Professional competence
1 Continued professional competence as required under regulation I/11 shall be established by:
.1 approved seagoing service, performing functions appropriate to the certificate held, for a
period of at least:
.1.1 12 months in total during the preceding five years, or
.1.2 three months in total during the preceding six months immediately prior to revalidating; or
.2 having performed functions considered to be equivalent to the seagoing service required in
paragraph 1.1; or one of the following
.3 passing an approved test; or
.4 successfully completing an approved training course or courses; or
3 Continued professional competence for tankers as required under regulation I/11, paragraph 3
shall be established by:
.1 approved seagoing service, performing duties appropriate to the certificate held, for a period
of at least 3 months in total during the preceding 5 years; or
.2 Successfully completing an approved relevant training course or courses.

CHAPTER II MASTER AND DECK DEPARTMENT

Navigation Chart Nautical Chart

The use of information from navigational equipment for maintaining a safe navigational
watch
Knowledge of blind pilotage techniques
The use of reporting in accordance with the General Principles for Ship Reporting Systems
and with VTS procedures
Bridge resource management
Knowledge of bridge resource management principles, including:
i. Allocation, assignment, and prioritization of resources
ii. Effective communication
iii. Assertiveness and leadership
iv. Obtaining and maintaining situational awareness

Navigation using ECDIS

Knowledge of the capability and limitations of ECDIS operations, including:


i. A thorough understanding of Electronic Navigational Chart (ENC) data, data
accuracy, presentation rules, display options and other chart data formats
ii. The dangers of over-reliance
iii. Familiarity with the functions of ECDIS required by performance standards in
force

Proficiency in operation, interpretation, and analysis of information obtained from ECDIS,


including:

i. Use of functions that are integrated with other navigation systems in various
installations, including proper functioning and adjustment to desired settings

ii. Safe monitoring and adjustment of information, including own position, sea area
display, mode and orientation, chart data displayed, route monitoring, user-created
information layers, contacts (when interfaced with AIS and/or radar tracking) and
radar overlay functions (when interfaced)
iii. confirmation of vessel position by alternative means
iv. Efficient use of settings to ensure conformance to operational procedures, including
alarm parameters for anti-grounding, proximity to contacts and special areas,
completeness of chart data and chart update status, and backup arrangements
v. Adjustment of settings and values to suit the present conditions

vi. Situational awareness while using ECDIS including safe water and proximity of
hazards, set and drift, chart data and scale selection, suitability of route, contact
detection and management, and integrity of sensors

Search and rescue


Knowledge of the contents of the International Aeronautical and Maritime Search and
Rescue (IAMSAR) Manual

Ability to use and understand the IMO Standard Marine Communication Phrases (IMO
SMCP)
Ability to transmit and receive, by Morse light, distress signal SOS as specified in Annex
IV of COLREG 1972 and appendix 1 of the International Code of Signals, and visual
signalling of single-letter signals as also specified in the International Code of Signals

Prevention of pollution of the marine environment and anti-pollution procedures


i. Importance of proactive measures to protect the marine environment

Leadership and team working skills

i. Working knowledge of shipboard personnel management and training


ii. A knowledge of related international maritime conventions and recommendations,
and national legislation
iii. Ability to apply task and workload management, including:
iv. planning and co-ordination
v. personnel assignment
vi. time and resource constraints
vii. prioritization
viii. Knowledge and ability to apply effective resource management:

iv. Knowledge of personal safety and social responsibilities
