- Mobility of the teaching cadre with the partner universities,
- Mobility of students with the partner universities,
- Forming of a info centar for geotechnics,
- Maintenance and development of the current laboratory of geotechnics,
- Maintenance and development of the library with a large variety of books closely
connected to the area of studies.
With the realization of the aims of the project it can be expected that the expert base will be
developed, that in turn will enable integration of the study program of geotechnics with the
closely related programs.
Also, with the realization of the studies, a possibility of self-reproduction of the educational-
scientific potencial is created, which is necessary for the performance of the education on all
levels of higher education in our country.
- WHAT IS GEOTECHNICS
Geotechnics itself unites all of the sciences that deal with techniques or engineering of the
terrain. The most common chart describing this connection of the separate geotechnics
disciplines.
Strict lines between the individual disciplines cannot be drawn, but each of them is used
when solving problems connected with the constructions and exploitation of constructions of
different nature, ranging from spatial planning, and exploitation of raw materials and
protection of the environment. Similar to the other scientific disciplines, geotechnics also
uses the knowledge of the rest fundamental scientific disciplines.
Beside the already mentioned fields of work, the studies are directly open to the economy,
and the needs of fulfilling of the everyday citizen and state obligations and privileges, through
which a balance can be struck and a close cooperation resulting in the permanent education
of the cadres of multiple civil engineering and mining companies, specialized firms that
perform geotechnical surveys and design, the commercial organizations, public enterprises
that are performing field surveys, maintenance of roads, design and the operations in mines,
the units in the local Government, public communal enterprises that deal with waste disposal
9
of solid waste, and other entities, which in turn will provide the climate for the use of unified
standards in geotechnical practice.
Geotechnics topics in civil engineering and mining and in general in the living
environment in our country, same as elsewhere are present in every civil engineering and
mining undertaking. Geotechnical disciplines are being taught at the other departments at
the Faculty of Civil engineering in Skopje as part of the undergraduate and postgraduate
studies.
Its worth mentioning, that geotechnics has a long lasting tradition in the Republic of
Macedonia. It has been intensively developed after the Second World War, and the fact can
be stressed that for the needs of designing of the Mavrovo hydro system, for the first time
in the world in Macedonia the method for testing of the deformability of the rocks is done
using radial press. This method is now one of the standard methods in the world which is
used for testing of the rock masses on the field.
From the newer and more significant geotechnical happenings can be highlighted the world
known sliding of the hill The city near Kavadarci in 1956, when the valley of the river Luda
Mara was buried up to 70m of height, which caused human losses and material damage.
Recently, some of the most important natural occurrences in our country are the landslide
Ramina in Veles, the landslide that threatens the villages Rostushe, Vele Brdo and Bitushe,
the landside of the village Gjermo and other landslides on the national roads etc.
Problems of geotechnical character that happened recently in our country from the area of
mining is the famous landslide of the slopes of the surface coal mine excavation Suvodol,
when in 1995 about 30.000.000m3 moved, and also the disasters that happened at the dump
sites of the mines Buchim in 1998 and Sasa in 2003.
In the everyday civil engineering, there are numerous examples of problems of geotechnical
nature, which happened, and happen at the moment. For example, the large sinking (up to 50
cm) and tilting of a residential building in the 80-ties, the slanting (tilting) of the minaret of
the Aladza mosque in Skopje that measures more than 1m, the tilting of the Clock tower in
Prilep, sinking of constructions in Ohrid, Strumica and Skopje etc. during their construction
or during the construction to neighboring constructions, and latest occurrences in Skopje
where during earth excavations there have been several catastrophes that ended tragically.
In everyday practice from the area of road engineering and hydromechanics, during the
construction of roads, dams and similar constructions, almost without exception there
happen problems of the geotechnical nature that are not foreseen with the project and that
have to be solved as the construction is being constructed, which in turn means that the
deadlines have to be prolonged and a considerable additional sum of money has to be spent.
In the area of urban engineering, geotechnics also hasnt yet found its place completely.
Namely, the urban planning is often does not correlated well with the conditions of the
terrain. There have been a numerous examples of such nature, such as the residential areas in
Delchevo, Strumica, Ohrid etc. In urban living, especially in the last few years the problem of
disposal of the communal and solid waste is present, in which the geotechnical knowledge is
of a vital importance. Insufficient use of the geotechnical science during the construction of
the infrastructure in the populated areas often leads to inappropriate surfaces for
communication, inclination of streets, sidewalks, undermining of neighboring constructions
etc. and often even leading to loss of human life.
