Objectives of the Study

The objective of the study is to develop a Pavement Management Maintenance System


(PMMS) for Patiala city urban roads. The scope of work Include comprehensively the
following:
To develop the PMMS methodology
To decide Funding policies for competing needs; for example, Feeder roads versus main
roads
To calculate Road User charges for setting up road funds
To calibrate the pavement deterioration models of HDM-4 using the collected data from
the urban roads
To validate models using data

What is HDM 4.0?


The Highway Development and Management-4 (HDM-4) software is a decision making tool
for consideration in road project investment decisions are also said to be difficult to the
homogenous road sections individually or evaluating road classes characterized by the
homogenous sections data.

HDM-4 Applications

1. Strategic Planning/Strategy Analysis

Used to prepare medium to long term planning estimates of funding needs for road network
development and maintenance.

Estimates of the medium to long term budget requirements for the entire road network
together with forecasts of pavement performance and road user effects can be obtained.

The impact of different Budget Scenarios can be estimated together with the Asset Value of
the network.

2. Roadwork Programming/Programme Analysis

Used to prepare rolling work programmes in which Project Analysis


Project analysis can be used to estimate the economic or engineering viability of road
investment projects by performing lifecycle analysis of pavement performance, maintenance
and/or improvement effects Impact of axle load limits

Pavement maintenance and rehabilitation standards

Study Methodology

1. Selection of Road network


The prime most objective of this study is the identification of the road network for which the
PMMS has to be developed. So for this study, we have selected 3 Urban Roads in Patiala City

2.1 Inventory Data


2.2 Functional Evaluation
Functional evaluation of pavements involves the collection of road data relevant to surface
distress (crack area, raveled area, pothole area), rut depth, surface roughness etc. The extent
and type of distress

2.2.1 Roughness measurements


The pavement roughness will measured
lane carriageway, and maximum value of rut depth will be noted down at each point of 30 m
interval.

2.2.2 Measurement of pothole area


The pot holes were measured in square meters and then it was converted into volumes of
standard pot holes for HDM-4 software.
