Copy control usually refers to 2 scenarios, copy and create follow-up.

Copy is the function that duplicates the transaction, e.g. another phone
call to a customer. It is a convenience for data entry. Copy creates the
duplicate transaction with the same transaction type and item category as
predecessor without document flow. The copy control customizing is
optional for copy.

Follow-up is the function that creates document flow from the predecessor
to the successor, e.g. creating a subsequent sales order from the
preceding quotation. It allows different transaction types and item
categories as a result of which copy control customizing (mapping) is
mandatory.
