 30, 2017 at Chatham County Detention Center

Dear Mr. Hart,

Late Friday afternoon, I received the attached correspondence from Jean Llovet, RN, our Health
Services Administrator at the CCDC. I subsequently discussed this matter with our President and
Director of Human Resources. This is an extremely serious matter. Mr. Rosenbergs behavior
towards our employee was flagrantly unprofessional, hostile, intimidating, and essentially
amounts to bullying. Further, despite the fact that Dr. Musso had been at the CCDC that very
day and had a meeting with Mr. Rosenberg, he chose to approach Ms. Llovet with these matters.

As we understand it, Mr. Rosenbergs role is to serve as an objective monitor of the healthcare
operations at the CCDC. However, as demonstrated by this interaction, it is apparent that he has
lost his objectivity and, as such, his presence at the CCDC is causing interference in our
healthcare operations and is making our staff extremely uncomfortable.

As the employer of Ms. Llovet, we cannot stand by and allow this behavior to continue. To do
so, would be tantamount to forcing our staff to work in a hostile work environment. Because the
County contracts with Mr. Rosenbergs company, we respectfully request that the County and /
or the Sheriff conduct a thorough investigation to determine what steps need to be taken to
address and rectify this matter. In the interim, we request that Mr. Rosenberg be formally
instructed, in writing, to refrain from interacting or communicating with our staff.

Dear Ms. Scott,

Stacy M. Scott On April 6, 2017, I received a letter concerning allegations against COCHS
Chief Legal Officer President Steven Rosenberg. COCHS considers these allegations to be
CorrectHealth Chatham spurious and created with the intent to distract from CorrectHealths
3384 Peachtree Rd., NE continued inability to meet the terms of its contract.

Atlanta, GA 30326 Due to the fact that COCHS is responsible for ensuring that the lives of
vulnerable individuals are protected, COCHS is committed to creating a
congenial and cordial workplace for our employees and the individuals we
work with while carrying out our tasks and duties. We will continue to carry
out our contractual responsibilities.

Your letter to the County conveniently corresponds with our receipt of


March data from your electronic health record vendor that demonstrates that
the intake screenings were not appropriately completed at least 450 times.
Based on the contractually agreed-upon penalty of $500 per incidence, this
metric alone would amount to a $225,000 fine.

We fully respect and appreciate CorrectHealths desire to create a pleasant


work environment for its employees. COCHS shares your goals. Proxy
battles seemingly intended to distract from CorrectHealths ability to abide by
its contractual requirements to the County do not help CorrectHealth, the
County, or COCHS accomplish their goals, and such battles stand in the way
of delivering health care to vulnerable individuals and preventing deaths like
three that have occurred since CorrectHealth became the health care
provider.
I certainly hope that we can work together to ensure that the individuals in the
county jail receive the care they need.
