A. Scope
1. Summary
1.1 These Rules comprise the technical premises for one-man control console.
1.2 The internationally required shipborne navigational equipment for all ships in accordance
with SOlAS 1974, as amended and 1978 SOlAS Protocol is specified in the Annex.

3.2 The international and national regulations shall remain unaffected. Recommendations
and standards, as far as relating to the components, instruments and equipment mentioned
in these Rules shall also remain unaffected unless stipulated otherwise.
4. Equivalent equipment
Othertechnical equipment and systems not mentioned in these Rules, as well as newly developed
equipment and systems may be used provided that they are accepted by this Society as being
at least equivalent.
5. Exemptions
Whenever a small vessel or a vessel of special construction cannot comply fully with these
Rules due to structural restrictions, any requirements not complied with have to be compensated
by appropriate means on consultation with SKI.

1. Ships whose bridges are configurated in compliance with these Rules and equipped in
accordance with Section 4, B. may have the notation "NAV-O" (Ocean Area) appended to
the character of classification.
2. Ships whose bridges are configurated in compliance with these Rules and equipped in
accordance with Section 4, B. and C. may have the notation "NAV-OC" (Ocean Areas I Coastal
Waters) appended to the character of classification.
C. Definitions
Main workstation for ship's command preferably conceived for working in seated position with
optimum visibility and integrated presentation of information and operating equipment. It shall
be possible from this place to operate the ship safely, in particular when a fast sequence of
action is required.
Workstation for operating and control of equipment for GMDSS distress and safety
communications and general communication.
Workstation from which the ship can be steered by a helmsman preferably conceived forworking
in seated position.
Workstation at which voyages are planned; in case of lack or failure of the automatic visual
position indicator, it serves for fixing and documenting the ship's position.

Workstation from which the ship can be steered and operated during unmooring and mooring,
lock passage, taking or dropping the pilot, etc.
6. Safety workstation
Workstation at which monitoring displays and operating elements of systems serving the ship's
own safety are concentrated.
7. Monitoring workstation
Workstation from where equipment and environment can be checked constantly; when several
crew are working on the bridge it serves for relieving the navigator at the navigating and
manoeuvring workstation and/or for carrying out control and advisory functions by the master
and/or pilot.
8. Bridge
The area from which the vessel is navigated, controlled and operated, including wheelhouse
and bridge wings.
9. Bridge deck
Angular size of the scene that can be observed from a position on the ship's bridge.
Those parts ofthe bridge on both sides ofthe wheelhouse which in general extend to the ship's
side.
13. Wheelhouse
The watch alarm system urges the officer of the watch at a predetermined time to acknowledge
his watchkeeping awareness.
Person responsible for safe navigating, operating of bridge equipment and manoeuvring of
the ship.
Navigation area beyond the outer limits of coastal waters where freedom of course-setting
is not restricted in any direction for a distance equivalent to 30 minutes of sailing atthe relevant
ship speed.
Navigation area along the coast where freedom of course-setting to one side of the course
line may be restricted, the other side of the course line, however, allows freedom of course-setting
in any direction for a distance equivalent to at least 30 minutes of sailing at the relevant ship
speed.
Normal conditions exist when trouble-free operation of the equipment required for the bridge

operation is given and environmental conditions with regard to weather and traffic do not cause
excessive operator workloads and/or impair visibility.
The appliances and systems work free of interference within the limits of the appliance
specifications, the SOlAS Convention and the Rules.

Documents, Surveys
One set of the following technical documents are to be submitted for approval, in triplicate 1):

c. Surveys
1. Initial surveys
Initial surveys and functional tests will be carried out on board on the basis of these Rules
and approved documents.
2. Annual surveys
Annual surveys will be carried out forfunctional tests of the appliances and systems necessary
forthe oneman control console. These can be performed within the scope ofthe required annual
survey of safety and other equipment and/or safety equipment certificate renewal surveys
or annual class surveys.

Bridge Configuration
A. Workstations
1. These Rules apply to the navigating and manoeuvring workstation and the monitoring
workstation.
2. The requirements and guidelines of ISO 8468 forthe Helmsman's workstation, the bridge
wing workstation, the chart table/documentation workstation, the safety workstation and the
radiocommunication workstation are recommended.
4. The layout of the bridge shall not impair the required field of vision and the reception
of external sound signals.
5. At each workstation all information are to be displayed and all units and appliances are
to be installed which are necessary for the safe performance of all functions and activities
occurring there.
6. The navigating and manoeuvring workstation shall be planned, designed and placed
to allow oneman bridge operation. If the navigating and manoeuvring workstation and the
monitoring workstation are combined as one they have to provide space for two operators.
1. Every effort shall be made to place the bridge under all circumstances above all other
su perstructu res.
2. The view of the sea surface from the navigating and manoeuvring workstation and the
monitoring workstation shall not be obscured by more than two ship lengths, or 500 m, whichever

is the less, forward of the bow to 10 on either side under all conditions of draught, trim and
deck cargo, e.g. Containers (see Figure 3.1).
3. The horizontal field of vision from the navigating and manoeuvring workstation and the
monitoring workstation shall extend over an arc of not less than 225, that is from right ahead
to not less than 22,5 abaft the beam on either side of the ship (see Figure 3.2).

