Terms of Reference

Position/Title: Medical Officer (TB and HIV)


Duty Station: Mawlamyine, Mon State, Myanmar
Duration of Contract: 3 months probationary period with possibility of extension

General Functions

Under the overall supervision of the IOM Technical Health Unit Officer and the direct supervision of
the Mon Project and Sub-office Manager, with technical support from the IOM National Health
Coordinator, the successful candidate will be responsible for the implementation of IOM’s Migration
Health Programme in the Mon State, which includes activities related to the prevention, treatment,
care and support of STI/HIV/AIDS, Malaria and TB. The overall objective of the project is to assist
migrants and mobility-affected communities of the Mon State in developing their own mechanisms to
reduce their health risks and vulnerabilities, in particular with regards to the three diseases, and to
set-up and manage networks to facilitate their access to quality diagnosis, treatment and/or care and
support. In the absence of malaria / TB diagnosis and VCCT services in the township level, IOM will
set-up malaria clinics, mechanisms to improve VCCT for HIV, TB detection and treatment in the
targeted townships and will assume financial responsibility for and procurement of drugs for
prophylaxis and treatment of Opportunistic Infections and nutritional support for HIV and AIDS
patients, through its network of Outreach Health Workers.

The candidate’s role encompasses a range of responsibilities including: coordination, capacity-


building, policy advocacy, monitoring and reporting. In particular, s/he will be responsible for:

Assisting the Project Manager (PM) in managing the IOM Mawlamyine Sub-office
 Assisting the PM in supporting and supervising all staff in the implementation of their functions
and providing opportunities for staff development.
 Assisting the PM in managing and overseeing the day-to-day implementation of all activities
related to IOM’s project in the Mon state.

Supervising and monitoring of the project's medical activities


 Set up new TB microscopy units in the project areas.
 Supervise and monitor the existing TB diagnosis activities in coordinating with IOM Laboratory
Manager.
 Supervise and monitor the Outreach Health Workers in TB diagnosis, care and support activities
in the project areas.
 Supervise and monitor the services offered by the Outreach Health Workers (Pre and Post
Counselling, Home Base Care and Support)
 Supervise and monitor the patient tracing/follow-up activities conducted by IOM Outreach Health
Workers to find out the TB defaulters, contact tracing and ART adherence.

Providing patient consultations and medical treatment


 Conduct filed visits to carry out routine initial and follow-up physical examination of People Living
with HIV (PLHIV) at the targeted townships.
 Facilitate the blood test for CD4 count for PLHIV in coordinating with lab team and Migration
Health Unit of IOM Yangon.
 Identify the ARV drug toxicities through regular and ad-hoc field visits and facilitate the referrals

for ARV toxicity treatment.


 Dispense ARV drugs and Opportunistic Infection (OI) / STI treatments during the field visits.
 Conduct the TB campaigns and World AIDS Day activities in collaboration with APM-Community
Facilitator, lab team and Community-based staff and volunteers.

Managing and supervising the pharmacy and drug distribution


 Supervise the management of the pharmacy stock, the monitoring of drug consumption and the
preparation of medical drugs orders in collaboration with the Mon logistic and Migration Health
Unit from IOM Yangon.
 Ensure that there is no rapture of pharmacy stockpile.
 Report to PM any relevant data of big discrepancy / obvious damage in the main pharmacy store
/ field stores.

Identifying and coordinating capacity building opportunities for field staff and volunteers
 With the National Health Coordinator and PM's support, and with input from the Laboratory
Manager, identify the needs for and organize the initial and refresher trainings for VCCT, HBC,
ART adherence, basic knowledge on TB and HIV/AIDS for IOM staff and volunteers.
 Identify other initial and refresher training needs as well as alternative means for capacity
building of IOM staff, Community Based Volunteers, Basic Health Staff (BHS) and other
auxiliaries and inform to PM.
 Evaluate the qualities of the trainings.

Developing and maintaining the public/private collaboration and coordination


 Organize quarterly meeting with General Practitioners and Township Medical Officers in the
areas of intervention (exchange journal articles, case discussion, etc.)

Conducting public relations and communications


 Assist PM in organizing advocacy meetings with key persons in the Townships / Villages.
 Establish and maintain regular formal and informal contacts with local administrative, religious
and educational authorities as well as partners (INGOs and NGOs) in the township and village
levels, to explain the program and receive feedback.
 Develop and maintain good professional relationships with all health actors in the townships and
villages through regular informal/formal meetings. In particular, work closely with the
township/village health authorities, Township/Village Health Committees and the State TB and
STI teams on the medical aspects of the project.
 Maintain regular informal contacts and interviews with the communities and collecting their
testimonies (access to care, livelihood, vulnerability….). When relevant, report to PM.
 Uphold, explain, and defend the IOM principles, position and strategy in the population local
authorities and other partners in the township and village level.

Conducting surveillance including medical data collection, analysis and reporting


 Collect data and information related to TB and HIV/AIDS in the area (e.g. incidence, prevalence,
age distribution, treatment history, mode of transmission, time before demise, mortality and its
cause, etc.) and monthly report to PM and state TB and STI teams.
 Monitor for the emergence of any other emerging epidemics besides the three diseases through
data analysis, community meeting and liaising with medical authorities and report the relevant
data to PM, State TB and STI teams.
 Look for emergence of drug resistance by monitoring relapse cases.

 Ensure that the national guidelines and protocols are properly adhered to in the IOM supported
facilities.
 Suggest or develop the improvement for protocols and functioning of the facilities
 Identify an emergence of drug resistance by monitoring relapse cases

Monitoring the project implementation and reporting


 Collect all the quantitative and qualitative data related to TB and HIV/AIDS activity
implementation.
 Combine and computerize all the data collected from the filed.
 Assist PM in compilation of monthly report (qualitative and quantitative) according to IOM and/or
the donor format.
 Assist PM in participating in quarterly monitoring visits, project reviews meetings, and liaise with
responsible persons from DOH and donors.
 Analyse the IOM staff work in the field in terms of community acceptance, strategic
appropriateness and propose and discuss improvements with IOM Project Management Team
 Identify the constraints and opportunities of the program in each site, discussing it with IOM
Project Management Team, beneficiaries and other stakeholders and adjusting programs
accordingly.

Undertaking any others duties as may be assigned.

Requirements
 Myanmar national.
 Advanced university degree in Public Health or Medicine. (Must have a valid license to practise).
 Strong management skills are necessary, demonstrated by at least 5 years work experience
managing health related projects for international organizations or government and institutions
focusing on community health.
 Sound knowledge of project implementation and evaluation; familiarity with financial and
business administration.
 Ability to analyse information, proposed alternative solutions , think and plan strategically.
 Experience of managing and developing a team, and ability to lead, motivate and develop
others.
 Capacity to work independently; sensitivity to participatory approach, gender issues; personal
commitment; efficiency and flexibility.
 Excellent interpersonal, communication and presentation skills, including ability to speak in
public, good writing, communication and negotiation skills.
 Computer literate.
 Fluent in English. Speaking Mon would be considered an advantage.
