PROPOSAL FOR UPGRADATION OF FEASIBILITY REPORT

OF
GULPUR HYDRO POWER PROJECT
1. Environmental Impact Assessment (EIA)
Detailed environmental study will be carried out in order to obtain the environmental
impact assessment (EIA) and to identify the environmental implications of the
proposed Hydro Power Project. EIA is planned to be carried out in accordance with
the following guidelines:

- The environmental guideline of the World Bank and Asian


Development Bank (ADB).
- The guidelines issued by WAPDA private power cell for
environmental and social soundness required for all proposals for
private sector power projects in Pakistan.

Suggestions for remedial measures to eliminate or minimize any harmful affects and
additional costs of some measures will also be incorporated in the section.

2. Optimization/Sizing of Installed Capacity


Updation of Hydrological Studies
For the calculation of power and energy potential and project optimization and
sizing, updation of the hydrological studies is first needed to be carried out to
determine the following essentially required hydrological parameters.
- Long term and extreme climatological conditions
- Long-term flow parameters
- Flow duration analysis
- Mean monthly flows
- Low flow analysis
- Flood estimation
- Sediment

Alternative Locations of the Project


Alternative Layouts of the Project
Development of alternative layouts including their economical aspects and the
selection of the most promising one.

Power and Energy Potential


Project Sizing and Optimization
The project sizing of the power plant and power potential of the selected
capacity will be carried out under different flow scenarios. This also includes:
- Tunnel Diameter Optimization on the basis of marginal costs.
- Optimization of the installed capacity of the plant on the basis of
marginal costs and on average cost of generated unit.
- Sensitivity analysis concerning hydrology and project cost.
This also includes the development of following computer programmes:
- A program for preliminary cost calculation of various alternatives and
scenarios.
- A program for carrying out design discharge selection and project
optimization/sizing

3. Economic and Financial Viability
Economic and Financial Analysis
Economic analysis is a systematic and scientific approach to determine the
programme of action by comparing the ex-ante performance with ex-post
achievements which essentially entail major socio-economic developments in their
area of influence. Economic analysis seeks to ascertain the reward for investment and
provide guidelines to establish the feasibility of the project. It is necessary that gains
generated should exceed the cost of the goods and services used in its construction
and operation. At least these gains must match or yield higher returns from an
alternative investment. The primary objective of undertaking economic analysis is
thus to determine whether the contribution of a particular project in the shape of
added value benefits is adequate enough to justify use of scarce resources needed in
the form of project investment costs. The economic justification of investment in a
capital intensive project depends on three factors. Firstly, there is a need for the
project, secondly, where technological options are available, the project represents the
most economic choice of option; and thirdly, that investment in the project will
produce an acceptable return to the national economy. This process involves the
assessment of project benefits and identification of project costs over the economic
life of the project. The economic evaluation of proposed Hydel Project will be carried
out on the basis of power and energy generated by the project.

5. Estimation of Civil and Electro-mechanical Works


Estimation of civil and electro-mechanical works includes the followings:
- Civil Engineering Design and Description of the main structural
components including the dam, intake structures, headrace tunnel,
surge tank, pressure shaft, power house and tailrace etc..
- Design of Hydro-mechanical Equipment including turbines and its
components, governor system, valves and hydraulic steel structures.
- Design of Electrical Equipment including generators, transformers,
switchyard, auxiliary power supply system, measuring, control and
protection devices, transmission line etc.
- Project Quantities and Cost will be based upon unit and lump sum
prices applied to the quantities of major work items calculated for
various components of hydro electric power project. The summary of
costs and the detailed estimates of cost will be prepared. The summary
of cost will be used for the economic and financial analysis.

6. Project Development Plan


7. Proposal on Schedule of Activity for 4 Years Construction Time
Construction Planning and Budgeting will include the followings:
- Construction of Camps
- Site Installation and Mobilization
- Construction Planning: A description will be made for the construction
stages required for the completion of various parts of the project like
preliminary works, diversion arrangements, dam, intake, tunnel,
pressure shaft, power house and tailrace etc.
- Cash Flow Requirements: Cash flow requirements spread over the
entire construction period will be determined.