Geotechnics as a scientific and professional topic in the past and today is discussed by the
experts from the fields of Civil engineering and geology. In the past, they were organized in
the appropriate Yugoslavian associations for soil mechanics and foundations, for engineering
geology and hydrogeology, for rock mechanics and underground constructions etc.
10
In 2002 the association of geotechnics in Macedonia organized the first national symposium
which had far greater turnout than that expected by the organizer. After that, two more
symposiums were held, and many more workshops and lectures were organized.
The examples of geotechnical problems are numerous, both in the past and in the present,
but the examples of quality and successful geotechnical solutions and achievements are also
numerous both coming from the geological engineers of the past and the ones of the present,
and every day that number of successes grows everyday in the civil and mining engineering.
Having the pressure of the imminent geotechnical problems on their own shoulders, in the
last 30 years, the large Macedonian civil engineering firms have formed their own working
units from the field of geotechnics that until this day sufficiently develop.
Geotechnics, at the same time, substantially develops in the current institutes from the field
of civil engineering. Since the beginning of the transitional period, in the 90-ties to today a
large number of small private firms have been formed in that area, but they are mainly
stationed in Skopje, which causes a large lack of such companies to be felt in the other areas
of the country. According to the knowledge that the Faculty of Civil engineering possesses,
that are acquired with the everyday contacts with the firms that have geotechnics as their
primary or secondary activity, presently about 15 firms operate in this scientific field. Almost
of all of them have need of additional cadre from the area of geotechnics, as they often state.
Having in mind that beside these firms, which are mainly specialized in field research and
testing of terrains meant for construction work, experts from the field of geotechnics are
necessary in the designing of the civil engineering and mining constructions, as well during
their constructions, then it stands that most of the designing and construction firms would
have positions for experts in geotechnics. In the firms for surveillance of the construction
projects, as well of the consulting firms also there is a need of an expert of geotecnics in every
team. Experts in geotechnics could also be needed in the public enterprises and the civil
services, communal firms, funds, and especially in the local Government, which because of
their increased responsibilities, because geotechnics is very similar if not even overlapping
with environmental protection, which is highly regarded in the developed countries, and
stands as one of the preconditions for joining that developed countries.
Overall, through an informal investigation of the public (professional) opinion about the area
of geotechnics that is conducted by the Faculty through the department of geotechnics, we
can safely conclude that it is high time (if not already late), that through more specialized
education, this area should find its suitable place in the overall civil engineering, mining and
environmental protection, as it has been done by the developed countries for years.
It is important to note, that geotecnics is recognized as a separate field for which the
appropriate authorizations are issued from the field of geotehnics for design,
surveillance, construction and revision by the Chamber of authorized architects
and authorized engineers.
7.3. CONNECTION WITH THE MODERN SCIENTIFIC KNOWLEDGE
The studies in geotechnics are connected with the modern scientific knowledge in multiple
ways. For example, around the world, for the development of geotecnics, beside the
Universities there are additional professional associations such as:
11
member of the International society for soil mechanics and geotechnical engineering
(ISSMGE)
The development of geotecnics as a scientific field in the last 4 decades is thriving. At many
universities in the world, most often as part of the Faculties of civil engineering, and even as a
separate faculty, study programs in geotechnics have been initiated.
As an example at the University in Zagreb, Republic of Croatia, at the Faculty of Civil
engineering, beside the regular study programs, a study program in geotechnics is also
organized, and in Varadzin there is even a Geotechnical faculty. Also at the Faculty of Civil
engineering at the Aristotle University in Thessaloniki, Republic of Greece there is a study
program in geotechnics. The trend for opening of such study program is present at many
Universities in Europe and USA, which is particularly expressed with the development of the
new scientific discipline- Environmental protection. The largest credit for the development of
the discipline has the highly developed countries (the countries of the European Union, USA,
Japan) Because geotecnics as a field is mostly present in the solving of the problems in civil
engineering and mining, which are directly connected to the environment, and as a result of
that many of the civil engineering faculties at numerous universities, are renamed to
Faculties of Civil engineering and Environmental protection, in which the departments for
geotechnics are developed as a new scientific field- Geotechnical environmental
protection.