least 5.
However, in the view described in B.2. each individual blind sector shall not exceed 5.

in a standing position with an eye height of 1800 mm at the navigating and manoeuvring
workstation and the monitoring workstation when the ship is pitching in heavy seas (see
Figure 3.3).
The he'ight of the upper edge of front windows above the deck shall be as high as practicable
and at least at the navigating and manoeuvring workstation and the monitoring workstation
allow a forward view of the horizon when the bow is 10 below its position on even keel. The
minimum height of the upper edge of front windows above the deck surface shall be
2000 mm.
7. The dimensions in Figures 3.1 and 3.2 are based upon an eye height of 1800 mm, referring
to a pe~son on height of 1900 mm, at a distance of 750 mm from the bridge front bulkhead.

For arrangements where the navigator would normally stand further back from the bridge front
bulkhead, the same eye height should be used to determine the height of the upper edge of
the front windows.

If stiffeners between windows are to be covered, this shall not cause further obstructions of
the field of vision from any position inside the wheelhouse.
9. Windows especially those in front of the navigating and manoeuvring workstations and
the monitoring workstations shall be as wide as possible.
The divisions between front windows shall not exceed 150 mm, greater breadths up to 200
mm are acceptable if it is proved that this is necessary for reasons of strength or to avoid
vibrations. If stiffeners are used, divisions shall not exceed 100 mm in width and 120 mm in
depth.
10. All bridge windows through which the officer of the watch looks from the navigating and
manoeuvring workstation and the monitoring workstation shall be inclined from the vertical
plane to avoid reflections.
Bridge windows shall be inclined from the vertical plane top out, at an angle of not less than
15 and not more than 25. Windows in the bridge aft bulkhead may be arranged vertically.
12. A guaranteed clearviewthrough all windows is conditional. This can be achieved by installing
efficient cleaning, de-icing and de-misting systems at the bridge windows. The bridge front
windows shall be provided with the above devices.
13. A sufficient number of sun screens with minimum colour distortion shall be provided at
forward, side and aft facing windows. Such screen shall be readily removable and not permanently
installed.
14. Every effort shall be made to allow a clear route across the wheelhouse from bridge wing
to bridge wing. The width of the passageway shall be at least 1200 mm.
15. The clear height between the bridge deck surface covering and the underside of the deck
head beams shall be at least 2,25 m. The lower edge of deckhead mounted equipment shall
be at least 2, 10m above the deck in open areas, passageways and at standing workstations.

16. Chairs at workstations designed for a sitting position shall be capable of rotating with
the foot rest being arrested, adjustable in height and capable of being arrested on the floor.
17. Toilet facilities shall be provided on the bridge or adjacent to the bridge.

Bridge Equipment
A. General
2.2 for the navigation area "Ocean Area and Coastal Waters" according to para B. and C.
Reference is made to Section 1, B.1. and B.2.
3. The appliances and/or their operating devices and control elements listed in paras. B.
and C. shall be fitted such as to be easily accessible within the range of the navigating and
manoeuvring workstation and the monitoring workstation. The listed indicators and alarms
shall be perceivable and/or visible.
The following equipment shall at least be provided and be readily accessible to the officer
of the watch:
1.6 Call system for master and navigation officers (Telephone/lnternal communication
system)
The following additional equipment shall be provided near the navigating and manoeuvring
workstation within the perception area of the officer of the watch:
- Rudder angle
- Propeller revolutions
- Speed log

2. Monitoring workstation
The following equipment shall at least be provided and be readily accessible to respectively
within the perception area of the officer of the watch:
- Rudder angle
- Propeller revolutions
- Speed log
- Echo sounder
- Ship's time
Ifthe monitoring workstation is designed in such a way, that equipment or indication mentioned
under paras. 2.2 to 2.7 arranged in the navigating and manoeuvring workstation can be reached
respectively observed, such equipment must not be installed in duplicate.
3.5 Sound reception device for external sound signals, depending on bridge design
Section 5
A. General
1. All appliances and systems shall be suitable for use aboard ships. The selection, layout
and arrangement shall be such as to ensure faultless continuous operation having regard to
the ambient and operation conditions (see Rules for The Classification and Construction of
Seagoing Steel Ships, Rules for Electrical Installations, Volume IV, Section 1).
2. The navigational and monitoring equipment fitted shall be of a type approved or accepted
by SKI. The IMO "Performance Standards" for navigational equipment are to be observed.
3. Switches, keys and other operating elements shall be designed and fitted so as to ensure
their safe and easy operation and to preclude confusion.
The direction of motion of operating elements for manoeuvring equipment shall correspond
to the direction of the effect on the ship caused by the installations controlled.
1. Alarm systems shall meet the requirements of Rules for Electrical Installations,
Volume IV, Section 9, S.
Alarms released in connection with the operation ofthe ship shall be indicated in orderofpriority
and complete with aids for decision-making. The installation shall be designed such that no
alarms will be exist during trouble-free operating.
Alarm indicators shall be constructed such as to be capable of being darkened only when
acknowledged. The operability of the alarm indicators shall be capable of being tested.

