PROPOSE SOLUTION

The very essence of organization is task specialization, which calls for coordination
(Dubin, 1974) Due to weak coordination of government with the Philippine Association
of Agriculturist, it hampers the organizations empowerment. Some of the bad effects of
weak coordination of the government with the PAA are inadequate resources and
limited implementing capabilities. With that note, it is very important to PAA to find ways
on how they could solve the problem. If coordination is lacking, it is an imperative duty
of PAA to take the first step in collaborating with the government. Since PAA is a
professional organization, it is essential for them to be guided by the government to
achieve their goals. To be specific, PAA must coordinate with the Department of
Agriculture (DA) which is the best fit organization that will really help them to support
their advocacy. Through this, the Department of Agriculture will know the projects and
programs of PAA and eventually collaborate with each other in a way that DA shall be
the mother organization of PAA. Preferably, all the actions to be taken by PAA must be
guided by the DA since they share a common interest in uplifting the agriculture sector.
In the long run, the Philippine Association of Agriculturist will not just coordinate with the
national government but also with the local government units (LGUs) which a vital
element in developing the sector and empowering the farmers

PROBLEM: Weak participation of government

Alternatives:

Provide adequate fund for PAA

Provide adequate fund for PAA

Providing enough fund for the Philippine Association of Agriculturist will boost its
function as a professional organization concerned with uplifting the agriculture sector.
Government support in PAA through allocating fund to such programs and projects
proposed by the organization will fill the link between the two parties.

Constrains/Reasons

The National government provides funds to different departments with due process.
Apparently, the primary agencies shall receive their proposed budget and the fund will
be subject for disbursement. In the case of PAA, the organization has limited
implementing capabilities due to limited resources. The national government is not
merely liable in prioritizing this organization since it is a professional institution and it is
the Department of Agriculture the national government should prioritize. The state
should primarily settle all its obligation in Department of Agriculture before the member
organization.
In fact, as the Department of Agriculture strives to promote science-based agricultural
development, the agency has increased the budget of its Bureau of Agricultural
Research (BAR) from P281 million in 2010 to P1.12 billion in 2015. The R&D budget for
2016 which is 1.33 billion, based on the National Expenditure Program. (Dacumos,
2015).
The budget increase for research and development is actually enough to fulfill the
desired goals of the bureau. It will become the path through agriculture development
pursued within an inclusive, resilient, science-based and market-oriented framework,
which the DA actually espouses under its Agri-Pinoy overall strategic framework.
Through this, the Philippine Association of Agriculturist Inc. will somehow benefit from it.
But with regard to finances and direct support, PAA would get a very minimal perks.