Problems that are of an interest of geotechnics are the following:
- Survey of the terrain in order to define the conditions for construction;
- Testing of the physical and mechanical characteristics in laboratory and field
conditions of the natural materials (soils and rocks)
- Problems connected with the stability of the terrain (landslides, rockslides etc.)
- Influences of modern processes done to the ground to the environment;
- Conditions for foundations for all kinds of constructions;
- Conditions for construction of surface and underground constructions;
- Exploitation of underground waters, conditions for their pollution etc;
- Carrying capacity of the terrain;
- Behavior of the terrain and the construction under dynamic conditions (earthquake
and other influences);
- Conditions for repairs of the terrain and the constructions;
- Implementation of artificial materials for strengthening of the terrain, interaction
(mutual influence) of the terrain with the constructions;
From the listed aspects, it is obvious that the field of geotechnics is large.
The Board for accreditation of higher education of Republic of Macedonia on its session held
on 29.05.2007 adopted a Decision for accepting and accreditation of the first cycle of
studies in geotechnics organized at the Faculty of Civil engineering in Skopje. The basic
data for the accreditated studies are the following:

The new study program can be realized thanks to the material prerequisites which Faculty of
Civil Engineering has, and especially Chair of Geotechnics in a frame of the Faculty. Namely,
the material prerequisites of the new study program cannot be realized without the technical
support provided by the laboratory that is besides involved in the education and scientific
work and research, as well as in the application.
The beginning of the laboratory is dated only 30 years after establishment of the first
laboratory in the world by the great Terzaghi (the father of the modern Soil Mechanics) in
Istanbul. This fact is a proud, past, privilege, but also a great obligation for keeping and
developing the laboratory for geotechnics in the future.
The first phase of the development is in the period from 1952 until 1960 year, when the
first apparatus for testing classification and strength-deformation soil properties were
purchased from the German company Paul Stencel. Independently, in cooperation with the
former Mechanical Institute and on its own, few apparatus and a portion of the equipment
was procured. The laboratory then de jure becomes an independent financial and legal
organization with the name Geotechnical institute and had a large number of employees,
and in practice the laboratory contributed greatly to the education of the students and to the
performance of a series of researches and studies of a large number of structures.
The second phase is related to the years after the catastrophic Skopje earthquake in the
1963, when additional equipment for triaxial and consolidation soil testing was obtained
from USA, England, the Netherlands and Scandinavian countries. Also, a cone penetrometer
was provided from the company Gouda from Netherlands. The beginning of the seventies is
characterized by the period when Laboratory was equipped with new dynamic soil apparatus
and various field and laboratory equipment for soil and rock investigation. For the first time
they are used in the field investigations for the construction of Strezevo earth dam in 1974.
The third phase of laboratory development is connected with the donation from the
German government in 1997 when the current equipment is upgraded with the newest
technology equipment.
The fourth phase of development of the laboratory is connected with the receiving of a
donation granted by the Government of Republic of Macedonia in 2011, when the current
equipment is supplemented with the most up-to-date equipment for complex field and
laboratory geotechnical researches and studies.
With such equipment, especially the one procured in the third and fourth stages, the
laboratory is among the best equipped laboratories not only in the Balkans, but also in the
35
whole of South-East Europe. At this moment the Geotecnical laboratory is equipped for the
following tests:

and triaxial intact rock samples

Fig.9 Equipment for field testing of
Fig.8. Equipment for geophysical deformability
measurements and shear strength of rock masses
Beside this, the Chair of Geotechnics has also strong software support on disposal. Some of
the software packages are from well affirmed foreign software companies, and some of them
are independently developed for specific geotechnical problems such as: PLAXIS 8.1, FLAC
2D, FLAC 3D, GEOPRO,SLIDE 4 , ROCKPLANE 2, SWEDGE, UNWEDGE, RESIX, REFRA,
ROCKFALL, FEFLOW, STABLOK, PRILLESP, GEOKLAS .
The Chair has a skilled engineering and technical staff for working in the laboratory and
together with the experienced staff, great software support, and laboratory and field
instrumentation is a guarantee of intensive development of the Chair in the future, as well as
for the successful education of the future student that will come to learn on this scientific
field.