Following alarms associated with navigational equipment, e.g. monitoring of rated values, function
diminution and equipment failure, shall be integrated in one panel:
- shallow depth
off-course
- off-track
- waypoint approach
4.1 A system shall be provided on the bridge to verify the fitness of the officer of the watch.
Such a system shall be based on interval checking and shall be adjustable up to intervals of
12 minutes.
Acknowledge push buttons shall be located at the following workstations on the bridge area:
- navigating an manoeuvring,
- monitoring,
- bridge wing,
- chart table/documentation,
- safety, and
- radio communication.
Acknowledge push buttons shall only be located on bridge positions enabling proper look-out.

4.2 Changing and/or adjusting of the time intervals as well as switch-off the watch alarm system
shall be protected against unauthorized access.
4.3 Alarm suppression by persistent pressing ofthe acknowledge push button is not permitted.
4.4 Power supply failure of the watch alarm system shall be indicated by an alarm.
4.5 If the acknowledge push button will not be pressed within the adjusted time intervals,
first, an alarm shall sound on the bridge and if not observed within 30 seconds, the alarm shall
be transferred to the quarters of the master and an appointed back-up navigator.
If the alarms are not acknowledged within another 90 seconds the alarms shall be transferred
either to the general alarm system orto the messrooms and other public rooms and all quarters
of the deck officers.
Until ECDIS will be available an electronic chart display based on up-to-date chart data, authorized
by a competent authority, will be accepted as equivalent to a Plotting Table or ECDIS, provided
that up-to-date paper charts are on board and used for navigation.
In orderto safeguard against the risk of grounding an alarm shall be given when the specified
limit for deviation from the planned route is exceeded and if the own ship is going to cross
the safety contour, the boundary of a prohibited area or of a geographical area for which special
conditions exist.
With special approval the following monitOring devices may be provided forthe risk of grounding
warning:
A call-system shall be fitted by which the navigation officers can be alarmed in their
accommodation and public rooms from the navigating and manoeuvring workstation.
This call-system may be the general telephone and crew calling-system. The call-system shall
be provided with priority control on the bridge.

Echo sounder - x x x x
Notes: Equipment marked "x", "xx" means double, is required to be fitted except as provided for in these notes:
1. A steering magnetic compass is not required if heading information provided by the standard compass is made available
and is clearly readable by the helmsman at the main steering position.
2. A spare magnetic compass is not required if a steering compass or gyro compass is fitted. Where a spare magnetic compass is required,
the compass bowl shall be interchangeable with the standard compass bowl.
3. The master gyro compass or a repeater shall be readable by the helmsman at the main steering position. Additionally, on ships of
1.600 tons gross tonnage and upwards, a gyro repeater (orrepeaters) shall be suitably placed for taking bearings as nearly as practicable
over an arc of the horizon of 360.
4. New ships of 300 gross tonnage and upwards shall be fitted with a radar installation. Radar installation shall be capable of operating
in the 9 GHz frequency band. For ships of 3000 gross tonnage and upward shall be fitted with first 3 GHz radar and second 9 GHz
radar.
5. Radar plotting facilities on new ships of 10.000 tons gross tonnage and upwards are to be at least as effective as a reflection plotter.
6. All ships 300 gross tonnage and upward engaged on international voyages and all cargo ships of 500 gross tonnage and upward
not engaged international voyages and passenger ships irrespective size shall be fitted with Automatic Identification System (AIS):
- ships constructed on or after 1 July 2002
- ships constructed before 1 July 2002, an AIS shall be fitted at least 1 December 2004.
7. Passenger ships irrespective size, ships other than passenger ships of 300 gross tonnage and upward constructed on or after 1 July
2002 shall be fitted with a Voyage Data Recorder (VDR). Ro-ro passenger ships constructed before 1 July 2002 shall be fitted with
VDR on not later 1st survey on or after 1 July 2002. Passenger ships, other than ro-ro passenger ships constructed before 1 July 2002
shall be fitted with VDR not later than 1 July 2004.
