To whom it may concern,

The issue of drug abuse in Butler County is a growing epidemic that requires immediate
attention from those that are in a position to help. Based on a statement released by Butler
County Coroner Lisa Mannix, Heroin alone was responsible for 149 deaths of the total 453 in
2015. Tragically, there was a total of 192 deaths related to drug overdose in 2016. These are
192 deaths that could have been avoided if the victims had access to the treatment needed to
get them clean. The problem with drug abuse is often negatively affected by the stigma
surrounding drug abuse. The best way to solve such a widespread epidemic such as this is to
provide care and support to those who might not be able to afford it. This reasoning inspired our
organization to pursue a better solution here in our community. (DeMio, 2017)

Our proposal consists of the formation of a non-profit drug and alcohol rehabilitation
center here in Oxford, Ohio. Oxford may be a small college town, but it has the potential to
make a significant impact in this battle against drug and alcohol abuse. The primary goal of this
project is to create a non-profit rehab center that has the resources and manpower to reach
victims from downtown Hamilton to the rural towns surrounding Oxford. A partnership with Miami
University could ensure the longevity of the program in helping to secure the futures of those
who fall victim to drug abuse.

Executive Summary

Drug abuse in Butler County, Ohio is a growing epidemic that needs help and
awareness. Butler County and the communities within it are being negatively impacted by the
expanding drug problem, including Oxford Ohio. The negative mentality toward those who suffer
from drug and alcohol addiction only adds to the problem. The idea behind Redhawk Rehab is
that the focus will be on providing care and support for those who are suffering from drug abuse.
The goal of our rehabilitation center is to provide safety and care for drug abusers who are
seeking help, and to provide help for anyone despite their economic situation.
The Redhawk Rehab Program can provide a care center of confidentiality where the
patient has an opportunity to build a strong relationship with the care providers and staff. Butler
County Rehab Center plans to promote healthy lifestyles and stability in the lives of those who
visit and their family members. Family members of those who are struggling with drug abuse
and addiction are encouraged to visit the facility. In doing so, you can get a feel for the
environment of the facility and what it has to offer. Here, you also have the opportunity to meet
the caregivers and staff.
Although the rehabilitation center is new, the experience of caregiving for struggling drug
abusers will be in the hands of the staff. The center will maintain a welcoming atmosphere made
up of dedicated, friendly team members with the training and experience needed ensure a
healthy, sustainable recovery process.

Introduction and Plan

Across the United States, illegal drugs are beginning to lay down roots in every place
imaginable. In 2015, Ohio alone was responsible for 3,310 drug overdose deaths which was a
21.5% increase from 2014. Meanwhile, as the toll on the public has been increasing and
increasing over the years, it seems as if the resources to aid in the addiction battle havent risen
to demand. In a state like Ohio, these resources are incredibly important as the state ranked 4th
in drug-related deaths per capita, coming in at roughly 29.9 deaths per 100,000 people. (Center
for Disease Control and Prevention, 2016)
This is the part where a program like Redhawk Rehab can make a huge impact on the
surrounding community in helping control the drug problem. The goal is to set up a non-profit
drug rehabilitation center here in Oxford, Ohio. With a total Miami University population of
around 24,000 students, drugs and alcohol have no problem finding their way into the lives of a
large portion of students. The primary goal of our program, Redhawk Rehab, will be to form a
partnership with Miami University so that the resources from the University will help impact the
lives of students, Oxford residents, and the surrounding community members.
As a nonprofit starting from scratch, Butler County Rehab Center will primarily require
funding and resources for the initial startup and the building. The partnership with Miami
University will provide the groundwork for establishing connections with local programs and
medical services, as well as provide a vast population of able bodied students and teachers who
would feel compelled to help fight against drug abuse in their community. Working with
McCullough Hyde Memorial Hospital will provide our nonprofit with access to medical resources
for those who are in critical condition. This leaves our nonprofit tasked with finding a location
and funding for the care center.
As a nonprofit rehabilitation center, funding will rely primarily on donations and grants.
This can be accomplished by finding the right state and or federal grants that will help provide
us with a consistent source of monetary resources. Also reaching out to local businesses and
community members will help spread awareness for our need, and will hopefully provide us with
enough donations and volunteers to run the care center. One of the major perks to a nonprofit
care center is a cheaper overall cost because of Redhawk Rehabs primary goal of helping
those afflicted with drug addiction. This will be a helpful selling point to the people of the Oxford
community who have a strong desire to help their community based on our evidence.
Finding a proper location for our care center could prove costly as well as difficult. The
plan is to work with local administration and officials to help us with finding a good permanent
location. There will be no problem convincing Oxford officials to help establish a drug and
alcohol rehab center with the recent issues the University has encountered. The drug and
alcohol related deaths just this year have caused officials and University administration to worry
about the safety of their students. With the help of these important decision makers our
nonprofit will have no problem locating available buildings and permits. (Spigel, 2007)

Benefits

If given the opportunity to open a nonprofit drug rehabilitation center here in Oxford, the
entire community will experience a positive impact. It is known that in Butler county and the
Cincinnati region, there is a serious issue at hand along the lines of drug abuse/overdose. Our
goal with opening this nonprofit rehab center is to reduce the increasing number of drug abuse
victims in the immediate Oxford area as well as the surrounding area. A rehabilitation center
here in Oxford has potential to be a great resource for those who need and want help.

The rehab center will put a large focus on eliminating the stigma that addiction is a
disease not a choice. It is important to us that the public recognizes drug abuse as an affliction
rather than pitying or chastising. With this mindset Redhawk Rehab can help reverse the
negative stigma that goes along with drug abuse. By becoming a more open minded and
welcoming community, people who abuse drugs will be more inclined to look for the treatment
they need, therefore reducing the percentage of drug abuse. Since our center will be in Oxford,
it will also be able to raise awareness on Miamis campus among students and staff to help
avoid further drug related deaths.

Budget
Our treatment center would be categorized as a non-profit organization and therefore
would rely heavily on outside funding including grants and donations. A partnership with Miami
University and McCullough-Hyde Memorial Hospital would provide the treatment center with an
excellent grounds to grow. The following are approximate cost estimations.

Marketing/Startup: $5,000

Building Costs: maximum $100,000 (www.buidingjournal.com)

Rehab Counselor (one full time): $45,000 annually

Staff: $30,000 annually

It is apparent that the building cost and professional counselor will require the
majority of our funds. These approximate costs are based on the average estimated cost for a
trained rehabilitation counselor and a 1200 square foot building plan. The building permit and
utilities for the first year are built into the cost of the building. Additional monthly expenses are
estimated to be around $350 based on a national survey by The Alcohol and Drug Services
Study by the Substance Abuse and Mental Health Services Administration. Based on a limited
startup budget, the goal is to construct a proper care center at least 1000 square feet and
provide one full time counselor. Volunteers and other part time employees will all be included in
the remaining staff budget. A majority of the funding will come from grants. The plan to partner
with Miami University may provide a portion of funding as well. Any remaining or future
expenses can be met by the generous donations thanks to our marketing and spreading
